Yesterday, the White House issued a report card claiming that Iraq's government had made limited progress on some political and security goals. MOBILE FIRM SNUBS SOUTHWELL MAST PROTESTERS

A mobile phone firm has refused to meet angry parents campaigning against plans to install a mast near a school.

Company O2 refused to meet the No Masts in Southwell Action Group to discuss residents' concerns.

It has refused to look at alternative sites for the mast despite opposition from parents, governors and staff at both Lowe's Wong schools - which are near the proposed site. More than 1,300 residents have signed a petition against the plan.

I have just written to the Health Protection Agency about the effects of these technologies using pulsed microwave radiation on a percentage of the population and they way the HPA, mobile phone operators and the Government continue to ignore Sir William Stewart's recommendations for a precautionary approach and further research.

The issues of the vulnerability of our children; cancer clusters around mobile phone and TETRA masts; the growing numbers who are electro hypersensitive; and the non-sensitive who share the same symptoms or become ill unexpectedly should not be ignored to "wait for the science". Monitoring and good honest research should be in place now. These new technologies are untried and untested. There is no evidence that they are safe.

Panorama didn't have the time to cover enough! Those who attack this program must surely have hidden agendas to ignore the alarming rise in "anecdotal evidence" and the suffering of humans and animal life.

Zwangsverrentung von ALG II BezieherInnen

Ab 2008 wird die 58er-Regelung aufgehoben.

Da die Hartz IV Reform bei der Zusammenlegung der Arbeitslosenhilfe mit der Sozialhilfe das neue ALG II zu einer Fürsorgeleistung umgebaut hat, sind alle BezieherInnen von ALG II (die gesamte Bedarfsgemeinschaft, auch bei ergänzendem Bezug zu Erwerbseinkommen) verpflichtet, alles zu tun, ihre Hilfebedürftigkeit zu verringern oder zu vermeiden. Auf unsere Anfrage 16/5086 hat die Bundesregierung bestätigt, dass dies auch Renten aus der GRV mit Abschlägen (derzeit bis zu 18%, nach der Anhebung der Altersgrenzen bis 14,4%) einschließt. D.h. ALG II BezieherInnen, die Anspruch auf eine Altersrente haben, müssen diese in Anspruch nehmen, auch wenn die Höhe der Rente unter dem SGB II Regelsatz liegt. Diese Zwangsverrentung ist bis Ende 2007 durch die sogenannte 58er Regelung ausgeschlossen: Erwerbslose ab dem 58. Lebensjahr können diese Regelung abschließen und müssen dann nicht mehr dem Arbeitsmarkt zur Verfügung stehen, beziehen aber die vollen Leistungen nach dem SGB. Im Gegenzug werden sie nicht mehr als Erwerbslose registriert. Alle, die nach dem 1.1.2008 erwerbslos werden oder das 58. Lebensjahr vollenden, können diese Regelung nicht mehr in Anspruch nehmen.

Unmittelbar ergibt sich hieraus folgende Konsequenz: Wer Zwangsverrentet wird, verliert seinen Anspruch auf ALG II, da BezieherInnen von Altersrenten (auch vorgezogene) generell keinen Anspruch auf ALG II haben. Weiterhin hat, wer zwangsverrentet wird, bis zum Erreichen der Regelaltersgrenze (derzeit 65 Jahre, zukünftig 67) keinen Anspruch auf Grundsicherung im Alter (bei dieser wird auf den Unterhaltsrückgriff auf Eltern und Kinder verzichtet). Diese Personen werden letztlich auf die Sozialhilfe verwiesen, inklusive des dort geltenden Unterhaltsrückgriffs auf Kinder und Eltern, und dass, obwohl sie weiterhin erwerbsfähig sind; ein Umstand den die Hartz IV Reform ausräumen sollte. Mit der Anhebung des Rentenalters auf 67 verschärft sich das Risiko, am Ende des Erwerbslebens langzeiterwerbslos zu sein und damit zwangsverrentet zu werden, noch einmal deutlich. Dadurch steigen ebenfalls die Abschläge auf die Rente.

Wer zwangsverrentet wurde hat auch keinen Anspruch auf Maßnahmen der Arbeitsmarktpolitik, der Initiative 50Plus sowie der Perspektive 50Plus. D.h. eine Arbeitsaufnahme wird nicht mehr gefördert. Die, mit der Rente ab 67 von der Bundesregierung als zwingend notwendig erklärte, Verlängerung der Lebensarbeitszeit wird hier offensichtlich nicht angestrebt. Die Verdrängung vom Arbeitsmarkt scheint vielmehr darin begründet zu sein, dass der Staat nur zu etwa 30% an den Kosten der Rentenversicherung beteiligt ist, während er die Leistungen nach dem SGB II zum größten Teil alleine tragen muss. Schöner Nebeneffekt der Zwangsverrentung, die Erwerbsquote Älterer steigt und ihre Arbeitslosenquote sinkt. Den selben Effekt verursacht bereits die 58er Regelung, womit die geschönten Quoten nur für die Zukunft zumindest fortgeschrieben werden (tendenziell werden sie weiter geschönt, da nicht alle die 58er Regelung unterschrieben haben). Gleichzeitig widerspricht sich die Bundesregierung, wenn sie die Ablehnung des vorzeitigen Bezugs der Rente für besonders langjährig Versicherte damit begründet, dass dies dem Ziel, die Lebensarbeitszeit zu verlängern zuwider laufen würde. Anscheinend ist die Verlängerung der Lebensarbeitzeit nur dann erwünscht, wenn es nicht auf Kosten der Bundesregierung geht.

No rainforest is protected for long. And in the case of Uganda's Mabira forest reserve -- a vital ecosystem near the capital -- the President has pulled a massive bait and switch. There were strong indications a couple months ago that plans to clear a large part of this protected rainforest were to be scrapped. Yet now President Yoweri Museveni is trying again with renewed vigor to push through legislation that would strip the forest of its protected status to produce sugar for biofuels. The Mabira Forest Reserve, on the north shore of Lake Victoria, is home to 300 bird species as well as rare primates, and plays a vital role in the country's ecosystem, storing carbon and regulating rainfall. Given 50% of Uganda's forests have been lost since the 1970s, and a current rate of deforestation of some 2.2 percent, it is ludicrous to think more deforestation will lead to economic gain -- au contraire, at some point ecosystems will collapse leading to even greater poverty. Earlier in the year 8,627 Ecological Internet action network participants sent some 1,833,279 protest emails asking the Forestry and parliament to intervene. This was in support of strong protest in country including a boycott of the sugar company involved. Given that this rainforest give-away violates commitments made to the World Bank, and strong parliamentarian opposition, there are two likely avenues of protest in the near future. Sadly Ecological Internet was wrong on this one and the fight continues apace. g.b.

Ugandan President Yoweri Museveni continues to pursue legally dubious plans to destroy large areas of the Mabira Forest Reserve, Uganda's most important intact and protected rainforest, to produce sugar for biofuels. Some one-third of the reserve, about 7,000 hectares of an area which has been protected since 1932, will lose its protection for sugar cane production by the Mehta Group of India's "Sugar Corporation of Uganda Limited" (Scoul). Earlier indications had been that the project was to be reviewed and cancelled, illustrating once again that no rainforest is protected for long... What is so exciting is that this cyber-protest is in support of one of Africa's first grassroots modern ecological protest campaigns - with local peoples organizing boycotts against Scoul sugar company, setting up cyber-petitions and text messaging via cell phones to organize protests. A dramatic discussion is being held in Ugandan society and in the media regarding the legitimacy of giving away forest reserves to private business interests. Efforts to save Mabira rainforest are a spontaneous, home-grown rainforest conservation protest that deserves the international community's continued support... Please contact the entire Mehta Group below; as well as the Ugandan parliament, ministries and embassies, and insist that plans to produce sugar as a biofuel in Mabira protected forest by Mehta Group's Scoul sugar be abandoned. Let them know it is unacceptable to clear protected ancient rainforests for sugar production to produce biofuels, and the Mehta Group will be held accountable if the project proceeds.

Over 1000 independent studies, linking phone masts electro magnetic radiation with serious ill health including cancer, confirm that masts should not be sited within 350 metres of schools or housing. Phone operators dismiss such research, alleging that their own studies suggests no health risk. However last month the national press revealed that T-Mobile covered up the damaging results of their own research. The Ecolog Institute, a research organisation which examines the health effects of mobile phones, was commissioned by T-Mobile to investigate the possible health risks of mobile phone masts. The 2003 Ecolog report confirmed:

'Given the results of the present epidemiological studies, it can be concluded that electromagnetic fields with frequencies in the mobile telecommunications range do play a role in the development of cancer. This is particularly notable for tumours of the central nervous system.'

Der Zwang heiligt die Mittel. Ein-Euro-Jobs und ihre Profiteure am Beispiel Frankfurt am Main

„Ein-Euro-Jobs sind inzwischen längst zu einem festen Bestandteil hiesiger Vorstellungen von einer gelungenen Beschäftigungspolitik geworden und in weiten Teilen der Bevölkerung akzeptiert. Gleichwohl häuft sich die Kritik an der praktischen Umsetzung und der Effizienz dieser Jobs. So wurde vom Bundesrechnungshof schon frühzeitig gerügt, dass bei fast einem Viertel der Maßnahmen die Förderungsvoraussetzungen nicht vorlagen;

1. ein Richter des Bundessozialgerichts bemängelte, dass die Wochenarbeitszeit viel zu hoch sei und resümiert, dass das Ziel der Integration in den ersten Arbeitsmarkt verfehlt worden ist,

2. das Institut für Arbeitsmarkt- und Berufsforschung (IAB) kritisierte u.a., dass diese Jobs zum Personalabbau genutzt werden bzw. die Jobber müssen reguläre Arbeiten erledigen; überdies weise der Ein-Euro-Job im Vergleich zu anderen arbeitsmarktpolitischen Instrumenten die schlechteste Eingliederungsquote auf.

3. Bemerkenswert ist, dass all die kritischen Stimmen, selbst von etablierter Seite, an der Bundesregierung spurlos vorbeigehen. Es gibt schließlich auch keinen Druck von unten, der dazu veranlassen könnte, an dieser z.T. illegalen Praxis etwas zu ändern….“

EIN-EURO-JOBBER als Ersatz für Personaleinsparungen in der Verwaltung?

Sachstandsbericht "Ein-Euro-Jobs" der Stadt Neumünster in der Ratversammlung

Mit Beschluss der Ratsversammlung vom 21.06.2005 (Drucksache Nr. 0665/2003/DS) wurde der Umfang der Arbeitsgelegenheiten für sog. „Ein-Euro-Jobs“ auf ca. 30 Plätze festgelegt. Damit wurde dem tatsächlichen Bedarf für den Einsatz von „Ein-Euro-Jobbern“ innerhalb der Stadtverwaltung Rechnung getragen.

Mit Inkrafttreten des SGB II am 01.01.2005 wurde der Einsatz von Langzeitarbeitslosen im Wege sog. Arbeitsgelegenheiten ermöglicht und geregelt. Seit Oktober 2005 sind verwaltungsinterne „Richtlinien zur Beschäftigung von sog. „Ein-Euro-Jobbern“ innerhalb der Stadt Neumünster“ gültig, welche sich bis zum gegenwärtigen Zeitpunkt bewährt haben.

Zielgruppen der Maßnahmen und Verweildauer Die Arbeitsgelegenheiten werden mit Teilnehmerinnen und Teilnehmern über 25 Jahre bzw. über 58 Jahre in Zusammenwirken mit dem Dienstleistungszentrum Neumünster besetzt.

Die Verweildauer bei den über 25jährigen beträgt in der Regel 6 Monate und bei den über 58jährigen bis zu 3 Jahre. Zum Abbau beruflicher Defizite wurden auch in diesem Berichtszeitraum für ca. 25 % der Teilnehmerinnen und Teilnehmern Teilqualifikationen (z. B. EDV-Kurse, Ausbildung der Ausbilder, Lehrgänge zur anerkannten Erzieher-Assistentin etc.) durchgeführt. Die anfallenden Kosten konnten mit dem Land Schleswig-Holstein aus dem Programm ASH A 4 abgerechnet werden. Dieses Programm wird allerdings zum Sommer 2007 auslaufen. Mit dem „Zukunftsprogramm Arbeit“ ist geplant, ab Sommer 2007 bis 2013 auch weiterhin u. a. Benachteiligte am Arbeitsmarkt zu fördern. Gegenwärtig werden entsprechende Richtlinien erarbeitet.

Einsatzbereiche In folgenden Arbeitsfeldern werden die Teilnehmerinnen und Teilnehmer aktuell eingesetzt:

Schulbüchereien – Mithilfe beim Aufbau und der Pflege
ASD – Mithilfe im Geschäftszimmer, Aufbau Bundesweites Elternnetzwerk (BEN)
Kitas – Unterstützung bei der Essenzubereitung/-Verteilung sowie in einzelnen Gruppen
Jugendarbeit – Unterstützung Essenzubereitung, Spielplatzbetreuung
Betreute Grundschule – Unterstützung Essenzubereitung, Mithilfe bei Schularbeiten etc.
Mensa – Mithilfe bei der Essenzubereitung und Verteilung
Fachdienst Soziale Hilfen – Unterstützung Aktenablagen
IGS Faldera – Mithilfe bei der Tontechnik sowie im EDV-Bereich
Klaus-Groth-Schule – Mithilfe Archivierungsarbeiten und EDV-Unterstützung
Textilmuseum – Mithilfe bei administrativen Tätigkeiten
Gustav-Hansen-Schule – Unterstützung Kinderbetreuung
Stadtbücherei – Mithilfe Kaffeeservice
Rathaus – Unterstützung der Hausmeister

Nach Auffassung der SOGA sieht es so aus, als entsprechen große Teile der Arbeitsgelegenheiten nicht den Anforderungen im SGB II, ebenso bleibt nachzufragen ob der Personlrat der Stadt Neumünster jede einzelne Maßnahme überprüft hat oder ob eine Anhörung erfolgt ist. Wie die obersten Gerichte bereits festgestellt hat, unterliegen auch die sogenannten EIN-EURO-JOBBER den Mitwirkungspflichten der Personalräte. Eine weitere Frage die sich uns stellt? Will die Stadt Neumünster, wie durch Oberbürgermeister Unterlehberg bereits angekündigt, weitere Einsparungen im Personalbereich der Verwaltung durch ein neues Konzept, mit Arbeitsgelegenheiten nach dem SGB II einsparen?

As former federal prosecutor Andrew McCarthy put it, ‘these foiled attacks are best understood as new rounds in a long, global war, provoked by the challenge of radical Islam.’ Here was proof that the jihadists are still out there, ready to strike at the moment of their choosing. Homeland Security Secretary Michael Chertoff clearly agrees. On a visit Tuesday to the Chicago Tribune, he said he has a ‘gut feeling’ an attack may be imminent. ‘The intent to attack us remains as strong as it was on Sept. 10, 2001,’ he declared. Well, no one in that job is ever going to say the danger has been overstated. But the truth is that intent and ability are not the same thing. Though, al Qaeda may — emphasize ‘may’ — still have the capacity to mount the occasional major operation, that doesn’t mean terrorism should be treated as an omnipresent, existential threat. In reality, this fight bears only a faint resemblance to a real war...

In invading Iraq, we created a Shi’ite theocracy, ruled by death squads and radical mullahs: the so-called Shia crescent is the bastard offspring of our own promiscuously interventionist policy. One had only to look at a map and have a nodding acquaintance with the history and ethno-religious composition of the region to see that post-war Iraq would be vulnerable to Iranian influence and even dominance. To offset this disastrous ‘blowback,’ we are turning on a dime and aligning ourselves — at least rhetorically — with allies of the barbarians who brought down the World Trade Center and murdered some 3,000 Americans. Forgotten in all this maneuvering and backtracking is the security of the United States and the pursuit of legitimate American interests in the region, none of which are served by our reckless, drunken veering from Shi’ite to Sunni ‘allies.’ At this point, unless the American people wake up in time — which I very much doubt — war with Iran seems all but inevitable...
