Founding Father and Vice President John Adams (1789-97) once quipped that the U.S. vice presidency was ‘the most insignificant office that ever the invention of man contrived.’ Another, John Nance Garner (1933-41), remarked that it ‘wasn’t worth a pitcher of warm spit.’ Thus, until the mid-20th century, this relatively insignificant office has repeatedly been the butt of bad jokes and politically obscure occupants. Certainly, the framers of the Constitution did not intend for it to be a politically significant office. The vice president has only two constitutional duties. The most important is to assume the presidency if its occupant dies, resigns or, more recently, is unable to serve, under the terms of the 25th Amendment.
