Hartz IV durchleuchtet: Wie es auch anders gemacht werden kann

Der schon länger absehbare wirtschaftliche Abschwung wird – verschärft durch die Folgen der Finanzmarktkrise – im Jahr 2009 zu einem deutlichen Anstieg der Arbeitslosigkeit führen. Vor diesem Hintergrund gewinnen die Arbeitsmarktpolitik insgesamt und vor allem die aktiven Instrumente, die zusätzliche Beschäftigung schaffen können, wieder an Bedeutung. Umso dringlicher ist nun ein grundlegender Richtungswechsel in der Arbeitsmarktpolitik. Zwar hat die Bundesregierung mit dem „Gesetz zur Neuausrichtung der arbeitsmarktpolitischen Instrumente“ über 90 Änderungen vollzogen. Aber anders als der Titel vermuten lässt, setzt die große Koalition damit die von Rot-Grün begonnene Arbeitsmarktpolitik der Agenda 2010 fort: Eine Politik, die Erwerbslose entrechtet und in die Armut treibt und die eine drastische Zunahme von prekärer Beschäftigung und Niedriglöhnen bewirkt.
