The George W Bush administration and General David Petraeus, the top US commander in Iraq, plotted a sequence of events that would sensationally build domestic US political support for a possible strike against Iran. Key to this was to be the display of a major cache of Iranian weapons for use by Shi’ite militias in the Iraqi city of Karbala.
