Zur aktuellen Debatte um Altersarmut trotz privater Vorsorge erklärt Klaus Ernst, stellvertretender Vorsitzender der Partei DIE LINKE:

Der Skandal ist, dass die Bundesregierung Millionen von Menschen vorgaukelt, durch die öffentlich geförderte private Vorsorge die sogenannte Rentenlücke ausgleichen zu können. Die Behauptung der Bundesregierung, dass die Riester-Rente gerade für Geringverdienende eine attraktive und lohnende Form der Altersvorsorge sei, ist eine glatte Lüge. Viele abhängig Beschäftigte sparen sich von ihren sowieso schon real sinkenden Löhnen auch noch das Geld für die private Vorsorge vom Munde ab und kommen durch die Anrechnung der privaten Rente im Alter doch nur auf Grundsicherungsniveau. Die millionenschwere Förderung der privaten Vorsorge nützt neben der Versicherungsindustrie nur Menschen mit überdurchschnittlichem Einkommen, wie die deutsche Rentenversicherung selbst berechnete. Die Rentenpolitik von Rot-Grün und Schwarz-Rot unter Beratung von Professor Rürup hat jährlich sinkende Nettorenten verursacht. Die Folge: Ein heutiger Durchschnittsverdiener muss 32 Jahre Rentenbeitrag gezahlt haben, um überhaupt eine Rente in Höhe der Grundsicherung zu bekommen. Durch zunehmende Leiharbeit, eine Ausweitung des Niedriglohnsektors und prekäre Beschäftigungsformen ist diese Marke für viele Menschen völlig illusorisch. Die jetzige Diskussion, private Rentenzahlungen nicht auf die Grundsicherung anzurechnen und diese damit gegenüber der gesetzlichen Rente besser zu stellen, lenkt vom eigentlichen Problem – der Zerschlagung der gesetzlichen Rente und der Teilprivatisierung der Altersvorsorge – ab. DIE LINKE fordert die Bundesregierung auf, die Rentenreformen der letzten Jahre zurückzunehmen und die Rente mit 67 sein zu lassen. Nur die Koppelung des Rentenniveaus an die Lohnentwicklung und der Ausbau der gesetzlichen Rente zu einer lebensstandardssichernden Erwerbstätigenversicherung kann die drohende Massenaltersarmut stoppen.

Gesetzliche Rente stabilisieren, Altersarmut verhindern

Zur weiteren Debatte um die Riester-Rente erklärt der stellvertretende Parteivorsitzende Klaus Ernst:

Das ARD-Magazin Monitor wies zu recht darauf hin, dass sich eine private Altersvorsorge für Menschen nicht lohnt, deren gesetzliche Renten so gering sind, dass sie im Alter eine steuerfinanzierte Grundsicherung erhalten. Die angesparte private Altersvorsorge kommt in jenem Fall lediglich dem Staat zu Gute, da sie auf die Grundsicherung angerechnet wird. Vermehrt wird nun die Forderung nach Freistellung der Riester-Rente von der Anrechnung auf die Grundsicherung erhoben. Allen voran schreitet hier die Deutsche Versicherungswirtschaft, die sich um ihre Geschäftsfelder sorgt, und deren Lobbyisten. Aber auch Sozialverbände sprechen sich für eine (teilweise) Anrechnungsfreiheit aus. Ihre Sorge gilt jedoch der drohenden Altersarmut, denn die Grundsicherung im Alter ist bei weitem zu niedrig. Dies ist der falsche Weg. Bei diesen Vorschlägen soll, die private Vorsorge zum Bollwerk gegen Altersarmut aufgebaut werden. Während die gesetzliche Rente regulär auf die Grundsicherung angerechnet wird, soll im selben Atemzug die private Vorsorge anrechnungsfrei gestellt werden. Wer eine solche Privilegierung der privaten Altersvorsorge plant, macht die Gesetzliche Rentenversicherung zum Auslaufmodell. Um vermehrter Altersarmut vorzubeugen, fordert DIE LINKE:

Das stete Absinken der gesetzlichen Nettorenten, das mit der rot-grünen Rentenreform eingeleitet wurde, muss rückgängig gemacht werden. Hier liegt der Hauptgrund, warum trotz jahrelanger Beitragsleistung dennoch zunehmend mehr Menschen im Alter auf eine Grundsicherung angewiesen sind. Die gesetzliche Rente muss als tragende Säule den Lebensstandard im Alter absichern. Die Menschen müssen mehr Möglichkeiten erhalten, ausreichend Beiträge in die Rentenversicherung einzuzahlen. Die Einführung eines Mindestlohns ist dazu ein unerlässlicher Beitrag. Die Grundsicherung muss deutlich erhöht werden.

Es ist unbestritten, dass "riestern" heute für viele eine der wenigen Möglichkeiten ist, dem Sinkflug der Nettorenten zu begegnen. Man sollte sich jedoch davor hüten, aus der Not eine Tugend zu machen. Die Riester-Rente und die damit verbundene Kürzung der gesetzlichen Renten war der Startschuss zur Einleitung der Teilprivatisierung der Altersvorsorge. Sie wurde eingeführt, um den Leistungsabfall in der gesetzlichen Rente (Riesterfaktor) zu kompensieren. Jetzt zeigt sich, dass durch die Kürzungen der gesetzlichen Renten für viele Altersarmut die Folge ist.
