Is There a Double Standard on Leak Probes?

"When the CIA announced on Friday that it had fired an employee who the agency claims 'knowingly and willfully shared classified intelligence' with a newspaper reporter, Senate Intelligence Committee Chairman Pat Roberts, R-Kansas, immediately praised the agency's action, saying that "unauthorized disclosures of classified information can significantly harm our ability to protect the American people," Murray Waas writes. "But three years ago, on the eve of the invasion of Iraq, Roberts himself was involved in disclosing sensitive intelligence information."

Defiance in the land of the free

Times Online [UK]
by Nicola Graydon

04/23/06

The government came for the horses at dawn. It was spring 2003 and it was foaling season. A helicopter flew low over Pine Valley, herding them to corrals. Some prematurely gave birth, others were trampled. Armed federal agents stood by. By the end of the day, over 500 horses were taken to be auctioned off to a local rancher. Not long afterwards some 50 carcasses were dumped – the horses had starved to death. ... The 2003 round-up was the fourth military-style operation in one of the longest-running land disputes in the history of America. For over 30 years, Carrie and Mary Dann have fought the US government for Western Shoshone rights to 60m acres of land that stretch through Nevada into neighboring states. Until now, the harassment has hardly scratched the conscience of America, but that might be about to change. In March, in an unprecedented document, the UN demanded that the US government halt all actions against the Shoshone and find a solution acceptable to them and in accordance with their rights. This landmark decision could force the government to transform antiquated federal Indian law. And if it does it will be in no small part down to the Dann sisters...

Attack Iran, destroy the US constitution

Asia Times

by Jeremy Brecher and Brendan Smith

04/26/06

During the 2004 election, President George W Bush famously proclaimed that he didn't have to ask anyone's permission to defend the United States of America. Does that mean he can attack Iran without having to ask Congress? ... The president is acting as if the decisions that may get Americans into another war are his to make and his alone. So the Iran crisis poses not only questions of military feasibility and political wisdom but of constitutional usurpation. Bush's top officials openly assert that he can do anything he wants -- including attacking another country -- on his authority as commander-in-chief...

Look to states for leadership

The states have long been the laboratories of democracy -- and these days, those public-policy workshops are striving to fill a vacuum created by the federal government. From global warming to healthcare and stem cell research, the states are moving into areas where the Bush administration declines to take meaningful action. With the president basically ignoring global warming -- and administration operatives having been accused of attempting to muzzle government scientists who insist immediate measures are a must -- a number of states are trying to reduce greenhouse gases themselves. Because it is the world's 12th-largest emitter of those gases, California is crucial to that effort...

Oil prices continue to rise. Why would anyone expect otherwise given current circumstances? Let us start with the issue of destabilising the production of oil. The invasion of Iraq harmed oil production and everyone knows it. Military invasions are not good for production under most circumstances. Then we have Bush sabre rattling with Iran pushing prices up even more. We can't factor out the fact that a large amount of oil, in Venezuela, is under the control of a lunatic either. The supply of oil is very tenuous at best. Between the bad policies of George Bush and those of Hugo Chavez the world's oil supply is in trouble...

'These people' -- the Iranians -- 'can't be reasoned with.' If that's our attitude, then I'm not so sure we can be reasoned with, either. Don't buy the hype. Help save Nova Scotia's mainland moose from extinction

The moose is a Canadian wilderness icon... but on mainland Nova Scotia, if we don't act now, it's a species that will only live in history books. No more than 1,000 moose are left on the mainland, surviving in the most remote areas. Today, factors such as continued logging road construction and clear-cutting are endangering the recovery, and the very survival, of Nova Scotia's mainland moose population.

Let the premier know that you want moose habitat protected!
http://www.advocacyonline.net/eactivist/user/userJ.jsp

The provincial government is developing a Recovery Plan for Nova Scotia’s endangered mainland moose, and CPAWS is working to ensure that the plan will address habitat loss and fragmentation. CPAWS is asking the Nova Scotia government to protect "core habitat" for moose, and to strengthen special forestry guidelines. If we can protect and restore enough habitat, other major threats to moose recovery, such as disease and poaching, can be alleviated.

You can help! Your letter or email will let Nova Scotia's government know that the public cares about of the plight of moose on mainland Nova Scotia. Let's take action to protect and restore this Canadian icon.

The HPA acknowledged the condition of hypersensitivity exists and that it affects some people in the population

You will be pleased to know that the record note of the March 2nd meeting is now posted on the HPA web site. The address is given below:

http://www.hpa.org.uk/radiation/understand/radiation_topics/emf/emfdg/index.htm

It was a positive start for the 1st meeting, the HPA acknowledged the condition of hypersensitivity exists and that it affects some people in the population. The numbers of people affected in the UK are, however, largely unknown but it was thought by some members to be more than a few per million and could be a few per hundred. Hypersensitivity is known to be a serious problem for some people and these need help. I believe the numbers are far greater than a few per 100 and have concerns for children who will absorb a larger amount of radiation.

RPD staff agreed that advice on exposure guidelines needed to reflect the current scientific evidence. Any guidelines recommended by ICNIRP or other bodies would continue to be challenged to ensure that this is the case. Read the minutes for further details, I’m sure you will find some useful information. The next meeting is due to be scheduled in October.

Experts rule out houses near pylons

By Nic Fleming,
Medical Correspondent
Daily Telegraph
(Filed: 26/04/2006)

Homes should not be built near overhead power lines because of possible links with childhood leukaemia, Government-appointed experts are expected to conclude.

They are likely to recommend a change in planning guidelines so that new homes cannot be built either within 230ft of power lines or in a location that exposes inhabitants to electromagnetic fields (EMFs) of a certain strength.

A report by Dr Gerald Draper, of the Oxford childhood cancer research group, published two years ago, suggested that children under 15 living near high-voltage power cables may have double the risk of getting leukaemia. The seven-year study was commissioned by the Department of Health.

However, while the research found a statistical association, it did not establish a causal link and other scientists were sceptical of the findings.

Two reports containing recommendations on the proximity of power lines to both new and existing houses, as well as advice on electrical wiring in the home, will now be presented in June.

They are being drawn up by the Stakeholder Advisory Group on Extremely Low Frequency Electromagnetic Fields (Sage), an advisory group set up by ministers in October 2004, following the publication of Dr Draper's research.

The group includes representatives of the Department of Health, the National Grid, the Health Protection Agency, the Office of the Deputy Prime Minister and the Council of Mortgage Lenders.

Academics from Bristol University and Nottingham Trent are also members, as well as a number of campaigners from groups committed to highlighting what they believe are the potential dangers of EMFs.

Alasdair Philips, of the consumer group Powerwatch and a member of Sage, said that a large majority of those drawing up the reports was in favour of recommending precautionary advice.

"The link between childhood leukaemia and power lines is accepted pretty much worldwide.

"There is almost certainly going to be some precautionary guidance coming out of the report in June.

"There is a lot of agreement that we need to offer more precautionary advice on the siting of new house - 90 per cent of the advisory group agree with this line.

"I think it is highly likely we will see a recommendation that we change the way we wire our houses. There is no real opposition to that."

Representatives of the National Grid and Ofgen, the industry regulator, are understood to favour a recommendation that new homes should not be built within a specific distance - likely to be 230ft - of power lines.

Others in the group, including Mr Philips, are pushing for the ban to be based on homes being exposed to a certain level of strength of EMFs.

While initial advice will be to do with restrictions on the building of new homes, Sage members will include in their supporting material an analysis of the costs of knocking down and replacing homes thought to be exposed to potential harmful field strengths.

Starting this summer two more sub groups of Sage, looking at electricity distribution and electric transport, will begin drawing up reports.

A spokesman for the Department of Health said: "There is no new evidence to suggest a link between power lines and childhood cancers.

"However, we realise there is more research to be done. We have been closely following developments in this area for many years.

"Ministers will consider the group's recommendations."

Mast plans lead parents to threaten boycott

26/04/2006 12:12

Worried Perth parents are threatening a boycott of their chosen school in protest at plans to build a mobile phone mast close to school grounds. It follows the Scottish Executive's controversial decision to allow the building of the mast - despite Perth and Kinross Council previously rejecting the application on health grounds.

Sisters Moina McLaren and Fiona Whyte are both considering drastic action over the education of their children. Plans are being pushed through to build a g3 mobile phone mast just a few hundred yards from three schools.

It is claimed there are health concerns which have not been addressed, and Fiona is contemplating moving out of the area altogether.

A campaign against the building of the mast was thought to be won when Perth and Kinross council threw out the application 12 months ago, but the Scottish Executive have recently overturned that decision.

Craig McGhee says Fiona and Moina share concerns with hundreds of parents whose children attend Oakbank Primary, Perth High School and Perth Academy.

No one from Hutchinson, the company behind the phone mast, was available for comment.

Isn't a 'statistical association' sufficient to necessitate appropriate remedial action?

Apart from Telegraph article there is on page 15 of Daily Mail, 26 April an article by Julie Wheldon, Science Correspondent. There was an item in yesterdays Evening Standard by political correspondent Nicholas Cecil. Not only does it mention ministers considering new public health warnings over the potential dangers of living near electricity pylons, it has Dr Jill Meara of HPA saying that people should stay away from such devices (house hold appliances e.g. kettles, computers and microwaves) if they have a condition called "electrical sensitivity". It goes on to say that according to an official report victims apparently experience "real, unpleasant and sometimes disabling symptoms" such as headaches or fatigue". It even has Dr Michael Clark of HPA stating "We formally suggested that the Government should consider precautionary measures". I can hardly believe it all.

I can't get the scanner to work but shall have another go this evening. I am going to get a copy of every newspaper today.

Best wishes,

Yasmin Skelt,
Chorleywood, Hertfordshire,
England

--------

What intrigues me about the Telegraph article is the statement: "...whilst the research found a statistical association, it did not establish a causal link and other scientists were sceptical of the findings". Isn't a 'statistical association' quite sufficient to necessitate appropriate remedial action? 'Other scientists' cannot be sceptical about the statistical association because it exists. So exactly what are they are sceptical about? The need for precautionary measures? Perhaps the inability of science to establish a causal link merely reflects the shortcomings of many so-called experts working in the field.

Secondly, I note that whilst Alastair and some other members of Sage want the exclusion zone based on the actual strength of EMFs, representatives of the National Grid and Ofgen favour a simple 230ft range. How illuminating! The latter view couldn't be driven solely by the cost of adopting the former option - could it?

Bah, humbug!

Residents fuming at ‘unfair’ mast

By Robert Fisk

Residents protest at the site earmarked for the mast Residents protest at the site earmarked for the mast BR3768-03

CAMPAIGNERS are blaming the council for a mobile phone mast planning "fiasco".

Residents living near the corner of St Paul's Wood Road and Beddington Road, St Paul's Cray, were horrified to see workers digging a hole for a T-Mobile phone mast.

They believed the mobile phone giant was not allowed to put the mast up after a planning application was rejected by Bromley Council in August last year.

The council rejected the application after receiving a petition containing about 200 signatures and numerous letters.

However, T-Mobile appealed to the Planning Inspectorate and the mast was approved in February.

Residents say they would have objected if they had known the company had got approval but say Bromley Council did not send out any letters to tell them about it.

Mother-of-three Sam Anderson, 35, of Thorndon Close, St Paul's Cray, said: "It is a complete fiasco.

"Everybody is absolutely disgusted and could not believe the mast is going up.

"The council says it was taken out of their hands but we weren't told about it.

"All the residents are very angry about the way this has been done."

Dawn Somers, 47, of White-webbs Way, St Paul's Cray, said: "I'm fuming about it. The first we knew was when the hole was being dug."

Mrs Anderson says Bromley Council told her more than 100 letters were sent out to homes in the area informing residents T-Mobile had won the appeal.

She says everyone she has spoken to says they did not receive a letter.

Ward councillor Colin Willetts has vowed to fight the Planning Inspectorate's decision.

He said: "We believe the decision is unfair. No matter what, we will still be appealing."

The Rise of US Nuclear Primacy

In Moscow, buzz over arms race II

An article in the current issue of US journal "Foreign Affairs" rang alarm bells in Moscow this month. "The Rise of US Nuclear Primacy" argues that the deterioration of Russia's nuclear arsenal, coupled with recent US technology breakthroughs, means Russia can no longer count on deterring the US with its nuclear capabilities.

Inhuman Behavior: a chaplain's view of torture

By Kermit D. Johnson

The paradox is that patriotism can transmute individual unselfishness into national egoism. When this happens, when the critical attitude of the individual is squelched, this permits the nation, as Niebuhr observed, to use "power without moral constraint." - I believe this has been the case, particularly since 9/11, in the treatment of prisoners under U.S. custody.

Belene: finanziert kein bulgarisches Tschernobyl

.ausgestrahlt-Newsletter 7/06

Mittwoch, 26. April 2006

The Internet: SAVE It NOW Or Lose It

TELL CONGRESS THEY MUST FIGHT FOR US TO PRESERVE INTERNET NEUTRALITY

The only reason you are able to receive this alert at all is because corporate special interests have NOT YET succeeded in taking control of what you may view over the internet.

ACTION PAGE: http://www.charleswsanders.org/petitions/pnum261.php

But just recently AOL was caught trashing emails that contained a reference to a web site they did not like. In communist China today they are actually policing political thought online even now. It is the free and open exchange of ideas that has been the primary factor in the miraculous and inspiring growth of the world wide web as we know it today. But now corporate telecom giants in our own country like AT&T and Verizon are spending millions of dollars to try to get Congress to enable corruption of the internet

There are some real heros in Congress like Rep Ed Markey (D-MA) who are fighting to preserve our surfing freedoms with corrective amendments. And there are some real enemies like Rep. Joe Barton (R-TX), whose "Communications Opportunity, Promotion, and Enhancement Act of 2006," as has become all too usual, does exactly the OPPOSITE of what its title suggests. The House Commerce Committee is scheduled to take up consideration of this crippling of the internet this Wednesday, April 26, and we need every voice we have, with the freedom we now have, to USE the internet to demand that they enact strong protections for net neutrality.

ACTION PAGE: http://www.charleswsanders.org/petitions/pnum261.php

JOIN CHARLES SANDERS IN STANDING UP FOR YOU ON THIS AND ALL OTHER ISSUES

This action is brought to you because of the activism of Charles Sanders, Democratic candidate for the U.S House from the 3rd district of Ohio. We NEED candidates like Charles Sanders to stand up and make an issue of the repeated trangressions of the current administration. Charles needs your help to get his message out, and has now just one more week before his primary to do so. Please make a contribution today to enable Charles to go to Congress and fight for you on the issues you care about.

DONATIONS LINK: http://www.charleswsanders.org/donations3.html

How many times have you felt helpless and wished you could influence the votes of representatives in other districts to prevail on a critical vote in Congress, but thought you could not do so effectively because you were not one of their own constituents? How much more would you support Charles if you do live in his district?

Here we have a courageous candidate who will fight for all the issues you care about, if only he is given the chance to make the run. Please donate whatever you can to help Charles get on the radio to recruit and mobilize even more people to speak out so we can have a real impact on these policy decisions now and for the future. What would you give to have a whole legislature of people like Charles Sanders? Won't you give him your support now to make that a reality?

We have been valiantly speaking out with action alerts based on one fundamental premise --- either our representatives in Congress would listen to and heed the voices of their people --- or else we would work to replace them in the next election.

The time for the replacement action is NOW.

DONATIONS LINK: http://www.charleswsanders.org/donations3.html

If each of us will just contribute what we can, to the most worthy candidates we can find, it will make a real difference in the kind of Congress we will all have to deal with in 2007. Most importantly, strong showings NOW by candidates who DO have a backbone, and WILL stand up and fight, can send a powerful message to the rest that they better start shaping up or we will ship them out too. Make your donation today and it will have cascading positive effects in many other races for months to come.

Please take action NOW, so we can win all victories that are supposed to be ours, and forward this message to everyone else you know.

Gloating Telecom Giants Will Get Congress To Hand Them Control Of The Internet Unless We Stop Them

Not since the beginning of civilization has there been an invention that has benefited human kind in the way the internet currently does. I view its preservation in the same vein with the First Amendment, and the protections provided for freedom of the press and freedom of speech.

But just recently AOL was caught trashing emails that contained a reference to a web site they did not like. In communist China today they are actually policing political thought online even now. It is the free and open exchange of ideas that has been the primary factor in the miraculous and inspiring growth of the world wide web as we know it today, but now corporate telecom giants in our own country like AT&T and Verizon are spending millions of dollars to try to get Congress to enable corruption of the internet.

The House Commerce Committee is scheduled to take up consideration of this crippling of the internet this Wednesday, April 26, and we need every voice we have, with the freedom we now have, to USE the internet to demand that they enact strong protections for net neutrality [animated video].
