Death in Haditha

US Marines gunned down five unarmed Iraqis who stumbled onto the scene of a 2005 roadside bombing in Haditha, Iraq, according to eyewitness accounts that are part of a lengthy investigative report. The accounts provide evidence that as the Marines came under attack, they responded in ways that are difficult to reconcile with their rules of engagement.

Another Flight From Reality by President Bush

Joseph L. Galloway writes: "President Bush in a few days will present the results of his painful month-long examination of the options for continuing his mistaken adventure in Iraq, but there's little evidence that he's discovered any new way forward. The word in the halls of the Pentagon and inside the Beltway is that The Decider will choose some sort of temporary bump in the numbers of American troops currently assigned to fight a war without end and without purpose."

Goodbye to a Year of Ironies

"One needs a well-honed sense of irony to truly appreciate 2006," says William Fisher. "Some of these ironies were funny. Some were embarrassing. A lot were downright tragic. Before we finally consign the old year to the historians, let us recount some of them."

"Surge" without Congressional Approval Is Impeachable Offense

FRANCIS BOYLE, (217) 333-7954, fboyle @law.uiuc.edu

Professor of international law at the University of Illinois, Boyle said today:

"Concerning the proposed 'surge' by the Bush administration of 20,000-plus U.S. troops into Iraq, this requires further authorization by the U.S. Congress under the terms of the War Powers Resolution. Section 4(a)(3) makes it quite clear that the War Powers Resolution is triggered ... 'In the absence of a declaration of war [which we do not have for Iraq], in any case in which United States Armed Forces are introduced ... (3) in numbers which substantially enlarge United States Armed Forces equipped for combat already located in a foreign nation....'

"We currently have about 140,000 troops in Iraq. Sending in an additional 20,000-plus would 'substantially enlarge' those forces. Therefore, the Bush administration would require further authorization from Congress for this euphemistic 'surge,' which is really a substantial escalation. Failure to obtain additional authorization from Congress for this substantial enlargement of U.S. Armed Forces in Iraq would constitute an impeachable offense under the terms of the United States Constitution for violating the Constitution's War Powers Clause and Congress's own War Powers Resolution."

US Health Care System: Paying More, Getting Less

"It is no surprise to hear that the US health care system is in shambles. Health care costs are increasing faster than wages and nearly 47 million Americans - 8 million of whom are children - are uninsured. Millions more are underinsured," writes Meredith L. King.

Can We Let Intelligence Officials Lie With Impunity?

By Ray McGovern and W. Patrick Lang

Lies have consequences. All those who helped President George W. Bush launch a war of aggression - termed by Nuremberg “the supreme international crime” - have blood on their hands and must be held accountable. This includes corrupt intelligence officials. Otherwise, look for them to perform the same service in facilitating war on Iran.
