Unter Bezug auf öffentliche Statistiken setzten sich die Arbeitslosenzahlen von insgesamt ca. 9.647.540 Erwerbslosen im September 2008 (vorläufig) wie folgt zusammen: Arbeitslosengeld I – 807.222 und Arbeitslosengeld II – 4.897.834. Hinzu kommen Bezieher von Sozialgeld: 1.872.730, Menschen in Fortbildungsmaßnahmen: 1.600.000, Ein-Euro-Jobber: 329.745 und Menschen, die nach der "58er-Regelung" automatisch aus der Statistik fallen: 140.000 (Juni). Sie werden statistisch sämtlich nicht mitgezählt. 1,3 Mio. Menschen erhalten inzwischen zusätzlich zu ihrem Verdienst Arbeitslosengeld II. Die Zahl der geringfügig Beschäftigten ist vom 5,5 Millionen im Jahr 2003 auf 7,02 Mio. im Jahr 2008 gestiegen.
