'I believe we are at a tipping point,' he said, because the scarcity of water poses a threat to the food supply just when the agricultural sector is stepping up production in response to riots over food prices, growing hunger, and rising malnutrition."

Iraqis voice opposition to security deal

Former Iraqi Prime Minister Ibrahim al-Jaafari and a slew of other lawmakers Friday condemned the long-term security deal reached with the United States. "I renounce the humiliating agreement between Iraq and the United States," Jaafari said in a statement.

Sadr denounces U.S. withdrawal plan

Iraq's government spokesman, Ali Dabbagh, reiterated Friday that any departure of U.S. troops was "subject to Iraqi national security" and that the dates are hypothetical. The final departure date "will be jointly set" by Iraq and the United States, he said, downplaying suggestions that the draft was the final deal.
