The Bush administration has a pattern of ignoring warnings that its proposed policy, action or inaction will have deleterious consequences. After the negative consequences occur, a Bush official then professes that no one could have predicted that such an event could have occurred until it is publicly revealed that it had been precisely warned beforehand. The public and lawmakers then shout incompetence. But, are key officials incompetent or do they use this label as a shield to protect themselves from accountability while they continue to pursue similar 'incompetent' policies?
