AEG-Werk Nürnberg: Bayern kritisiert Subventionierung von Arbeitsplatzverlagerungen mit EU-Geldern (15.02.06)

Angesichts einer "Verlagerung von Arbeitsplätzen in die neuen EU-Mitgliedstaaten wie zum Beispiel zuletzt bei AEG von Nürnberg nach Polen" kritisierte die bayerische Staatsregierung am Dienstag "die Subventionierung reiner Arbeitsplatzverlagerungen mit EU-Geldern". Der Europäische Rat werde Ende März darüber entscheiden, wie EU-Strukturhilfen in Höhe von rund 310 Milliarden Euro in den kommenden Jahren in den EU-Mitgliedstaaten vergeben würden. "Bayern will verhindern, dass Firmen für reine Arbeitsplatzverlagerungen innerhalb der EU Geld aus Brüssel bekommen." Deshalb fordert die Staatsregierung eine Änderung der bisherigen Förder-Praxis und konkrete Änderungen der neuen EU-Strukturfonds-Verordnung.

Planning leaders in Norfolk today refused to be drawn on mobile phone mast safety ahead of a debate in the House of Commons which could lead to local authorities being given the power to refuse applications on health grounds.

Despite several local councils backing the Telecommunications Masts Planning Control Bill, due to come before Parliament next week, many district and borough councillors in Norfolk did not wish to comment on the Bill.

Currently, planning boards cannot stop applications solely on health and safety grounds. If the Bill is passed, councillors would have greater power to refuse planning applications on such grounds.

Norwich city councillor Judith Lubbock, who chairs the planning committee, said she was unable to comment until legislation was passed.

David Thompson, chairman of Broadland District Council's planning committee, did not comment because to do so would mean he would have to surrender his position as chairman of future meetings.

A spokeswoman for Yarmouth Borough Council said: "We have never had any appeals against masts on health grounds."

Norwich North MP Dr Ian Gibson has been a supporter of the Evening News' Put Masts on Hold campaign. He said: "I will certainly be in the House of Commons next Friday to hear the bill and welcome another chance for debating the issue." If the Bill wins enough support from MPs, it could go forward to the committee and report stages before being heard a third time. If successful, it would then go before the House of Lords and would have to be given Royal Assent before becoming an Act of Parliament.

Councils that have declared their support include Richmond, Derby, West Berkshire, the London Borough of Haringey, Hart, Wyre Forest and Preston.

The second reading is scheduled to come before the House of Commons for a vote on Friday, March 3.

Zur Debatte im Europäischen Parlament über die EU-Dienstleistungsrichtlinie erklärt das Parteivorstandsmitglied Ulla Lötzer (MdB):

Wir fordern die Abgeordneten im Europaparlament auf, jetzt gegen den Entwurf der Dienstleistungsrichtlinie zu stimmen. Die SPD muss endlich ihr Spiel mit falschen Karten beenden. Letzten Samstag stellt sie sich an die Spitze der Demonstration in Berlin. Jetzt, da es zur Abstimmung kommt zieht sie sich wieder einmal aus dem Widerstand zurück. Und sowohl Frau Gebhardt als auch der Parteivorsitzende Platzeck erklären den wachsweichen Kompromiss zum großen Erfolg. Der Begriff "Herkunftslandprinzip" soll zwar in der Richtlinie jetzt nicht mehr auftauchen, der Ansatz, den Markt zu liberalisieren, ohne vorher die nationalen Regelwerke zu harmonisieren, bleibt jedoch bestehen. Auch die Einbeziehung der öffentlichen Daseinsvorsorge in den Geltungsbereich der Richtlinie wird nicht angetastet. Jetzt haben die EU-Abgeordneten die Chance, dem geplanten Lohn- und Sozialdumping in Europa entgegenzutreten. Auch die Kompromissverhandlungen der letzten Woche machen aus dieser katastrophalen Richtlinie kein gutes Werk. Anstatt den falschen Ansatz der Richtlinie durch weitere Ausnahmen von den Ausnahmen etwas zu entschärfen, wäre es jetzt notwendig, die Richtlinie ganz zurückzuziehen und eine völlig neu überarbeitete vorzulegen.

Southside gardai are opposing the erection of a mobile phone mast at their station in Shankill over health fears.The Garda Representatives' Association (GRA) is to raise officers' concerns about the possible health implications with its national executive. The move comes after gardai confronted over 100 angry locals last week who were protesting against the erection of a new mobile phone mast adjoining Shankill Garda Station. The mast caused a storm of controversy and local residents prevented Vilicom - telecoms consultants for the Office of Public Works - from carrying out work on the structure at the Garda station. Last week, residents of Dorney Court blocked the entrance to the site with their cars, leading gardai to threaten to haul the vehicles away. The mast, which is situated beside the Garda station, is located in the Dorney Court Estate where hundreds of residents live within metres of it. St Anne's School, Scoil Mhuire/Rathsallagh Primary School and Rathmichael School are also located within 500 metres of the structure. Garda John O'Brien, who is a representative of the GRA for the South Dublin area, is to raise the matter at the national executive of the association at its next meeting after 47 local gardai signed a petition stating their own opposition to the mast. In a statement last week, Garda O'Brien said: “As a result of the imminent erection of a new telecommunications mast, I have written to the district officer. It's going to be a matter for the national executive. This matter is not just a Shankill problem, but a matter for every station in the country.”

Under the 2001 Planning and Development Regulations, a replacement mast with up to 12 additional antennae may be erected without planning permission. Currently only one mobile phone company operates equipment on the existing mast. However, Meteor, Vodafone, and Hutchison 3G are to install their equipment on a replacement mast under the exemption while the existing mast is to be decommissioned. The protests followed a request from Dun Laoghaire Rathdown County Council last week to the OPW and Vilicom to cease work immediately on the site “until the overall planning status of the development is determined and in full accordance with procedures laid down within the planning and development Act 2001”. However, the OPW and Vilicom failed to heed the request, provoking residents' anger and prompting them to block the entrance to the site. Cllrs John Bailey, Maria Bailey (FG), Dennis O'Callaghan (Lab) and Tom Kivlehan (GP) raised the issue of the mast at the Dun Laoghaire area committee meeting on Monday, January 6. Following the meeting, officials in the enforcement section of the council again sent a fax to the OPW instructing the contractors to cease work, but these instructions were ignored. By Friday morning last contractors were still attempting to work on site but were prevented from doing so by locals. Eamonn Keogh, a spokesperson for the Dorney Court Residents' Action Group, who lives within 30-metres of the mast, said the community was gripped with fear at the prospect of a new mast. Mr Keogh also said locals were very upset because Garda authorities did not show “courtesy and respect” by informing them that the mast was being erected. “That is totally against the Garda charter,” he added. “We are calling on the Garda authorities to explain themselves.” He added that residents are determined that the new mast will not be erected and that the existing one will be decommissioned indefinitely. Declan McCullough, senior executive officer in the enforcement section of Dun Laoghaire Rathdown County Council, said last week that the mobile phone companies and the OPW were acting in accordance with the planning and development regulations. They would also be exempt from having to remove the existing structure and erect a new one, he said. “We have been presented with a set of drawings by Vilicom and it would appear that this is an exempted development,” he told Southside People last week. The enforcement section of the council has also asked Vilicom to supply additional information regarding the equipment cabin at the rear of the Garda station. Meanwhile, the Joint Oireachtas Committee on Environment Heritage and Local Government has summoned the OPW before the committee over the erection of the mast. George Moir, a spokesperson for the OPW said last week: “The council has asked us to cease working on the site but that is with our legal department at the moment so we cannot comment on that.”

Eliminating America's Public Lands

Though many details of President Bush's 2007 budget are still murky, some, regrettably, are painfully clear. Amid serious cuts to public lands programs (already grossly under-funded) there now comes a blatant proposal to begin selling off our public lands themselves.

It's not a new idea. The anti-environmental right has long cherished a fevered pipedream of selling off America's public estate. The President's budget proposal is a dangerous escalation of the crusade that now shows signs of becoming a trend.

Like A Broken Record

Just two months ago, Rep. Richard Pombo included in a budget reconciliation bill a provision to sell off millions of acres of land to mining interests and developers. The measure passed the House. But unified opposition from western conservationists, hunters, anglers, local elected officials, businesses, governors and Democratic and Republican Senators alike forced its removal.

Similar coalitions have blocked other such extreme proposals, including one in which Pombo actually identified units of the National Park System to sell.

Over 800,000 Acres Could Be Lost to the Public

In all, over 300,000 acres within our National Forests could be sold in 32 states. California would suffer most with 85,000 acres on the block, but this isn't just a threat to western public lands. In the southeast, where public lands are rare, 55,000 acres could be sold.

The Administration has already identified the forest lands it will sell. It has given the Bureau of Land Management (BLM) a sales quota, marching orders more appropriate to door-to-door salesmen than to professional land managers. That agency will identify sales tracts as it completes its land use plans. But to meet the Administration's sales quota, the agency might need to sell as many as half a million additional acres.

Important Lands in Valued Places

Administration spokespeople are struggling to depict these land sales as small, isolated, of no particular public value or consequence. Nonsense. One is a 160-acre parcel in the Big Creek drainage of Emigrant, MT, in a popular recreation area adjacent to an upscale guest ranch. Another includes over 700 acres of the Columbia River Gorge National Scenic Area in Oregon and Washington. A third comprises 1,300 acres along a remote and rugged river gorge with rare low-elevation old-growth forest in Washington.

Why? There is no good reason but there is a formal excuse: to raise money to help fund rural roads and schools. No one doubts the federal obligation to help local governments pay for such things, but the help should come, as it currently does, from the general treasury, as a broad public responsibility, not from casually peddling America's icons. Rep. Mark Udall (D-CO) sees the plan as a destructive way to pay for what he considers reckless tax cuts. "It's like selling your homestead to pay your credit cards," he said.

Voicing his concern, Sen. Larry Craig (R-ID) said, "public lands are an asset that need to be managed and conserved." And Rep. George Miller (D-CA) said, "The suggestion that the only way to fund rural schools is to sell off our national forests is just ludicrous in a nation this wealthy."

Dear Representative/Senator:

President Bush's proposed budget for FY2007 includes a monumentally wrongheaded scheme to raise money by selling off what could amount to 800,000 acres of America's treasured public lands. I am strongly opposed to any such sale and urge you to ensure that it joins other recent land privatization schemes on the legislative trash heap.

Our public lands are an American birthright, something that makes our homeland unique. Those lands deserve protection, defense and thoughtful stewardship. They are not commodities to be used in a shortsighted, craven scramble for a few dollars, simply because we lack the political courage to appropriate outright what we need to meet our obligations. Our public lands are treasures that we should rightly hand on to our children and to our grandchildren.

Late last year, Rep. Richard Pombo proposed, and the House approved in the budget reconciliation bill, an outlandish scheme to sell millions of acres out of public ownership and into the hands of mining companies and other developers. The resultant outcry from anglers, hunters and other conservationists, from western governmental leaders, from ranchers and business people, was such that the provision was scrapped before the budget resolution was approved.

The President's land disposal scheme is equally objectionable and warrants the same end. I believe it is crucial for Members of Congress to publicly declare their opposition to this harebrained idea and to do so immediately.

Our public lands deserve more than to be treated as a budgetary slush fund. As a voter and a lover of our public lands, I count on you to defend them.

(GFP) - Bei der geheimen Sitzung des Parlamentarischen Kontrollgremiums (PKG) im Deutschen Bundestag hat der amtierende Außenminister und frühere Chef des Bundeskanzleramts, Frank-Walter Steinmeier, am vergangenen Freitag die staatliche Beteiligung der Bundesrepublik am Überfall auf den Irak faktisch bestätigt.

Laut Steinmeier (SPD) erkundeten deutsche Agenten in mehr als 20 Fällen mögliche Angriffsziele in der irakischen Hauptstadt und leiteten die Ergebnisse ihrer Spionagetätigkeit an die Zentrale des Bundesnachrichtendienstes (BND) weiter. Von dort wurden die Informationen dem Angreifer übermittelt. Die im Geheimdienst-Gremium bekannt gewordenen Tatsachen stellen einen vielfachen Bruch der deutschen Verfassung dar und verletzen die zentralen Gebote der UN-Charta.

Trotz der von Steinmeier eingestandenen Beteiligung am Irak-Überfall weigert sich die deutsche Justiz, gegen die Verantwortlichen zu ermitteln. Auch die dem Innenausschuss des Deutschen Bundestags bekannt gewordenen Einzelheiten über Auslands-Aktivitäten des Bundeskriminalamts (BKA) bleiben ohne strafrechtliche Konsequenzen.

Die Kapitulation der parlamentarischen Kontrollorgane vervollständigt das für die Geheimdienste zuständige PKG, dem Vertreter sämtlicher Bundestagsparteien angehören. Obwohl sie auf die allgemeinen Regeln des Völkerrechts verpflichtet sind, halten sie sich an nationale Redeverbote.

Nach Informationen dieser Redaktion ist keines der PKG-Mitglieder bereit, die Völkerrechtsverbrechen der deutschen Regierung unter internationale Anklage zu stellen.

Zu einer als "geheim" eingestuften Sitzung waren am vergangenen Freitag der ehemalige Chef des Bundeskanzleramts, Steinmeier, sowie der frühere Vizekanzler, Fischer, im PK-Gremium erschienen, um durch Aussagen, die nicht zitiert werden dürfen, der Öffentlichkeit eines Untersuchungsausschusses zu entgehen. Die bei der PKG-Sitzung eingeräumten Tatsachen sollten dem Vertreter von "Bündnis 90/Die Grünen" Gelegenheit geben, über eine befriedigende Aussagebereitschaft der Exekutive zu informieren, ohne Einzelheiten nennen zu müssen. Wie erwartet, trat das PKG-Mitglied Stroebele ("Bündnis 90/Die Grünen") anschließend vor die Presse und sagte, er wisse jetzt "sehr viel mehr, als ein Untersuchungsausschuss in einem halben Jahr herausbekommen hätte".[1] Allerdings fühle er sich an die nationalen Vorschriften der Geheimhaltung gebunden und könne der Öffentlichkeit daher nur mitteilen: "Es hat sich gelohnt."

Angriffskrieg

Nach Informationen dieser Redaktion erfuhren die PKG-Mitglieder nicht mehr, als seit Wochen bekannt und daher unmöglich geheim zu halten ist.[2] Demnach haben in Bagdad tätige BND-Agenten während des US-Überfalls im April 2003 militärische Beobachtungen an ihre Münchener Spionagezentrale weitergeben, die dann "gebündelt" dem Aggressor zur Verfügung gestellt wurden. Dies geschah nach vorheriger Absprache mit den entsprechenden US-Stellen, war also verabredet und stellte eine unmittelbare Hilfsleistung für die geplanten oder in Ausführung begriffenen Gewaltoperationen dar.

Damit erfüllen die in der PKG-Sitzung jetzt auch offiziell eingestanden Tätigkeiten des BND die Bestimmungen von Artikel 26 der deutschen Verfassung ("Handlungen, die geeignet sind...die Führung eines Angriffskriegs vorzubereiten, sind verfassungswidrig.")

Verantwortlich ist der zum Tatzeitpunkt tätige Regierungsbeauftragte für die Geheimdienste - der heutige Außenminister Frank-Walter Steinmeier.

Orden

Hatte Steinmeier bisher verlautbaren lassen, Artikel 26 sei nicht tangiert, da die BND-Agenten den USA "keinerlei direkte Hilfe" angedeihen ließen, sondern lediglich ihre Zentrale informierten, heißt es angesichts der nicht mehr zu leugnenden Nachrichten-Weitergabe durch das BND-Hauptquartier nunmehr, kriegsrelevante Konsequenzen könnten nicht festgestellt werden.

Diese Argumentation zielt auf die Verharmlosung operativer Angriffsvorbereitungen, die keiner blutigen Opfer bedürfen, um strafbar zu sein - es reichen Handlungen bei der Vorbereitung eines Überfalls.

Dass die BND-Aktivitäten vom Aggressor anders eingeschätzt wurden als in den jetzigen Schutzbehauptungen Steinmeiers, beweist ihre militärische Würdigung: Zumindest einer der BND-Agenten darf sich seitdem mit einem US-Orden schmücken.

Artikel 25

Die zweifelsfreie Beteiligung an der Militäraggression gegen den Irak, die ein schweres Verbrechen darstellt, wird in der Bundesrepublik nicht unter Anklage gestellt. Diverse Anzeigen einzelner Bürger weist der Generalbundesanwalt zurück und behauptet, es bestehe kein Anfangsverdacht.

Die Generalbundesanwaltschaft ressortiert beim Justizministerium, dessen Behördenspitze Grund hat, das Treiben der Vorgängerregierung zu decken - die Ministerin Zypries (SPD) war während der Tätigkeit Steinmeiers (SPD) an selber Stelle tätig und wird für die damaligen Versäumnisse verantwortlich gemacht.[3]

Angesichts der umfassenden Beteiligung zahlreicher Exekutivorgane stehen den deutschen Parlamentariern zahlreiche Kontroll- und Rechtsregularien zur Verfügung, die nicht nur innerstaatliche Mittel umfassen; da das internationale Völkerrecht Bestandteil des Bundesrechts ist und diesem vorgeht [4], kann die Beteiligung am Angriffskrieg gegen den Irak auch auf internationaler Ebene angeklagt werden.

Entsprechende Schritte von PKG-Mitgliedern sind nach Informationen dieser Redaktion jedoch nicht zu erwarten.

Intervention

Dass die internationale Verfolgung deutscher Kriegsbeiträge und Folterbeihilfen in Berlin gefürchtet wird, offenbart der Verlauf einer Sitzung des Bundestags-Innenausschusses. Dort wurden Erkenntnisse des BKA-Beamten Ralph Trede über Folter-"Outsourcing" im Libanon zwar für nicht glaubwürdig erachtet, aber wegen eventueller Behandlung im Europarat als gefährlich eingeschätzt.[5]

Obwohl der Ausschuss Zugang zu Informationen besitzt, nach denen im Bundeskriminalamt (BKA) Beauftragte einer US-Inlandsbehörde tätig gewesen sind, wird die BKA-Auftragsarbeit für eine fremde Macht auch in diesem Gremium nicht behandelt. Stattdessen beschäftigte sich der Ausschuss mit unliebsamen Medienrecherchen, denen ein autoritatives Ende bereitet werden soll - durch Intervention bei der Intendantin eines öffentlich-rechtlichen TV-Senders.

Nichtöffentlich

Die Botschaft ist angekommen. Auf der 25. Rundfunkratssitzung von "radio berlin brandenburg" (rbb), die am vergangenen Donnerstag in Potsdam stattfand, war dazu.

Gelegenheit - "Top 01 bis Top 03, nichtöffentlicher Teil." Nichtöffentlich sind auch die Bemühungen der Bundesregierung, die für hinderlich erachtete internationale Rechtslage zu ändern, um zukünftig offener vorgehen zukönnen. Entsprechende Andeutungen machte die deutsche Bundeskanzlerin auf der Münchener Rüstungskonferenz und regte eine "Weiterentwicklung des Völkerrechts" an. "Deutschland will und wird hierzu seinen Beitrag leisten," versprach Frau Merkel.[6]

The Solution: Dr. Martin Luther King Jr. and Coretta Scott King faced far worse resistance from political leaders when they tried to end segregation in the South. So they took their movement to the streets and marched peacefully directly into the face of that resistance. We will take our inspiration from them, and bring our movement nonviolently and peacefully into the face of our resistance: the 435 Members of Congress who are supposed to represent us but refuse to do so. The recent email being circulated about a woman dying from Paget's Disease -- skin symptoms re nipple/rare breast cancer -- PLUS information from National Cancer Institute website (see above) regarding men also at risk for breast cancer including Paget's -- cancer of nipple, again points out the need for caution in regard to electric items being close to one's bed!!!

Currents are induced on metal mattress springs from anything electrical that is close to one's bed. Since government and industry continue to withhold vital information from the public, we need to "pass-the-word" and practice "prudent avoidance" ourselves........

Prudent avoidance regarding EMF/EMR -- particularly electrical appliances, etc. close to one's bed, was being recommended back in 1994 even by the American Cancer Society. Government as well as the electrical industry also supplied similar advice.

BIG MONEY control even of charities -- donations from telecommunications' industry/power companies, etc. as well as money paid to politicians, etc. PLUS money concerns that protect the huge pharmaceutical companies (hide that which doesn't allow for making lots of money on new treatments and drugs, etc.), are all reasons why the public is no longer being warned about precautions that are vital to one's health.

Even if someone doesn't have metal mattress springs, it is important not to have electrical items close to beds because of high frequencies (RF) as well as action of motors/transformers that are "out-of-sync" with proper cell signaling and proper functioning of cells.

Research supports that any toxic exposure including chronic, prolonged low levels of EMF/EMR, promote "identical health problems/biological changes" as low dose ionizing radiation as well as other toxic exposures. While there are "no official recommendations," some EMF researchers/mitigators recommend a distance of 3 ft. from electrical item to a bed. This would include any clock, lamp (even tho not turned on), literally any appliance as well as telephone equipment.

Lee Chung-yi, a Taiwanese professor of public health at Fu Jen Catholic University, may be doesn't have to worry so much about the schools that are close to EMF sources, if he would only listen to a swedish Public Health representative - professor Anders Ahlbom who tends more to the "don't worry, be happy" approach: "Also the involved risk, if any is small and would affect a small fraction of the population." But how small is for example: even 1%- 5% of billion people? Calculators are not only for statistics, they can be used also for basic math.

144 SCHOOLS EXPOSED TO DANGEROUS ELECTROMAGNETIC FIELDS: SURVEY

Taipei, Feb. 13 (CNA) A total of 144 elementary and junior high schools in Taiwan are exposed to dangerous electromagnetic fields, according to Monday's China Times newspaper.

The paper quoted a survey conducted by Lee Chung-yi, a professor of public health at Fu Jen Catholic University, under the commission of the Ministry of Education, as warning that the health of more than 18,000 students could be threatened by the electromagnetic fields.

Judged by the locations of the schools, the survey found that 95 elementary schools and 49 junior high schools have part of their campus within 20 meters of high-voltage power lines or within a
50-meters radius of a substation.

In theory, such areas are affected by extreme low-frequency electromagnetic fields with an intensity of more than 4 milligauss, which has been linked to high incidence of cancer among children, according to the survey.

As it is "impossible" to relocate the schools or ask the power company to move the power lines or power facilities, the paper quoted an education official as saying that the Education Ministry has asked these schools to "avoid using campus and classrooms" near affected areas.

There is still scientific uncertainty about this association and IARC (WHO cancer agency) classified the exposure as possibly carcinogenic to humans. Also the involved risk, if any is small and would affect a small fraction of the population. Yet, I would try to avoid a home with the exposure level you mention, particularly with children at home.

In your personal opinion, not reflecting the ICNIRP opinion or position, could you please inform me, whether you and your assumed family, with children aged 1 and 3, and expecting a third child in two months, would you live in a house that is exposed to magnetic fields ranging between no less than 10 and 20 milliGauss AC magnetic field and above, 24 hours a day, year-round for the next 25+ years. This with your wife always staying home and not working anywhere else, and having mind that you once will retire in this home, and one of your kids will move in and raise a family of two or three children?

A MOBILE phone mast earmarked for a disused footpath in Davidson's Mains looks set to fall foul of planning chiefs amid fears it would clash with the future appearance of the area.

The proposed 12-metre high telecoms mast in Marchfield Park Lane, off Hillhouse Road, would be sited in a lane which leads to a deserted mansion.

As well as the phone mast, the project would include a small equipment cabinet and a meter cabinet.

But plans in the pipeline to develop that site may mean that the mobile phone mast is thrown out by planners, since it could be deemed visually incompatible with the potential layout and design of any development.

Other concerns noted by Alan Henderson, the city's planning and strategy boss, were that the application did not constitute the most efficient position for a new mast, as it would be close to two other installations.

Mr Henderson said in his report to councillors: "The applicant's list [of potential sites] is not exhaustive and there may be more suitable alternative sites towards the Telford Road junction or on the south side of Craigcrook Road."

Liebe Unterstützerinnen, liebe Unterstützer des Aufrufs zur Demo am 3. Juni 2006 in Berlin,

das Vorbereitungsplenum zur Demo am 3. Juni 2006 bittet Euch, überall vor Ort zur Bildung von Aktionseinheiten für die Mobilisierung zur Demonstration beizutragen oder an bestehenden Initiativen teilzunehmen.

Denn uns geht es darum, eine breite Mobilisierung für den 3. Juni 2006 zustande zu bringen!

Möglichst alle Gruppen, Parteien, gewerkschaftliche Gliederungen, sozialen Verbände und Initiativen, die in den letzten Jahren gegen den sozialen Kahlschlag, gegen die innere Aufrüstung und Krieg aktiv geworden sind, sollten in die Mobilisierung mit einbezogen werden!

Insbesondere sollten wir auf die Kolleginnen und Kollegen zugehen, die in den letzten Monaten aktiv gegen Arbeitsplatzabbau, Betriebsverlagerungen und -schließungen und Arbeitszeitverlängerungen gekämpft haben oder noch kämpfen (sei es Infineon, Alstom-Power Mannheim, AEG Nürnberg, Gate Gourmet und, und, und...), und versuchen, sie für eine Teilnahme an der Demonstration am 3. Juni 2006 zu gewinnen.

Der gerade stattfindende Streik von Verdi, die kommende Metall-Tarifrunde und der 1. Mai werden uns Gelegenheit geben, für die Demonstration am 3. Juni 2006, sozusagen als Sammlungspunkt des Protestes gegen die unsozialen und kriegerischen Vorhaben (Iran!) dieser Regierung zu werben!

Wir sollten auf Streikversammlungen, vor Streiklokalen, auf Kundgebungen und Demonstrationen der Gewerkschaften, unsere Flugblätter, das Demo-Plakat und Buskarten nach Berlin vertreiben!

Wir hoffen, dass ihr in diesem Sinne aktiv werdet und freuen uns, euch am 3. Juni 2006 in Berlin zu sehen!

In Apeldoorn a meeting was held of the WEO (Dutch Working Group on Electrohypersensitivity) ( http://www.electroallergie.org ). Eric van Rongen (secretary of the radiation committee of the Dutch Health Council) clearly stated that the Health council and the government take non ionising radiation as an environmental factor. The providers certainly do not. Van Rongen said the Dutch Health Council will advise investigations into people with EHS, in the lab as well as in the field, with priority (nevertheless it will take years). Van Rongen also answered to a question about DECT-telephones. He said the power of these telephones should adapt to the use. So, radiation only when needed and as low as needed. Some time ago, Van Rongen already has said that research on the effects of DECT-telephones on well-being and health should be done.

Hugo Schooneveld, neurobiologist, gave a lecture about the effects of electromagnetic fields. He emphasized the notions of variety and stress. He showed a flow chart with sources of radiation, different people and multiple effects and consequences. Researchers should be aware of time and windows. People can be exposed before a test, effects can be postponed even 24 hours. Effects can be valued 'positive' at first, changing to 'negative' after lengthy exposure. Sometimes low and high exposure do not have effects, but exposure in between has (this is called a window).

Electromagnetic fields cause small effects in biological systems. Small effects on a cellular level can have large consequences on the organ level. Also the small effects can be part of or trigger biological processes. This happens autonomously, unconsciously. An example is the automatic 'fight or flight' response of the body. If exposure to electromagnetic fields triggers such a response permanently, while no 'fight or flight' actually happens, the body gets deregulated (e.g. problems with glucose, insulin, fat). A wide variety of effects and consequences may happen. The lecture of Schooneveld reminded me of the cascade of effects mentioned by cell biologist Ferdinand Ruzicka ( http://www.mikrowellensmog.info )

Are electromagnetic fields the cause of the complaints? "Yes, because if we remove the fields, the complaints disappear", said Schooneveld. Researchers should not only ask if testees feel (un)well. Physiological parameters should be measured. Van Rongen said the proposals of Schooneveld fit well into the future research program of The Netherlands.

Im Vorfeld der Abstimmung über die EU-Dienstleistungsrichtlinie, über die das EU-Parlament heute berät und am Donnerstag entscheidet, hat das globalisierungskritische Netzwerk Attac dazu aufgerufen, die Abgeordneten per E-Mail zur Ablehnung der Richtlinie aufzufordern. "Schon jetzt hat in der EU ein ruinöser Wettbewerb um die niedrigsten sozialen und steuerlichen Standards Einzug gehalten. Die Dienstleistungsrichtlinie - auch in der geänderten Form - würde diesen Trend verstärken", sagte Stephan Lindner vom Attac-Koordinierungskreis.

Über die Webseite http://www.attac.de/strasbourg/mailomat ist es nun auf einfache Weise möglich, sich per E-Mail an alle Europa-Abgeordneten aus dem eigenen Bundesland zu wenden. "Ich fordere Sie auf, die EU- Dienstleistungsrichtlinie abzulehnen und sich massiv für anspruchvolle europaweite soziale und steuerliche Standards einzusetzen", heißt es im vorgeschlagenen Text, der auch durch eigene Forderungen ergänzt oder ersetzt werden kann.

Bis heute haben bereits mehrere tausend Menschen die Möglichkeit genutzt, sich per Mail an ihre Abgeordneten zu wenden. "Die Zeiten, in denen sich außer Industrie-Lobbyisten niemand für EU-Politik interessiert hat, sind vorbei", sagte Lindner. Die Demonstrationen vom Samstag und heute und die breite öffentliche Debatte seien ein ermutigendes Zeichen, doch der Kampf sei noch lange nicht gewonnen: "Ob auf der Straße oder im Internet - wir müssen weiterhin Druck machen, um ein soziales und ökologisches Europa zu erreichen."

Andy Davidson is moving house. Not for financial reasons, problems with noisy neighbours, or burgeoning leylandi trees; no, it's because a new telephone mast has gone up right outside his son's bedroom window and he is worried.

Andy, 49, communications manager for a research organisation based at Brighton University, is typical of a growing number of people adversely effected by what is termed "electromagnetic radiation" or EMR.

"I have had eight [masts] built behind my house over about four years and over that time I attribute skin complaints, a period of depression, nausea and sleep problems, each with the onset of new equipment."

The latest Orange 3G mast was the last straw and Andy is moving his family a mile down the road. The 3G masts are ten to 15 times more powerful than ordinary phone masts. It went up outside his Worthing home in October and was switched on 25 metres from 16-year-old son Doug's bedroom. He started getting nosebleeds, for the first time in his life. Andy bought expensive radiation curtaining for the wall and window, and they stopped.

Coincidence? "That's what we are told", says Andy, "but kids and masts and nosebleeds seem to be a common thing."

He has latterly carried out a survey in the local area to find out how if others are similarly effected. Out of a population sample of 448 he found that 60% of people recorded symptoms such as nausea and headaches which in over 90% of cases occurred after the latest mast was switched on.

Hove-based alternative therapist Jim Perry, 59, has specialised in treating people suffering from EMR for 21 years now. According to Jim we are living in dangerous times with EMR from mobile phones, pylons, computers and electrical equipment in general, weakening our immune systems by up to 40%.

"What it does is destroys the negative ions, oxygen, in the atmosphere and our bodies; blood thickens and becomes more sticky as a result. This leads to stress and eventually disease as the heart has to pump harder to shift the blood."

Jim spent 13 years (1985 to 1998) working with patients from Wales who lived close to TV masts and electricity pylons. Recent art installations by Richard Box (pictured) can attest to the power of the pylons. His 2004 piece Field used 1301 fluorescent tubes powered by the electric fields generated by overhead powerlines. Walking up to the tubes would turn them off as the light jumped and earthed to the human body.

The dangers of living near pylons are manifold says Jim. "One couple I treated in Wales; the woman came back from a three month holiday in Turkey and found a pylon newly erected. Two weeks later, boom she dropped dead getting into her car, a massive brain tumour. I went to see John, her partner, weeks later and he was sitting in candlelight; he wouldn'nt put the lights on."

Jim cites the rising UK cancer rates (one in three of us can now expect to contract the disease) as growing proof of EMR. "In Scandinavia it is now recognised as a causal factor," he adds.

From Wales, Jim went out to Australia (2000-2001) where he hooked up with physicist Noel Orchard who manufacturers ion-balancing discs which can be worn as necklaces. Made from surgical steel these are claimed to put a 1.5 inch protective shield of photon-light around the body, photon light travelling faster than normal light and so blocking harmful radiation.

How does the UK government react to this growing global clamour surrounding the issue? Well the official line is that that there is no "definitive scientific proof" that masts or pylons have anything to do with the EMR. And mobile phone companies like Orange claim likewise, refusing to even contemplate that people like Andy, who are affected adversely by their masts, exist.

They do and their questions will come to have ever more increasing urgency as the proliferation of our communications industry really takes hold; the digital age hasn't yet begun it is really just round the corner.

Mit den aktuellen Gesetzesvorlagen der großen Koalition wird der Regelsatz für junge Erwachsene auf 276 Euro herabgesetzt. Wer eine eigene Bedarfsgemeinschaft gründen möchte, soll nach dem Willen von SPD und CDU künftig vorher die Genehmigung durch den Leistungsträger einholen. Dazu erklärt Katja Kipping, stellvertretende Parteivorsitzende:

Der ohnehin zu niedrigen Regelsatz darf nicht weiter gekürzt werden, sondern gehört kurzfristig auf 420 Euro erhöht. Die ohnehin überholte gegenseitige finanzielle Inhaftnahme darf nicht ausgeweitet werden. Das ist finanzielle Sippenhaft und die gehört im 21. Jahrhundert endlich abgeschafft. Sie muss durch das Individualsystem ersetzt werden. Die von SPD und CDU geplanten Verschärfungen bei ALG-II Beziehenden stellen einen Angriff auf Bürgerrechte dar und verstoßen gegen das Bürgerliche Gesetzbuch. Volljährige unter 25 Jahren sollen in Bezug auf ihre Eltern künftig wie Minderjährige behandelt werden. Die Begründung, unter 25-Jährige würden sowieso umgehend in einen Ausbildungsplatz oder ein Arbeitsverhältnis vermittelt werden, ist angesichts permanent hoher Jugendarbeitslosigkeit eine Farce. Weiterhin sollen nach dem Willen von SPD und CDU künftig die nichtehelichen Lebenspartner von Alleinerziehenden zur Bedarfsdeckung ihrer Kinder herangezogen werden. Dies widerspricht ebenfalls dem Bürgerlichen Gesetzbuch. So sind gem. § 1601 BGB nur Verwandte gerader Linie verpflichtet, sich Unterhalt zu gewähren. Mit diesem Widerspruch zwischen Sozialgesetzbuch und Bürgerlichem Gesetzbuch sind Rechtsunsicherheit und eine weitere Klageflut von Betroffenen vorprogrammiert. Mit den Neuregelungen wird von der großen Koalition der völlig verfehlte Kurs fortgeführt, den einzelnen für die durch Politik und Wirtschaft zu verantwortende Massenarbeitslosigkeit zu bestrafen. Junge Menschen und ihre Eltern werden für die mangelnde Bereitschaft von Unternehmen, Ausbildungs- und Arbeitsplätze anzubieten, bestraft. Zudem besteht die Gefahr, dass mit der Herabsetzung des Regelsatzes für Volljährige unter 25 Jahren auf 276 Euro ein Testballon für weitere Kürzungen der Regelsätze gestartet wird. Was heute die unter 25-Jährigen trifft, kann morgen die über 55-Jährigen treffen. Schon allein aus diesem Grund gilt es hier, sich solidarisch gegen jede weitere Kürzung der Sozialleistungen zur Wehr zu setzen.

Zuwendungen für Arbeitsloseninitiativen und Erwerbslosenberatungsstellen


Sehr geehrter Herr Ministerpräsident Carstensen,

zum 31.12.2005 hat das Land Schleswig-Holstein die fast zwanzigjährige Förderung von Arbeitsloseninitiativen und Erwerbslosenberatungsstellen eingestellt. Begründung: Die Job-Center würden eine passgenaue Beratung der Betroffenen vornehmen, weitergehender Bedarf sei nicht gegeben.

In diesem offenen Brief möchten wir, die Arbeitsloseninitiative Kiel e.V., stellvertretend und im Auftrag von weiteren Initiativen und Beratungsstellen aus S-H, Sie persönlich darauf hinweisen, dass sich die Gesamtsituation der Erwerbslosen in der Mehrzahl signifikant verschlechtert hat bis hin zu einer daraus resultierenden Gefährdung des sozialen Zusammenhaltes in S-H.

Durch die Arbeit der Initiativen und Beratungsstellen ist anerkanntermaßen ein großer Beitrag zum Erhalt des sozialen Friedens geleistetet worden. Und diese Aufgabe hat sich nicht erledigt. Im Gegenteil, sie ist jetzt nötiger denn je. Denn durch die neue Gesetzeslage haben sich die Verhältnisse für noch mehr Menschen verschlechtert, noch mehr Menschen sind und fühlen sich durch sozialen Abstieg in die Armut existentiell bedroht.

Aus unserer Tätigkeit im vergangenen Jahr, dem Jahr der Einführung der HARTZ IV Gesetze, wissen wir, daß es Job-Centern und Arbeitsagenturen nicht gelingt, den sozialen Sprengstoff zu entschärfen, der sich bei vielen Betroffenen anhäuft. Dazu bedarf es weiterhin der Initiativen und Beratungsstellen, die auf Grund ihrer Qualifikation und breiteren Vertrauensbasis mit den Betroffenen in Konfliktfällen dafür sorgen können, dass diese zu ihrem Recht kommen und der Rechtsfrieden wieder hergestellt wird, oft ohne Gerichtsverfahren, nur durch Gespräche und Vermittlung. Notwendig ist häufig die Klärung über Beratungsstellen mit kurzen Wegen, z.B. über telefonische Anfragen, ohne das immer förmliche Rechtsmittel eingesetzt werden müssen.

Die Initiativen verstehen sich vorrangig als Selbsthilfeorganisationen im Sinne von „Hilfe zur Selbsthilfe" und als Interessenvertretung der Bevölkerungsgruppe, die von Armut, Ausgrenzung und Erwerbslosigkeit betroffen oder bedroht ist. Die politische Zielsetzung unserer Tätigkeit ist, allen Menschen die Teilhabe am gesellschaftlichen Leben zu ermöglichen und Ausgrenzung zu verhindern. Dieses Ziel umfasst, dass soziale Arbeit und soziale Sicherung kollektive und individuelle Bedürfnisse der Betroffenen berücksichtigen und Selbsthilfe unterstützen muss.

Unser Integrationsansatz fokussiert die Stärkung von sozialen Rechten und die Schaffung von Lebensbedingungen, die eine menschenwürdige materielle Existenz, soziale Teilhabe, Selbstwertgefühl und Selbstvertrauen ermöglichen. Die Verhinderung von existenziellen Notlagen sehen wir als Grundvoraussetzung für eine Integration auf dem Erwerbsarbeitsmarkt.

Hierfür ist eine anonyme, parteiliche und sozial-ganzheitliche Beratung Voraussetzung. Wir wollen für die Betroffenen Gerechtigkeit wieder herstellen im Sinne einer Schnitt- und Vermittlungsstelle zwischen Betroffenen und Ämtern, Kommunikationsstörungen beheben. Durch unsere Beratung kann und muss vielen Menschen zunächst die Angst genommen werden, mit den Behörden bzw. Fallmanagern und Sachbearbeitern zu reden. Und wir sind Anlaufstelle für Menschen, die aus unterschiedlichen Gründen noch keine oder (zeitweilig) nicht mehr Ansprüche auf Leistungen gemäß SGBII oder SGBXII haben, jedoch in Armut leben, ohne dass sich die ARGEn oder JobCenter hierfür zuständig fühlen (können).

Wir sind sehr daran interessiert, mit Ihnen über Möglichkeiten der weitergehenden finanziellen Unterstützung unserer Arbeit zu reden. Die bisherigen Gespräche mit den zuständigen Fachleuten und PolitikerInnen haben zu keinem befriedigenden Ergebnis geführt. Eine pauschale Abweisung einer Förderung durch die Landtagsfraktionen der CDU und SPD Ende 2005 mit dem Verweis auf die Zustandigkeit der ARGEn gemäß SGBII bedeutet letztendlich, dass das Land, und in diesem Fall stellvertretend Sie, Herr Ministerpräsident, sich der Problematik zum ALG II-Thema verschliessen.

Die Notlage eines inzwischen großen Teils der Bevölkerung erfordert ein breites Spektrum an Lösungsmöglichkeiten. Wir wissen hier an der Basis wovon wir reden und möchten darauf hinweisen, dass aus unserer Beratung inzwischen auch ganz konkrete Lebenshilfe geworden ist. Insofern, die Not zu wenden, möchten wir nochmals ein Überdenken der Sachlage im Landtag einfordern in dem Sinne, dass Wege gefunden werden, die Existenz der Beratunsstellen zu gewährleisten, sei es auch durch konkrete Vorgaben für die kommunale Ebene durch das Land.

Hierfür bitten wir Sie um direkte Unterstützung.

Die Existenz der Erwerbslosenberatungsstellen in S-H ist kurzfristig in Gefahr, es bestehen nahezu keine Vorfinanzierungsmöglichkeiten, gewachsene Strukturen im sozialen Bereich stehen vor der Auflösung.
