Whether it’s a correctly called a movement, a backlash, or political theater, state declarations of their rights [sic] — or in some cases denunciations of federal authority, amounting to the same thing — are on a roll. Governor Mike Rounds of South Dakota, a Republican, signed a bill into law Friday declaring that the federal regulation of firearms is invalid if a weapon is made and used in South Dakota. On Thursday, Wyoming’s governor, Dave Freudenthal, a Democrat, signed a similar bill for that state. The same day, Oklahoma’s House of Representatives approved a resolution that Oklahomans should be able to vote on a state constitutional amendment allowing them to opt out of the federal healthcare overhaul...

Several U.S. states are depleted of funds, and are not paying their bills. They are delaying paying back tax refunds. Over 40 of the states have deficits and are unable to pay their bills promptly. In some states, cutbacks on staff are contributing to delays. The delays are not just a problem for those who are waiting for their refunds. Many of the states have to pay interest on late refunds after the closing date. But paying wages and debt service take priority over the refunds. Taxpayers are last in line...

The bill will cost more than advertised. It won’t be long before Congress is shocked — shocked! — to discover that health-care reform is going to cost a lot more than expected. It’s not just the budgetary gimmicks that Democrats have been employing to hide the bill’s true cost. It’s also that government programs — and government health-care programs in particular — almost always end up exceeding their cost estimates. For example, when Medicare was instituted in 1965, it was estimated that the cost of Medicare Part A would be $9 billion by 1990. In actuality, it was seven times higher — $67 billion. Similarly, in 1987, Medicaid’s special hospitals subsidy was projected to cost $100 million annually by 1992, just five years later; it actually cost $11 billion, more than 100 times as much...

With stormy midterm elections just ahead, and much of President Obama’s agenda still undone, the last thing congressional Democrats needed is the distraction of a difficult and protracted Supreme Court confirmation battle. Yet that’s likely what’s in store after Friday’s announcement that Justice John Paul Stevens, the court’s liberal lion, is stepping down in late June. The party’s base, already disappointed with Mr. Obama, will doubtless press the president for a liberal replacement. But with the growing ‘tea party’ movement raising long-ignored constitutional issues, even a moderate nominee will face questions congressional Democrats would rather leave buried. Chief among those is that most basic question, brought to the fore by ‘ObamaCare’: Are there any longer any constitutional limits on federal power?
