Voting Rights Action Alert

The Leadership Conference on Civil Rights (LCCR), of which NCADP is a member organization, is planning an unprecedented effort to encourage the Congress to grant voting rights to the District of Columbia, and NCADP has been asked to take part in the grassroots and legislative outreach components. On April 16th, the Leadership Conference on Civil Rights, along with DC Vote, numerous coalition partners, and the Office of the Mayor, will host what they hope to be the largest demonstration for D.C. voting rights in history.

Our support for this effort is based on the fact that we have an interest in assuring that the people of the District of Columbia, who have overwhelmingly demonstrated their opposition to capital punishment, have a vote on this issue in the House of Representatives. Some of you will remember that in 1994, NCADP and other organizations led a successful effort to defeat a referendum to reinstate the death penalty in D.C.. That referendum had been mandated by a law passed by Congress to place the measure on the D.C. ballot.

"Grüne Friedensinitiative" will gegen grüne Kriegspolitik opponieren

Den Grünen stehen auf ihrem Kleinen Parteitag am Samstag in Bremen kontroverse Debatten über Militäreinsätze ins Haus. There have been a rash of incidents lately getting national attention, involving people like Ann Coulter, Michael Richards, and now Don Imus. And what makes them especially notable is 1) the fact that people are finally starting to call out those who traffic in hate speech, 2) the amount of discussion the most recent incident has triggered, and 3) the persistence of talk as to what should be done about it.

By hate speech we take it to mean derogatory language based on race, sex or sexual preference, religion, nationality or age, all the things that would be a violation of LAW if they were the basis for job or housing discrimination. It is not a requirement of this definition that the speech be directed at a person OF that particular race, sex or sexual preference, religion, nationality or age. Indeed, in Coulter's case it was done completely gratuitously, but no less hatefully.

The defenses we have heard about these incidents have primarily been that they were jokes, as if there were some safe harbor for hate speech in humor. And some have further argued that some people in a particular group use words of hate in reference to their own, so supposedly that makes it OK for usage of those words outside that group in the same or worse ways.

It is self evident that we cannot ban hatred itself. There will always be people who in their minds will tar the totality of a particular group in some hateful way. And in some borderline cases with some words there might be some question of intent or usage. But the question now squarely before the public is how do we respond to the use of such language in our media discourse when it is patently offensive, and how is that to be reconciled with free speech?

The answer to that is almost as self evident. We who object to hate speech have our OWN free speech to call for the dismissal those who abuse their free speech to spew words of hate, and in particular those who have been given the privilege of media prominence, only to use that opportunity to broadcast words of hate far and wide.

In the last 24 hours sponsors of Don Imus have been dropping like flies, MSNBC has canceled his simulcast, he has been otherwise suspended for two weeks, and we say this should just be the beginning. It would be one thing if this were an isolated instance, but apparently Imus has a history of this type derogatory behavior and supporting others on his show who embrace it. Perhaps it is time that someone be made an example of, and perhaps Imus deserves it as much as anyone.

If enough of us were to pressure CBS Radio to pull the show entirely and permanently, that would send a message to all the other offenders that they are on the thinnest of possible ice from this moment forward. Let them find whatever rock they want to crawl under as their new media home, but if they expect mainstream advertisers to support them or major media outlets to carry them, let them expect constant public pressure to have them fired. And if someone actually thinks it's appropriate or funny to denigrate their own social category, let them know they run the same risk.

Is this too severe of a reaction? To answer that question one need only look at what the NRA did to Jim Zumbo, a life long hunter, outdoors man and gun advocate, for suggesting that assault rifles might not be appropriate hunting weapons. He could not have apologized more desperately or profusely, and they still RUINED him relentlessly, and for no reason other than a spiteful political agenda. How much more should we demand accountability for the GOOD reason of cleansing our media of indefensible hate speech.

We have no problem with any manner of political speech, based on the issues and positions that people take on them. But we have had entirely too much of people being attacked for political purposes by means of utterly irrelevant hate speech. This INCLUDES as its ultimately most monstrous manifestation the dehumanization of people in entire foreign countries as a prelude to military assaults, as a way to arouse enough hatred to commit such crimes against humanity. Do we really have to give you historical examples? Perhaps attacking hate speech is one of the most powerful tactics we can employ to keep hate speech from becoming hate action.

If we were simply to forgive and forget, as some have suggested, the Coulters, and Savages, and Becks and Limbaughs of the world will just continue to believe they are impervious. Let them instead know that they are marked and on borrowed time if they think they will be tolerated anymore by an aroused public who will no longer hold their own tongues when confronted with hate language.

Please take action NOW, so we can win all victories that are supposed to be ours, and forward this message to everyone else you know.

US Is Extending Tours of Army in Battle Zones

The military announced Wednesday that most active duty Army units now in Iraq and Afghanistan, as well as those sent in the future, would serve 15-month tours, three months longer than the standard one-year tour. Speaker Nancy Pelosi said in a statement, "Extending the tours of all active duty Army personnel is an unacceptable price for our troops and their families to pay."

Global Warming: Time to Act

Major news about global warming continues to blanket headlines. The Supreme Court gave the Bush Administration a major rebuke when it ruled that the EPA can indeed regulate CO2 emissions as an air pollutant. On top of that, the Intergovernmental Panel on Climate Change released another part of its report. Die Aufnahme von Fingerabdrücken in Reisepässen hatte das Bundeskabinett Ende 2006 beschlossen. Die Rheinische Post schreibt, eine Sprecherin des Bundesinnenministeriums habe die Pläne bestätigt. Ursprünglich sei geplant gewesen, die automatische Abfrage für Verkehrsordnungswidrigkeiten zu ermöglichen. Die Bundesregierung will das Passgesetz zugunsten der Kriminalitätsbekämpfung ändern. Das Bundesinnenministerium bestätigte am Donnerstag einen Bericht der "tageszeitung (taz)", wonach die Sicherheitsbehörden bei der Verfolgung von Straftaten künftig digitalisierte Passbilder abrufen können. Dies sei im Gesetzentwurf der Bundesregierung zur Änderung des Passgesetzes so vorgesehen. Der Bundesdatenschutzbeauftragte Peter Schaar warf der Bundesregierung "Wortbruch" vor.

Zahlreiche Spitzenpolitiker sprechen von einem Weg in den Überwachungsstaat

Bundesinnenminister Wolfgang Schäuble (CDU) steht wegen seines Plans, der Polizei den Online-Zugriff auf Passbilder und später auf Fingerabdrücke zu ermöglichen, weiter in der Kritik. Die SPD lehnt die Vorschläge angeblich strikt ab. Die FDP sieht Schäuble sogar auf dem Weg in einen Überwachungsstaat. Unions-Politiker unterstützen hingegen den Innenminister. FDP-Chef Guido Westerwelle sagte, mit der FDP werde es eine "solche Maßlosigkeit an Überwachung" nicht geben. Schäuble stelle "alle Bürger unter kriminellen Pauschalverdacht". Dieses Vorgehen missachte das Verfassungsprinzip der Verhältnismäßigkeit der Mittel. Der FDP-Politiker Burkhard Hirsch (FDP) kündigte eine Verfassungsbeschwerde an, sollten Schäubles Pläne realisiert werden. Presseberichten zufolge sollen durch die Arbeitsagenturen künftig drastische Strafen verhängt werden, wenn Arbeitslose, die als Erntehelfer in die Landwirtschaft vermittelt werden, nicht erscheinen, ein zugesagtes Arbeitsangebot nicht aufnehmen oder die Arbeit ohne wichtigen Grund abbrechen. Hartz IV-BezieherInnen müssten dann mit einer Kürzung des Arbeitslosengeldes II um 30 Prozent rechnen, hieß es. Dazu erklärt die stellvertretende Vorsitzende der Linkspartei.PDS, Katja Kipping:

Laut Abkommen 29 der Internationalen Arbeitsorganisation (ILO) ist Zwangsarbeit verboten. Die ILO bezeichnet den unter Androhung einer Strafe verlangten Arbeiteinsatz als Zwangsarbeit. Das ILO -Abkommen hat Deutschland unterzeichnet. Nun sollen Erwerbslose unter Androhung der Kürzung von Sozialleistungen zu Saisonarbeit in der Landwirtschaft gezwungen werden. Die Erntearbeit ist nicht nur körperlich schwer sondern auch extrem niedrig bezahlt. Polnische Arbeitskräfte gehen deswegen lieber nach Skandinavien oder Großbritannien arbeiten. Die Bundesagentur will die perfide Ausbeutung von Menschen nun mit Zwangsarbeit für Erwerbslose fortsetzen. Ich fordere die sofortige Rücknahme der menschenrechtswidrigen Anordnung von Zwangsarbeit durch die Bundesagentur für Arbeit.

Die SPD-Kampagne für Mindestlöhne findet Harald Werner, gewerkschaftspolitischer Sprecher der Linkspartei, eben so begrüßenswert wie fragwürdig. Sie geht in die richtige Richtung, lässt aber alle wichtigen Fragen offen.

Das Problem beginnt mit einer sprachlichen Kleinigkeit: Die Kampagne der Sozialdemokraten richtet sich auf die Einführung von Mindestlöhnen, während sich die Forderung der Linken wie der Gewerkschaften eindeutig auf die Einführung eines gesetzlichen Mindestlohnes richtet. Wenn die SPD beim Plural bleibt und gleichzeitig auf das Wörtchen gesetzlich verzichtet, verkauft sie der Öffentlichkeit eine Mogelpackung, denn nur ein gesetzlicher, in allen Branchen verbindlicher Mindestlohn kann Löhne unter der Armutsgrenze verhindern. Die offizielle Armutsgrenze der EU ist eindeutig und liegt bei 50 Prozent des durchschnittlichen Nettolohnes. Rund 2,5 Millionen liegen trotz Vollzeitarbeit unter dieser Grenze. Es wird immer unterschiedliche Lohnniveaus geben, gestaffelt nach der Qualifikation der Beschäftigten und abhängig von der Produktivität der Branche oder des einzelnen Unternehmens. Daran wird ein gesetzlicher Mindestlohn nichts ändern. Die Absicherung gegen Armut aber ist ein Verfassungsgebot, das durch die Europäische Sozialcharta gestützt wird. Doch um die Einhaltung dieser Verfassungsnorm drückt sich die SPD herum, wenn sie weder einen allgemeinen und gesetzlichen Mindestlohn fordert, noch eine der Norm entsprechende Höhe angibt. Das kann und soll uns nicht davon abhalten, die Kampagne der SPD zu unterstützen, weil jede Aktivität begrüßenswert ist, die sich gegen Lohndumping richtet. Aber umso wichtiger ist es, dabei nicht stehen zu bleiben und gerade bei den bevorstehenden Maikundgebungen einen existenzsichernden, gesetzlichen Mindestlohn zu fordern.

«Cyber-Bullying» (Cyber-Mobbing) nennt sich der Trend. Mit Handy oder Digicam filmen die Schüler ihre Lehrer und stellen das Video ins Internet.

Der Film mit dem hosenlosen Mathe-Lehrer aus dem schottischen Cumbernauld ging auf «YouTube» um die Welt. Er ist nicht der einzige. Andere Videos zeigen Décolletés von Lehrerinnen. 17 Prozent der britischen Lehrer wurden schon mal mit Hilfe von Handy oder E-Mail belästigt!

"Buying the War" features interviews with Dan Rather, formerly of CBS; Tim Russert of "Meet the Press"; Bob Simon of "60 Minutes"; Walter Pincus of the Washington Post; Walter Isaacson, then president of CNN; editor at large of The New Republic and author Peter Beinart; talk show host Phil Donahue; and James Wolcott, Jonathan Landay and Warren Strobel of Knight Ridder, which was acquired by the McClatchy Company in 2006. Virtually alone, Knight Ridder asked for the hard evidence to back up the president's justification of the war.

"We're sending young men and women, and nowadays not so young men and women, to risk their lives. And everyone wants to be behind them. And everyone should be behind them," says James Walcott, Washington bureau chief of Knight Ridder. "The question for us in journalism is, are we really behind them when we fail to do our jobs?"

Tomorrow -- Thursday, April 12th -- the European Parliament's Internal Market and Consumer Protection Committee will vote on the banning of cat and dog fur in the EU. Related to this ban, the MEPs will decide whether to outlaw the importation of raccoon dog fur because of the inherent difficulties of distinguishing between canine and raccoon dog fur at customs inspections. They will also vote on whether to include Felis silvestris (wild cats) in this ban because it resembles fur from domestic cats.

Here are some talking points for you to consider. Note that, under the circumstances, you are likely to be more influential if you present your viewpoint on the dog and cat fur ban from a practical enforcement perspective rather than offering ethical arguments against fur farming per se.

- In order to ensure that an effective ban on cat and dog fur is implemented in the EU, MEPs must also outlaw the importation of fur from raccoon dogs and felis silvestris. Otherwise, if fur from these species remains legal, fur from dogs and cats could be mistaken by customs for fur from raccoon dogs and wild cats.

- Finland is the only country in the EU that produces raccoon dog furs in large amounts (Poland produces a couple of thousand each year). Yet raccoon dog farming represents a minor part of Finland's fur business, and banning the use of these animals for fur will not have a significant impact on the country's economy or the Finnish Fur Breeder Association.

- The cat and dog fur ban in EU legislation has been requested by millions of citizens in the EU, including Finnish citizens and the Finnish Government. The MEPs should make sure that the ban will be effective by including raccoon dogs and Felis silvestris.

In California, motorists are forking over an average of $3.25 a gallon. Nationally, the average price has hit $2.87 a gallon. There are even reports of isolated shortages, particularly in the Southeast. Refiners’ profit margins on gasoline are the biggest they’ve been since hurricane Katrina. Mast 'betrayal' angers group

ANGRY parents and residents are trying to mount a legal challenge against Bexley Council's decision to allow a phone mast next to a school.

Bedonwell Junior School, Bedonwell Road, Belvedere, has been fighting for 10 years to remove an Orange phone mast.

Now, within months of getting rid of it, Bexley has given planning permission to T-Mobile to site another structure on the school's perimeter wall, less than 100m away from the previous mast.

The decision was made on the casting vote of the planning control committee chairman Councillor June Slaughter on March 29, after the vote was tied six-six.

Pressure group Orange Squash, which was at the meeting, claims Cllr Mrs Slaughter was not impartial and influenced the vote in favour of permission.

Gary Cripps from Orange Squash says the group has asked for a transcript of the meeting.

There is also concern about a "training" meeting for councillors, which residents and parents fear may have influenced councillors and changed council policy on dealing with proposals for masts near schools.

Bexley admits there were two training sessions for council officers and councillors on mobile phone masts on February 27, "to ensure they were kept up-to-date on the issues involved".

They were run by an independent telecommunications expert with no connections to any mobile phone operators.

Bexley says it has not changed its policy and every mast application is treated on its merits.

Mr Cripps, of Bedonwell Road, says Orange Squash plans a big new campaign against the mast and will alert other schools in the area.

He said: "Masts rejected near their schools will all now be fair game."

Mr Cripps says Bexley has allowed the 28ft mast, which will be disguised as a telegraph pole, on one of the borough's most cluttered corners.

He claims when residents asked Bexley for safety railings on the kerbside at the corner, on the junction of Bedonwell Road and King Harold's Way, they were told it was too cluttered.

The group has taken its concerns to the council's chief executive Nick Johnson and council leader Councillor Ian Clement, as well as writing to Cllr Mrs Slaughter.

Debbie Collins, one of the parents who led the fight against the Orange mast at the school, was so worried about potential risks, she withdrew her daughter, Rhiannon, from the school.

Mrs Collins has now protested to Cllr Clement, who supported the parents' fight at the time.

She said: "Of all the places, and knowing how contentious this issue is, what possible justification could there be for this decision?"

Mrs Collins has demanded Cllr Mrs Slaughter's resignation over the issue, saying "she has utterly betrayed the trust of the public."

She added: "I so angry, I am almost speechless.

"It is deliberately rubbing salt into the wound. I am absolutely horrified."

Headteacher Ivor Gordo attended the planning control meeting and begged councillors not to approve the T-Mobile mast.

He described how bad he felt when, within six months of signing a contract with Orange to allow a mast on the school site in return for a rent of £7,000 a year, public fears surfaced about the health risks, especially for young children.

Mr Gordo added: "When it was removed last year, I felt so relieved."

During the furore over the Orange mast, a number of parents took their children away from the school and more than 1,000 people signed a protest petition or wrote to the council.

There was also a march by 120 children and their parents along Bexleyheath Broadway to stage a demonstration outside the civic offices.

With possibly one exception, the rest of our would be presidents of the United States would be hard pressed to put together a functional backbone of an Iraq policy. Instead of triangulating speeches, posturing and jockeying for position, they should be bravely stepping forward without equivocation to call for an immediate end to the occupation of Iraq. Who of them will speak out, even as we ourselves need to keep speaking out now?

Isn't there some middle ground of a choice between an out of control dictator and a flock of well financed chickens (of both parties)? Who will lead where the American people have already arrived? Will it be the candidate who declared they are losing their patience, but not quite for another year and a half until they can get elected themselves? Or will it be the candidate who was the first to declare legislative surrender and predict that the Democrats would cave in, again, on a time line for disengagement in the new supplemental war profiteering bill? Or will somebody else FINALLY get it? Who will take the lead, and not just try to take political advantage? Whoever it is WILL be the next president of the United States.

Today in Iraq tens of THOUSANDS of their people marched in just one city demanding that we end the occupation.

Yes, it's an occupation. It stopped being a war when Bush declared victory four years ago. A spokesman for Bush's National Security Council gave the spin that the massive demonstration was wonderful evidence that the Iraqi people can now "freely gather and express their opinions". One would suppose in his mind it is even more wonderful to be able to completely ignore what they were saying because we're pointing guns at their heads. It is so much like the way they ignore the laws of our own U.S., what lingering attorney general Gonzalez once called the "opinions" of Congress.

The flimsy pretense that any of this was for the glorious benefit of the Iraqi people is in utter shreds. For those still arguing for burying our heads even deeper in the sand it's all about us now. They say we can't leave because WE can't afford to lose, because WE need to have access to all that oil. Who will admit we have already lost, when 90% of the Iraqi people hate us for being the unwelcome occupiers we have become? There are no smiles for us there anymore, let alone any flowers. Who will tell the truth to the American people that the Iraqis already know so grimly, that from the beginning this was all about stealing their oil and absolutely nothing else?

Would anybody like to venture a guess now much energy independence for America we could have purchased with an investment of a trillion dollars, the projected committed cost already and climbing of the colossal Iraq misadventure? We could have been swimming in biofuel by now. That's assuming we had a strategically shrewd chief executive in the first place. Is there any doubt left that the longer we persist in this senseless carnage the worse it is going to get? Is there any doubt that the Iraqis will get their country back? Will they have to finally chase us out, or will we leave with some slight grace remaining?

Bush accuses Congress of telling the generals how to run the war, and most of our Senators and House members run to cower in their cloak rooms from the rhetoric. No George, it's not them, it's we the American people who are telling you how to run YOUR war, at the cost of our money and our bodies, an occupation you barged into against the best of advice of all the generals you have canned as punishment for their wise counsel. We want out of Iraq and we are willing to take full responsibility for the consequences. And we are calling our members of Congress every day to demand they represent us by taking that responsibility as well.

And if we get "hit" again, George, and it's not because you were negligent in responding to the real threats, or derelict in effectively fortifying our actual homeland defense, and it's not because you turned potential friends into determined enemies with your military hostilities, you'll be able to claim for the history books that you were far, far, far right. Then you'll have something to put in your half billion dollar presidential library besides war wreckage and millions of mostly redacted documents. You'll probably have to even classify your own press releases to try to hide from your official lies of record.

But in the meantime, the coalition of the missing in action, our former allies, saw the handwriting on the wall quite some time ago, and they're all on their way outta there. Are the White House and a majority in Congress the only ones who can't read the message in blood? The occupation has got to end. The occupation is going to end. Who will have the political courage to admit the facts of death as they are on the ground, and put an end to it NOW?

Down with Findon Valley mast

COUNCILLORS voted against plans for a mobile phone mast in Findon Valley after receiving a 1,000-signature petition from concerned residents.

At a meeting of Worthing council's planning committee on Thursday, councillors agreed the siting and design of the 11.7 metre mast was inappropriate.

Mobile phone giant T-Mobile wanted to put the monopole mast at the junction of Findon Road and Cissbury Avenue.

A spokesperson from the company said it would help it provide a wider mobile phone coverage in the area.

But Sue Smith, assistant head teacher at nearby Vale First and Middle School, said the school was very much against the plan for the health and safety of the children.

She added: "We are already in the radius of another mast and feel this one would be better off being put there too.

"On this site we have several pre-schools, churches, a doctors' surgery, a library and many other services so I think it's inappropriate."

Representatives from local businesses and the Findon Valley Residents' Association also made representations against the mast.

Ostermärsche 2007: Protest gegen Rüstung und Krieg

Mehrere Zehntausend Menschen haben bundesweit bei Ostermärschen der Friedensbewegung gegen Kriegseinsätze protestiert. Die Veranstalter der Ostermärsche sprachen von rund 80 Protestaktionen in ganz Deutschland. Sie standen unter dem Motto: "Kriege beenden! Völkerrecht durchsetzen! Spart endlich an der Rüstung!" Die Forderung nach einem sofortigen Abzug der Bundeswehr aus Afghanistan sowie "die Kriegsdrohung gegen den Iran" waren zentrale Themen bei den Ostermärschen. Kritik wurde hierbei auch an der deutschen Iranpolitik geübt, die sich "nur in der Kosmetik vom harten Kurs der USA" unterscheide. Die Ostermarschierer wiederholten ihre Forderzung an die Bundesregierung, die Marine von der Küste Libanons abzuziehen. "Es wäre fatal, wenn sich Deutschland plötzlich inmitten eines Kriegsszenarios wiederfände, das im Pentagon entworfen wurde", sagte der Sprecher des Friedensratschlags, Peter Strutynski.

Medienberichten zufolge haben am vierten Jahrestag des Einmarsches der von den USA geführten Koalitionstruppen in Bagdad mehrere zehntausend Iraker gegen die Präsenz ausländischer Soldaten protestiert. Sie riefen den Angaben zufolge "Tod Amerika" und "Nein zur Besatzung". Der schiitische Prediger Muqtada Sadr hatte zu den Protestkundgebungen aufgerufen. Er selbst trat nicht auf, rief aber die Mitglieder seiner Mahdi-Miliz dazu auf, ihre Anstrengungen zur Vertreibung der Besatzungstruppen zu verdoppeln. Einem Marsch der Anhänger Sadrs von Basra Richtung Norden schlossen sich offenbar auch Mitglieder der sunnitischen Irakischen Islamischen Partei an. Sie seien mit den Schiiten einig, den Irak von allen Besatzungstruppen zu befreien.
