When George W. Bush first announced his Cabinet in 2001, many old Washington hands thought it was as good a national security team as had ever been assembled. And so it seemed. These were experienced people from previous administrations when Republicans had reason to claim they were more effective guardians of the nation's security than the Democrats. I had hoped the son would follow the same path as his father, James Baker and Brent Scowcroft. How hollow that hope seems now. Vice President Dick Cheney, whom Scowcroft says he can hardly recognize anymore, has turned out not only to be the most powerful vice president in history, but also one of the most destructive. ...
