Die Schweinegrippe bedroht nach Ansicht von US-Behörden nun auch das Internet. Das U.S. General Accountability Office will das Internet in den USA im Falle einer Pandemie drosseln oder stark besuchte Seiten sogar sperren lassen. Begründung: Wenn zu viele Kranke im Net surfen, bricht es zusammen. Durchführen soll die Aktion die Heimatschutzbehörde.

Was zunächst wie ein verspäteter Aprilscherz klingt, ist tatsächlich ernst gemeint.

Mit Empörung reagiert der stellvertretende Parteivorsitzende Klaus Ernst auf die bekannt gewordene Zusammensetzung der neuen Gesundheitskommission der Bundesregierung. Er erklärt:

Die von Arbeitgebern finanzierte Initiative Neue Soziale Marktwirtschaft wird geradezu eingeladen, das Schlachtfest der Sozialversicherungen auszurichten. Mit Bernd Raffelhüschen soll einer, der von Versicherungsunternehmen bezahlt wird, dieser Branche weitere Milliarden an Profiten zuführen. Zur Kasse gebeten werden dafür Arbeitnehmerinnen und Arbeitnehmer mit der neuen Kopfpauschale. Und auch die Herren Neubauer und Drabinski lassen für ein solidarisches und umlagefinanziertes Krankenversicherungssystem nichts Gutes erhoffen. Wird unter der Regie der FDP das Gesundheitssystem zur Beute der Versicherungswirtschaft?

Zusatzbeiträge sind unsozial

Der stellvertretende Parteivorsitzende Klaus Ernst fordert eine Abschaffung der Zusatzbeiträge zur Krankenversicherung und der Praxisgebühr. Eine Zusatzbelastung von bis zu 136 Euro pro Jahr sei vor allem für Arbeitslose und sozial Schwache unerträglich. Ernst erklärt:

Jetzt schlagen die unsozialen Fehlkonstruktionen der letzten Gesundheitsreform voll durch. Zusatzbeiträge sind kleine Kopfpauschalen und der Einstieg in den Ausstieg aus der solidarischen Krankenversicherung. Das trifft vor allem sozial Schwache und Arbeitslose hart. Zusammen mit der Praxisgebühr erreichen die Zusatzbelastungen ein unerträgliches Niveau. Bis zu 136 Euro werden so pro Jahr zusätzlich fällig. Das ist das Gegenteil von mehr Netto und nutzt nur den Arbeitgebern, die sich aus der Finanzierung heraus stehlen können. DIE LINKE fordert: Weg mit den Zusatzbeiträgen und weg mit der Praxisgebühr. Wer zum Arzt geht, darf nicht zur Kasse gebeten werden.

Erste Bewährungsprobe für de Maiziere und Leutheusser-Schnarrenberger

Zu der offenbar erzielten Einigung über die Weitergabe von europäischen Bankdaten an US-amerikanische Sicherheits- und Geheimdienststellen, erklärt das Mitglied des Parteivorstandes Jan Korte, Datenschutzbeauftragter der Linksfraktion:

Mehrere Informationen deuten darauf hin, dass es zwischen der Europäischen Union und den USA zu einer endgültigen Lösung im Streit um den Austausch von Bankdaten gekommen ist. Ein entsprechender Vertrag, der ein Übergangsabkommen ablösen wird, soll dem EU-Ministerrat für Justiz und Inneres am 30. November zur Verabschiedung vorgelegt werden. Seit 2001 ziehen sich US-amerikanische Sicherheits- und Geheimdienste Bankdaten von den Servern des Finanzdienstleisters SWIFT, welches den weltweiten Nachrichtenaustausch von über 8000 Geldinstituten organisiert. Die Übermittlung und Speicherung dieser hoch sensiblen personenbezogenen Daten erfolgt verdachtsunabhängig und stellt damit einen schweren Eingriff in die Grund- und Freiheitsrechte der Bürgerinnen und Bürger der EU und der Bundesrepublik dar. Besonders pikant: Das neue SWIFT-Abkommen soll einen Tag vor dem Inkrafttreten des Lissabon-Vertrages im zuständigen Ministerrat unterzeichnet werden. Damit werden dem Europäischen Parlament wichtige Mitspracherechte entzogen. Seit Jahren kritisiert DIE LINKE den millionenfachen Datenaustausch zwischen europäischen und US-amerikanischen Sicherheitsbehörden. Die nun rechtlich fragwürdige Verankerung des Austauschs von Bankdaten in einem langfristigen Vertragswerk ist ein weiterer Baustein im Fundament eines wachsenden Überwachungsnetzes. Denn die Daten werden verdachtsunabhängig übermittelt und für unbestimmte Zeit gespeichert. Es ist zudem nicht ausgeschlossen, dass die entsprechenden Daten an Drittstaaten weitergereicht werden. Ein wirksames Auskunftsrecht wird den Betroffenen ebenfalls nicht gewährt. DIE LINKE fordert den Innen- und die Justizministerin auf, dem Vertrag auf der EU-Ministerratssitzung am 30. November 2009 ihre Zustimmung zu verweigern, den Deutschen Bundestag in dieser Frage zu konsultieren und den entsprechenden Fachausschüssen umgehend alle Informationen zum Vertragswerk zuzuleiten.

Ursachen bekämpfen, nicht die Symptome

"Die Tagesordnung der Innenministerkonferenz liest sich wie ein Programm zu Festspielen der Repression", so das Mitglied im Parteivorstand der Partei DIE LINKE, Jan Korte, zur bis Freitag tagenden Innenministerkonferenz. Er erklärt weiter:

Mehr Videoüberwachung, das verdachtsunabhängige Sammeln von immer mehr Daten oder der weitere Ausbau der Zusammenarbeit von Polizei und Geheimdiensten stehen auf der vorweihnachtlichen Wunschliste der Innenminister und gelten als das Universalrezept zur Erlangung der inneren Sicherheit. Statt die Gründe zu hinterfragen, warum es in unserer Gesellschaft zu immer mehr Gewalt kommt oder etwa neue Ansätze dagegen zu entwickeln, werden längst überholte Forderungen wieder aufgewärmt. So fordert Niedersachsens Innenminister Schünemann einen Ausbau der Videoüberwachung im ÖPNV, obwohl klar ist, dass Vorkommnisse wie der tödliche Überfall in der Münchener S-Bahn oder der Angriff in der U-Bahn einige Monate zuvor dadurch nicht verhindert werden. Problematisch an allen Vorschlägen ist: Hier werden kurzsichtige Repressionsstrategien als Präventionsmaßnahmen verkauft. Während für Bildung und Sozialarbeit immer weniger Mittel zur Verfügung stehen, werden kostspielige Programme wie NADIS wieder auf die Tagesordnung gesetzt. Während die Bundesregierung die soziale Spaltung der Bundesrepublik vorantreibt, müssen schlecht ausgerüstete Polizeibeamte den Kopf hinhalten. Der GdP-Vorsitzende Freiberg hat gestern darauf hingewiesen, dass offensichtlich "unheilvolle Veränderungen" in der deutschen Gesellschaft ein Grund für die zunehmende Gewalt gegenüber den sichtbaren Vertretern des Staates seien. Mit dieser Analyse ist er den Ministern einen guten Schritt voraus. Die überholte Praxis, an Datenschutz und Bürgerrechten vorbei den Überwachungsstaat weiter auszubauen, bekämpft die Symptome und nicht die Ursachen von Gewalt. Es ist an der Zeit, dass auch die Innenminister der Länder grundlegend neue Wege hin zu einer bürgerrechtsorientierten Sicherheitspolitik diskutieren.

Bloße Ankündigungen sind kein Richtungswechsel in der Innenpolitik

Jan Korte, Mitglied im Parteivorstand der LINKEN und MdB, zu Interviewäußerungen von Frau Leutheusser-Schnarrenberger über einen Richtungswechsel in der Innenpolitik:

Frau Leutheusser-Schnarrenberger möchte einen Richtungswechsel in der Innenpolitik erkannt haben und auch, dass in der Koalition ein neuer Geist herrsche. Leider bringt die subjektive Wahrnehmung der Justizministerin den Bürgerrechten gar nichts, solange nicht gehandelt wird. Auch wenn Frau Leutheusser-Schnarrenberger keine neuen Sicherheitsgesetze will - solange die Sicherheitsgesetze der großen Koalition weiterexistieren, kann von einer Stärkung der Bürgerrechte keine Rede sein. Nun kündigt die Ministerin Korrekturen an den Gesetzen an und dies soll als Richtungswechsel in der Innenpolitik verstanden werden. Mit Korrekturen jedoch kann man vielleicht die Fahrspur wechseln, einen Richtungswechsel gibt es aber nur durch ein Umkehren. Zudem werden diese angekündigten Korrekturen im Koalitionsvertrag nicht einmal erwähnt. Einen wirklichen Kurswechsel würde bedeuten, die Gesetzpakete von der Anti-Terror-Datei über das BKA-Gesetz und die Online-Durchsuchung bis hin zur Vorratsdatenspeicherung grundsätzlich auf den Prüfstand zu stellen: Auf ihren Sinn und Nutzen sowie auf Verletzungen von Bürger- und Freiheitsrechten. Und im zweiten Schritt konsequent die Gesetze zurückzunehmen, die einer Überprüfung auf Verhältnismäßigkeit und auf die Vereinbarkeit mit Freiheits- und Bürgerrechten nicht standhalten. Solange dies nicht geschieht, sondern die Schwarz-Gelbe Bundesregierung im Gegenteil z.B. das SWIFT-Abkommen durchwinkt, entbehren Leutheusser-Schnarrenbergers Ankündigungen jeder Grundlage.

Für eine unabhängige Überprüfung der Sicherheitsgesetze

"Das in Orwells Roman ‚1984‘ beschriebene Szenario ist heute aktueller denn je, auch wenn es lange Zeit als völlig undenkbar galt, dass ein Staat die Fähigkeit haben könnte, seine Bürgerinnen und Bürger lückenlos zu überwachen", so der Innenpolitiker Jan Korte, Mitglied im Parteivorstand der LINKEN, zum heutigen 60. Todestag des britischen Schriftstellers George Orwell.

Wenn George Orwell 1949, im Entstehungsjahr seines Romans 1984, das Potential heutiger Überwachungstechnik gekannt hätte, dann wäre dieser vermutlich etwas länger ausgefallen. Zur Videoüberwachung und dem schon im Roman existenten Großen Lauschangriff hätten sich vielleicht noch die Online-Durchsuchung, die Vorratsdatenspeicherung von Telekommunikations- und Handystandortdaten, DNA-Datenbanken, der elektronische Entgeltnachweis ELENA und die Leibesvisitation durch Nacktscanner hinzugesellt. Die "sicherheitspolitische Aufrüstung" vor dem Hintergrund der internationalen Terrorgefahr, gegen die sich die Justizministerin Leutheusser-Schnarrenberger heute ausgesprochen hat, ist längst geschehen. Sie ist auf Kosten der Freiheit und der Bürgerrechte geschehen, die im Diskurs um die Innere Sicherheit regelmäßig wissentlich auf der Strecke gelassen wurden. Es wundert daher auch nicht, wenn im Fahrwasser dieser Politik einige Unternehmen ihre Mitarbeiterinnen und Mitarbeiter 'entrechtet', bis in die Umkleideräume überwacht und Emails, Erkrankungen oder private Kontakte ausgespäht haben. Frau Leutheusser-Schnarrenberger hat heute eine Überprüfung der Sicherheitsgesetze auf ihre Notwendigkeit angekündigt. Was die Justizministerin offensichtlich nicht verspricht, ist die dringende Notwendigkeit einer Überprüfung der Sicherheitsgesetze auf ihre Verhältnismäßigkeit und auf Bürgerrechtskonformität. DIE LINKE fordert ein sofortiges Moratorium für Sicherheitsgesetze und eine umfassende unabhängige Überprüfung der vorhandenen Gesetze auf ihre Vereinbarkeit mit Bürger- und Freiheitsrechten.

This Reuters report headlines ‘four options’ the president is considering, but then names only three: sending 15,000, 30,000, or 40,000. Is the fourth option getting the heck out of that hellhole, before we destabilize the entire region? No way, no how. The numbers may change, but what doesn’t vary is the fact that this is quite obviously a political and not a military decision: it’s all about what’s happening in Washington, and not about what’s occurring on the ground in Afghanistan and environs. And the Washington political culture, which sees government action as the cure-all for society’s ills, is not about to take inaction as the cure for anything. We must ‘do something’ — even if it means playing right into al-Qaeda’s hands...

DIE LINKE bleibt dabei: sofortiger Abzug der Bundeswehr aus Afghanistan

Am Montag hieß es, der Verteidigungsminister zu Guttenberg peile einen
Rückzug aus Afghanistan ab 2010 an. Das sei aber an die Erfüllung "der
dafür nötigen Voraussetzungen" gebunden. Dazu erklärt das Mitglied
des Geschäftsführenden Parteivorstandes Christine Buchholz:

Anscheinend ist sich die Bundesregierung bereits darüber im Klaren,
dass diese "Voraussetzungen" nicht 2010 erfüllt sein werden, denn
Außenminister Westerwelle spricht die Hoffnung aus, noch in dieser
Legislaturperiode, also in den nächsten vier Jahren, mit der
selbsttragenden Sicherheit so weit voranzukommen, dass "eine
Abzugsperspektive sichtbar wird".

Mit anderen Worten: Kein Abzug in den nächsten vier Jahren und das
Prinzip Hoffnung für die Zeit danach! Und bis dahin möchte die
Bundesregierung möglichst noch mehr Truppen nach Afghanistan verlegen,
wie zu Guttenberg letzte Woche sagte.

Jeder Tag, den die NATO-Besatzung Afghanistans länger anhält, erhöht
den Blutzoll sowohl auf Seiten der Afghanen als auch der NATO-Soldaten.
Jeder Tag verschlechtert auch die Ausgangssituation für die Zeit nach
der Besatzung, die Möglichkeiten der Versöhnung, die Möglichkeit für
internationale Hilfsorganisationen, im Land zu arbeiten.

Deswegen fordert DIE LINKE den sofortigen Abzug der Bundeswehr aus
Afghanistan und setzt sich für den zivilen Wiederaufbau ein. Es gibt
Alternativen zu diesem Krieg. Gemeinsam mit Aktivistinnen und
Aktivisten, auch aus Afghanistan, setzt sich DIE LINKE für die
Stärkung von demokratischen Kräften und insbesondere von Frauen in
Afghanistan ein.

Monsanto withdraws maize from regulatory approval citing commercial reasons

In a dramatic move, Monsanto has withdrawn its genetically modified (GM) maize, LY038 from commercial approval in Europe after safety concerns prompted the European Food Safety Authority (EFSA) to request further evidence from the company [1].

At the end of April 2009, two letters were sent to EFSA by Monsanto's European subsidiary company Renessen, withdrawing applications originally submitted in 2005 [2]. The whole episode was shrouded in secrecy before being uncovered by Dr. Brian John of GM-Free Cymru. There has been no mainstream press report, and no record on the EFSA website. Not only LY038, but also the stacked variety LY038 x MON810 - derived from a cross between LY038 and another GM variety MON810 - has been withdrawn. The GM maize LY038, modified to produce high levels of the amino acid lysine, was deregulated in the United States, despite our protest [7] ( Why Not Transgenic High Lysine Maize , SiS 29); and subsequently approved as safe to eat in Canada, Japan, S. Korea, the Philippines and Australia/New Zealand in 2006-7 . It belongs to the much touted “second generation”, “nutritionally enhanced” GM crops that are supposed to benefit consumers, but are insidious health risks instead [8] ( GM Crops and Microbes for Health or Public Health Hazards? SiS 32).

In its letter to the EFSA, Renessen Europe stated that "conducting further studies ... can no longer be justified, in view of the additional costs involved and the reduced commercial interest in this product."

Scientists cite safety

The high lysine maize was also submitted to Food Standards Australia New Zealand (FSANZ) in 2004 and approved as safe for human consumption in December 2007, despite strong scientific objections from the Centre for Integrated Research in Biosafety (INBI) at Canterbury University, Christchurch, in New Zealand [9, 10]. Among the issues raised were risks of cancer, diabetes and Alzheimer's disease.

FSANZ maintains there is no safety issue with LY038, and that it was withdrawn from Europe purely for commercial reasons.

Monsanto spokesman Jonathan Ramsay said [1] “changes in the overall corn market” were among the factors resulting “in a shift of the overall value to customers of this product at this time.”

Geneticist Dr. Jack Heinemann, an associate professor at Canterbury University and director of INBI, believes it was a tactical, rather than purely commercial withdrawal on Monsanto's part, and demands to know why FSANZ still considers it would be safe for “Kiwis” to eat the maize [1].

“Personally, I don't believe the withdrawal of LY038 was for economic reasons,” Heinemann said. “Monsanto estimated the street value of LY038 was going to be US$1 billion a year. Do we really believe that a market of US$1bn a year is too small for Monsanto? I don't. The European Food Safety Authority requested more safety data from Monsanto.”

Heinemann also indicated that from comments released to him, it appears that Finland for example, was not satisfied with either the number or the quality of animal-feeding studies, and Malta voted to reject the maize on the basis of the INBI submission, “the same science that FSANZ attempted to bury down here.”

Mass vaccinations amid mounting safety concerns

Mass vaccinations for the pandemic H1N1 ‘swine flu' have begun in Britain, the United States, Sweden and elsewhere, targeting hundreds of millions around the world as concerns mount over the safety of the fast-tracked vaccines [1-3] ( Fast-tracked Swine Flu Vaccine under Fire , SiS 43; Swine Flu Pandemic - To Vaccinate or Not to Vaccinate? , Flu Vaccines and the Risk of Cancer , SiS 44). The risks identified so far include neurological damage, developmental defects, and autoimmune diseases from vaccine adjuvants; the potential for generating more virulent disease agents from live attenuated viral vaccines, and cancer from contaminants of cultured cells used to grow the vaccine viruses, or from chemical agents employed in killing the vaccine viruses.

Now, researchers at Mainz University Medical Center in Germany led by Sucharit Bhakdi have added cardiovascular risks that are not generally appreciated. Animal experiments and epidemiological data suggest that over-stimulation of the immune system may accelerate atherogenesis (the build-up of fatty deposits or plaques on the inner wall of arteries) [4]. They are especially concerned about vaccines containing adjuvants to boost immune response, which could aggravate the formation of plagues and atherosclerosis disease. The risks of other widespread diseases due to deregulated immune systems are also possible. Safety trials of vaccines conducted so far have not specifically taken those possible side-effects into account, and “unexpected serious adverse effects” may follow in the wake of mass vaccination programmes. This proved prophetic.

Four deaths in less than two weeks

Less than two weeks into its mass vaccination, Sweden reported four deaths [5], among which were at least two with underlying heart condition. According to the Swenska Dagladet newspaper, there were also 350 side effects recorded [6]. The Swedish Institute for Infectious Disease Control denies that the deaths are connected with the vaccine.

But this possibility was predicted in the paper published by Bhakdi and colleagues [4].

Two vaccines with adjuvants

There are two main vaccines with adjuvants. One, modeled after Fluad and widely used in European countries including Germany contains the adjuvant MF59 made by Novartis, and is also deployed worldwide mainly for people over 65 years of age. MF59 is a squalene oil-in-water emulsion; but its mechanism of action is still poorly understood. It appears to induce recruitment of macrophages (white blood cells that ingests foreign material and dead cells) to the injection site and promote uptake of antigen by macrophage and dendritic cells that process antigens to promote production of specific antibodies. Injection of flu vaccines with the adjuvant frequently causes local pain and occasionally fever, indicating that pro-inflammatory cytokines (signaling molecules produced by immune cells) are generated [7]. There is further evidence that injection of squalene can provoke autoimmune responses [1, 2].

Flu vaccines with MF59 adjuvant have been given to children, but there is little experience with their use in pregnant women who are currently in the priority group for vaccination [1, 2].

Another H1N1 vaccine with adjuvant is developed by GlaxoSmithKline (GSK). The adjuvant is AS03 [1], similar to MF59 in that it contains squalene, and in addition, the non- ionic detergent polysorbate 80 (Tween 80)., which is yet uncharacterized in terms of pharmacokinetic and immunological properties [4]. Studies with vaccines containing AS03 in infants, young children or pregnant women have not been published. And current clinical studies are being conducted with children aged 3-17 years.

Hidden dangers of H1N1 vaccines with adjuvants

Immune mechanisms are now implicated in such a diversity of chronic diseases that no common denominator would have come to mind before the advent of modern immunology [4]. That is why the potential dangers of vaccine adjuvants such as those used with the current H1N1 swine flu vaccines are still not adequately addressed.

A major hurdle to addressing the dangers is the lack of specificity in the self-destructive processes perpetrated by an over-stimulated immune system. It is now recognized that the innate, relatively non-specific immune mechanisms are just as culpable as the specific, adaptive immune mechanisms in the pathology of some of the most widespread human diseases including atherosclerosis, inflammatory bowel disease, demyelinating disease and non-infectious arthritis; and the list is ever growing.

More baffling still is that such pathological processes sometimes have their roots in normal physiological events that serve useful biological functions.

For example, macrophages are involved in clearing tissues of cholesterol, which is poorly soluble. Atherosclerosis disease becomes manifest only when this cholesterol clearing role breaks down through overload, and lesions develop in the artery wall. The macrophages then cease to perform their physiological function and become the perpetrator of disease (see box).

Macrophages and atheroclerosis

Macrophages are large white blood cells that have the ability to phagocytose (engulf) foreign materials such as bacteria and viruses and debris from dead cells. They are a very important component of innate immunity, not only in protecting the body against pathogens, but also in scavenging and tissue repair. However, macrophages are also involved in the development of atherosclerosis – hardening of the arteries due to fatty deposits (plaques) in the arterial wall – and especially in the acute clinical disease resulting from the rupture of the plaques [8].

Atherosclerosis is an inflammatory disease triggered by the over-stimulation of the immune system. It accounts for 39 percent of deaths in the UK, while 12 million in the USA have atherosclerosis-associated disease. Atherosclerosis results in narrowing the arteries, producing stable angina (chest pains due to blockage of arterial blood flow) or else dramatic rupture, producing acute syndromes such as unstable angina, myocardial infarction (heart attack, when the blood supply to part of the heart is interrupted causing some heart muscle cells to die), or sudden death . Macrophages are abundant in ruptured atherosclerotic plaques and are suspected of causing the rupture. As they belong to the innate immunity branch that does not require specific recognition, macrophages may damage tissues indiscriminately. Macrophages are recruited and activated by many signals and they have an impressive arsenal of molecules to promote tissue damage.

Macrophage recruitment to the developing atherosclerotic plaques is aided by the expression of special inflammatory adhesion molecules in the abnormal lining of the arterial wall over the plaques, which are up-regulated by multiple atherosclerosis risk factors including oxidized low density lipoprotein (oxLDL, bad cholesterol), smoking, hypertension and diabetes. The activated macrophages express effector molecules that kill cells and degrade the extracellular matrix. These include Fas-L and nitric oxide (NO). Macrophage NO up-regulates vascular smooth muscle cell (VSMC) surface Fas (the binding partner for Fas-L) priming the VSMC for apoptosis (programmed cell death). As VSMCs promote plaque stability, their apoptosis may contribute to plaque rupture. Macrophages also express multiple metalloproteinases ( e.g. stromelysin) and serine proteases (e.g. urokinase) that degrade the extracellular matrix, weakening the plaque and making it prone to rupture. In addition, macrophages secrete numerous other effectors including reactive oxygen species that kill bacteria under normal conditions [9] (see The Body Does Burn Water , SiS 43) , but will cause oxidative damage to cells when overproduced as the result of environmental stress.

Sein Gutachten Rüsselsheim 2020 setzt auf eine „wirtschaftsfreundliche, junge und moderne Stadt“. Sein zentraler Vorschlag war, auf dem Opel-Gelände eine „automobile Erlebniswelt” mit Einkaufszentrum und exklusiven Loftwohnungen („Opel-Forum”) zu errichten. Dafür sollen hoch qualifizierte junge Berufsaufsteiger, vermögende Rentner und kaufkräftige Besucher umworben werden. Rürups Honorar betrug 80 000 Euro. Rürup hatte ein „strukturelles Haushaltsdefizit“ festgestellt, wofür kein Gutachten nötig gewesen wäre. Er hatte den Grund aber nicht in der Bundesgesetzgebung gesehen, sondern allein vor Ort: In der „hohen Versorgungsmentalität” der Rüsselsheimer Bevölkerung und darin, dass die Stadt nicht genügend Aufgaben privatisiert und nicht genügend „Stadtmarketing“ betrieben habe.
