S. 2453, a bill written by Senator Arlen Specter (R-PA), would supposedly restore judicial review of wiretaps, but the law already requires judicial review and the president has ignored it. Senator Specter’s bill would allow the courts to approve programs of surveillance, diminishing the Constitution’s requirement there be probable cause that an American is doing something wrong before their communications can be seized.

S. 2455, a bill written by Senator Mike DeWine (R-PA), would also attempt to rewrite probable cause to allow warrantless surveillance of Americans’ calls and emails without evidence that they are conspiring with suspect terrorists. It would make judicial review of wiretaps optional and would reduce the amount of information the president is required to give Congress about the program.

Massive Logging Plan Proposed in Six Rivers National Forest

The Forest Service has proposed over 900 acres of logging in our Six Rivers National Forest near Ruth Lake in the headwaters of the Mad River. Upper Mad River Forests Need Your Help Please send a letter to the Forest Service by May 30th.

The Mad River Ranger District of the Six Rivers National Forest has just announced a massive timber sale called Little Doe and Low Gulch that would remove trees in 87 logging units covering 923 acres. We need your help to convince the Forest Service to abandon destructive aspects of the proposed sale.

The area that would be logged is in the headwaters of the Mad River, south of Ruth Lake and just north of the Yolla Bolly Wilderness. The Upper Mad River Watershed is a popular recreation destination and still provides much-needed habitat for rare species such as the Northern spotted owl, Bald Eagles, Peregrine falcons, Northern goshawks, Pacific fishers and Western pond turtles.

Unfortunately, aggressive logging of this watershed has already placed
8 out 14 known spotted owl pairs in the area into "take" (the agency euphemism for death) and more logging is on the way.

While the Forest Service admits its intensive logging program over the past 40 years has greatly harmed old-growth forests and critters in the Mad River watershed, the agency just can't break its addiction to clearcutting. A little over 220 acres of the proposed logging call for "regenerating" (clearcutting) mature forest stands, turning them into flammable industrial tree plantations. The remainder of the proposed logging would focus on thinning smaller trees.

The proposed logging also relies on dragging trees out of the forest with tractors, rather than cable helicopter yarding techniques, which are much more gentle on the soil. 69 logging units call for tractor dragging, while only 7 units call for helicopter yarding. Removing all of the trees the Forest Service wants to log would require the construction of 25 "landings" in the forest to pile logs until they could be hauled out. The sale area is so remote that hauling costs will be high, which means the Forest Service will try to sell many big trees in an attempt to make the sale cost-effective to log.

Please take a moment to let the Forest Service know that you value the forests, water and wildlife of the Upper Mad River Watershed.

Initial (scoping) comments on their logging proposal are due by May
30th.

TALKING POINTS

- Please ask the Forest Service to extend the comment deadline. Many areas in the proposed sale remain under snow at this writing, while many roads are likely to remain impassable for some time. It is important that at least some members of the public be able to fully inspect the proposed sale in order to provide well-informed comments.

- Clearcutting (regeneration harvest) is inappropriate for this watershed and will greatly increase the controversy surrounding this timber sale. Please focus on thinning smaller trees that are growing too densely due to past logging or fire suppression. Please protect all remaining mature and old trees and stands.

- New road construction and tractor yarding inevitably harm soil resources. Please protect our soil and water by avoiding new road construction and tractor yarding.

-The Mad River Watershed has been seriously degraded by past logging and overzealous road construction. Its time for the Forest Service to change course and promote a sustainable forest and sustainable communities by investing in restoration rather than short-term exploitation.

Antoinette Campbell was justifiably shocked when city workers mistakenly chainsawed a 60-foot oak tree last May that shaded the eastern facade of her Washington, D.C., home.

"It was a personal something I had with that tree," says Ms. Campbell.

Besides the emotional distress, the error had an unexpected consequence: She noticed her air conditioner began running a couple hours earlier each morning.

Conventional wisdom is that just one shady tree can save a homeowner $80 a year in energy costs, but Campbell claims her bills skyrocketed once the oak disappeared - up to $120 more some months.

Yes, humble street trees cool the air, reduce pollution, and absorb storm-water runoff, say forestry experts. But the benefits aren't only ecological, they say. Property values are 7 percent to 25 percent higher for houses surrounded by trees. Consumers spend up to 13 percent more at shops near green landscapes. One study even suggests patients who can see trees out their windows are hospitalized, on average, 8 percent fewer days.

Events around the country for Friday's National Arbor Day will highlight the fact that citizens and civic leaders are finally investing in the so-called "urban tree canopy."

But efforts like these aren't a moment too soon. Overall, urban trees in America are threatened, says Deborah Gangloff, executive director of American Forests. "Every city we've looked at, about three dozen, shows a decline of about 30 percent of the urban tree canopy in the past 10 to 15 years," she says. In some cities, the loss from disease, development, and neglect has been catastrophic. In Washington, D.C., for example, 64 percent of heavily forested areas disappeared between 1973 and 1997 - forest that once covered a third of the district now covers a tenth.

And the creep of suburban sprawl seems unstoppable. In the next 50 years, total American land mass reclassified from forest to urban is expected to equal the size of Montana, suggests US Forest Service data. To reverse the trend, cities like Jacksonville, Fla., San Francisco, Albuquerque, N.M., Des Moines, Iowa, and Indianapolis have ambitious reforestation plans. Los Angeles wants to plant 1 million trees. The Sacramento region has a goal to double the urban canopy in 40 years; Baltimore plans to double its own a decade sooner. Washington, D.C. is partnering with tree-planting groups and nonprofits like the Casey Trees Endowment Fund, an organization with a $50 million grant to combat the precipitous canopy decline.

The fund's urban forester program trains volunteers like Campbell, who lost her oak, to conduct on-site censuses that, combined, will locate, measure, and identify every tree in the city. The data is crunched by a US Forest Service computer model, which produces a precise environmental and economic value for each tree. For example: A 50-foot American linden at the corner of Potomac Ave. and E Street in the southeast quadrant of Washington stores 1,476 kilograms of carbon and removes 124 grams of sulfur dioxide from the atmosphere each year. To remove that same amount of pollution would otherwise cost society $5.44 annually. Multiply that by D.C.'s 1.9 million trees and the benefits add up.

Urban trees also reduce the runoff of pollutants into waterways, a problem caused by impervious surfaces like concrete. Foliage slows rain so it gets absorbed better, rather than overwhelming drainage systems, explains Ms. Gangloff. For example, a 2005 study of municipal trees in Boulder, Colo., found that the average tree intercepts 1,271 gallons of precipitation annually, saving the city $523,311 in storm-water retention costs.

For cities struggling to meet the Environmental Protection Agency's air quality goals and build adequate wastewater treatment facilities, trees offer high return on investment. The Boulder report estimates the city gets a $3.67 return on every dollar spent on the urban forest.

"It's worth considering the value of these trees when making policy decisions," explains Dan Smith, a Casey Trees spokesman. The value of tree maintenance, for example, can't be minimized, he says, because a 30-inch-diameter tree removes 70 times more pollution per year than a 3-inch tree does. This is why he's unhappy that over the past five years, federal support of urban greening - such as tree-cover analysis, goal-setting, and technical support - has declined.

Like the urban trees themselves, the programs must also be nurtured. And that's nothing to shake a stick at.

Last year, the Environmental Law & Policy Center won three federal lawsuits which required the U.S. Forest Service to reconsider their plans to cut thousands of acres of timber in the Chequamegon-Nicolet National Forest. Now the Forest Service released their proposed, revised plan to do exactly the same thing!

The Chequamegon-Nicolet was recently identified as one of the "10 most endangered national forests" in the nation. It is one of the most heavily-logged national forests in the Eastern region (which stretches from Minnesota to Maine). At the cutting rate employed over the last 10 years, every single log-able acre would be cut in 45 years. The harmful impacts of such extensive logging on waterways, habitat and related natural resources and conservation goals are significant.

Love them or loathe them, mobile phones will likely be working at deep level Tube stations near you by 2008.

Transport for London (TfL), which manages the London Underground, is about to begin a two-month feasibility study looking at what is needed to install mobile phone transmitters underground.

A spokesman for TfL said it would be looking at four deep-level stations in central London to see what was needed for the scheme to operate, which would allow passengers to access digital broadcast services as well.

He said a survey into what passengers wanted, carried out over a year ago, revealed they wanted a phone signal on platforms and in station passageways, but not on Tubes or in tunnels.

He said: "We are very much led by what our passengers want. What we now need to do is investigate the issue of space."

He said once the technology had been looked at another survey into "passenger perceptions" would take place to find out how they would feel about the technology being extended to carriages.

"Our message would be if the technology was ever extended it would need to be respectful. It is an option if passengers want it, but if they did we would have to be acutely sensitive to those who did not," he said.

A spokeswoman from the anti-mast campaign group Mast Sanity spoke out against the development.

Sian Meredith said that when you are inside a metal box, in this case a Tube carriage, and people used their mobile phones they emited lots of microwave radiation.

She said: "Apart from a possible terrorist threat, who knows what we could be experiencing. It's highly irresponsible to have such emission levels in such an enclosed space, there's nowhere for it to escape."

Ms Meredith said another worrying factor concerned what protection was going to be afforded to train drivers and people with electro-sensitivity.

"There are ongoing surveys looking into the issue of microwave radiation which haven't made their conclusions yet. How can this technology be put in such a confined space without us knowing what the effects will be?" she added.

A spokesman for TfL said the technology would not be up and running before early 2008 but the contract would likely go out to tender next year.

I wonder if any decision maker has considered (or cares) whether the safety guidelines - such as they are - will be exceeded by dozens of people making mobile calls and using their laptops wirelessly at the same time within a confined metal box? Especially in view of the fact that 02 recently recalled on of its phones as it was in danger of catching fire!

Anti-mast campaigner council bid

A MAN who is urging a mobile phone company to scrap plans to install a mast near a school is standing as an independent candidate in next week's elections.

Gary Cripps, a member of action group Orange Squash, has announced his plans to stand in the Lesnes Abbey Ward to 'give the people one voice'.

The 31-year-old salesman is standing in the elections in the hope of stopping more masts being installed near schools and hospitals.

The father-of-two locked horns with mobile phone giant Orange earlier this year, when they announced plans to install a mast near Bedonwell Junior School, Bedonwell Road, Belvedere.

He said: "It is not because we are a political group, but despite collecting thousands of petitions, large corporations and the government refuse to listen to the concerns of our communities.

"We believe the only way we can truly force the ear of governing bodies or organisations impacting our local environment is to voice our own, and our neighbours concerns, at the forthcoming local elections."

Mr Cripps also believes mobile phone companies should be made to pay for the use of the mast and not the taxpayer.

He added: "One of the main philosophies of Orange Squash is true cost of ownership. This means that the owners [of masts] and users should pay for all the costs and not the local residents."

Mr Cripps also expressed concern over the proposed Thames Gateway Bridge and the Belvedere Incinerator.

Orange is currently in a consultation period with members of Orange Squash and other residents over the proposed mast in Bedonwell Road.

Bosses at Orange are yet to decide if a planning application will be submitted to Bexley council.

Resident Alan Eaton, the brainchild behind Orange Squash, recently submitted a 200-signature petition to bosses at Orange.

Maybe we should all consider forming an Independent Anti mast campaign group for the next election. I feel completely the same as Gary, I was extremely disappointed as not one Sutton Coldfield Councillor attended SCRAM's AGM meeting on Friday, despite sending out invitations to all of them, what level of commitment does that show?

Good luck to Gary Cripps in this forth coming election, I wish he was standing for the local councillor's election here as he would certainly get my vote.

I think it is great that someone is prepared to stand on this ticket. However, I have to say I don't hold out much hope for him to have very much influence, even if he is successfully elected.

Here in Burnley , we recently held a well attended public meeting. One Councillor, who is a member of the Development Control Committee, spoke from the audience, to express her belief that more precaution was needed in the planning process and that no masts should be placed close to Schools, Hospitals or Residences. She later told me that she had been told that by declaring her interest at a public meeting she had barred herself from considering any future mast planning applications. It seems that it is OK to vote if you support the idea of placing masts anywhere, but barred if you object. Further, Councillors in a particular ward, where a mast application is pending, cannot speak to a colleague who is on the Development Control Committee about that specific mast, as that would be considered to be lobbying. So much for democracy !

Incidentally, I heard some time ago that when John Prescott accepted the money for 3G licence fees and gave the operator three years to provide 80% coverage to the UK, he also said, albeit covertly, that during that 3 years they would have a virtual carte blanche to place masts where they wanted, but after then, the rules would be tightened. This places the Government in a position where they dare not change the rules or they would have the operators claiming their money back. Money that has already been spent. This would also explain why the Minister talked out the Curry Private Member's Bill in March.

'This story has circulated quite a bit lately and of course it is nonsense, at best an over zealous local planning authority, if any such dictate was to come out of the ODPM it would be challengeable as being ultra vires (without authority) indeed on average we get 30% of planning inspectors refuse mast applications technically in the name of Precott as the relevant Secretary of State.'

It's well over a decade since the end of the Cold War, but still more than 12,000 nuclear weapons remain on high alert and poised for attack. India, Pakistan and Israel (unofficially) have joined this dangerous club.

North Korea has sufficient enriched nuclear fuel to build a half-dozen nuclear bombs.

Iranians believe the bomb will protect them from the United States' pre-emptive war strategy and save them from the same fate that Iraq now suffers - tens of thousands dead, infrastructure bombed back to the Middle Ages, a collapsed society and foreign occupation.

This fear is not unfounded. John Bolton, the U.S. ambassador to the United Nations, publicly threatened Iran when he said the U.S. would use "all the tools at our disposal." Keep in mind George W. Bush's pre-emptive war doctrine and U.S. policy of first use of nuclear weapons against non-nuclear countries.

The Bush administration has also abandoned the Anti-Ballistic Missile Treaty and is spending an estimated $9 billion each year on the new Star Wars.

And hawks in the government and the military are pushing for a new generation of nuclear weapons, such as the so-called reliable replacement nuclear warheads, and new "bunker busters" that will penetrate deep into the earth to destroy underground bunkers - both with the explicit purpose to make nuclear weapons 'more useable' and more 'palatable' to public opinion.

But it's not just the United States that is at fault. I cannot fathom why in the United Kingdom, Tony Blair's government insists on replacing its nuclear-weapons submarines with a new generation of more accurate and more destructive nuclear weapons - at a cost of 25 billion pounds!

Recently former U.S. Defense Secretary Robert McNamara summed it up in Foreign Policy magazine, "I would characterize current U.S. nuclear weapons policy as immoral, illegal, militarily unnecessary, and dreadfully dangerous."

We cannot let fear stop us - otherwise, one day these weapons of mass destruction will be used.

There is hope. And when you hear people like Robert McNamara and many, many other former generals speak out against nuclear weapons you know there is a chance we can abolish nuclear weapons.

Hmm - how difficult it is to get the answers we want from the govt. I would like to have the question asked in a different way, perhaps 'When and how will the government come clean to the public about the uncertainty over health effects from mobile phones and masts, and about the major studies suggesting real problems and warning against complacency, e.g. studies x, y and z, since the publication of Stewart in 2000.

Does anyone have a suggestion as to how we can get that sort of question tabled?

Approval for phone mast plan as safety guidelines are met

THE Planning Service is satisfied the equipment O2 proposes to install at Dromore's Barban Hill meets public health guidelines and has recommended the application be approved. O2 took its application to erect equipment at an existing Orange Radio Base Station in the Dromore Rugby Club grounds to the Planning Appeals Commission ahead of a Planning Service determination. But in a letter to Lagan Valley MP Jeffrey Donaldson, the Planning Service announced its opinion that the application be approved. This is despite two letters of objection to the plans. Divisional Planning Manager Hilary Heslip said that as long as the proposal was within the guidelines set down by the International Commission on Non-Ionising Radiation Protection it was not necessary for the Department to consider that aspect. While the letter said the planning system was not the place for determining health safeguards, it added that health issues were regarded as a material consideration and had been considered in formulating an opinion on the application. It was for the Department of Health, Social Services and Public Safety to decide what measures were necessary to protect public health, it said, and where emissions from mobile telecommunications equipment were concerned DHSSPS accepted the need for, and contributed financially towards, further research. However, DHSSPS considers the ICNIRP guidelines for public exposure to electromagnetic fields, as accepted by the World Health Organisation, to be based on the best evidence available to date. "Accordingly," the letter went on, "where concern is raised about the health effects of exposure to electromagnetic fields, if the proposed development meets the ICNIRP guidelines in all respects it should not be necessary for the Department to consider this aspect further." The O2 application was accompanied by a Declaration of Conformity with ICNIRP Public Exposure Guidelines, stating that the proposal was within the international guidelines.

Zur aktuellen Situation auf dem Arbeitsmarkt erklärt der Bundesgeschäftsführer Dietmar Bartsch:

Natürlich freue ich mich mit allen Arbeitslosen, die im vergangenen Monat einen Arbeitsplatz gefunden haben. In diesem Sinne ist die so genannte Frühjahrsbelebung auf dem Arbeitsmarkt die alle Jahre wieder stattfindet - positiv zu bewerten. Diese Freude vernebelt mir aber nicht den Blick auf die 4,79 Millionen statistisch bei der Bundesagentur erfassten Männer und Frauen, die nach wie vor keine Arbeit haben. Und wenn man weiß, dass in der Realität natürlich viel mehr Arbeitslose einen Arbeitsplatz suchen, dann erst wird die wahre Dimension der strukturellen Probleme deutlich. Weit und breit kann ich keine Lösungsvorschläge für die Überwindung dieser Strukturkrise entdecken, unter der nach wie vor ganz besonders Ostdeutschland zu leiden hat. Alle die, die jetzt aus der alljährlichen Frühjahrsbelebung und aus den Wachstumsprognosen der Wirtschaftsforschungsinstitute bereits positive Anzeichen für den Arbeitsmarkt herauslesen, sind in meinen Augen nichts anderes als notorische Gesundbeter. Und wer gar in diesem Zusammenhang über positiven Wirkungen der Hartz-Gesetze schwadroniert, ist entweder zynisch oder ignoriert schlichtweg die Realität. Alle Experten sind sich einig, dass wir in den kommenden Jahren mit mindestens 4,5 Mio. arbeitslosen Männer und Frauen rechnen müssen. Zur Erinnerung, vor Hartz IV lag Arbeitslosigkeit in den Jahren 2003 und 2004 jeweils bei 4,38 Mio. Die Linkspartei.PDS ist nach wie vor die einzige Partei, die fordert: Hartz IV muss weg, weil dieses Gesetz auf der Illusion basiert, eine bessere Vermittlung durch die Bundesagentur für Arbeit könne gegen die strukturelle Arbeitslosigkeit helfen. In ganz Ostdeutschland und in vielen strukturschwachen Gebieten Westdeutschlands gibt es jetzt und in den kommenden Jahren einfach nicht genügend Stellen, auf die wenigstens die Hälfte der gegenwärtig Arbeitslosen vermittelt werden könnten. Deshalb befürchtet z.B. das Forschungsinstitut der Bundesagentur für Arbeit in Nürnberg zu Recht, das die Arbeitslosigkeit in Ostdeutschland in den kommenden Jahren sogar noch leicht steigen wird. Es bleibt also bei unserer Forderung: Da nach Überzeugung aller Experten auch in einem wie auch immer gearteten Wirtschaftsaufschwung nicht die Stellen geschaffen werden, die die Massenarbeitslosigkeit zumindest deutlich verringern würden, brauchen wir öffentlich geförderte Beschäftigung, um das drohende Desaster beim weiteren Sozialabbau und bei der Verarmung breiter Bevölkerungsschichten aufzufangen.

Mast victory

It was a close call, but campaigners have won their fight to stop a phone company erecting a mast in their community.

Oxford City Council refused Vodafone permission to build a 10m mast outside Humphris Garage, Rose Hill, in October, but the phone company appealed against the decision.

However, campaigners heard this week that the planning inspectorate had thrown the appeal out on the grounds of visual impact and appearance, and inadequate consideration of alternative locations.

Resident Mike Knibbs, one of those who protested against the mast, said: "I'm delighted at the news. It would only have been 24m from my property and I'm sure those emissions are still questionable. It's a victory for common sense."

Fellow campaigner Susie Goldacre said: "It's very good news. Here's a situation where a community comes out in support of an environment that looks better and functions better, and it succeeds. It's thanks to all the people that supported us."

The application was initially recommended for approval by officers, but was turned down by the council's south east area committee after it heard that 350 letters of opposition had been received.

City councillor Ed Turner, who represents Rose Hill and Iffley, said: "I'm chuffed to bits. It's quite rare for a council to win an appeal after refusing something which officers had said should get the green light, but it would have been such a blot on the area.

"I was always sure we'd made the right decision and I'm glad the planning inspectorate agreed."

An appeal by T-mobile against refusal of permission for a mast about 400m away in Courtland Road, Rose Hill, was turned down last month.

In February, North Oxford residents protested against plans to install a mast to serve Vodafone and 02 inside SS Philip and James Church in Woodstock Road. The application was refused.

In November, children in Ardley-with-Fewcott, near Bicester, formed an action group and launched a petition against plans for a mast in Fritwell Road.

Last May, hundreds of signatures were collected against an application from Three for a phone mast on the tower of St Michael's and All Angel Church in Jack Straw's Lane, Oxford.

While this application was given permission, plans for another mast in Marston Road were turned down after strong opposition.

Step forward for O2 mast

A STEP forward has been taken in a bid to stop mobile phone giant O2 from building a phone mast on Shoreditch Road.

Taunton Deane Council is planning to take out a discontinuance notice against the O2 mast in Shoreditch Road, but in order to do so it needs to get planning permission granted for an alternative site.

Following consultations with the council's telecommunications consultant and planning officer the council has found an alternative mast site that would serve the same area as the existing mast, but it would be in an area of land adjacent to the motorway, surrounded by trees, instead of in a street.

The application has been registered and a consultation will begin in the next few days, with the application hopefully completed in eight weeks.

Once a decision has been made, the planning committee will be able to consider serving a discontinuance order on O2 for the Shoreditch Road mast, in the knowledge of the like compensation claim O2 might make.

Cllr John Williams, leader of the council, said: "As an authority we have committed ourselves to robustly pursue this issue with the ultimate aim of having the mast relocated to a more suitable site.

"It is sad that a major company has shown such gross insensitivity to the local community, and used its power to attempt to bulldoze its way through the system without listening to the genuine concerns of the local community and of this authority.

"I understand the concerns and frustrations of the community, but I can assure them that we are doing all that is essential to ensure that, when we do take action against the mast owner, it will be affective."

ödp fordert „Alkohol am Steuer“ - Bioethanol hat Zukunft

Seit Jahren propagiert die ödp als werteorientierte Umweltpartei den Umstieg auf Biokraftstoffe. Diesem Grundsatz folgend hatte ödp-Stadträtin Mechthild von Walter das Umrüsten aller MVG-Busse in München auf Pflanzenölbetrieb beantragt. Die MVG hat bislang trotz steigender Benzinpreise und zunehmender Klimaprobleme lediglich zwei Testfahrzeuge (einen Kleinwagen und einen Transporter) auf den Betrieb mit Pflanzenöl umgerüstet hat. Um das Thema stärker an die Öffentlichkeit zu tragen und Interessierten mögliche Informationsquellen an die Hand zu geben, veranstaltete die ödp am 13. April 2006 in den Räumen der Gregor-Louisoder-Umweltstiftung einen Vortrag zum Thema "Biokraftstoffe in der Praxis - vom Pflanzenöl zum solaren Wasserstoff". Referent war Marcus Reifenberg vom Verein Mobil ohne Fossil.

Reifenberg erläuterte zunächst die verschiedenen Arten von Biokraftstoffen, die derzeit am Markt sind. Dabei ging er auch auf Bioethanol ein, das aus stärke- und zuckerhaltigen Getreidesorten, Zuckerrüben, Kartoffeln und anderer Biomasse hergestellt wird. Der entscheidende Vorteil dieses Biokraftstoffes besteht in dem hohen Ertrag, der pro Hektar Anbaufläche erzielt werden kann.

In diesem Zusammenhang legte der Referent den Anwesenden nahe, sich kostenlos auf der Internetseite http://www.ethanol-statt-benzin.de als Flexi-Fuel-Autofahrer, Tankstellenbetreiber, Flexi-Fuel-Autohändler oder einfach als Interessierter zu registrieren. Ziel sei es, den biogenen Treibstoff in Deutschland zur selben Marktpräsenz wie in Schweden zu verhelfen. Als weiteres gutes Beispiel führte er Brasilien an, wo mittlerweile fast nur Flexi-Fuel-Autos verkauft werden, die über ein Eintankantriebssystem verfügen, das jede beliebige Mischung von Benzin und Ethanol ermöglicht. Üblicherweise tankt man hierbei ein Treibstoffgemisch aus 85% Bioethanol und 15% Benzin, das man auch als E85 bezeichnet. Deutschland ist hier zwar noch im Hintertreffen, schließt aber auf. So ist E85 in München bereits an einer Tankstelle in der Baaderstraße erhältlich. Die sogenannten Flexi-Fuel-Autos werden schon von einigen Kfz-Herstellern produziert, u.a. von Ford, VW und Volvo; verkauft werden sie in Deutschland bislang allerdings nur von Ford.

Als weiteren Biokraftstoff diskutierte Reifenberg Pflanzenöl, einen nachwachsenden Rohstoff, dessen großer Vorteil darin bestehe, dass mit der Produktion regionale Wirtschaftskreisläufe angekurbelt werden könnten. Pflanzenöl behauptet sich sich mehr und mehr als Dieselersatz, ist aber wegen der notwendigen Umbaukosten nur für Vielnutzer wie Speditionen oder Flottenfahrzeug-Halter interessant. Reifenberg betreibt selbst eine Rapsöl-Tankstelle in Oderding bei Weilheim/Obb und besitzt deshalb fundierte Branchenkenntnisse. Unter Anderem berichtete er, dass Rapsöl als Dieselersatz wegen der begrenzten Anbauflächen eine maximale Substitution von 7% in Deutschland und etwa 20 % in der EU-25 erreichen könne. Diesem Nachteil stehe allerdings der entscheidende Vorteil gegenüber, dass jeder Prozentpunkt Erdölimport, der durch heimischen CO2-neutralen Kraftstoff ersetzt werden könne, unserer Wirtschaft und zugleich dem Klima helfe. Die Kraftstoffnorm für Abgaswerte erreiche Rapsöl ohnehin, sogar auch Euro IV, und es sei bei 80 Grad Celsius genauso zähflüssig wie Diesel und deshalb gut motorverträglich. Zwar sei BtL (Biomass to Liquid), wie das sog. Sun Diesel der Fa. Coren, noch im Versuchsstadium und besonders aufwändig in der Produktion, auf Wasserstoff als Treibstoff müsse man aber im Vergleich dazu noch länger warten. Die zur Herstellung von „solarem“ Wasserstoff erforderlichen Ökostrommengen wären besser und viel effizienter ins allgemeine Stromnetz einzuspeisen.

Als dritten Biokraftstoff erwähnte Reifenberg das Biogas, das derzeit hauptsächlich als Substitut für Erdgas zur Stromerzeugung verwendet werde. Betrachte man das enorme Potential an Biomasse in Deutschland, so stünden hier noch enorme Entwicklungen an.

Zusammenfassend forderte Reifenberg eine Änderung der politischen Rahmenbedingungen für Biokraftstoffe. Von zentraler Wichtigkeit sei dabei, dass die geplante Besteuerung, die der Bundesrat am 19. Mai 2006 beschließen will, abgewendet werde. Anderenfalls werde die aufstrebende Branche der Biokraftstoffe, abgewürgt. Die 5,75%-Beimischungspflicht, die die Bundesregierung bis 2010 vorsieht, dürfe nicht dazu führen, dass die Mineralölkonzerne noch mehr am Sprit verdienten. Darüberhinaus sei es Pflicht der Politik, die alarmierenden Zeichen des Klimawandels nicht länger zu negieren, sondern sofort zu handeln. Als zentrale Signale nannte er beispielsweise den Rückgang der Gletscher und die Auflösung der Permafrostböden in Sibirien und Alaska, die wiederum erhebliche Folgen nach sich zögen.

Im Anschluss an den Vortrag fand eine Diskussion statt, in der Markus Hollemann, Regionalbeauftragter der ödp-München, forderte, dass die Alternativen zu den fossilen Kraftstoffen konsequent gefördert und verwendet werden müssten. In diesem Zusammenhang wies er auch auf den Stadtratsantrag der ödp hin, der die Landeshauptstadt München auffordere, sich für die Freistellung von der Mineralölbesteuerung von Biokraftstoffen einzusetzen. Objectors await phone masts verdict

VODAFONE could be dealt a triple whammy in Rugby today as plans for three mobile phone masts look set to be turned down.

A total of 330 people have objected to the proposals for masts in Shakespeare Gardens and Beech Drive, Bilton, and Hollowell Way, Brownsover, which would boost 3G coverage in the areas.

Planning officers say their recommendations to reject each of the 12metre (39ft) masts is based on their size and location, and has nothing to do with health considerations.

A report to the planning committee of Rugby Borough Council says if a health certificate is provided it is not necessary for the council to further consider the risks.

Cllr Claire Edwards (Lab, Brownsover South) who objected to the Hollowell Way plans, said: "It's about getting the balance between everybody having a mobile phone and not having a mast outside your home or in an area where it's intrusive.

"The fact that so many people have said they do not want them should be taken into account."

The HPA acknowledged the condition of hypersensitivity exists and that it affects some people in the population

It was a positive start for the 1st meeting, the HPA acknowledged the condition of hypersensitivity exists and that it affects some people in the population. The numbers of people affected in the UK are, however, largely unknown but it was thought by some members to be more than a few per million and could be a few per hundred. Hypersensitivity is known to be a serious problem for some people and these need help. I believe the numbers are far greater than a few per 100 and have concerns for children who will absorb a larger amount of radiation.

RPD staff agreed that advice on exposure guidelines needed to reflect the current scientific evidence. Any guidelines recommended by ICNIRP or other bodies would continue to be challenged to ensure that this is the case. Read the minutes for further details, I’m sure you will find some useful information. The next meeting is due to be scheduled in October.

Experts rule out houses near pylons

Homes should not be built near overhead power lines because of possible links with childhood leukaemia, Government-appointed experts are expected to conclude.

They are likely to recommend a change in planning guidelines so that new homes cannot be built either within 230ft of power lines or in a location that exposes inhabitants to electromagnetic fields (EMFs) of a certain strength.

A report by Dr Gerald Draper, of the Oxford childhood cancer research group, published two years ago, suggested that children under 15 living near high-voltage power cables may have double the risk of getting leukaemia. The seven-year study was commissioned by the Department of Health.

However, while the research found a statistical association, it did not establish a causal link and other scientists were sceptical of the findings.

Two reports containing recommendations on the proximity of power lines to both new and existing houses, as well as advice on electrical wiring in the home, will now be presented in June.

They are being drawn up by the Stakeholder Advisory Group on Extremely Low Frequency Electromagnetic Fields (Sage), an advisory group set up by ministers in October 2004, following the publication of Dr Draper's research.

The group includes representatives of the Department of Health, the National Grid, the Health Protection Agency, the Office of the Deputy Prime Minister and the Council of Mortgage Lenders.

Academics from Bristol University and Nottingham Trent are also members, as well as a number of campaigners from groups committed to highlighting what they believe are the potential dangers of EMFs.

Alasdair Philips, of the consumer group Powerwatch and a member of Sage, said that a large majority of those drawing up the reports was in favour of recommending precautionary advice.

"The link between childhood leukaemia and power lines is accepted pretty much worldwide.

"There is almost certainly going to be some precautionary guidance coming out of the report in June.

"There is a lot of agreement that we need to offer more precautionary advice on the siting of new house - 90 per cent of the advisory group agree with this line.

"I think it is highly likely we will see a recommendation that we change the way we wire our houses. There is no real opposition to that."

Representatives of the National Grid and Ofgen, the industry regulator, are understood to favour a recommendation that new homes should not be built within a specific distance - likely to be 230ft - of power lines.

Others in the group, including Mr Philips, are pushing for the ban to be based on homes being exposed to a certain level of strength of EMFs.

While initial advice will be to do with restrictions on the building of new homes, Sage members will include in their supporting material an analysis of the costs of knocking down and replacing homes thought to be exposed to potential harmful field strengths.

Starting this summer two more sub groups of Sage, looking at electricity distribution and electric transport, will begin drawing up reports.

A spokesman for the Department of Health said: "There is no new evidence to suggest a link between power lines and childhood cancers.

"However, we realise there is more research to be done. We have been closely following developments in this area for many years.

"Ministers will consider the group's recommendations."

Mast plans lead parents to threaten boycott

Worried Perth parents are threatening a boycott of their chosen school in protest at plans to build a mobile phone mast close to school grounds. It follows the Scottish Executive's controversial decision to allow the building of the mast - despite Perth and Kinross Council previously rejecting the application on health grounds.

Sisters Moina McLaren and Fiona Whyte are both considering drastic action over the education of their children. Plans are being pushed through to build a g3 mobile phone mast just a few hundred yards from three schools.

It is claimed there are health concerns which have not been addressed, and Fiona is contemplating moving out of the area altogether.

A campaign against the building of the mast was thought to be won when Perth and Kinross council threw out the application 12 months ago, but the Scottish Executive have recently overturned that decision.

Craig McGhee says Fiona and Moina share concerns with hundreds of parents whose children attend Oakbank Primary, Perth High School and Perth Academy.

No one from Hutchinson, the company behind the phone mast, was available for comment.

Our mum told us to come into the house. While we were gathering our toys, she was trying to take the pram inside. The first drops of rain fell on my little sister. It may have been those few drops that changed our lives.

Isn't a 'statistical association' sufficient to necessitate appropriate remedial action?

Apart from Telegraph article there is on page 15 of Daily Mail, 26 April an article by Julie Wheldon, Science Correspondent. There was an item in yesterdays Evening Standard by political correspondent Nicholas Cecil. Not only does it mention ministers considering new public health warnings over the potential dangers of living near electricity pylons, it has Dr Jill Meara of HPA saying that people should stay away from such devices (house hold appliances e.g. kettles, computers and microwaves) if they have a condition called "electrical sensitivity". It goes on to say that according to an official report victims apparently experience "real, unpleasant and sometimes disabling symptoms" such as headaches or fatigue". It even has Dr Michael Clark of HPA stating "We formally suggested that the Government should consider precautionary measures". I can hardly believe it all.

I can't get the scanner to work but shall have another go this evening. I am going to get a copy of every newspaper today.

What intrigues me about the Telegraph article is the statement: "...whilst the research found a statistical association, it did not establish a causal link and other scientists were sceptical of the findings". Isn't a 'statistical association' quite sufficient to necessitate appropriate remedial action? 'Other scientists' cannot be sceptical about the statistical association because it exists. So exactly what are they are sceptical about? The need for precautionary measures? Perhaps the inability of science to establish a causal link merely reflects the shortcomings of many so-called experts working in the field.

Secondly, I note that whilst Alastair and some other members of Sage want the exclusion zone based on the actual strength of EMFs, representatives of the National Grid and Ofgen favour a simple 230ft range. How illuminating! The latter view couldn't be driven solely by the cost of adopting the former option - could it?

Bah, humbug!

Kempten · Wegen der Verbreitung von Gewalt- und Pornovideos auf Handys müssen sich voraussichtlich zehn bis zwölf Schüler aus Immenstadt und Kaufbeuren (Bayern) vor Gericht verantworten. Die Staatsanwaltschaft will die Anklageerhebung noch in dieser Woche abschließen, teilte sie am Montag mit. Die Schüler im Alter zwischen 15 und 17 Jahren, darunter zwei Mädchen, sollen vor das Jugendgericht gestellt werden. Sie müssen mit Erziehungsmaßnahmen rechnen.

An der Hauptschule Immenstadt hatte es Anfang März eine Handy-Razzia bei Schülern gegeben. Dabei waren mehr als 200 Telefone beschlagnahmt worden. Auf 16 Handys fand die Polizei harte Porno- und Gewaltvideos sowie Tierpornosequenzen. Tage später wurden auch in einer Schule in Kaufbeuren Gewaltdarstellungen auf Schüler-Handys entdeckt. Der Rektor der Schule in Immenstadt hatte die Polizei eingeschaltet, nachdem sich die Mutter eines Schüler an die Schulleitung gewandt hatte. dpa

Anbei leiten wir den Aufruf des Aktionsbündnisses "Keine Gentechnik auf Hessens Feldern und in Hessens Lebensmitteln" an Euch weiter mit der Bitte, Euch an dem geplanten Sonntagsspaziergang am 30.4. in Nidderau zu beteiligen (s.u.)

Es geht darum, den bevorstehenden Anbau von GVO-Mais auf der Domäne Baiersröderhof in Hammersbach im Rahmen der DLG-Feldtage zu verhindern. Die Aussaat steht unmittelbar bevor und wir wollen mit vielen Menschen zeigen, dass wir die Gentechnik auf Hessens Feldern ablehnen. Deshalb kommt bitte zahlreich!!!

Dieses ist auch eine Aktion der Grünen, obwohl wir als Mitglied des Bündnisses nicht auftauchen. MdL Martin Häusling ist aber einer der Sprecher des Bündnisses und hat wesentlich zu seiner Gründung beigetragen. Wir Grüne unterstützen dieses Aktionsbündnis und arbeiten eng mit ihm zusammen. Einstündige Video-Dokumentation über Vogelgrippe auf DVD

Wie der Stuttgarter Verein "Neue Impulse e.V." auf seiner Webseite bekannt gibt, ist ab sofort eine kostenlose Video-Dokumentation mit Hintergründen zur Vogelgrippe-Panikmache erhältlich. Die Produktion der DVD wurde durch Spendengelder ermöglicht, weshalb die Dokumen- tation auch kostenlos beim Verein bestellt werden kann.

Für die Redaktion konnte der Verein die freien Journalisten Michael Leitner und Thomas A. Hein gewinnen, die beide bereits für verschiedene Fernsehsender tätig waren.

Michael Leiter, der vor allem durch sein Buch "Der AIDS-Mythos" be- kannt wurde, beschreibt seine Erfahrungen mit diesem neuesten Projekt so:

"Für Thomas A. Hein und mich war es eine erstmalige und schöne Erfahrung, jemanden zu finden, der die Produktionskosten vorstreckte und sich zu keiner Zeit in irgendeiner Weise auch nur im Ansatz in den Produktionsprozess eingemischt hat. Es gab keine Zensur, wie sie bei dieser Herangehensweise an das Thema von jeder Redaktion ausgeübt worden wäre."

Die Reportage unterscheidet sich denn auch deutlich von der üblichen oberflächlichen Abhandlung des Themas in den bekannten Medien. CAMPAIGNERS are blaming the council for a mobile phone mast planning "fiasco".

Residents living near the corner of St Paul's Wood Road and Beddington Road, St Paul's Cray, were horrified to see workers digging a hole for a T-Mobile phone mast.

They believed the mobile phone giant was not allowed to put the mast up after a planning application was rejected by Bromley Council in August last year.

The council rejected the application after receiving a petition containing about 200 signatures and numerous letters.

However, T-Mobile appealed to the Planning Inspectorate and the mast was approved in February.

Residents say they would have objected if they had known the company had got approval but say Bromley Council did not send out any letters to tell them about it.

Mother-of-three Sam Anderson, 35, of Thorndon Close, St Paul's Cray, said: "It is a complete fiasco.

"Everybody is absolutely disgusted and could not believe the mast is going up.

"The council says it was taken out of their hands but we weren't told about it.

"All the residents are very angry about the way this has been done."

Dawn Somers, 47, of White-webbs Way, St Paul's Cray, said: "I'm fuming about it. The first we knew was when the hole was being dug."

Mrs Anderson says Bromley Council told her more than 100 letters were sent out to homes in the area informing residents T-Mobile had won the appeal.

She says everyone she has spoken to says they did not receive a letter.

Ward councillor Colin Willetts has vowed to fight the Planning Inspectorate's decision.

He said: "We believe the decision is unfair. No matter what, we will still be appealing."

A Bromley Council spokesman said: "We refused permission because we believed the mast would cause undue clutter. But the Planning Inspectorate felt the mast posed no harmful effect to the street scene."

Joe Barton (R-TX), whose "Communications Opportunity, Promotion, and Enhancement Act of 2006," as has become all too usual, does exactly the OPPOSITE of what its title suggests. The House Commerce Committee is scheduled to take up consideration of this crippling of the internet this Wednesday, April 26, and we need every voice we have, with the freedom we now have, to USE the internet to demand that they enact strong protections for net neutrality.
