Whales are still not safe! Since a global ban on whaling in 1985, Japan has continued to kill whales in the name of “scientific research.” Yet legitimate scientists agree: there’s no need to kill whales to research them. Harpooned with explosive tips and dragged onto whaling ships in a horribly cruel fashion, the whale meat from this “research” is sold in gourmet restaurants. And now Japan is dramatically increasing the slaughter: doubling the number of whales killed in an international marine mammal sanctuary.

Unless they are stopped now, Japan will launch a return to full-scale industrial whaling; the last of which once drove whales to the brink of extinction. Only the tremendous resources and clout of the United States has a chance to stop Japan from destroying the world's whales — if the President acts now.

Despite a global ban on commercial whaling, the Government of Japan hunts up to 1,200 whales a year using the same explosive grenade heads employed fifty years ago.

Often, the first blast isn’t enough to kill the poor whale. Whaling ships have been filmed hoisting live whales up the side of their huge industrial ships by the tail, leaving the whale’s blow hole underwater. The helpless whale can only thrash against the side of the ship, desperate for air, until it slowly drowns.

Japan attempts to defend its whaling program by calling it “scientific whaling,” using an International Whaling Commission (IWC) loophole that allows for lethal whale research. But the reality is that whale meat obtained from Japan’s “research” ends up in fish markets and restaurants. The fact is, you don’t need to kill whales to study them.

This May, delegates from around the globe will gather in Anchorage, Alaska to decide the fate of the world’s whales.

At this year’s IWC meeting in Anchorage we expect to see several new pro-whaling countries brought in by Japan to vote for whaling. A majority of pro-whaling votes at the IWC would be a disaster for whales.

Many people believe that the world’s great whales were saved when a ban on commercial whaling was put in place in 1986. But whales face more threats today than during any time in history.

Industrial development within marine habitat is booming. Navy exercises are sweeping the world’s oceans with high-intensity sonar, injuring and killing whales. A deadly maze of fishing line is clogging whale habitats and ocean vessels are colliding with some of the world’s rarest whales. And global warming now threatens the survival of key whale food sources.

ANXIOUS parents are threatening to boycott local schools after the Scottish Executive controversially approved plans for a phone mast in Perth’s Oakbank.

Despite a 550-strong petition and hostility from Perth and Kinross Council, the executive gave the go-ahead to Hutchison 3G’s plans at an appeal.

The decision has provoked an outcry in the Fair City – and the Oakbank Mast Action Group have vowed to continue their fight against the proposals. Derek Seath, of the OMAG, yesterday revealed an appeal to the Court of Session is on the cards and delaying tactics are being mapped out to carry on the fight.

Parents with children at nearby schools are furious at the Holyrood stamp of approval for a 15-metre mast beside the reservoir park.

And sisters Moina McLaren and Fiona Whyte yesterday revealed they were contemplating drastic action rather than send their 11-year-old youngsters to Perth High next year.

Fiona said: “I’m furious about this decision and I’m certainly not alone. I feel so strongly about it that I am preparing to sell up and move somewhere outwith the high school catchment area.

“I was one of the many who signed the initial petition but not for one moment did I expect the Scottish Executive to reverse the council’s decision.

“I certainly hope it doesn’t end here but I am not prepared to risk the health of my child. The mobile phone companies might say there is no cancer risk but that’s what the tobacco companies once said about cigarettes.”

Fiona’s Oakbank Road home will go on the market if the reservoir park mast is erected but she admitted: “This might well have an impact on property prices in the area but I will move out of Oakbank and ensure Phoebe doesn’t go to the high school. I feel very strongly about this issue. It’s ridiculous and really quite unbelievable.”

Moina, Brompton Terrace, echoed her sister’s concerns, saying: “Until this happened my son Rory was to be going to the high school next summer and his younger sister Lucia would have followed in a few years’ time.

“But if this mast does go up so close to the schools I will be looking at our options. I’m not prepared to take risks with their health.

“I was amazed by the Scottish Executive decision. How can they say it is alright to erect a mast in a residential area and so close to the schools? In the USA they won’t allow them in heavily populated areas so why is it tolerated here?

“I am not alone in perceiving it as a threat. I’m sure other parents will be thinking of taking their children away from the nearby schools.”

Mr Seath observed: “It’s a very real concern that parents will seek to move children out of schools in the area.”

Nach Darstellung der wirtschaftspolitischen Abteilung des Deutschen Gewerkschaftsbundes (DGB) betreibt die Bundesregierung eine "Umverteilung von unten nach oben". Eine Untersuchung der Steuervorhaben der großen Koalition durch die wirtschaftspolitische Abteilung des DGB kam zum Ergebnis: "Die Bundesregierung will die Arbeitnehmerinnen, Arbeitnehmer und Verbraucher für Steuergeschenke an Wirtschaft und Besserverdiener aus der vergangenen Legislaturperiode zur Kasse bitten." Die Berechnungen wurden nach Angaben des DGB auf der Grundlage einer Dokumentation des Bundesfinanzministeriums erhoben. Wenn die Wirkungen der bereits beschlossenen, im Entwurf befindlichen oder geplanten Steuergesetze addiert würden, müssten Arbeitnehmerinnen, Arbeitnehmer und Verbraucher knapp 36 Milliarden Euro mehr für die Finanzierung der öffentlichen Haushalte aufbringen.

USFWS Proposes To Delist Rocky Mountains Wolves

The U.S. Fish and Wildlife Service (USFWS) has announced its intention to establish a Distinct Population Segment of the gray wolf in the Northern Rocky Mountains, and then delist this population. A Distinct Population Segment (DPS) is essentially a population of a species or subspecies of animal that occurs in a specific geographic portion of that species' or subspecies' range.

The proposed Northern Rocky Mountain (NRM) DPS would encompasses all of Montana, Idaho and Wyoming, plus the eastern one-third of Washington, the eastern one-third of Oregon, and a small part of north-central Utah.

„Eine ökonomische Katastrophe”

Im August 1998 verklagte der Gentechnik-Konzern Monsanto den kanadischen Bauer Percy Schmeiser, gentechnisch verändertes patentiertes Raps-Saatgut widerrechtlich angebaut zu haben: Schmeisers konventionelle und die Bio-Felder seiner Frau waren von genverändertem Saatgut verunreinigt. Zwei Gerichte verurteilten ihn zu einem Schadensersatz in Höhe von 100.000 Euro. Erst das oberste kanadische Bundesgericht stoppte den Konzern im Jahr 2004: Schmeiser wurde von Schadensersatzforderungen an den Konzern freigesprochen. Doch gleichzeitig befand das Gericht, dass Monsanto grundsätzlich im Recht sei und die Patentansprüche des Konzerns auch für kontaminierte Äcker gälten. 2005 hat Percy Schmeiser Gegenklage gegen Monsanto eingereicht, wegen Umweltverschmutzung und Zerstörung von Schmeisers gentechnikfreier Saatgutzüchtung. Database was a dirty word yesterday at a rally to oppose New Hampshire's participation in a national identification card system that would digitally catalog personal information. More than 100 people -- some dressed as Nazis, others wearing three-cornered hats -- gathered on the State House lawn. Though the group's political leanings spanned the spectrum, they agreed that the system is a bad idea, citing identity theft, Big Brother and the violation of the United States Constitution. ... Congress passed the Real ID Act last year, and New Hampshire and Kentucky were offered $3 million grants to test the program. All states must comply by 2008. But the New Hampshire House voted last month to refuse to do so, calling the program 'contrary and repugnant' to the Constitution. Now it's up to the Senate to decide whether to take the federal grant money and overhaul the state's licensing system or not...

Rumsfeld sued over recruiting database

Six New York teenagers sued Pentagon chief Donald Rumsfeld on Monday, alleging the U.S. Department of Defense broke the law by keeping an extensive database on potential recruits. The suit in federal court in Manhattan follows a series of allegations last year of misconduct by recruiters, who have experienced difficulty meeting targets because of the war in Iraq. The Pentagon last year acknowledged it had created a database of 12 million Americans, full of personal data such as grades and Social Security numbers, to help find potential military recruits. The Pentagon has defended the practice as critical to the success of the all-volunteer U.S. military, and said it was sensitive to privacy concerns. But the suit alleges the Pentagon improperly collected data on people as young as 16 and kept it beyond a three-year limit, and said that the law does not allow for keeping records on race, ethnicity, gender or social security numbers...

COMMENTARY The Urgency of stopping the US next war in Middle East is upon us. The US has drawn up plans to level a massive aerial assault against Iran.

Thirteen of the nation’s most prominent physicists have written a letter to President Bush, calling U.S. plans to reportedly use nuclear weapons against Iran “gravely irresponsible” and warning that such action would have “disastrous consequences for the security of the United States and the world.”

The physicists include five Nobel laureates, a recipient of the National Medal of Science and three past presidents of the American Physical Society, the nation’s preeminent professional society for physicists.

The letter echoes a petition signed by over 1800 physicists and scientists across the US and the world

Dear Mr. President:

Recent articles in the New Yorker and Washington Post report that the use of tactical nuclear weapons against Iran is being actively considered by Pentagon planners and by the White House. As members of the profession that brought nuclear weapons into existence, we urge you to refrain from such an action that would have grave consequences for America and for the world.

1800 of our fellow physicists have joined in a petition opposing new US nuclear weapons policies that open the door to the use of nuclear weapons in situations such as Iran's. These policies represent a "radical departure from the past", in the words of Linton Brooks, National Nuclear Security Administration director. Indeed, since the end of World War II, US policy has considered nuclear weapons "weapons of last resort", to be used only when the very survival of the nation or of an allied nation was at stake, or at most in cases of extreme military necessity. Instead, the new US nuclear weapons policies have significantly lowered the threshold for the potential use of nuclear weapons, as clearly evidenced by the fact that they are being considered as another tool in the toolbox to destroy underground installations that are "too deep" to be destroyed by conventional weapons. This is a major and dangerous shift in the rationale for nuclear weapons. In the words of the late Joseph Rotblat, Nobel Peace Prize recipient for his efforts to prevent nuclear war, "the danger of this policy can hardly be over-emphasized".

Nuclear weapons are unique among weapons of mass destruction: they unleash the enormous energy stored in the tiny nucleus of an atom, an energy that is a million times larger than that stored in the rest of the atom. The nuclear explosion releases an immense amount of blast energy and thermal and nuclear radiation, with deadly immediate and delayed effects on the human body. Over 100,000 human beings died in the Hiroshima blast, and nuclear weapons in today's arsenals have a total yield of over 200,000 Hiroshima bombs.

Using or even merely threatening to use a nuclear weapon preemptively against a nonnuclear adversary tells the 182 non-nuclear-weapon countries signatories of the Nuclear Non-Proliferation Treaty that their adherence to the treaty offers them no protection against a nuclear attack by a nuclear nation. Many are thus likely to abandon the treaty, and the nuclear non-proliferation framework will be damaged even further than it already has, with disastrous consequences for the security of the United States and the world.

There are no sharp lines between small "tactical" nuclear weapons and large ones, nor between nuclear weapons targeting facilities and those targeting armies or cities. Nuclear weapons have not been used for 60 years. Once the US uses a nuclear weapon again, it will heighten the probability that others will too. In a world with many more nuclear nations and no longer a "taboo" against the use of nuclear weapons, there will be a greatly enhanced risk that regional conflicts could expand into global nuclear war, with the potential to destroy our civilization.

It is gravely irresponsible for the U.S. as the greatest superpower to consider courses of action that could eventually lead to the widespread destruction of life on the planet. We urge you to announce publicly that the U.S. is taking the nuclear option off the table in the case of all nonnuclear adversaries, present or future, and we urge the American people to make their voices heard on this matter.

Liebe Kolleginnen und Kollegen,

am 6. und 7. Mai findet in Bamberg das 1. - ausschließlich für Ärzte reservierte - Seminar Elektro-Biologie statt. Die Belastungen durch technische Felder und Wellen haben ein Ausmaß erreicht, die die natürliche Strahlung um das Millionenfache übertrifft. Trotzdem wird von wissenschaftlicher Seite hartnäckig verkündet, es bestehe keine Gefahr für die Gesundheit, während wir praktisch tätigen Ärzte täglich mehr Erkrankungen in der Nähe von Feldquellen diagnostizieren.

Das Ärzte-Seminar Elektro-Biologie versucht diese Widersprüche zu klären. Ferner werden die Kolleginnen und Kollegen in die Theorie und Praxis der Felder und Wellen eingeführt. Praktische Übungen am befeldeten Schlafplatz erleichtern die spätere Beurteilung der häuslichen Belastung. Es werden die verschiedenen Standards der baubiologischen Messtechnik gelernt, die Fehler der baubiologischen Messtechnik demonstriert und bewertet. Man lernt bau- und elektrobiologische Messprotokolle zu schreiben und zu beurteilen.

Ferner werden die Grundlagen von Diffusion und aktivem Transport von Ladungsträgen gelehrt, um die Grenzen biokybernetischer Regelkreise und die Problematik von Feldgradienten besser erfassen zu können. Die Widersprüchlichkeit von Forschung und Praxis wird aufgelöst und zum Schluss wird ein Messverfahren vorgestellt, das die Feldbelastungen durch Erfassung chronobiologischer Abläufe verifiziert.

Folgende Felder werden behandelt:

Elektrostatische Felder Magnetostatische Felder Niederfrequente, elektrische Wechselfelder Niederfrequente, magnetische Wechselfelder Hochfrequente, elektromagnetische Felder.

Das Seminar Elektro-Biologie für Ärzte umfasst 13 Stunden. Am Samstag, den 6. Mai von 9-13 und 14-19 Uhr, am Sonntag, den 7. Mai von 8-12 Uhr, freiwillige Übungen bis 14 Uhr.

Der ärztliche Qualitätszirkel EMF wird für das Seminar Elektro-Biologie Fortbildungspunkte bei der Bayerischen Ärztekammer beantragen und sicher auch bekommen. Die in Aschaffenburg vorgesehene Vorstellung der ersten Ergebnisse der Interphone - Studie wird gegenwärtig von der Wissenschaft kontrovers diskutiert.

Die Hardell Studiengruppe Schweden ist zu ganz anderen Ergebnissen gekommen, als die von der WHO initiierten vorliegenden Interphone Teilergebnisse.

Dass z.B. auch Mitglieder der ICNIRP in der Studie eingebunden sind und somit Industrieinteressen wahrnehmen, wirft zumindest sehr viele Fragen auf.

Bemerkenswert ist auch, daß der Studienkoordinator für Deutschland (für die UNI Bielefeld, Mainz und Krebsforschungszentrum Heidelberg) Herr Dr. Schüz, Mainz gleichzeitig verantwortlich für die Interphone - Studien Deutschland und Schweden ist.

California Becomes Second State to Introduce Bush Impeachment

…Joining Illinois, California has become the second state in which a proposal to impeach President Bush has been "introduced in the state legislature". And this one includes Cheney as well. California Assemblyman Paul Koretz of Los Angeles (where the LA Times has now called for Cheney's resignation) has submitted amendments to Assembly Joint Resolution No. 39, calling for the impeachment of President George W. Bush and Vice President Richard Cheney. The amendments reference Section 603 of Jefferson's Manual of the Rules of the United States House of Representatives, which allows federal impeachment proceedings to be initiated by joint resolution of a state legislature.

In a recent issue of the New Yorker magazine, investigative journalist Seymour Hersh reported teams of American combat troops are being sent into Iran under cover to collect information on military targets, such as underground storage bunkers. The decision to attack may already have been made.

Meanwhile, the Department of Energy is preparing for a 700-ton conventional bomb detonation ("Divine Strake") on June 2, 2006, on the Western Shoshone Native American reservation (which the tribe strongly opposes) in Nevada, as a preliminary for the use of actual nuclear weapons against Iran. If launched, a nuclear "bunker buster" would spew harmful radiation, potentially killing thousands of innocent people.

The Bush administration seems bent on destabilizing the globe. It behooves every member of Congress to take a strong stand against a pre-emptive strike on Iran. Bullying Iran, talking about "regime change", and simulating large-scale explosions in the Nevada desert will only undermine diplomatic efforts.

Winograd's opponent, Jane Harman, remains non-committal on the subject of US air strikes against Iran.

American intelligence agencies and the International Atomic Energy Agency (I.A.E.A.), agree Iran ultimately wants to produce nuclear weapons. But intelligence officials and the I.A.E.A disagree on how long it would take for Iran to become a nuclear power. Critics of the Bush administration argue Iran is several years away from developing a nuclear weapon.

"The United States has adopted a nuclear double standard," says Winograd, pointing out that the Bush administration wants to build 125 new nuclear bombs each year. Says Winograd, "If we really want to ensure peace and tranquility for our children and our children's children, if we really want to discourage Iran from pursuing nuclear weapons, then we should honor our commitment to the Nuclear Non-proliferation Treaty, denounce the first use of nuclear weapons and model for the world our commitment to reducing our nuclear arsenal."

Winograd also expresses concerns about the military's circumvention of Congress's authority to declare war. "By sending scouts into Iran to collect data on military targets, the Bush administration is preparing for war and undermining the constitutional powers of Congress. Every lawmaker who sits on the House and Senate Intelligence Committees should denounce the Bush administration for jeopardizing our national security."

Winograd is challenging incumbent Congresswoman Jane Harman in the Democratic Party Primary, June 6th. Stop political repression against the immigrant rights movement

Our undocumented sisters and brothers are not alone.

We, the undersigned:

Demand an end to the arrests and deportations of undocumented workers.

Demand that the government release all undocumented workers.

Demand that employers neither fire nor penalize anyone for participating in protests on May 1 or any other time.

Demand that all workers fired for participating in immigrants rights protests in recent weeks be restored to their jobs.

We support and defend the right of undocumented workers to participate in all forms of protest.

The arrest of over 1,100 undocumented workers by police working under the direction of the Homeland Security Agency in at least 26 states this week was calculated to stop the call for a May 1st Nationwide Boycott for Immigrant Rights. The Federal Government’s attempt to squelch the movement for full equality is a brazen act on behalf of industries that profit from imposing substandard wages and working conditions on immigrant workers.

If it was not clear before the awakening of a powerful immigrant rights movement in recent weeks, it most certainly is clear now that government raids against undocumented workers, mass arrests and deportations, along with firing workers for participating in protest are nothing less than political repression calculated to spread fear and to crush this new civil rights movement. This political repression must be exposed, condemned and stopped. There is absolutely no moral difference between the government’s anti-immigrant repression, and the same government’s shameful history of repression, jailing and violence against the civil rights movement that Dr. Martin Luther King Jr. led and sacrificed his life for.

Moreover, we realize that if those of us who are not directly affected by anti-immigrant political repression today remain silent now, then tomorrow it will be our protest against the war, or for healthcare, better wages, schools and housing etc. that will be the target of political repression. We are not going to let ourselves be divided from our immigrant sisters and brothers so that the powers that be can repress some of us now and some of us later. We will stand together and we will all be stronger because we are united.

The government must be put on notice: The Immigrant community is not alone in their struggle for dignity and civil rights. All who love freedom and identify with the plight of those amongst us who are the most exploited, stand shoulder to shoulder with the millions of proud and courageous immigrants who have lifted all of us by marching for their rights.

SPRINGFIELD -- Leave it to the Democratic-controlled state Legislature to find an obscure way to attempt to oust President Bush.

State Rep. Karen Yarbrough (D-Maywood) has sponsored a resolution calling on the General Assembly to submit charges to the U.S. House so its lawmakers could begin impeachment proceedings.

It would be the first state legislature to pass such a resolution, though the measure faces a dim future in a Republican-controlled Congress.

"This is absolutely ridiculous," said John McGovern, a spokesman for U.S. House Speaker J. Dennis Hastert (R-Ill.). Only the U.S. House can formally initiate impeachment proceedings.

Yarbrough is hoping to get the U.S. House's attention through her grass-roots effort. She already has picked up two co-sponsors to her legislation, Democratic state Representatives Eddie Washington (Waukegan) and Sara Feigenholtz (Chicago).

According to the resolution, Bush has "willfully violated his oath of office" by manipulating intelligence to start the war in Iraq, leaking classified national secrets and authorizing illegal spying on American citizens.

"This president has acted like an emperor," Yarbrough said.

To support her legislation, Yarbrough is relying on a provision from Jefferson's Manual, a procedural handbook written by Thomas Jefferson as a supplement to U.S. House rules.

Anti-Bush sentiment there

Jefferson wrote that there are various methods of setting an impeachment in motion, including "charges transmitted from the legislature of a State."

If Yarbrough's resolution passes the General Assembly, it would go to the U.S. House, where it likely would be referred to the Judiciary Committee, said a spokesman for the Committee on U.S. House Administration.

"It's up to that committee to decide what action it will take, if any," committee spokesman Jon Brandt said. "[The resolution] does not, in and of itself, start a process."

Nevertheless, a handful of cities and state Democratic committees have adopted impeachment resolutions similar to Yarbrough's. Vermont Democrats agreed earlier this month to urge lawmakers to approve it at the state level.

These groups hope the measures generate dialogue that will eventually lead to impeachment.

In Illinois, it is uncertain whether Yarbrough's measure will make its way to a floor vote. House Speaker Michael Madigan (D-Chicago) has not voiced an opinion on the legislation, and the session is winding down.

But the anti-Bush sentiment is there. Lawmakers toyed with keeping him off the presidential ballot in 2004, and Democrats mocked him this month during floor debate.

Said Yarbrough: "I'm not a baseball or a football or a sports person, but I know when the team isn't doing well, they don't get rid of the team, they get rid of the coach."

Bush Impeachment - The Illinois State Legislature Is Preparing to Drop a Bombshell

Utilizing a little known rule of the US House to bring Impeachment charges.

The Illinois General Assembly is about to rock the nation. Members of state legislatures are normally not considered as having the ability to decide issues with a massive impact to the nation as a whole. Representative Karen A. Yarbrough of Illinois' 7th District is about to shatter that perception forever. Representative Yarbrough stumbled on a little known and never utlitized rule of the US House of Representatives, Section 603 of Jefferson's Manual of the Rules of the United States House of Representatives, which allows federal impeachment proceedings to be initiated by joint resolution of a state legislature. From there, Illinois House Joint Resolution 125 (hereafter to be referred to as HJR0125) was born.

Detailing five specific charges against President Bush including one that is specified to be a felony, the complete text of HJR0125 is copied below at the end of this article. One of the interesting points is that one of the items, the one specified as a felony, that the NSA was directed by the President to spy on American citizens without warrant, is not in dispute. That fact should prove an interesting dilemma for a Republican controlled US House that clearly is not only loathe to initiate impeachment proceedings, but does not even want to thoroughly investigate any of the five items brought up by the Illinois Assembly as high crimes and/or misdemeanors. Should HJR0125 be passed by the Illinois General Assembly, the US House will be forced by House Rules to take up the issue of impeachment as a privileged bill, meaning it will take precedence over other House business.

The Illinois General Assembly joins a growing chorus of voices calling for censure or impeachment of President Bush including Democratic state committees in Vermont, Wisconsin, New Mexico, Nevada and North Carolina as well as the residents themselves of seven towns in Vermont, seventy Vermont state legislators and Congressman John Conyers. The call for impeachment is starting to grow well beyond what could be considered a fringe movement. An ABC News/Washington Post Poll Conducted April 6-9 showed that 33% of Americans currently support Impeaching President Bush, coincidentally, only a similar amount supported impeaching Nixon at the start of the Watergate investigation. If and when Illinois HJR0125 hits the capitol and the individual charges are publicly investigated, that number is likely to grow rapidly. Combined with the very real likelihood that Rove is about to be indicted in the LeakGate investigation, and Bush is in real trouble beyond his plummeting poll numbers. His cronies in the Republican dominated congress will probably save him from the embarassment of an impeachment conviction, for now, but his Presidency will be all but finished.

Konflikte um Mobilfunk ebben kaum ab

Offenbar gibt es unvermindert Streit zwischen Bürgern und Mobilfunk-Betreibern. Es sei nicht gelungen, die Zahl der Konfliktfälle wesentlich zu reduzieren, konstatierten die Mobilfunker in ihrem gerade vorgelegten vierten Jahresbericht.

Trotz intensiven Netzausbaus konnte ein weiterer Anstieg von Konfliktfällen mit betroffenen Bürgern vermieden werden - das ist die positive Lesart des 4. Jahresberichts der Mobilfunkbetreiber zur Umsetzung ihrer Selbstverpflichtung vom Dezember 2001. Die Verfasser des Gutachtens führen dies auf eine verbesserte Zusammenarbeit zwischen Betreibern und Kommunen zurück. Andererseits sei es aber auch nicht gelungen, die Zahl der Konfliktfälle wesentlich zu verringern.

Das Jahresgutachten wurde im Auftrag des Informationszentrums Mobilfunk (IZMF) vom Deutschen Institut für Urbanistik (Difu), der Verbraucherzentrale Nordrhein-Westfahlen, dem Wissenschaftlichen Institut für Kommunikationsdienste (WIK) und Prof. Dr. Dietrich Henckel von der Technischen Universität Berlin erstellt.

Gabriel: Die Betreiber sind weiter in der Pflicht

Bundesumweltminister Sigmar Gabriel betonte, dass es Aufgabe der Betreiber bleibe, den Dialogprozess mit den Kommunen und den betroffenen Bürgerinnen und Bürger zu intensivieren und für einen aktiven und kontinuierlichen Informationsaustausch vor Ort Sorge zu tragen. In Konfliktfällen vor Ort bedürfe es weiter einer hohen Gesprächs- und Kompromissbereitschaft.

Im Laufe des Jahres sollen die von den Mobilfunknetzbetreibern finanzierten transportablen Monitoring-Stationen ihren Betrieb aufnehmen. Sie werden elektromagnetische Felder im gesamten heute genutzten Frequenzspektrum vermessen. Die so gewonnenen Daten werden in der Standortdatenbank der Bundesnetzagentur veröffentlicht.

Das von den Betreibern und dem Bundesumweltministerium je zur Hälfte finanzierte Mobilfunk-Forschungsprogramm habe indes zur Reduzierung von Konflikten beitragen können. Im Rahmen dieses Programms werden noch bestehende Unsicherheiten über gesundheitliche Folgen des Mobilfunks untersucht. Das Programm soll voraussichtlich Ende 2007 nach Abschluss aller Projekte unter Einbeziehung internationaler Forschungsergebnisse ausgewertet werden.

Omega das von den Betreibern zur Hälfte mitfinanzierte Mobilfunk-Forschungsprogramm hat mit Sicherheit nicht zur Reduzierung der Konflikte beigetragen. Jeder weiß doch in der Zwischenzeit, dass ein solches Forschungsprogramm niemals objektiv sein wird, sondern nur die wirtschaftlichen Absichten der Betreiber „wissenschaftlich“ absichert. Ein solches Forschungsprogramm hat für den Bürger keinerlei Bedeutung, es verfolgt nur die Absicht die Bevölkerung einzulullen und eine falsche Pseudosicherheit zu vermitteln. WEINGARTEN - Funklöcher und miese Sprachqualität auf der einen Seite - gegen Sendemasten und UMTS-Stationen keilende Bürger und Kommunen auf der anderen: Eine Konstellation, die Franz Fiderer von der IHK Bodensee-Oberschwaben Sorgen macht. Er fürchtet: Die Region könnte beim Ausbau der Mobilfunknetze ins Abseits geraten.

Aufgeschreckt durch den in der Gegend allerorten auftretenden Zoff zwischen Anwohnern und Mobilfunkbetreibern, wollte Fiderer - bei der IHK unter anderem zuständig für Standortpolitik - es genau wissen. Und hat sämtliche Unternehmen im Kammerbezirk aufgefordert, kundzutun, wie sie die derzeitige Versorgung und den künftigen Ausbau in Sachen Mobilfunk einschätzen: Reicht, was da ist? Werden negative Auswirkungen "für den Wirtschaftsstandort erwartet, wenn kein flächendeckender und qualitativ ausreichender Ausbau der Mobilfunknetze GSM und UMTS erfolgt?" Der Rücklauf war beeindruckend: In nur drei Tagen sandten 296 Unternehmen den Online-Fragebogen zurück. Die Aussagen sind zwar noch nicht vollständig ausgewertet, doch ein Tenor zeichnet sich bereits ab: Fast zwei Drittel der Firmen finden, der Region fehlt"s an Mobilfunk-Infrastruktur; und drei Viertel derer, die geantwortet haben, sind der Meinung, dass man um einen flächendeckenden Netzausbau nicht herum kommt.

Vorteile des Handys

Allerdings gehe auch unter manch kleinerem Betrieb die "unterschwellige und von diversen Panikmachern geschürte Angst" um, dass Vodafone, E-Plus, T-Mobile und O2 irgendwie Unheimliches im Schilde und die Leute an der Nase herum führen, wie Fiderer ausführt. Daher geht seiner Ansicht nach kein Weg dran vorbei, "die Öffentlichkeit besser aufzuklären". Insbesondere, indem man den Gegnern neuer Sendemasten die Vorteile von Handys vor Augen führt: "Bei Verkehrsunfällen wurden sicher schon viel mehr Leute durch den Einsatz von Handys gerettet als unter deren Strahlung leiden", ist Fiderer überzeugt. Überhaupt habe es auch eine massive "Front gegen den technischen Fortschritt" gegeben, als seinerzeit die erste Eisenbahn losgeschnauft sei.

Intensive, offene und "unverkrampfte" Gespräche zwischen Kommunen und Mobilfunkbetreibern hält Fiderer ebenfalls für unabdingbar. Derzeit laufe es nämlich häufig so, dass Bürgermeister neuen Anlagen auf Druck der Bürger Steine in den Weg legen. Ziehen O2 oder Vodafone dann vor Gericht, "kriegen sie aufgrund der Gesetzeslage natürlich recht", weiß Fiderer. Das Ende vom Lied: Wenn die neue Sendestation mit Verzögerung gebaut wird, wahre der Bürgermeister seine Chancen auf eine Wiederwahl, da er der Gemeinde demonstriert habe, "dass er das Ding zwar auch nicht will, aber nichts dagegen machen kann".

Ein Geplänkel, das Fiderer zufolge auf lange Sicht nach hinten los gehen könnte: In diversen Telefonaten mit den vier Mobilfunkbetreibern hat er nämlich in Erfahrung gebracht, dass es als Folge des Zeit und Nerven raubenden Hin und Hers passieren kann, "dass die Investitionsgelder woandershin abfließen" - und die Region in naher Zukunft mobilfunktechnisch abgehängt wird. Fiderers Recherchen zufolge konnten wegen lokaler Widerstände "zwischen zehn und 60 Prozent der für 2005 geplanten Vorhaben" im Süden der Republik "nicht verwirklicht werden". Der IHK-Mann befürchtet daher: "Wenn Investitionsmittel endgültig in andere Regionen wandern, besteht die Gefahr, dass der Netzausbau in unserer Region stagniert und Gewerbetreibende, Touristen und Geschäftsreisende" letztlich "in ihrer wirtschaftlichen Betätigung eingeschränkt werden".

Sozialwahlen: Wahlrechtentzug durch Hartz IV

Der Bundesgesetzgeber hat bei der Änderung des SGB Teil V durch „Hartz IV“ (Gesetz vom 23.12.2003, in kraft seit 1.1.2005) im Rahmen seiner Zuständigkeiten (Art. 74 Abs. 1 Nr. 12 GG) und in einem ordnungsgemäßen Verfahren Maßnahmen getroffen, die auch zur Folge haben, dass eine große, bisher bei Sozialwahlen wahlberechtigte und wählbare Personengruppe wegen ihrer Umsetzung in die Familienversicherung ihr bisheriges aktives und passives Wahlrecht verliert, da die betr. Personen nach dieser Neuzuordnung keine "Mitglieder" in der Krankenversicherung mehr und damit nicht mehr "Versicherte" sind; dieser Status ist jedoch zwingende Voraussetzung für das Bestehen von Wahlrecht/Wählbarkeit. „Nachdem die Fristen zur Organklage ohne ernst gemeinte Interessenvertretung durch die Gewerkschaftsfunktionäre abgelaufen sind, ist es erforderlich, wirksame Interessenvertretung zu organisieren“, so unserer Informant. Mystery as car alarms go haywire

Car alarms and central locking systems are being sent haywire in the Black Country by a mysterious radio frequency blocking their signals.

In two neighbouring streets dozens of bemused drivers have suffered with the fault, with some spending days locked out of their cars.

Communications regulator Ofcom has said the problem also affects other areas and says it will investigate following complaints.

Problems were first noticed a month ago in Quarry Bank leaving drivers dumbfounded about how to solve the problem.

They think a nearby radio transmitter or new mobile phone mast could be to blame.

Peter Hunt, of Thorns Avenue, said he could not gain access to his Toyota Yaris - but his wife's Yaris, parked beside it, was fine.

He added: "I went out and couldn't unlock the car so I changed the battery and it was still the same. It lasted for about 10 days and then suddenly started working."

Ian and Carole Rushton, of Cider Avenue, said they could not get into their Land Rover for a day and that the problem returned this weekend.

Mrs Rushton said: "I need to for work and can't get into the car. On Saturday we couldn't go to the St George's Day celebrations in Dudley and it is really annoying."

Neighbour Leslie Tromans said problems with his daughter's Peugeot 306 began a week ago.

"It's worrying because you just don't know whether you are going to get into the car or not.

"It could be a dangerous situation too if there was an emergency," he said.

A spokeswoman for Ofcom, the communications regulator that looks into problems with frequency signals, said an investigator would be sent out once complaints are logged.

How can they be so cold and uncaring when they know beagle puppies will continue to be killed with their investment dollars?

Bank of America, through their wholly owned subsidiary Columbia Management, owns just under 300,000 shares of LSRI stock (aka Huntingdon Life Sciences or HLS). The value of their investment in animal cruelty is approximately $3 million. For the past several weeks, activists with Win Animal Rights, along with many other groups around the world have been calling on Bank of America and Columbia Management executives to educate them about the suffering and the abuse of the 70,000+ animals imprisoned at HLS. Although some we have called on have been sympathetic and promised to speak to higher authorities, others were callous and dismissive and prefer to turn a blind eye to the graphic photos we have shown them.

Please help us continue to educate the folks at Bank of America and Columbia Management with polite phone calls and letters. The poor, scared beagle in the photo above is no longer with us. Please help prevent others like her from meeting a similar fate.

Aufgeschreckt durch den in der Gegend allerorten auftretenden Zoff zwischen Anwohnern und Mobilfunkbetreibern, wollte Fiderer - bei der IHK unter anderem zuständig für Standortpolitik - es genau wissen. Und hat sämtliche Unternehmen im Kammerbezirk aufgefordert, kundzutun, wie sie die derzeitige Versorgung und den künftigen Ausbau in Sachen Mobilfunk einschätzen: Reicht, was da ist? Werden negative Auswirkungen "für den Wirtschaftsstandort erwartet, wenn kein flächendeckender und qualitativ ausreichender Ausbau der Mobilfunknetze GSM und UMTS erfolgt?" Der Rücklauf war beeindruckend: In nur drei Tagen sandten 296 Unternehmen den Online-Fragebogen zurück. Die Aussagen sind zwar noch nicht vollständig ausgewertet, doch ein Tenor zeichnet sich bereits ab: Fast zwei Drittel der Firmen finden, der Region fehlt"s an Mobilfunk-Infrastruktur; und drei Viertel derer, die geantwortet haben, sind der Meinung, dass man um einen flächendeckenden Netzausbau nicht herum kommt.

Vorteile des Handys

Allerdings gehe auch unter manch kleinerem Betrieb die "unterschwellige und von diversen Panikmachern geschürte Angst" um, dass Vodafone, E-Plus, T-Mobile und O2 irgendwie Unheimliches im Schilde und die Leute an der Nase herum führen, wie Fiderer ausführt. Daher geht seiner Ansicht nach kein Weg dran vorbei, "die Öffentlichkeit besser aufzuklären". Insbesondere, indem man den Gegnern neuer Sendemasten die Vorteile von Handys vor Augen führt: "Bei Verkehrsunfällen wurden sicher schon viel mehr Leute durch den Einsatz von Handys gerettet als unter deren Strahlung leiden", ist Fiderer überzeugt. Überhaupt habe es auch eine massive "Front gegen den technischen Fortschritt" gegeben, als seinerzeit die erste Eisenbahn losgeschnauft sei.

Intensive, offene und "unverkrampfte" Gespräche zwischen Kommunen und Mobilfunkbetreibern hält Fiderer ebenfalls für unabdingbar. Derzeit laufe es nämlich häufig so, dass Bürgermeister neuen Anlagen auf Druck der Bürger Steine in den Weg legen. Ziehen O2 oder Vodafone dann vor Gericht, "kriegen sie aufgrund der Gesetzeslage natürlich recht", weiß Fiderer. Das Ende vom Lied: Wenn die neue Sendestation mit Verzögerung gebaut wird, wahre der Bürgermeister seine Chancen auf eine Wiederwahl, da er der Gemeinde demonstriert habe, "dass er das Ding zwar auch nicht will, aber nichts dagegen machen kann".

Ein Geplänkel, das Fiderer zufolge auf lange Sicht nach hinten los gehen könnte: In diversen Telefonaten mit den vier Mobilfunkbetreibern hat er nämlich in Erfahrung gebracht, dass es als Folge des Zeit und Nerven raubenden Hin und Hers passieren kann, "dass die Investitionsgelder woandershin abfließen" - und die Region in naher Zukunft mobilfunktechnisch abgehängt wird. Fiderers Recherchen zufolge konnten wegen lokaler Widerstände "zwischen zehn und 60 Prozent der für 2005 geplanten Vorhaben" im Süden der Republik "nicht verwirklicht werden". Der IHK-Mann befürchtet daher: "Wenn Investitionsmittel endgültig in andere Regionen wandern, besteht die Gefahr, dass der Netzausbau in unserer Region stagniert und Gewerbetreibende, Touristen und Geschäftsreisende" letztlich "in ihrer wirtschaftlichen Betätigung eingeschränkt werden".

An engineer who helped pioneer mobile phone masts is campaigning against one being erected near his local hospital - on health grounds. Alan Banks, 58, admits the masts are an eyesore and can affect people's DNA structure even though he helped design them. Mr Banks' designs were used by Nokia when the Finnish giant first built mobiloe phone base stations. But he is among objectors demanding that plans for new Vodafone 3G masts near Newcastle's Freeman Hospital are scrapped. Mr Banks, who lives near the hospital, said:"It's not just that they are an eyesore, the whole area is already peppered with radiation. "They could use the local park, which is a wide open space away from everyone. "Even though mobile phones are relatively low power, living around them will mean you're exposed to them all the time. "The 3G masts are much more powerful due to the amount of data they have to carry, thanks to picture messages and Internet access to your phone. "The data sent is much more complex these days."

Mr Banks designed the key component used by Nokia for its first mobile phone network. His design led to the component which converts the human voice into a form that can be sent from one phone to another without breaking up. He gave the company's network the ability to"chop up" information fed by the masts into individual conversations The engineer said:"At that time no one really knew how it might affect people's health. "People still don't know for sure what the impact is. But they're know to cause problems with DNA, it alters people's cells." Freeman Hospital estates manager Robin Smith voiced his concerns. He said:"They want the mast right in the middle of the pavement and we have tried to point out to them the problems this will create. "The jury is still out on the aspects of mobile phone masts. We do now allow mobile phones in the hospital as they can't be allowed within two metres of any medical equipment. "We manage to stop the building of masts on top of our sites, but we fail every time for the ones on our boundaries. "As long as there's any doubt over the safety of these masts our response is 'no.'", A spokeswoman for Vodafone said the company was meeting safety guidelines set by the government and that new masts are built as a last resort. Jane Frapwell, an adviser on electronic radiation, said:"Our policy is first to co-locate new aerials next to an existing mast or near an exisitng structure, such as a building."

Illinois Legislators Introduce Bill for Bush Impeachment

Three members of the Illinois General Assembly have introduced a bill that urges the General Assembly to submit charges to the U. S. House of Representatives to initiate impeachment proceedings against the President of the United States, George W. Bush, for willfully violating his Oath of Office to preserve, protect and defend the Constitution of the United States and if found guilty urges his removal from office and disqualification to hold any other office in the United States.

The Jefferson Manual of rules for the U.S. House of Representatives makes clear that impeachment proceedings can be initiated by a state legislature submitting charges. The state of Illinois is on its way toward forcing on the House what not a single one of its members has yet had the courage to propose: Articles of Impeachment.

Help please - Church in Orpington

I've just discovered that QS4 have applied to put 6 masts on my daughter's favourite hang-out - St Paul's Church, Crofton Road, Orpington - available on http://www.bromley.gov.uk planning portal (06/01253).

I immediately phoned my friend who is in the process of buying a house 543 metres away (google earth rules!). With the help of past saved Mast Sanity emails (thank you!) I've written a letter to planning (below) and plan, with my friend, to go to the Church tomorrow and drop some leaflets in nearby houses.

I have one question: does the vicar have the power to turn the proposal down?

I'm tailoring a letter to him and am unsure whether to waste too much energy on him that could be best spent elsewhere. Also, if I've missed any points, please tell me!

Letter to Planning:


06/01253; St Paul's Church, Crofton Road, Orpington

I object to this application on the following grounds:

The Church is in a residential area, surrounded by suburban houses and is next door to a Scout hut. The Church 'tower' is not very high (not a tall spire) therefore the masts would be nearer the ground and directly opposite the windows of the houses across the road.

This Church is on a main road and having eight louvres set into the raised wall would look hideous. I would also like to point out that I believe the plans are misleading in that there is virtually no detectable difference in existing and proposed plans, despite the 1.4m high extra walls.

St Paul's Church is a visually pleasing church - to cram 6 masts in such a small, low area would desecrate the architecture.

Regarding the higher parapet - churches should not be architecturally altered merely to accommodate foul emission-emitting eyesores.

Churches are a part of our history, many of which are very old - we should preserve them in a manner to safeguard them for the future.

The area coverage is well-served by the nearby Princess Royal Hospital masts.

Also, a large portion of coverage area is woodland. I see no need to erect further masts unnecessarily.

I would also like it noted that fears of the community are based on worldwide evidence of adverse health implications as well as increasing amounts of research showing negative effects, and no scientist or government advisory body has EVER said that emissions from masts are safe.

Hi Angie

My local Church committee refused an application for a mast because it would adversly affect local community relations. They regarded the Church as being a friendly place in the community that could be used by the community and a mast would split the community.

However lots of Churches do agree to this because of money. Do you have all the info on QS4 ? It is linked to the defence industry and a few leaflets on a Sunday to the local congregation as well as the press wouldn't go amiss!

You need to get as many objection letters as possible to the council and the vicar. You need to assemble a health letter for the vicar too and ask to present the info to him. Letters on the health implications to the community also wouldn't go amiss.

With regards to the church of England's national aerial agreements can we not go direct to the body in charge of signing this agreement and get them to reconsider what they are imposing on communities all over the nation instead of trying to advise every church and parochial church council. Why are they ignoring the upset they are causing and the handling of the whole process. I have seen articles were they have not gone ahead because of ill feelings that this creates and why in other churches they are still going ahead despite peoples objections.We need to get all people that have opposed the churches across the nation to stand together and target the church hierarchy. Karl (st pauls longridge) bats in the belltower will hold them up for a while ?

Yes we do but we are all fighting on so many fronts organisations both large and small. If you want to take up this one then we would obviously all support you. However you may find that people have tried this in the past and the church are fully aware of what they are doing but are just acting like the government and ignoring us.

Have been off-line for a while. I understand campaigners in Bath have gone to a Church of England Court to oppose a mast which delayed things. Not sure if Church Court has decided anything yet. I shall contact the campaigners and see how they did it.

Dear Angie.

Go and tell the church vicar that ALL will boycott his sermons if they go ahead, then collect signatures to that end.

This advice was given to me by my neighbor who is a retired vicar, and had the threat of having a mast installed on the top of his “modern” church which did not have a tower, but housed a nursery downstairs.

He said, there is nothing that scares the Church more than a promise of a empty house, void of worshippers, (a bit like a empty rock-concert)

So, he said if you can get people to sign that they will not attend, the vicar will send that to his bosses, who will do some serious re-thinking.

CHURCH COURT RENOUNCES BIBLE TEACHINGS FOR FINANCIAL GAIN

A decision of the Court of Arches to allow the installation of a phone mast on a church in the West Midlands against the wishes of the chancellor of the Diocese, the community, and the nearby school, has sent shockwaves through communities throughout the UK, many of whom have questioned the moral role and place of the church in the 21st century, and the power and might of commercial corporations to override the rights of ordinary people.

Supreme Church Court overrules local decision

In refusing Quintel permission to erect the phone mast on Emmanuel Church in Bentley (Wolverhampton deanery), Chancellor Shand of Lichfield Diocese abided by the concerns of the school and community on the grounds that the church had a duty to give primacy to its worship and mission, and it would not be permissible for the parish in the face of strong local opposition to permit the installation close to King Charles Primary School. He also said the case raised pastoral issues which outweighed the commercial considerations. The headmistress of the primary school had formally opposed the installation and was supported by the governors.

Quintel and their agent, with the support of two churchwardens, appealed the decision of Chancellor Shand (given in the Consistory Court in Lichfield) to refuse them permission, on the basis that the Chancellor had no duty in law to give primacy to its worship and mission. The Court of Arches overruled Chancellor Shand, thereby granting Quintel permission to erect the phone mast stating that Chancellor Shand misdirected himself and should have only taken into account relevant concerns of the community, and not “merely fanciful ones”.

Mast Sanity Press officer Sian Meredith said, “How dare this Court dismiss peoples’ well founded fears, depth of feeling for a consecrated place and personal beliefs as “Fanciful.” The church is there to care for its flock, to put people first, to love and honour people, to give pastoral care and to nurture. The supreme Court dismissed the community’s fears as fanciful in order to allow business interests and financial gain to woo the church into a partnership of shame. This is outrageous.”

Mr David Baron, Trustee of Mast Sanity said,

“This decision goes against all the moral principles and teachings of the church. In reaching this decision, the Court of Arches is supporting the forceful selling of mobile phones to the youth market with the considerable social, economic and health consequences that this entails – and using consecrated property to do it. We have all seen reports of so-called ‘happy slapping’ whereby groups of children and teenagers use mobile phones to record assaults and then circulate the resulting images by phone and Internet. The practice of children using mobile phones to access gambling and pornography is also well known. Finally, the decision goes against the precautionary principle which Sir William Stewart, Chairman of the Health Protection Agency has consistently recommended over the past five years, particularly to protect children.

“We are talking here about the use of churches for commercial enterprises. In this context, we may care to reflect that Christ sent the money lenders out of the temple of God along with the cheats and people charging too much and acting in their own commercial interests. Jesus went into the temple of God and cast out all them that sold and bought in the temple and overthrew the tables of the money changers and the chairs of them that sold doves and he said to them ‘my house shall be called the house of prayer but you have made it a den of thieves.” (Matthew Ch. 21)

David Baron goes on to say,

“What is also alarming is that the fears of the community ARE based on worldwide evidence of adverse health implications as well as increasing amounts of research showing negative effects and no scientist or Government advisory body has ever said that emissions from masts are safe.

In dismissing years and years of respectable research that make it clear there are serious issues relating to all mobile phone technology, the Court shows clearly the churches new direction in putting financial gain before the health and well being of communities, particularly the weak and vulnerable. This itself is quite counter to the teachings of the New Testament. I doubt that QS4/Quintel would give a written guarantee to the effect that emissions are safe, and they must accept full responsibility for any health effects that emerge.”

Experten: Gefahren für Kinder durch Mobilfunk

MAINZ Die Frage nach gesundheitlichen Schäden durch Mobilfunk-Sendeanlagen und Handys bestimmte am Wochenende das 5. Rheinland-Pfälzisch-Hessische Mobilfunk-Symposium des Bundes für Umwelt und Naturschutz Deutschland (BUND). Wir sprachen mit den Experten des Symposiums.

"Es wird immer wieder behauptet, dass die Leute sich vor den Mobilfunksendeanlagen fürchten und deshalb krank werden. Das ist mittlerweile widerlegt", sagte Gerd Oberfeld vom Referat für Gesundheit, Hygiene und Umweltmedizin in der Sanitätsdirektion der Salzburger Landesregierung. Er verwies auf eine Untersuchung spanischer Forscher, die er ausgewertet habe. In Spanien habe man die Strahlenbelastung gemessen, der 90 Versuchsteilnehmer in ihren Schlafzimmern ausgesetzt gewesen seien. "Die Gruppe mit der höchsten Strahlenbelastung litt eindeutig stärker unter Symptomen wie Müdigkeit, Schlafstörungen und Depressionen als die Gruppe mit der geringsten Belastung", sagte Oberfeld weiter. Entscheidend für das Auftreten der Symptome sei eindeutig die Strahlenbelastung - ob die Menschen vor den Sendeanlagen Angst gehabt hätten, sei "völlig wurscht", so Oberfeld.

Die Biologin Heike-Solveig Bleuel geht seit zehn Jahren in ganz Deutschland in die Schulen, um Kinder und Jugendliche für die Gefahren, die von Handys ausgehen, zu sensibilisieren. Das Handy werde von jungen Menschen mittlerweile als unverzichtbar eingeschätzt. "`Ohne Handy bin ich nackt`. das ist ein Satz, den ich immer wieder höre", sagte Bleuel. Ihr didaktischer Ansatz sei daher nicht, gleich zu sagen, dass Handys gefährlich seien. "Ich lasse die Schüler vielmehr im Unterricht ihre Handys auspacken, was sie sonst ja in der Regel nicht dürfen", so Bleuel. Sie beobachte dann, wie die Schüler mit den Geräten umgehen. "Im Gespräch mit den Klassen höre ich dann fast immer, dass mindestens ein Kind über Kopfschmerzen beim Telefonieren klagt", so Bleuel. Ihrer Arbeit seien jedoch Grenzen gesetzt. "Wenn die Eltern daheim einen sorglosen Umgang mit den Handys vorleben, habe ich keine Chance", räumte sie ein.

Angst vor Strahlen

BUND untersucht Belastung durch Mobilfunk

Die Mobilfunkanbieter erweitern ihre Kapazitäten, die Zahl der Sendemasten im Land steigt stetig. Schaden die Funkwellen der Gesundheit? Einen neuen Forschungsansatz hat der Bund für Umwelt und Naturschutz (BUND) vorgestellt.

Modulationsgeräusche eines Messgeräts - sie übersetzen sozusagen den Elektrosmog im Raum ins Akustische. Silke von Domarus aus Kassel informiert sich am Stand der Baubiologen:

"Ich habe selbst gegenüber von drei Mobilfunksendeanlagen gewohnt und habe starke gesundheitliche Beschwerden bekommen, bin aus der Wohnung letztlich ausgezogen. Die Beschwerden waren dann weg, und ich habe mich in die Messtechnik eingearbeitet, weil ich denke, dass das ein wichtiges Thema ist und die Gesundheit vieler Leute bedroht oder schon beeinträchtigt. Es waren etwa anderthalb Jahre, bis sich die Beschwerden deutlich ausgebildet haben. Ich konnte das dann rekonstruieren, und es ist so, dass die Empfindlichkeit des Körpers immer stärker geworden ist, von Schwindel, Atemnot, Herzrasen, dem Spüren von Handy-Impulsen in Jackentaschen neben mir. Also, ich habe nie Handys benutzt, auch kein DECT-Telefon, auch die unmittelbaren Nachbarn nicht. Also, es war diese Mobilfunksendeanlage, dreifach bestückt, muss man dazu sagen, und unsichtbar im Kirchturm, was ich absolut skandalös finde, dass es so was gibt. Also wir wussten es nicht."

Die Mobilfunkanbieter verschleierten den massiven Ausbau des Sendenetzes, kritisieren Betroffene und Umweltschützer, die Politik stempele Betroffene nur zu oft als psychisch gestört ab und sei an Aufklärung und interessenunabhängiger Forschung nicht wirklich interessiert. Warum nicht? Der Elektrosmog-Experte Friedbert Lohner vom BUND Rheinland-Pfalz antwortet mit einer Gegenfrage:

"Was würde gesellschaftlich und im Bereich der Schadensersatzansprüche passieren, wenn wir den hundertprozentigen Nachweis hätten, dass Elektrosmog, dass Funkwellen gesundheitsschädlich sind. Überlegen Sie sich die Auswirkungen auf die Industrie, auf die Politik, auf die Verantwortlichen, die Immissionsschutzverordnungen erlassen und das, denke ich, beantwortet diese Frage am aller ehesten."

Deshalb initiieren die BUND-Landesverbände Hessen und Rheinland-Pfalz nun ein eigenes, staatlich nicht gefördertes Projekt - in Kooperation mit Baubiologen und Medizinern. Fragebögen zur Gesundheit gepaart mit Messungen von Strahlungsbelastung am Schlafplatz sollen ermitteln, ob es einen ursächlichen Zusammenhang zwischen der Dosis zum Beispiel von Funkwellen und gesundheitlicher Beeinträchtigung gibt. Mitmachen kann jeder Interessierte, eine Messung soll zwischen 25 und 50 Euro kosten.

"Wir haben uns bei dieser Analyse konzentriert auf den Schlafplatz. Der Schlafplatz ist der Ort, wo Sie sich am längsten aufhalten, in der Regel sieben bis acht Stunden, es ist darüber hinaus der Platz, an dem Ihr Immunsystem am weitesten reduziert ist und damit am empfänglichsten für Außeneinflüsse."

Helmut Merkel, Chef des Verbandes Baubiologie, erinnert an die Diskussion um Holzschutzmittel und empfiehlt: Vorsorge.

"Es dauert erst mal 10 bis 15 Jahre, bis dann erst einmal sicher ist, dass es was macht, und dann ist es meistens zu spät."

Auch Krankenkassen und Schulen sehen sich da in der Pflicht. Sie beauftragen Gesundheitsberater wie Heike-Solveig Bleuel, die Jugendliche über die Gefahren der immerwährenden Erreichbarkeit aufklärt. Bleuels wichtigster Tipp: Das Handy möglichst oft abschalten, denn nur dann strahlt es nicht.

"Weitere Tipps sind, bei einem Handy mit integrierter Antenne die Finger nicht darüber zu legen, man kann auf jeden Fall sagen, dass das Handy am Kopf natürlich mehr Strahlen bewirkt, als wenn ich eine SMS schicke, dass der Empfang gut sein muss, ich soll also nicht im Klassenzimmer telefonieren, sondern meine SMS draußen abrufen, wo auf Grund des besseren Kontakts zur Sendeanlage der Empfang des Handys besser ist, und es dann auch seine Leistung runter reguliert. Sie sind sensibilisiert, sie wollen es wissen, also zum Beispiel: Macht das Handy impotent? Das wollen sie wissen, da gibt es eine Studie aus Österreich, die spreche ich in höheren Klassen auch an und nenne die Warnung des Bundesamtes für Strahlenschutz, die da heißt: Handys haben in den Hosentaschen nichts verloren, auch in den hinteren Hosentaschen nicht."
