And she noted the failure of the Government to report these violations on time and accurately as required by a human rights treaty ratified in 1992 by the Senate at the request of President George Bush: the International Covenant on Civil and Political Rights (ICCPR). Nuclear Weapons: Oppose a Bad Nuclear Deal with India – FCNL

When President Bush visits India next week (March 1-3), he won’t be threatening to bomb that country, like he is Iran.

Instead, he will be offering to provide India nuclear technology which he is criticizing Iran for possessing. At the top of the president’s agenda will be negotiating an agreement to provide nuclear technology to India even though the leaders of that South Asian nation refuse to endorse the nuclear Non-Proliferation Treaty (NPT).

That nuclear technology and fuel transfer agreement may be difficult to negotiate. Indian leaders have refused to establish a clear separation between their civilian and military nuclear programs. In addition, India is not a member of the NPT, the international agreement endorsed by 188 nations that bans the export of nuclear technology to states that don’t agree to international inspections of their nuclear programs. No means exists to ensure that India is in compliance with international safeguards designed to stop the spread of nuclear weapons.

Nonetheless, President Bush has said publicly that he hopes to devise a plan with Indian Prime Minister Manmohan Singh that enables the U.S. to provide nuclear technology to India. The U.S. government is pressuring Iran (an NPT member) to halt its nuclear program, while negotiating an agreement to supply India, a country that refuses to sign the NPT, with nuclear technology. This double standard defeats, rather than advances, work to free the world of nuclear danger.

Reps Ed Markey (D-MA) and Fred Upton (R-MI) oppose this double standard, and they have introduced a bipartisan resolution expressing concern about the proposed U.S.-India nuclear deal. While conveying strong U.S. humanitarian and scientific support for India, H.Con.Res. 318 cautions against providing a non-NPT country with nuclear technology and fuel. Background

India last tested a nuclear weapon in 1998, and, while relations between India and Pakistan are relatively stable now, this proposed agreement could renew tensions if a perception is created that India is attempting to bolster its nuclear weapons arsenal with U.S.-supplied technology. One Indian analyst, when commenting about the proposed nuclear deal, quipped: “Given India’s uranium ore crunch and the need to build up our minimum credible nuclear deterrent arsenal as fast as possible, it is to India’s advantage to categorize as many power reactors as possible as civilian ones to be re-fueled by imported uranium and conserve our native uranium fuel for weapon-grade plutonium production.” India apparently wants to use U.S.-supplied nuclear technology and fuel for its civilian energy needs so it can use its own nuclear resources to produce bomb-grade material.

While India is an emerging partner of the U.S., the administration should be cautious not to proliferate nuclear technology, even to democracies. In the past, democratic states have been a source of nuclear proliferation. The A.Q. Khan network, a Pakistan-based group which acquired nuclear technology and sold it to “rogue” states in the 1990s, obtained its technology from South Africa and Switzerland, both of which are democracies. The proliferation of weapons of mass destruction is already a significant world problem; U.S. policies should not contribute to this situation.

If the U.S. is trying to assist India’s energy needs, the U.S. should provide technology to improve India’s coal-burning power plants, some of the dirtiest in the world. Congress ought not to be lowering the threshold on non-proliferation by weakening the U.S. Nuclear Non-Proliferation Act of 1978 and the Atomic Energy Act, laws which must be amended for the U.S.-India nuclear deal to occur. To this end, please ask your representative to cosponsor H.Con.Res. 318.

Mehrere deutsche Verbraucher- und Naturschutzverbände haben die geplante Ausrichtung der Agrar- und Ernährungsforschung im 7. EU-Forschungsrahmenprogramm scharf kritisiert. In dem für die Jahre 2007 bis 2013 geplanten Programm liege das Schwergewicht einseitig auf der Förderung von Gentechnikforschung, heißt es in einem Schreiben vom Donnerstag an Europa- und Bundestagsabgeordnete sowie an deutsche Ministerien. Diese Ausrichtung werde zudem ausschließlich von der Chemie- und Lebensmittelindustrie sowie der Forschung bestimmt, kritisieren die Verfasser. Den Brief haben unter anderem Greenpeace, der Naturschutzbund (NABU) und der Bund Umwelt und Naturschutz in Deutschland (BUND) unterschrieben.

Young protesters outside Rhodes Avenue School Young protesters outside Rhodes Avenue School KIDS, parents and celebrities braved the elements on Monday afternoon to protest against mobile phone giant Orange's plans to erect two masts in Muswell Hill.

The protesters paraded outside Rhodes Avenue School carrying balloons and placards saying "Orange: You're Making Me Blue" - furious at the prospect of one of the masts being constructed near the school.

Actor and parent Crispin Bonham-Carter and TV presenter Rianna Scipio both joined the protester - which took place on the same day Rhodes Avenue's new after-school club opened.

Alison Levy, who has two young children at the school, said: "It was a cold windy day. It was a real struggle to get there and I was absolutely delighted that so many people made the effort to make a point.

"I felt that it did prove that there was a really strong feeling about it. That gave me a sense that there were very strong feelings about opposition to the mast.

Mrs Levy added: "I have two small children at the school who are going to spend six years in the classrooms that, if a mast is to be put up, would be metres from it."

Muswell Hill ward councillor, Wayne Hoban (Liberal Democrat), who attended the protest, said: "I was very pleased with the turnout. This is an appeal by the same company that was originally turned down by the council quite rightly.

"Basically I could not think of a worse place for a mobile phone mast and base station - immediately adjacent to a school and playground.

"Our view is that the precautionary principle should apply."

Orange is appealing against Haringey Council's decision last September to reject the application for two masts - one in Albert Road, near the school, and the other next to Sunshine Green Garden Centre in Dunsford Road.

Jacque Sibanda, Orange community liaison officer, said: "The precautionary principle has been applied. We have consulted with residents."

Ms Sibanda highlighted that before the Stewart Report in 2001, guidelines on emissions from mobile masts allowed 100 watts per metre squared and that had since been reduced to nine watts.

She added: "It is quite a difficult one. I think people's impression of this is quite subjective - like not put any base stations in at all.

"That is not realistic. There is a great consumer demand. People are happy to use their mobile phones but do not understand the infrastructure involved.

WELLINGTON College is likely to give the go-ahead for a mobile phone mast in its grounds - despite protests from the owner of a neighbouring business.

Planning approval for the mast was given last year, but the public school decided not to let the phone company built it next to playing fields after objections from a neighbouring business park.

But now Lancewich company director Nicholas Martin, whose premises on Wellington Business Park are next to the school, has received a letter saying the governors are likely to let the installation of a 30ft-high phone mast go ahead after all.

Mr Martin is fuming over the change in mood by the school.

He has written to Bracknell MP Andrew MacKay and called on business park neighbours to fight the decision.

In the letter to Mr Martin, bursar Martin Sherwin said: "T Mobile have, in recent months, made a number of representations to the college and have gained the support of the Crowthorne Village Action Group - CVAG."

But CVAG founder member Carole Doran said: "What we said was we cannot give any blessing.

"We are not an elected body. CVAG's view is that we condone mast sharing away from schools and dwellings".

Mr Sherwin told The News: "A governors meeting this spring will be considering the matter. Planning approval was given some time ago."

He said the college was mindful of concerns that had been raised before and as a matter of courtesy they had let Mr Martin know governors were likely to allow the mast to go ahead.

Wellington College's 400-acre estate backs on to the business park which is near the railway line. There is one mast already alongside the railway line.

Dass der Herr des gigantischsten Waffen-Arsenals, dass die Welt je kannte, heute nicht mehr weiß, welchen Diktator er gestern mit Massenvernichtungswaffen versorgte, überrascht die Weltöffentlichkeit schon länger nicht mehr bzw. wird als angemessene staatsmännische Nonchalance goutiert. Nun spielt ihm anscheinend auch sein Kurzzeitgedächtnis merkwürdige Streiche.

Bekannt geworden waren vom Chef des Pentagon die mehrfachen Versuche, Propagandaabteilungen zu etablieren, die unter anderem auch durch gezielte Desinformationen die Weltöffentlichkeit im Sinn der amerikanischen Politik zu beeinflussen. Kürzlich nannte erklärte er die Fähigkeit, 24-Stunden täglich in allen Teilen der Welt amerikanische Propaganda zu platzieren zur entscheidenden militärischen Kompetenz, um den Krieg gegen den Terror zu gewinnen. Gleichzeitig wurde von ihm erklärt, dass das Programm der Beeinflussung irakischer Medien gestoppt sei.

Nur wenige Tage später korrigierte ihn sein Pressesprecher und erklärte, dass die gezielte Streuung von US-Propaganda in irakischen Medien nicht eingestellt worden sei, sondern einer Auswertung unterzogen würde.

Auch in einem andern Fall fällt es dem US-Verteidigungsminister schwer, den Überblick zu behalten und seine Statements in Einklang mit den realen Gegebenheiten zu bringen: zur Auseinandersetzung um die an einen arabischen Konzern verkauften US-Häfen - darunter New York, Miami, New Orleans und Baltimore - erklärte er, nicht informiert zu sein. Nun stellte sich jedoch heraus, dass er zu den Mitgliedern des Regierungs-Gremiums gehörte, dass den Verkauf ohne Widerspruch abgesegnet hatte.

Bereits in vergangenen Zeiten machten ihm Probleme mit dem Erinnerungsvermögen zu schaffen: dass er etwa in den 80er-Jahren in einem seiner wichtigsten Aufträge für die umfangreiche Versorgung Saddam Husseins mit amerikanischen Waffen gesorgt und damit die Fortführung eines jahrelangen Kriegs mit mehr als 1 Million Toten, etliche darunter durch Giftgas, ermöglicht hatte - auch Anthrax war in dieser Zeit aus den USA mit Genehmigung der Regierung geliefert worden - war ihm später entfallen, als es um bedrohliche irakische Massenvernichtungswaffen ging.

Möglicherweise ist es aber auch als Bestandteil seiner Führungskompetenz zu werten, wenn seine linke Gehirnhälfte nicht weiß, was die rechte tut.

Nobel Laureates and Religious Leaders Call on World to Resist Iraq Occupation

As the third anniversary of the United States-led invasion of Iraq approaches, Nobel Peace and Literature Laureates are joined by religious leaders, writers, human rights activists, former government officials, peace activists and others in calling for ongoing campaigns of nonviolent civil resistance to end the U.S. led occupation of Iraq. On March 20, 2006, the first of five days of action throughout 2006, there will be nonviolent civil resistance actions at US and British diplomatic missions, military bases, recruitment offices and war profiteers in at least three continents.

"The USA and UK, out of fear, or worse, used the politics of revenge and the old ways of militarism, war, invasion and occupation of Iraq," says Nobel Peace Laureate Mairead Corrigan Maguire. "Such actions bring forth counter violence, and have for the foreseeable future made the world a more dangerous place for us all. The occupation of Iraq should end, and an enquiry into those responsible in the UK and USA administrations, who illegally took the world to war, should begin."

The global call to action includes signers from over 30 countries and calls for resistance at U.S. and British embassies, military bases and corporations: "'business as usual' is the business of violence, death, and exploitation. Also disturbing to those calling for civil resistance is the deception used to bring the world to war. "The invasion of Iraq was a bandit act, an act of blatant state terrorism, demonstrating absolute contempt for the concept of international law," accuses Nobel Literature Laureate Harold Pinter. "The invasion was an arbitrary military action inspired by a series of lies upon lies and gross manipulation of the media and therefore of the public. To define the real truth of our lives and our societies is a crucial obligation which devolves upon us all."

Those calling for resistance to the occupation span a broad range of backgrounds and geographies: from U.S. Catholic Bishop Thomas Gumbleton to Colonel Juan Jaime Cesio in Argentina; from Ernesto Cardenal, a poet in Nicaragua, to Mairead Corrigan Maguire, an Irish Nobel laureate; from Cindy Sheehan to Herbert Docena, an anti-militarization campaigner in the Philippines. All are united in their rejection of the unprovoked and unjustified invasion and occupation of Iraq and in their call that people throughout the world respond.

"As the U.S. population has turned against this war, we look to the support of our allies, the majority of the world's population, as we transform our private discontent into public clamor," says Global Call Iraq spokesperson Joe Mulligan, S.J. "We invite people to organize wherever they are to help bring an end to this unjust occupation of a sovereign nation."

Rund 70 Aktivisten haben am Mittwoch innerhalb der Bannmeile des Landtags in Stuttgart gegen eine Aufweichung des Gentechnikgesetzes demonstriert. Wie das "Aktionsbündnis Gentechnik-freie Landwirtschaft" mitteilte, pflanzten sie vor dem Gebäude ein traditionelles Maisfeld an. Das Landtagsgelände sei damit symbolisch zur gentechnikfreien Anbauzone erklärt worden. Mit der Aktion wurden die Landtagsabgeordneten aufgefordert, sich im Bundesrat gegen die von der Bundesregierung geplante Lockerung des Gentechnikgesetzes einzusetzen.

Die Verbraucherschutzorganisation Foodwatch hat den Entwurf von Bundesverbraucherschutzminister Horst Seehofer zum Verbraucherinformationsgesetz scharf kritisiert. Der Gesetzentwurf sei wertlos, meint Foodwatch-Geschäftsführer Thilo Bode. Es gebe für die Verbraucher keine tagesaktuelle Veröffentlichungspflicht der Behörden über Missstände und Kontrollergebnisse sowie kein Auskunftsrecht gegenüber Unternehmen. Selbst bei Gefahren und Risiken für Verbraucher bestehe kein Vorrang des öffentlichen Interesses vor der Geheimhaltung, erklärte er. Zudem werde der Informationszugang durch zu viele verfahrentechnische Hürden erschwert. Bode sagte, Deutschland sei ein "verbraucherpolitisches Entwicklungsland". Er verwies auf skandinavische Länder und die USA, Großbritannien und Irland, wo die zuständigen Verbraucherschutzbehörden die Bürger über mangelhafte Produkte und laufende Verfahren gegen Lebensmittelunternehmen im Internet informierten.

SAVE Our School campaigners took their fight to Holyrood today.

A bus-load of parents from Pollok and Carnwadric travelled to Parliament to hand over a 2000-signature petition.

They also staged a demonstration in a bid to persuade the First Minister to hold an inquiry into Glasgow City Council's pre-12 education consultation.

Protesters are angry at the closures of St Edmund's Primary in Pollok and Carnwadric Primary.

Susan Green, 41, whose daughter Erin is in P6 at St Edmund's, said: "We still feel strongly that feelings in the community have been ignored."

The protest coincides with today's stage one debate on the Scottish Schools (Par-ental Involvement) Bill.

Last month, St Edmund's parents removed their kids from the school one afternoon in protest. That same week, Carnwadric parents staged an all-night sit-in.

Last week world famous psychic Uri Geller backed parents in their fight.

Uri, who shot to fame in the 1970s by using mindpower to bend spoons, is supporting the bid to stop the new school being built near a mobile phone mast.

Carnwadric and Arden primaries are to be merged at a new 360-pupil school in Arden just a few hundred yards from a mast.

Uri told the Evening Times: "It is outrageous. I certainly wouldn't build a school near a mast."

Meanwhile, parents at St Edmund's in Pollok hope to enlist a multi-millionaire entrepreneur. Tycoon Paul Green, whose firm Retail Property Holdings is behind the massive new Silverburn shopping complex, has been urged to back their fight.

Up to 600 local residents are protesting in south Co Dublin tonight over a controversial mobile phone mast.

The telecoms structure on Shankill Garda Station will accommodate up to 12 mobile phone antennae but locals claim there has been no consultation with them and are protesting against its construction.

Three schools and two residential developments are within 500m of the mast, which is being built by telecoms firm Vilicom.

The issue was raised at the Oireachtas Environment Committee in Leinster House earlier today with OPW officials.

Local TD Ciaran Cuffe complained that current regulations allow for a mast to be replaced, and for up to 12 additional antennae to be placed on it, without public consultation.

However OPW commissioner David Byers insisted that the mast complied with relevant health and safety regulations.

He said the project was similar to others at other Garda stations throughout the state under the Transforming State Assets Programme.

He told the Committee that the closer mobile phone users are to a mast, the safer radiation levels will be.

“The further away your handset is from your antennae when you’re making a call, the more powerful your handset has to be to get to the antennae,” he said.

“If you had a concern, I would have thought that you would be more worried about a transmitter too close to your ear than an antennae several hundred yards away.

“The more extra masts there are out there, the less powerful the handset has to be to reach them.”

Dun Laoghaire Rathdown Co Council had previously asked the OPW to stop work on the project over residents’ concerns that it didn’t have planning permission.

However the Council confirmed earlier this month that the development was legal as it was a replacement of an original structure that had secured planning.

Mobilfunkexperte Hans Schütz über Kritik an Messkriterien

Peißenberg - Die Marktgemeinde Peißenberg hat die Strahlenbelastung auf ihrem Gebiet messen lassen (wir berichteten). Das Ergebnis: Alle ermittelten Werte liegen weit unter dem gesetzlichen Grenzwert. Hans Schütz, Kreisrat der Grünen und Mobilfunkexperte, sieht darin noch "keine Entwarnung für Peißenberg". Er übt Kritik an den Grenzwerten, die nach seiner Einschätzung zu hoch angesetzt sind.

Laut Bernhard Schregle von der Marktverwaltung hat sich die Gemeinde an die 26. Verordnung zum Bundesimmissionsschutzgesetz gehalten. Da es sich um ein Bundesgesetz handle, bestehe kein Zweifel an der Rechtmäßigkeit des Vorgehens. Von Seiten der Verwaltung könne man jedoch nicht beurteilen, ob die Grenzwerte zu hoch oder angemessen seien. Dafür habe man nicht die Fachleute im Haus.

Ein Mitarbeiter des Unternehmens, das die Messung durchgeführt hat, hält die Grenzwertdiskussion für wenig sinnvoll. Der Grenzwert, der sich nur auf die Erwärmung des menschlichen Körpers im Strahlungsbereich bezieht, sei so hoch, dass er von Mobilfunksendern nicht erreicht werde. Er sei so sinnvoll wie ein Tempolimit von 500 Stundenkilometern auf der Straße.

Das Unternehmen habe aber keine Wahl gehabt. Ihm sei im Auftrag klar vorgegeben worden, dass die gemessenen Werte in Bezug zum gesetzlichen Grenzwert gesetzt werden müsse. Daran hätte man sich gehalten. Diese Vorgabe habe nicht die Gemeinde Peißenberg zu vertreten, sie sei Bestandteil der durch den bayerischen Staat festgelegten Förderrichtlinien, aufgrund derer die Gemeinde laut Schregle für die 2250 Euro teure Messung einen Zuschuss von 2025 Euro bekommen hat.

Nicht mehr das Handy benutzen

Der Sinn der Messungen liegt nach Aussage des Messtechnikers darin, den Gemeinden verlässliche Unterlagen über die Strahlenbelastung zu geben, die sie für ihre Planung - etwa die Ausweisung von Senderstandorten - brauchen. Die von der Strahlung Betroffenen hätten jedoch die Möglichkeit, selbst ihre Strahlenbelastung zu senken. Wenn nicht mit dem Handy telefoniert werde, sinke die Leistung der Sendeantennen um bis zu 90 Prozent. Außerdem würden die Mobilfunkbetreiber bei fehlender Nachfrage keine weiteren Antennen installieren.

Schütz sieht im forcierten Ausbau der Mobilfunknetze eine weitere Gefahr. Die Telekommunikationsanbieter könnten eines Tages das Festnetz aufgeben, um sich die Kosten für die Wartung zu sparen. Dann hätten auch die, die dem grenzenlosen Mobilfunk kritisch gegenüberstehen, keine Alternative zum Handy mehr. Gegen Mobilfunk ist Schütz allerdings nicht. Er hält ihn dort für sinnvoll, wo kein Festnetzanschluss erreichbar ist. Allerdings fordert er wesentlich niedrigere Sendeleistungen.

I. SOCIALIZATION AND SELF-EVALUATION

Kenneth Waltz argues that states are socialized to the international system because they will be injured or even destroyed if they fail to adapt to it. I believe this claim is correct but should be qualified. Most states are indeed socialized to the international system, but their socialization is often slow and sometimes minimal because states widely fail to evaluate their own ideas and policies.

Organization theorists note that organizations are poor self-evaluators; I argue here that states suffer the same syndrome. This failure to self-evaluate impedes national learning and allows misperceptions to flourish.

Myths, false propaganda, and anachronistic beliefs persist in the absence of strong evaluative institutions to test ideas against logic and evidence, weeding out those that fail. As a result national learning is slow and forgetting is quick. The external environment is perceived only dimly, through a fog of myths and misperceptions.

States that misperceive their environment in this way are bound to fail to adapt to it, even when the penalties of such failure are high. Blind to the incentives they face they will respond inappropriately, even if they accept in principle the need to adapt.

The following two sections frame reasons why self-evaluation is hard for organizations and outline ways that parallel problems inhibit evaluation in governments and whole societies. The next two sections detail tactics used by opponents to inhibit or prevent evaluation and frame conditions that are more and less conducive to self-evaluation. The last two sections look at cases that shed light on this theory and offer concluding thoughts.

Aaron Wildavsky contends that organizations poorly evaluate their own policies and beliefs because they often turn against their own evaluative units, attacking or destroying them.

Evaluation promotes innovation and change. This threatens the jobs and status of incumbent members of the organization. Hence incumbents often seek to hamper or prevent evaluation and to punish evaluators. These incumbents tend to dominate the organization’s decision making, so evaluation finds itself with stronger enemies than friends within the organization. Hence self- evaluation is often timid and ineffective.

Targets of evaluation can create competing units to produce pseudo-evaluation and disinformation that drowns out the voice of evaluation. Or they can refuse to cooperate with evaluators. Specifically, they can withhold or doctor data that evaluators need for their evaluation, or they can bargain for leniency in exchange for data. Or they can threaten evaluators with social ostracism or coopt them with personal friendship.

Senate Judiciary Committee Chairman Arlen Specter is drafting legislation to curtail President Bush's warrantless surveillance program that the president touts as a tool to stop and capture terrorists. While it is not clear how such a law would work -- or even if Congress has the authority to pass such legislation -- Mr. Specter said he hopes to offer something in the coming weeks. The Pennsylvania Republican is among several members of his party who have expressed reservations about the program, which monitors the international communications of suspected terrorists. The Little Smoky Caribou herd is one of Alberta's most endangered woodland caribou herds. Industrial activities in their range have led to a serious loss of suitable habitat that is threatening the very existence of this herd.

The government of Alberta has decided that the best way to protect the Little Smoky caribou herd is a wolf cull. Killing predators is a last-resort option where caribou populations are in crisis. Caribou need secure habitat in which populations can be restored. But in Alberta, the needs of caribou are being trumped by resource extraction.

You can help by writing a letter to David Coutts, Alberta's Minister of Sustainable Resource Development, to let the Alberta government know that habitat protection must be a priority if caribou are to survive.

Vodaphone said masts were needed if people wanted phone coverage

A councillor has condemned plans by mobile phone giant Vodafone to erect a communications mast outside a burger restaurant in Aberystwyth.

Paul James said he was concerned that people's health could be affected by the structure which is expected to be about 12 metres high.

He added that it would be too close to homes, schools and businesses.

Vodafone said that the firm operated within set health guidelines regarding masts.

A spokeswoman added that if people wanted to use mobile phones then masts had to be located nearby.

Last year, Mr James objected to a temporary Hutchinson 3G mobile phone mast in Aberystwyth that had been erected near homes and schools without planning permission.

The company was eventually forced to dismantle it after Ceredigion Council turned down a retrospective planning application in October.

The latest controversy surrounding mobile phone masts in the town, centres on an area known locally as Parc-y-Llyn in Llanbadarn Fawr.

Mr James said: "The site is in close proximity to three schools, together with a considerable number of domestic residences and businesses. One of these businesses having this mast situated right outside its premises.

"All these have the potential of being affected and it certainly is important that they learn more about this development."

He added that people were still concerned about health issues and until there was conclusive evidence that masts were safe "we have to take a cautionary approach".

But Jane Frapwell of Vodafone said: "If we want to use mobile phones, and lots do, we have to have masts nearby."

She added: "The further you are from a mast the harder the handset has to work and thus the higher levels of electromagnetic fields, if it's electromagnetic fields Mr James is concerned about."

This President's Day, the capital awoke to a rising uproar over illegal spying and a fractious Patriot Act debate still hanging over Congress.

On Monday, the ACLU convened a National Town Hall discussion on spying, secrecy and presidential power. A lively panel of distinguished experts and an online audience of thousands gathered to examine the illegality and unconstitutionality of the Bush administration's secret NSA spying program.

Last week, after months of debate, some key legislators cut a deal with the White House to reauthorize the Patriot Act without making the most important changes needed to protect our civil liberties.

The White House refused to negotiate in good faith on the most important civil liberties and privacy protections, namely requiring that any records sought be about a suspected foreign terrorist or an American conspiring with terrorists. The reauthorization bill fails to include these and other critical protections.

Senators Feingold, Bingaman and Leahy are attempting to add amendments that would help fix key problems with the Patriot Act. The Patriot Act must not be reauthorized unless these important changes are made to protect our freedoms.

As Olympic skiers are cutting sharp turns on the icy Alpine slopes, loggers are cutting down a majestic ancient forest in Canada’s boreal. Interestingly enough, Kimberly-Clark has a hand in both.

The tissue giant is sponsoring the Winter Olympics this year, and they’ve launched a website contest as a part of their ad campaign. In the Kimberly Clark #1 Fan for Life contest, you’re invited to submit a story and nominate your #1 fan: someone “who’s always there”.

I want to nominate a true hero for my #1 Fan for Life. She is a hard working mother who is braving the cold elements just like my heroes in Turin. She is caring and strong, but she is having a rough time because unlike the athletes, she is not up against an equal competitor with fair judges watching over.

She is a caribou, and life is getting tougher as her home is being chopped down to make Kleenex, Scott and Cottonelle. She is having trouble feeding her loved ones and keeping them warm against the harsh Canadian winter, but unlike some of my heroes in Turin, she is losing. Far from alone, she is joined in this struggle by many others, by birds and bears, by eagles and lynx, and by millions of people around the world who choose to buy forest-friendly products. Please help her now by stopping the clearcutting of the Boreal forest.

-While athletes at the Olympics are representing fair competition, Kimberly-Clark is clearcutting the boreal forest and damaging its fragile ecosystem and the countless animals that live within it.

-Someone who’s always there? The boreal forest has been there for 10,000 years, but unless Kimberly-Clark stops getting fiber from clearcut ancient forests, it may disappear.

-The North American boreal forest, representing 25% of the world’s remaining ancient forests, is home to caribou, bears, wolves, lynx, moose, eagles, and owls. It provides nesting grounds to nearly half of the 700 North American birds species, many of which live in our backyards.

- It takes 90 years to grow a box of Kleenex. If every U.S. household replaced one 175-sheet box of virgin tissue with one whose contents are made with 100 percent recycled fiber, we could save 163,000 old-growth trees.

I have taken some action against this myself. I have joined the Kleercut campaign and this is what I've done: I have stopped using their products; I have notified all of my family, friends, and internet friends about this and many of them have stopped using their products. If everyone who reads this can do just those simple things that I have done, then we can get a lot of people to stop buying their products. I have also notified the Kimberly-Clark company and told them what I thought about them using these trees for their products and they claim that they don't use them. But, I am still hearing about them using them. So, to everyone who cares, please take the simple steps and stop using their products. There are better, less expensive products out there to use.

(yanews) Entgegen der Aussage von Verteidigungsminister Rumsfeld in der vergangenen Woche wurden die Maßnahmen zur Medienbeeinflussung nicht eingestellt. Korrigiert wurde die Aussage durch seinen eigenen Pressesprecher.

Bekannt geworden war der Versuch des Pentagon, durch eigens in Auftrag gegebene Artikel und Beträge in irakischen Medien die Bevölkerung des Landes zugunsten der US-Besatzer zu beeinflussen. Dies Vorgehen hatte verbreitet Unverständnis und Empörung ausgelöst. Auf Nachfragen bei einer Pressekonferenz in der vergangenen Woche hatte Rumsfeld erklärt, dass diese Maßnahmen nicht fortgeführt würden. Pressesprecher Bryan Whitman korrigierte am Dienstag diese Aussage und verneinte, dass die Beeinflussungsmaßnahmen gestoppt seien. Sie würden jedoch einer Evaluierung unterzogen.

Am vorausgegangenen Freitag hatte Rumsfeld erklärt, man benötige eine Propagandamaschine, die rund um die Uhr aktiv sei, um den Kampf des Westens gewinnen zu können und der Einsatz psychologischer Beeinflussung sei einer zentrale militärische Kompetenz.

Bereits im Jahr 2002 war das vom ihm initiierte Projekt des "Office of Strategic Influence" bekannt geworden, dass ebenfalls die Mittel der psychologischen Kriegsführung konsequent und systematisch zur Beeinflussung durch die Medien in befreundeten und anderen Ländern zum Einsatz bringen sollte - eingeschlossen den Einsatz gezielt platzierter Falsch- und Desinformationen. Damals entzog ihm der Kongress die Mittel für dies Projekt und Rumsfeld behauptete damals, es würde eingestellt werden.

Ob diese damalige Erklärung selbst als gezielte Desinformation zu werten war, konnte bisher weder belegt noch ausgeschlossen werden. Der Mann, der dafür sorgte, dass Saddam Hussein in den 80er Jahren mit Waffen in Milliardenwert versorgt wurde (und dadurch den Tod von 100.000en herbeiführte, die im Iran-Irak-Krieg ums Leben kamen, und der sich in späteren Jahren daran nicht mehr erinnern konnte, hat möglicherweise ein Problem mit seinem Gedächtnis und dem erforderlichen Überblick.

Die Kommunen haben Forderungen aus der Regierungskoalition nach mehr Druck auf "Hartz IV"-Empfänger unterstützt. Bei dem bevorstehenden Optimierungsgesetz müsse der Grundsatz "Fördern und Fordern" konsequent umgesetzt werden, sagte der Hauptgeschäftsführer des Deutschen Städte- und Gemeindebundes, Gerd Landsberg, der Chemnitzer "Freien Presse". Hilfen dürften dann nur noch "die wirklich Bedürftigen" erhalten. Ein "Missbrauch" und das "Ausnutzen" der Leistungsangebote könnten nicht länger als Kavaliersdelikt angesehen werden.

MOBILE phone giant Vodafone wants to disguise a 36-foot high radio mast as a wooden telegraph pole - and paint it green - in a bid to appease protesters.

But neighbours in Dark Lane, Tilehurst, say it will still be an eyesore and pose a threat to their children's health.

The company had an appli-cation for a mast on the same site turned down last year after West Berkshire Council received a 105-signature petition and 21 letters complaining it would be incongruous in a residential area.

But its revised application lops 35 inches off the original height and guarantees the mast will resemble standard telegraph poles in Dark Lane - and be coloured green to blend in with the trees.

Ruth Harding, a 40-year-old nursery nurse, whose Prince William Drive home backs onto the site, said: "Every time I sit out in the garden I am going to see it there.

"I wish they could just put it somewhere that is less obtrusive."

Neighbour Sarah Blake, a 35-year-old housewife, said: "It is just a worry and I am particularly concerned for the safety of my children because you just don't know what damage the mast can cause.

"I also have a nephew in remission from leukaemia and we just wouldn't risk bringing him here when even the doctors are of the opinion that the radiation could do him harm."

The application was discussed last week by members of the West Berkshire Council's eastern area planning committee, who objected to the plan.

Tilehurst Parish Council chairwoman Jean Gardner said: "We don't see what has changed since the previous application. The pole would still be the focus of people's bedroom windows."

A group of Palmers Green residents have resurrected their campaign to block plans to place a mobile phone mast in Hedge Lane.

Enfield Council rejected T-Mobile's application to erect a mast up to 9.7metres high. However the mobile phone giant is now appealing against the decision.

Residents claim the mast would spoil the character of the area and as its base would be on the pavement, it would leave pedestrians and wheelchair users with little room to manoeuvre.

The protests are being co-ordinated by housewife Anne-Marie Mustaka-Anderson who lives with her family in a house near the proposed site.

She said: "Residents are really angry. A lot of people knew the council had rejected the application but not that T-mobile had appealed. It's already a very busy road without this base being there."

The appeal is currently being considered by the Government's Planning Inspectorate. A decision is expected in April.

I have just been sent a article (ref above) which accuses the AP Mobile Group of being infiltrated by lobbyists representing mobile phone companies' competitors. This according to the writer Sam Coates explains why among other things the AP Mobile have called on the Govt to require full planning permission for all masts, called for legislation to prevent mobile phone ops introducing services to attract children etc.

I haven't got time to precis the whole thing but I suggest eveyone reads it. It is the latest example of the telecoms propaganda. They must be more worried about the PMB than we imagined.

THE parliamentary watchdog is investigating a supposedly independent group of MPs who have repeatedly attacked mobile phone operators while receiving support from lobbyists working for competitors, The Times has learnt.

The All-Party Group on Mobile Communications, which launched its latest assault on the mobile industry at the weekend, is given administrative support by Political Intelligence, an international company of lobbyists.

Neither the parliamentary register nor the group’s own website reveals the lobbyists’ ultimate clients — including internet service providers whose telephony services compete head to head with the mobile industry.

This is an apparent breach of parliamentary rules which state: “Where a public relations agency provides the assistance, the ultimate client should be named.”

Sir Philip Mawer, the Parliamentary Commissioner for Standards, has written to the group to demand why the clients are not named.

The move comes after The Times revealed last month how lobbyists have infiltrated the work of supposedly independent groups of MPs.

Sir Philip launched an investigation and is expected to report to Parliament in May.

When challenged by The Times, the head of Political Intelligence refused to reveal the name of their clients, citing commercial confidentiality.

The voluntary code for the lobbyist industry, which Political Intelligence has declined to sign up to, insists on such transparency.

However, Derek Wyatt, MP, the vice-chairman of the group, told The Times that the lobbyists’ clients included the Wireless Internet Service Providers Association and the European Internet Services Providers Association.

Both associations, which together represent thousands of companies, are competitors to the mobile phone industry because they stand to benefit from the rise of internet telephony, such as Skype.

The profits for communications companies depend heavily on the regulatory framework set by governments and the European Union, and can be influenced by all party groups.

Since the all-party mobile group was set up in 2001, it has:

# begun an investigation into mobile companies for overcharging consumers for downloading data abroad;

# called on the Government to require full planning permission for mobile phone masts;

# called for legislation to prevent two mobile phone operators from introducing services designed to attract children.

Mr Wyatt said that Political Intelligence had provided “expensive” clerking services and had found them sponsors for events in the past. But he added that there was no question that they had influenced the inquiries or findings of the group.

“If they [the lobbyist] tried to influence things they would be straight out the door. They don’t work like that. I have never had a conversation with them about that sort of thing.”

Asked why Political Intelligence did clerk for the group, he suggested that it was a goodwill gesture.

Nicholas Lansman, the managing director of Political Intelligence, refused to discuss the company’s clients.

“I have responded to Sir Philip. I am not prepared to discuss our clients because that is confidential. We have complied with all the rules.”

RESIDENTS are claiming that a recent decision by An Bord Pleanala in Edenmore opens up the prospect of mobile telephone masts being installed in the heart of residential areas without any planning permission.Local residents in the Woodbine, Millwood Park, and the Edenmore Crescent areas, are outraged by the decision to grant permission for mobile phone antennae at St Monica's GAA Club in Edenmore. Protests over the erection of the mobile phone masts took place at the site last summer. However, An Board Pleanala has now ruled that an application by the local GAA club to install a telephone mast on its floodlights is exempt from the need for planning permission. The decision by An Bord Pleanala follows a directive issued by the then Minister for the Environment, Noel Dempsey, in 2001. The directive allows for certain exemptions to the planning laws for the erection of mobile phone masts on structures such as lamp posts. But residents claim that the decision completely undermines guidelines on masts in the recent Dublin City Development Plan. The aim of these guidelines was to prevent masts from being erected near schools or residential areas.

However, Kieran Wright, local residents' spokesperson, said the phone masts were now erected in close proximity to two schools and their fears were mainly related to health issues.

“I have a 10-year-old son who I've had to move from his bedroom because he's so worried about the impact of the phone masts,” he said. “It's a totally cosmetic exercise, of course. “It's also the situation that local kids go to a school which is right beside the phone masts. They then go home to a house which is right beside the phone masts, so they are subjected to any possible ill effects for a total 24 hours.” Mr Wright claimed that the rights of the local Edenmore community have now been completely overrun by big business concerns. “You work hard to get your own little house together and then suddenly a massive structure like this is just landed on your doorstep and there appears to be very little you can do about it,” he said. “It's very frustrating.” Dublin North Central TD, Richard Bruton (FG), said that as a result of the ruling, the first place telephone companies will look to is local sports grounds for the erection of antennae.

Der Umgang mit den ALG II-Empfänger/Innen, was "Kosten der Unterkunft" angeht, wird von Kommune zu Kommune sehr unterschiedlich gehandhabt. In der einen Region hat es schon in hoher Zahl unfreiwillige Auszüge gegeben, in der anderen halten sich die Behörden eher zurück und zahlen die vollständige Miete. In den meisten Kommunen werden die Leute dazu aufgefordert, "die Kosten ihrer Unterkunft zu senken", ihnen wird im ALG II-Bescheid ein Teil ihrer Miete auf undurchsichtige Art abgezogen, und die Meisten gehen angesichts der finanziellen Situation und der angstmachenden Schreiben der Behörden freiwillig aus ihrer angestammten Wohnung und ziehen in das letzte Loch. In der Masse setzen die Behörden darauf, dass sich das "Problem" in aller Stille löst. Um das Thema politisch angehen zu können und den menschlichen Skandal und die Drangsalierungen auch medial skandalisieren zu können, brauchen wir einen Überblick über die Situation.

Aufstehen gegen Hartz IV-Zwangsumzüge – subito!

Ausnahmsweise gibt es keinen Zweifel. Die Sozialpolitik der Großen Koalition folgt in Ihrer Brutalität dem rot-grünen Agenda-Muster. Müntefering ist in der Verpackung bemüht, das sozialdemokratische Schleifchen nicht mit dem Schuss bürokratischen Zynismus à la Clement zu versehen, aber das Politikmuster der Enteignung, Entwürdigung und Disziplinierung ist tupfengleich. Von 4,23 Euro für Nahrung und Getränke täglich kann niemand wirklich leben, und 18,11 Euro für den ÖPNV im Monat ist der Entzug des Rechts auf Mobilität. 1,2 Mio. Menschen in 700.000 Alg II-Haushalten wohnen nach den Kriterien von Hartz IV „unangemessen“ und werden in diesen Wochen mit Überprüfungsverfahren überzogen, von denen – bei allen Schwierigkeiten der Schätzung – am Ende 300- 500.000 „stille“ oder „offene“ Zwangsumzüge stehen werden. Die explodierenden Energiekosten lassen zudem mehr und mehr Menschen in die „teuren“ Mietfallen rutschen. Sicherlich, die Kriterien, speziellen kommunalen Regelungen und Ausnahmetatbestände sind bei allen Dehnfugen der Auslegung so vielfältig, dass ein Ergebnis eher aufgrund der gesellschaftspolitischen Auseinandersetzungen entstehen wird, als in der Kaffeesatzleserei erlesener Vorschriften. Aber eines steht schon jetzt fest: Hartz IV gebiert mit den Zwangsumzügen den nächsten sozialpolitisch-bürokratischen Super-Wahnwitz. Dass es allein um menschenunwürdige Disziplinierung geht, macht eine Überlegung deutlich: Wenn wir einmal unterstellen, dass 300.000 Alg II-Haushalte im Durchschnitt 50 Euro monatlich „zu teuer“ wohnen, dann müsste die Gesellschaft schlappe 180 Mio. Euro bezahlen, um diesen Agenda 2010-Irrsinn angemessen zu bewältigen. Noch nicht einmal das Totschlagargument leerer öffentlicher Kassen kann seriös bemüht werden.

Wenn wir die Zeichen richtig deuten, dann ist der Mut zur Wut bei den Betroffenen zu den Zwangsumzügen schon vorhanden. Die Hartz IV-Beratungsstellen berichten, dass jetzt 20-40% der Beratungen auf dem Feld der Zwangsumzüge liegt. Sie berichten auch über die individuellen Anpassungen und „stillen“ Lösungen – doch irgendwie die 50 Euro zusammenzukratzen, die Freunde und Verwandten anzupumpen oder das Geld aus den Alg II-Sätzen herauszupressen. Aber die Wut staut sich, sie bricht noch nicht heraus und findet keine Bahnen. Die Arbeitsagenturen organisieren einen tröpfelnden, individualisierten Prozess – oft kaschiert und dosiert –, der auf die Kanalisierung potentiellen Unmuts ausgerichtet ist. Diese lautlose Massendisziplinierung ist bisher noch geglückt. Die Lautlosigkeit hat aber auch deshalb funktioniert, weil die entstandenen Konflikte lokalisiert blieben. Eine bundesrepublikanische Thematisierung des Skandals an sich ist bisher ausgeblieben. Deshalb ist jetzt eine vierfache strategische Orientierung aller derjenigen Gruppen und Initiativen notwendig, die sich der systematischen Verhinderung der Zwangsumzüge annehmen wollen:

- Der Aufbau von lokalen Notruf- und Beratungszentralen, die kompetente individuelle Hilfe (incl. Rechtsbeiständen) anbieten und diese mit politischen Einmischungsangeboten kombinieren. So planen wir z.B. in Berlin eine Free Call Nummer: 0800-12345678, die mit 4-8 Telefonen so geschaltet ist, dass ein Rund-Um-Service von 8-20 Uhr möglich wird, ohne die Berater zu überlasten.

- Wenn solche erweiterten Angebote wirklich angenommen werden, sollten die Fälle des bürokratischen Schwachsinns das Material für lokale und regionale Interventionen hergeben, um die Sache selbst ad absurdum zu führen. Hier müssten die Aktionsbündnisse für Sozialproteste, BAG-SHI, Runde Tische von Erwerbslosen, gewerkschaftliche Initiativen, Montagsdemonstrationszusammenhänge, aber auch etwas etabliertere Beratungseinrichtungen der Kirchen und Wohlfahrtsverbände zusammenarbeiten. Massive Interventionen bei JobCentern, deren Beiräten und Kommunalverantwortlichen sind angesagt.

- Eine bundesrepublikanische Thematisierung und Skandalisierung ist längst überfällig. Ein erster Versuch einer solchen thematischen Zuspitzung ist für den 20. März zusammen mit Lokalbündnissen aus Berlin, Leipzig, Duisburg/Oberhausen und Hamburg in Berlin geplant. Der Angriff muss auf die soziale Augenmaßlosigkeit gelenkt werden – Heuschrecken tragen auch zuweilen sozialpolitische Gewänder, Herr Müntefering! Anstatt ein riesiges bürokratisches Überprüfungsverfahren und eine Verängstigungsmaschinerie zu installieren, liegt doch eine soziale Kulanzlösung auf der flachen Hand. Noch nicht einmal die vier Grundrechenarten scheint die Koalition zu beherrschen, sonst hätte sie den personellen Aufwand der Überprüfung, die Kosten des Auszugs (Renovierung), die Einspruchs- und Gerichtskosten mitkalkuliert. Von den erwähnten 180 Mio. Euro an Mehrkosten für Mieten blieben vermutlich als gesellschaftliche Gesamtkosten nicht mehr als 130 Mio. Euro übrig.

- Diese Argumentation wird nur zu Auseinandersetzungen führen, wenn wir aus unseren politischen Zusammenhängen glaubwürdig androhen, tatsächlich Zwangsumzüge zu verhindern. Skandalisierung im Vorfeld von Zwangsumzügen, die sich in diesem Fall auch nicht vor der biographischen Boulevardisierung des Konflikts scheut, würde die Akteure auf der kommunalen Ebene erheblich verunsichern, möglicherweise „Stops“ von Zwangsumzügen beschließen lassen. Aber es wird auch Akteure geben, die schlicht einfach „durchziehen“ wollen – und hier bleibt nichts anderes übrig, als mit Menschenmauern vor Ort Zwangsumzüge zu verhindern. Das werden Aktionsgruppen nicht allein schaffen, sondern hier hilft der Rückgriff auf weimarische, argentinische, italienische und amerikanische Erfahrungen: Den Widerstand von unten, aus den Häusern und Straßenzügen organisieren, vor allem in Stadtteilen, in denen noch Bestände von Solidarität vorhanden sind. Drei exemplarische Verhinderungen von Zwangsumzügen genügen, um die öffentliche Debatte entscheidend zu beeinflussen.

Wer am 3. Juni in Berlin einen beeindruckenden sozialpolitischen Protest gegen die Große Koalition organisieren will, muss sich dringend gegen Zwangsumzüge engagieren! Dieses Engagement ist die Voraussetzung dafür, die Dynamik des sozialpolitischen Protests erneut zu entfachen – subito! Wohnen – Würde – Widerstand. Kampagne gegen Zwangsumzüge nach Hartz IV

„Erstmals versucht ein bundesweites Netzwerk von Erwerbslosen- und Sozialprotestinitiativen das Thema der Zwangsumzüge nach Hartz IV zu einem bundespolitischen Thema zu machen. Bei allen Schwierigkeiten der Datenlage werden voraussichtlich am Ende 300-500.000 „stille“ oder „offene“ Zwangsumzüge in der Republik stehen, sollte es nicht gelingen, die Große Koalition, die Länder und Kommunen sowie die Bundesagentur für Arbeit zu einer Revision ihrer sozialen Enteignungspolitik zu bringen. Es geht nicht um Geld, sondern um ein neues Kapitel sozialer Zurichtung und Disziplinierung. Wer für Nahrung und Getränke täglich nur noch 4,23 Euro zubilligt, wird auch Menschen aus ihren Wohnungen vertreiben, wenn sie 50 Euro über den Mietobergrenzen liegen. Gerade weil die Zwangsumzüge so individualisiert, lautlos verhängt werden, ist der gezielte bundesweite und berechtigte Aufschrei dringlich.“ Aus der Einladung zur Pressekonferenz am 20.3.06 in Berlin.
