Along with the recognition of Kosovo’s independence from Serbia and repeated rounds of an expanding NATO — a Cold War alliance the Russians perceive as hostile — to Russia’s doorstep, the unilateral U.S. abrogation of the Anti-Ballistic Missile (ABM) Treaty to pursue missile defense humiliated a weakened Russia. But with oil prices high, economic growth robust, and new bold leadership, a much stronger and grumpier Russian bear has emerged from hibernation, as predicted by U.S. doves as early as the mid-1990s...

Had there actually been a war on terrorism, targeting the jihadists, Washington could have counted on help from just about anyone. Once it was obvious that America was pursuing not Islamic fanatics but global hegemony, offers of assistance dried up. Worse yet, Washington has done its best to annoy and alienate other powers, such as China and Russia in particular, from the bogus ‘missile shield’ in Eastern Europe to the secession of Kosovo in February this year. In August, when the U.S. client regime of Mikheil Saakashvili in Georgia decided to ‘reintegrate’ a couple of pro-Russian provinces refusing to accept his authority, Moscow struck back. Howls of outrage from the West only underscored the hypocrisy over Kosovo. Either no one in Washington realized that the price of crushing Serbia would be ‘losing’ Russia, or they didn’t care...

Friedensratschlag wirft Bundesregierung Beschädigung des Völkerrechts vor

Der Bundesausschusses Friedensratschlag wirft der deutschen Bundesregierung Fehler in der Russlandpolitik und eine Beschädigung des geltenden Völkerrechts vor. Die Anerkennung der abtrünnigen georgischen autonomen Provinzen Südossetien und Abchasien durch die russische Regierung sei "nicht mehr und nicht weniger völkerrechtswidrig, als es die Anerkennung der serbischen autonomen Provinz Kosovo durch den Westen", moniert der Sprecher des Friedensratschlags, Peter Strutynski. Die Friedensbewegung hätte vor einem solchen Schritt, der die UN-Resolution 1244 (1999) missachte, gewarnt und auf das in der UN-Charta festgeschriebene Prinzip der "territorialen Unversehrtheit" der Staaten hingewiesen. Diese Warnungen aber habe die Bundesregierung in den Wind geschlagen. "Mit welchem Recht pochen nun heute Bundeskanzlerin Merkel und ihr Außenminister Steinmeier auf eben diesen Völkerrechts-Grundsatz im Fall Georgiens? Wenn das Völkerrecht für alle gelten soll, dann muss sich jeder daran halten", so Strutynski. "Mit der Aushöhlung des Gleichheitsgrundsatzes der UN-Charta wird das geltende Völkerrecht insgesamt beschädigt."

The pacifist impulse is not a strong one within the current Russian leadership which is mostly made up of but barely reformed ex-Soviets. Unless Russian leaders become less bent on physically ruling the region and firmly, credibly commit to co-existence with their vulnerable neighbors, the NATO option simply cannot be discounted. Some kind of security measure will have to be available to these countries and arguably any will irk the Russians. And Mr. Friedman, who is an educated individual concerning geo-political matters, ought to know this and provide his commentary on the recent Russian v. Georgian conflict in that light. In short, what advice does he have for leaders of countries like the Republic of Georgia given the evident aggressiveness of Russia?

The international condemnation of Russian aggression against Georgia — and the concomitant assaults by Abkhazians and South Ossetians against ethnic Georgians within their territories — is in large part appropriate. But the self-righteous posturing coming out of Washington should be tempered by a sober recognition of the ways in which the United States has contributed to the crisis. It has been nearly impossible to even broach this subject of the U.S. role. Much of the mainstream media coverage and statements by American political leaders of both major parties has in many respects resembled the anti-Russian hysterics of the Cold War. It is striking how quickly forgotten is the fact that the U.S.-backed Georgian military started the war when it brutally assaulted the South Ossetian capital of Tskhinvali in an attempt to regain direct control of the autonomous region...
