The Washington Post’s lede frames it best: ‘The Senate bowed to White House pressure last night and passed a Republican plan for overhauling the federal government’s terrorist surveillance laws, approving changes that would temporarily give U.S. spy agencies expanded power to eavesdrop on foreign suspects without a court order.’ In other words, Senate Democrats got muscled by the most unpopular president in contemporary American politics — and they got muscled into using their congressional majority to pass the minority party’s offensive proposal. This said, they still have a chance to fix things and regain an image of strength — but only if they now follow a high-profile alternative strategy...

Having taken several whacks at this puzzle myself, I appreciate the recent efforts of Massimo Calabresi, Tom Raum, Sidney Blumenthal, Dan Eggen and Amy Goldstein, the Economist, Ramzy Baroud, and the Artful Dodger. Each of these writers offers some variation on the theme that George Bush hangs on to Gonzales because the president is one or all of the following: 1) stubborn; 2) loyal; 3) terrified of the investigation and/or confirmation hearing that would follow from a Gonzales departure. They also frequently note that Gonzales is one or all of the following: 1) stubborn; 2) loyal; 3) conveniently and hilariously blundering; 4) the last line of defense between Karl Rove and the truth about what’s gone on at the White House in the last six years. Let’s say we can all now agree about why Gonzales still puts on a coat and tie every morning. The better question remains, why do Democrats in Congress allow him to keep his job?

Romney Leadership Team Member Overseeing Straw Poll

I could certainly write volumes about this, but I think the facts paint the picture themselves.

The Iowa GOP is facing possible suit over their use of the same Diebold machines that were just de-certified. Story here.

They are claiming of course, that there is nothing to worry about since the voting procedure will be conducted with the assistance and oversight of the Story County Auditor's Office. Story here.

If we look here we see the Story County Auditor is Mary Mosiman.

Mary Mosiman also happens to be on Mitt Romney's "Romney for President Leadership Team".

So there you have it, the Story County Auditor who will take part in overseeing the voting on the questionable machines is part of a team dedicated to "help Governor Romney share his vision for America".

That's a blatant conflict of interest and this is something we cannot ignore.

Bei den jüngsten Anschlägen auf den Sendemast in Freisen Ende Juni und Anfang Juli wurde ein Kabel durchtrennt. Allein dieser Mast wurde seit September letzten Jahres sechsmal sabotiert.

Zudem gab es Anschläge auf neun Masten im Kreis Kusel und einen im Kreis Birkenfeld. Die Polizei schätzt den entstandenen Schaden auf 150 000 Euro. Die Motive für die Anschläge sind unbekannt.

Der Artikel von Gabriele Kraft thematisiert neue Sozialgerichtsentscheidungen zum Thema Energiekosten, beschreibt die „Kostenexplosion” auf dem Energiemarkt mit der Folge der Bedarfsunterdeckung bei LeistungsbezieherInnen und zeigt überfällige Konsequenzen für die Praxis der Leistungsgewährung auf.

Das Sozialgericht Frankfurt hat hier eine weitreichende Entscheidung getroffen: die den Betrag von 20,74 Euro übersteigenden Stromkosten sind von den Leistungsträgern als Kosten der Unterkunft nach § 22 SGB II zu gewähren; im vorliegenden Fall also ein Betrag in Höhe von 20,26 Euro.

Im monatlichen Eckregelsatz von 345 Euro seien lediglich 8 % für Haushaltsenergiekosten der Wohnung vorgesehen, so das Gericht. Der darüber hinaus gehende Bedarf für die Stromversorgung müsse daher zu den Kosten der Unterkunft gezählt werden.

Kosten der Unterkunft, also etwa laufende Leistungen für Miete, sind von Seiten der Leistungsverpflichteten in Höhe der tatsächlichen Aufwendungen nach § 22 Abs. 1 S. 1 SGB II zu erbringen, allerdings, so der Zusatz im Gesetzestext, dass diese Leistungen „angemessen” sein müssen. Der Schutz der Menschenwürde wie auch die Verwirklichung von Gerechtigkeit sind Aufgaben der Kirchen und der Gewerkschaften.

(1) Angesichts der aktuellen breiten und kontroversen Debatte über die künftige Entwicklung unserer Gesellschaft, halten wir eine kirchlich-gewerkschaftliche Initiative zur sozialen Frage für dringend erforderlich. Zu ihren Themen gehören insbesondere die Massenarbeitslosigkeit, die vielfach mangelhaften Bildungschancen, die zunehmende Verarmung von Bevölkerungsgruppen, die Perspektivlosigkeit junger und älterer Menschen sowie die verfestigte Spaltung der Welt in arme und reiche Nationen. Menschenwürde und Gerechtigkeit

(2) Der Schutz der Menschenwürde wie auch die Verwirklichung von Gerechtigkeit sind Aufgaben der Kirchen und der Gewerkschaften. Zwischen beiden hat es in Krisensituationen und Krisenzeiten von der örtlichen bis zur Bundesebene immer wieder Gemeinsamkeit und vielfältige Zusammenarbeit gegeben.

(3) Wenn die Würde des Menschen konsequent geachtet wird, kann gutes Leben und gerechte Gemeinschaft gelingen. Individualität und Respekt, Teilhabe und Wohlergehen, Freiheit und Solidarität als die zentralen Bedingungen von Menschenwürde machen es möglich.

(4) Seine Würde muss kein Mensch erbitten. Sie ist das Geschenk des Lebens. Als solches hat sie keinen Preis, aber den höchsten Wert - ein Leben lang. Sie macht jede und jeden einzigartig und unverzichtbar.

(5) Aber die Würde des Menschen ist ständig gefährdet. Deshalb müssen wir gegenseitig für sie einstehen und sie gemeinsam schützen, damit alle Menschen teilnehmen können an den sozialen, wirtschaftlichen und kulturellen Möglichkeiten des Lebens. Die Verletzung der Würde auch nur eines Menschen kann Auswirkungen für alle haben. Wer ein Unrecht zulässt, bahnt dem nächsten den Weg.

(6) Die Würde des Menschen verlangt nach sozialer Gerechtigkeit. In der vorrangigen Option für die Benachteiligten als Leitmotiv gesellschaftlichen Handelns erhält sie ihre klare Begründung, Rangfolge und Perspektive.

(7) Denn nur bei umfassender Verteilungsgerechtigkeit kommt es zu gemeinsamer Beteiligungsgerechtigkeit. Verdrängen Ein-Euro-Jobs sozialversicherungspflichtige Beschäftigung in den Betrieben?

Eine Studie des Instituts für Arbeitsmarktforschung (IAB) belegt: Ein-Euro-Jobs verdrängen reguläre Beschäftigung auf dem ersten Arbeitsmarkt.

"Die Studie geht anhand eines Fixed-Effects-Modells der Jahre 2004 und 2005 des IAB-Betriebspanels der Frage nach, ob ein Zusammenhang besteht zwischen der Einführung der Ein-Euro-Jobs und der Entwicklung der Anzahl sozialversicherungspflichtiger Beschäftigung in den Einsatzbetrieben. In Ostdeutschland kann ein negativer Effekt der Ein-Euro-Jobs auf das Wachstum sozialversicherungspflichtiger Beschäftigung nachgewiesen werden. In Westdeutschland lässt sich ein vergleichbarer Effekt nicht identifizieren."

....Zudem werden Ein-Euro-Jobs als Instrument der Missbrauchsbekämpfung eingesetzt: als Test auf Arbeitsbereitschaft und Mittel gegen Schwarzarbeit - denn gegenüber Leistungsempfängern des Arbeitslosengeldes II besteht zum Teil ein latentes Misstrauen, dass Unterstützungsleistungen zu Unrecht in Anspruch genommen werden.

Doch das Dilemma ist groß: Mit der Bekämpfung des einen Misstrauens entsteht zugleich neues Misstrauen: die Angst vor Wettbewerbsverzerrungen und damit einhergehenden..... Nebeneffekten, den in der Arbeitsmarktökonomik dargestellten Substitutions-, Verdrängungs- und Mitnahmeeffekten. Arbeitsgelegenheiten entstehen schließlich nicht im luftleeren Raum, sondern in realen Betrieben. Gerade bei struktureller Arbeitslosigkeit und einer activation without work- Strategie müssen diese Stellen künstlich geschaffen und gefördert werden. Die Betriebe, in denen Arbeitsgelegenheiten eingerichtet werden – mögen sie auch im „öffentlichen Interesse“ handeln – sind ökonomischen Zwängen ausgesetzt und agieren als Akteure auf Güter-, Dienstleistungs- und Arbeitsmärkten.

Zahl der Hartz IV-Empfänger unverändert hoch

Landkreistag beunruhigt: Arbeitslosigkeit sagt bei Hartz IV wenig aus – soziale Problemlagen nehmen zu

„Die Zahl der Menschen, die von Hartz IV-Leistungen abhängig ist, hat einen absoluten Höchststand erreicht“, so Landrat Hans Jörg Duppré (Südwestpfalz) zu den Erfolgsmeldungen der letzten Woche zur Senkung der Langzeitarbeitslosigkeit und zu den aktuellen Arbeitslosenzahlen. Der Präsident des Deutschen Landkreistages (DLT) wies stattdessen auf die wachsenden sozialen Bedarfslagen hin: „Bei dem in den Medien vermittelten Bild besteht der Fehler darin, dass Hartz IV nur auf den Indikator der Arbeitslosigkeit verengt wird. Tatsächlich ist zu erwarten, dass die revidierten Daten zur Zahl der Hilfeemp-fänger im April dieses Jahres einen absoluten Höchststand mit gut 7,4 Mio. ausweisen werden.“ Beispielsweise fänden sich Maßnahmeteilnehmer mit mehr als 15 Wochenstunden (Ein-Euro-Jobber), Kranke oder Ausbildungsplatzsuchende nicht in der Arbeitslosenstatistik wieder, obwohl deren Lage oft nicht besser sei.

Obwohl es ein großer Erfolg sei, dass die Zahl der Kurzzeitarbeitslosen in den letzten zwölf Monaten um mehr als 23 % gesunken sei, habe die Zahl derer, die auch nach zwölf Monaten nicht den Einstieg in den Beruf geschafft haben, nur um 11 % abgenommen. „Die hohe Zahl an Hilfebedürftigen entwickelt sich zudem gegenläufig zur sinkenden Langzeitarbeitslosigkeit und nimmt beständig zu. Das muss nachdenklich machen“, so Duppré.

Die Arbeitslosigkeit erscheine als alleiniger Indikator für die sozialen Problemlagen nicht geeignet und verneble den Blick auf die Gesamtsituation. „Wenn die Arbeitslosenquote die Entwicklung bei Hartz IV nicht wiedergibt, sollten wir mehr auf die Zahl der Hilfeempfänger, deren Bedarfe und deren Struktur achten“, schlug Duppré vor. Die Betrachtung der falschen Indikatoren verstelle den Blick auf die zugrundeliegenden sozialen Problemlagen und daran zu orientierende Lösungsansätze. „Es wird endlich Zeit, dass wir uns den vielschichtigen Problem offen stellen und uns eingestehen, dass die Zahl der Personen wächst, die auf staatliche Hilfe angewiesen sind.“

Er mahnte deshalb erneut zur Vorsicht im Umgang mit Erfolgsmeldungen bei Hartz IV: „Das Risiko ist groß, dass verkündete Erfolge, die sich in der Lebenswirklichkeit einer großen Zahl von Hilfeempfängern nicht widerspiegeln, Verständnislosigkeit und Frustration statt Zuversicht auslösen“, so der Verbandspräsident abschließend. http://www.kreise.de/landkreistag/dlt-aktuell/pressetexte/pressetexte-2007/pt-07-07-31a.htm

Feingold Introduces Resolutions Censuring Bush, Cheney and Gonzales

Frommer reports for The Associated Press that Senator Russ Feingold (D-Wisconsin) has introduced resolutions to censure President Bush, Vice President Dick Cheney and Attorney General Alberto Gonzales for misleading the nation into war and undermining the rule of law. In the House, Representative Maurice Hinchey (D-New York) introduced companion resolutions.

CENSURE IS NOT ENOUGH, IMPEACH THEM ALL

Now that the people driven impeachment movement is starting to get some serious attention, some of those members of Congress who have been resisting impeachment are proposing half-stepping measures such as censure. It appears even Jay Inslee's proposal to impeach Gonzales was a move in part to distract from Cheney/Bush impeachment (which he still opposes). But we suggested last week that it would have the opposite effect, and that calls for impeachment itself would also expand. And so they have.

First there was Russ Feingold, and now comes Maurice Hinchey (D-NY) with his own proposed censure resolutions. But if it is true as he asserts that Cheney and Bush LIED about about Iraqi WMDs and links to Al Qaeda, those are monumental constitutional crimes which DEMAND impeachment. And if it is true as he asserts that they willfully instituted torture violating the Geneva Conventions, corrupted our system of justice by firing prosecutors at the highest levels for partisan political reasons, defying Congressional oversight and obstructing justice about these matters on top of it all, there is one and only one adequate response . . . impeachment.

Unless we immediately move for impeachment, what will happen when another president comes along who is only 80% as bad as Cheney and Bush? Their asserted defense may well be "Hey, you didn't impeach them for what they did, so get out of my face." Cheney has been quoted in the Senate chambers using blunter words than that.

If it was ever too late for another act of grandstanding political theater this is that time. Indeed, a censure resolution may well garner LESS support than one for impeachment, for it will be riduculed by the other side, and rightfully so, as a toothless and meaningless gesture which doesn't actually DO anything to confront these abuses. Censure under these circumstances would make a mockery of our Constitution and its imperative that Congress SHALL exercise its power in the face of such outrageous abuses.

It is not entirely critical where we start. We had thought that Cheney should be impeached first, and he certainly deserves it the most. But Gonzales has barged so far over the line with outright perjury if not profoundly embarrassing professed incompetence it is a disgrace to our justice department every day he remains in office, his only purpose being to protect the flanks of the Cheney White House from accountability for their own crimes.

But what is critical is that we commence the process immediately. And what is most critical for us to do is to continue to speak out in greater and greater numbers, and in increasing frequency, to let our members of Congress know they cannot grandstand their way through another election puffing hot air. In November, they told us they were ready to lead. We must see that leadership NOW, or they will not get another chance.

Provision in Wiretap Bill Extends Surveillance to End of '08

Katherine Shrader reports for The Associated Press that, thanks to a little-noticed provision of the FISA bill, the Bush administration's new eavesdropping power may last longer than six months. 5.8 GHz Dedicated short Range Communication (DSRC) systems for road charging.

After what I read about the mast illness is all in head, I thought I would write to you of something that would be of interest to your organisation.

I would like to inform you of Road Pricing System's infrastructure, nearly £500 million is being spent by the Dept for Transport. Reports which dismiss linkage between health and microwave radiation may be part of a propaganda war to soften the general public to a potential massive increase of microwave antennae to be used for National Road Charging.

The heart of the infrastructure relies on a very high capacity telecoms system. The Highway Agency calls this system the National Road Telecommunications System (NRTS). It is a very wide area fibre optic network with the intention on plugging in the EU standards for road charging transceiver equipment to interogate on-board vehicle transponders, a system known as tag-and-beacon. This is supplemented by the up and coming EU's version of GPS, "Galileo". Enforcement systems will also be using the system.

If the designs are approved, then there will be hundreds if not thousands of
5.8 GHz microwave masts along UK roads starting with the motorway networks. In the DfT Feasibility Reports, it only makes a brief mention of health and safety of the equipment. Higher frequencies mean wide bandwidth and the ability to pump out more energy. The new system will also cater for third parties to use the infrastucture - such as telephone companies. The emphaisi GSM/GPRS technology has been mooted, this may displace 5.8GHz DSRC transmission systems, but they will still use lower frequency microwave (sub 2GHz)

(ABD) and Manchester Against Road Tolls (MART) websites. The have supplied information to the Sunday Telegraph which gives a detailed account of what is in store and de-mystifies the very technical and verbose DfT Feasibility Report.
