Ein Bündnis von Umweltverbänden warnt eindringlich vor einem fortschreitenden "Landverbrauch" in Deutschland. Deutschland werde "zubetoniert". Täglich würden "über 100 Hektar Boden und freie Landschaft geopfert". Claus-Peter Hutter von der Umweltstiftung Euronatur plädierte am Donnerstag in Berlin gegenüber der Parlamentarische Staatssekretärin Astrid Klug für eine dauerhafte "Abkopplung" des Landverbrauchs vom Wirtschaftswachstum. Die Umweltverbände plädieren für eine "konsequente Innenentwicklung statt Bauen auf der grünen Wiese" sowie für eine "ökologische Reform des Gemeindefinanzsystems". Krieg der Rohstoffe: sollen im Kongo deutsche Interessen vertreten werden?

Das Bundeskabinett hat am Mittwoch beschlossen, die Bundeswehr in die Demokratische Republik Kongo zu schicken. Der Deutsche Bundestag soll dem am Freitag zustimmen. 780 Deutsche sollen sich am EU-Einsatz "EUFOR RD CONGO" führend beteiligen, die wiederum den Kriegseinsatz der UN-Truppe MONUC unterstützen soll. Obwohl die deutsche Bundesregierung in den vergangenen Monaten vielfach über die Vertretung deutscher Interessen sowie über die Sicherung von Rohstoffen und Märkten durch die Bundeswehr gesprochen hatte, begründet sie den Kongo-Einsatz mit altruistischen Motiven: Die Bundeswehr solle "helfen", Störungen der ersten freien Wahlen seit mehr als vier Jahrzehnten zu verhindern. In der deutschen Friedensbewegung wird eher vermutet, dass mit dem Militäreinsatz "der Boden für lukrative Investitionen und Geschäfte für Transnationale Konzerne bereitet" werden soll. Nach Einschätzung des Auswärtigen Amtes tobt in der Demokratischen Republik Kongo ein "Krieg der Rohstoffe".

Friedensbewegung: "Lehnen Sie den Bundeswehreinsatz im Kongo ab!"

Vor der am Freitag (19. Mai) stattfindenden Bundestagsdebatte über eine deutsche Beteiligung am EU-Einsatz im Kongo hat sich der Bundesausschuss Friedensratschlag mit einem Schreiben an die Fraktionen gewandt. Darin wird ausführlich dargelegt, warum das Militärunternehmen im Kongo "überflüssig" ist. Beide von Regierungsseite vorgebrachten Einsatzziele (Wahlen zu sichern und evtl. Evakuierungen vornehmen zu können) sind mit der EU-Mission entweder nicht oder aber anders zu erreichen. Der abrüstungspolitische Sprecher des "Friedensratschlags", Lühr Henken, vermutet daher, dass es der EU und der Bundesregierung vor allem darum gehe, die "Legitimationsbasis für den Aufbau der EU-Battle-Groups zu verbessern", das Battle-Group-Konzept in einem "Praxis-Test" zu erproben und - last but not least - "den Boden für lukrative Investitionen und Geschäfte für Transnationale Konzerne zu bereiten". "Rohstoffarme Ländern wie Deutschland": Bundestag beschließt Militäreinsatz in der Demokratischen Republik Kongo (01.06.06)

Auf Antrag der Bundesregierung hat der Deutsche Bundestag am 1. Juni 2006 dem Einsatz von bis zu 780 Bundeswehr-Soldaten in der Demokratischen Republik Kongo zugestimmt. FDP und Linkspartei trugen den Einsatz deutscher Soldaten in dem zentralafrikanischen Land nicht mit. 440 Abgeordnete stimmten für den neuen Auslandseinsatz der Bundeswehr. 135 votierten dagegen. Sechs Parlamentarier enthielten sich ihrer Stimme. Nach Angaben von Parlamentsvizepräsident Wolfgang Thierse (SPD) gab es 47 schriftliche Erklärungen zum persönlichen Abstimmungsverhalten. Die Grünen begründeten ihre mit großer Mehrheit getragene Zustimmung ebenfalls mit der "UN-Bitte" sowie der notwendigen "Hilfe" für eine friedliche Entwicklung in dem afrikanischen Land. Der SPD-Abgeordnete Christoph Strässer verwahrte sich gegen die Gleichstellung der UN-mandatierten "Kongo-Mission" mit dem "völkerrechtswidrigen Irak-Krieg". Der CDU-Abgeordnete Eckart von Klaeden begründete den Einsatz deutscher Soldaten in d em zentralafrikanischen Land damit, dass Kongo und andere rohstoffreiche Länder in ein faires, internationales System eingebunden werden müssten, das auch rohstoffarmen Ländern wie Deutschland die Nutzung ermögliche.

„Nach Recherchen von NDR 1 Niedersachsen setzt ausgerechnet der Wohlfahrtsverband der ‚Paritätische’ sogenannte Ein-Euro-Jobber zumindest teilweise anstelle von regulären Arbeitnehmern ein. In einer Einrichtung des betreuten Wohnens in Adendorf bei Lüneburg übernimmt der ‚Paritätische’ beispielsweise den Grundservice für Pflegebedürftige und Behinderte. (…) Der Einsatz der Billigkräfte ist für den Paritätischen kostenlos, selbst der "eine Euro" pro Stunde kommt von der Arbeitsverwaltung. Die Bewohner allerdings müssen monatlich die vollen
127,82 Euro für den Grundservice des ‚Paritätischen’ zahlen und zwar im voraus. Arbeitsagentur stoppt Fördergelder für Paritätischen in Lüneburg

„Der Einsatz von Ein-Euro-Jobbern hat für den Wohlfahrtsverband Paritätischer erste Konsequenzen. Die Regionaldirektion der Arbeitsagenturen habe die Fördermittel für den Paritätischen in Lüneburg vorerst eingefroren, berichtete NDR 1 Niedersachsen am Mittwoch. Die Ein-Euro-Jobber seien mittlerweile abgezogen worden, so die Lüneburger Arbeitsgemeinschaft von Landkreis und Arbeitsagentur (ARGE). Der Verband hatte von Pflegebedürftigen Geld für den Einsatz der Ein-Euro-Jobber kassiert, obwohl die Mitarbeiter von der Arbeitsagentur bezahlt wurden. Der Wohlfahrtsverband hat NDR 1 Niedersachsen diese Praxis bestätigt. Aus dem Text: „…Die Diakonie ist damit nicht nur einer der größten Arbeitgeber überhaupt, sondern auch einer der größten Niedriglohn-Arbeitgeber. Für Arbeitsplätze in den W-Gruppen dürfte es jetzt schon so sein, daß das Netto-Gehalt kaum attraktiver ist als SGB-II-Leistungen. Fachkräfte wie Krankenschwestern, Altenpflegerinnen oder Erzieherinnen werden zwar noch relativ gut bezahlt im diakonischen Dienst. Aber auch für sie ist in allen Ländern eine Diskussion über die Absenkung der kirchlichen Tarifgehälter im Gange, im Bereich der Landeskirche Hessen-Nassau wurde sie schon umgesetzt. Deshalb könnte die Befürchtung schon zutreffen, daß man bald keine motivierten Bewerber mehr finden kann, falls die Hartz-IV-Leistungen nicht deutlich gesenkt werden…“

In Neumünster soll mit Mitteln aus dem europäischen Sozialfond, einen Betrag 479.500 EUR, das schon bestehende Sozialkaufhaus im Parkcenter erweitert werden. 45 Ein-Euro-Jobs sollen nach dem Willen der Diakonie geschaffen werden.

Ein paar Tage später fordert der Präsident der Diakonie Dr. theol. h. c. Jürgen Gohde gemeinsam mit dem deutschen Städtetag, dem Deutschen Landkreistages, des Deutschen Städte- und Gemeindebundes und wie kann es anders sein, der Arbeiterwohlfahrt eine Kürzung der Regelsätze im Arbeitslosengeld II.

Es geht uns nicht darum, EIN-EURO-JOBs zu verteufeln, nur sollten diese mit den Betroffenen genau definiert werden. Die AWO selbst hat in einer Presseveröffentlichung vom 20.12.2004, geschrieben:

"Nach Ansicht der AWO darf in der Debatte um die Höhe des Existenzminimums nicht übersehen werden, dass zur Grundsicherung Zuschüsse für Miete und Heizung, ein Kinderzuschlag sowie Übergangsgelder hinzu zu rechnen sind. Die Einkommenshöhe reicht damit an die Niedriglohnsektoren heran. Beim Arbeitslosengeld II stocken Möglichkeiten des Hinzuverdienstes sowie die gemeinnützigen Arbeitsgelegenheiten mit Mehraufwandsentschädigung die Einkommen weiter auf."

Diese Presseveröffentlichung der AWO, zur Expertise des Paritätischen Wohlfahrtsverbandes (DPWV) zur Grundsicherung für Arbeitssuchende, kritisierte die Regelsätze die um 19 % unter dem früheren Sozialhilfeniveau liegen würden. Hier wird demnach dem Lohndumping über die EIN-EURO-JOBs das Wort geredet. Die AWO handelt also frei nach dem Motto: "Wer nicht im EIN-EURO-JOB arbeiten will, kann ruhig unter das soziokulturelle Existenzminimum fallen."

Mit scharfer Kritik hat deshalb der Hauptgeschäftsführer Dr. Ulrich Schneider, des paritätischen Wohlfahrtsverbandes (DPWV) die auch von einzelnen Wohlfahrtsverbänden, hier die AWO und Diakonie die erhobene Forderung nach einer Senkung von Hartz-IV-Leistungen zurückgewiesen: "Forderungen nach weiteren Leistungskürzungen sind angesichts des Umfangs sozialer Not unverantwortlich. Wer Kürzungen fordert, lenkt von den eigentlichen Problemen ab", sagte DPWV-Hauptgeschäftsführer Dr. Ulrich Schneider. Der Verweis auf angeblich zu hohe Leistungsansprüche oder eine zu geringe Arbeitsmotivation gehe an den sozialen Realitäten vorbei, sagte Schneider.

Folgende Pressemiteilung des Diakonischen Werks der Evangelischen Kirche in Deutschland gebe ich euch/Ihnen zur Kenntnis. In diesem Zusammenhang wurde im Diakonischen Rat, dem Aufsichtsorgan der Diakonie, die Frage der weiteren gedeihlichen Zusammenarbeit erörtert. Der Rat ist nach intensiver Diskussion zu der Auffassung gelangt, dass die Grundlagen hierfür nicht mehr bestehen. Daraufhin hat Präsident Dr. h.c. Jürgen Gohde sein Amt niedergelegt."

'Why put phone mast so close to schools?'

Residents are fighting plans to install a seven-metre-high mobile phone mast just 100 metres from two schools.

Seventy-eight Blackfen residents attended a meeting on Monday night to find out more about the application by T-Mobile.

The company submitted an application to Bexley council to install the mast at the junction of Days Lane, Berwick Crescent and Fen Grove on April 26.

Residents are concerned that the mast will be too close to Days Lane Primary School in Days Lane and Our Lady of the Rosary Catholic School in Holbeach Gardens. They say installing the mast so near the schools will endanger the health of the children.

Paul Crudge, 36, of Berwick Crescent, who is leading the campaign against the mast, said: "The siting is the main objection, but there are also the unknown effects the mast could have on people's health. We are also concerned about the devaluation of our houses. A local estate agent has said we could be looking at losing £10,000 to £20,000 on the price of our homes if the mast is installed."

Mr Crudge, a father of two, added: "We don't object to technology - we all have mobile phones - it's just the siting of the mast that concerns us. There has to be somewhere more suitable to put it." Objectors have until May 26 to send their views on the application to the council. Protestors are urging residents to send in letters of objection.

Barry Turner-Smith, community relations officer for T-Mobile, said residents had nothing to fear because all the company's telephone stations met the precautionary guidelines recommended in the 2000 Stewart Report.

Clock ticks on mast decision

Concerns have been raised about the safety guidelines governing radiation exposure to the public from mobile phone base stations

TIME is running out for the residents of Ashley Heath, near Ringwood, to lodge their objections against a plan to put up a 30-metre high mobile phone mast in the village.

Mobile phone company Orange PCS Ltd wants to build the mast comprising three antennae, four microwave dishes, six equipment cabinets, an electricity meter and associated fencing on land at the rear of the Forestry Commission office, just off Horton Road.

Objectors to the proposal have only until tomorrow to lodge their protests in writing with East Dorset district council.

Plans for the mast have already upset some residents and St Leonards and St Ives parish councillors, who have fears about its implications on their health, as well as the prospect of living in the shadow of such a "large" structure.

Parish clerk Ann Jacobs said: "The mast is too close to residential areas, it is too dominant and is a sensitive structure, with adverse implications in respect of public health."

Caroline Lucas, the Green Party Euro-MP for South East England, warned that safety guidelines for phone masts are inadequate.

She said: "Research conducted on behalf of the European Parliament has demonstrated those safety guidelines governing the exposure of radiation to the public from mobile phone base stations are inadequate.

"In the face of real health risks we should adopt the precautionary principle and stop allowing masts to be built at sites which are close to residential areas."

Ms Lucas added: "However, the planning laws make it difficult for local authorities to take risks to human health into account when deciding whether to give phone operators permission to erect masts.

"The government must review the legislation and require local councils to adopt the precautionary principle, when considering the siting of mobile phone masts."

If approved, the Ashley Heath mast would be the second to be built in the village.

Residents at Sunnyside Caravan Park already live within metres of a BT Cellnet mast, which caused controversy when it was in the planning stages.

East Dorset district council spokesman James Brightman said of the Orange mast application: "It is par for the course, although 30 metres is pretty tall. The government require 21 days for objections to be voiced and the time frame is considered to be satisfactory."

The council confirmed that there have been no objections from either Dorset county highways or the East Dorset tree officer.

A spokesman for the Forestry Commission said that an agreement had been reached in principle with Orange and the phone mast was going through the planning stages.

When asked if the commission had any concerns about the health implications for its employees at the Ashley Heath branch, the spokesperson said: "None, because the mast is around 80 yards away."

I am writing on behalf of Caroline Lucas, the Green Party Euro-MP for the South-East of England. Together with other Green colleagues, she has tabled an amendment to the European Parliament's 7th Framework Programme for Research. The amendment calls for research into electromagnetic radiation and therefore phone masts. As I am sure you will agree, there is an urgent need for research into the effect of electromagnetic radiation on health and wellbeing.

The amendment in question is number 629, pasted at the end of this message. It relates to the part of the programme which talks about Information Communication Technology research in general, and Caroline has proposed some additional text (in red) to try and ensure that health effects are closely monitored.

It is likely that this amendment will not be very popular which is why we are asking for your assistance in contacting MEPs to urge them to vote for it. It would be great if you could call on your contacts to write to the members of the Parliament's Industry, Research and Energy Committee (ITRE) - the lead Committee on this dossier - who are due to vote on this on 30 May. Expert to give views on masts

A WORLD authority on the health implications of mobile phone masts will be sharing his expertise with Swindon parents next week.

Roger Coghill will be giving a talk on the dangers of phone masts at the Pilgrim Centre in Regent Circus next Friday after being invited to the town by the Swindon-based charity Stop Harming Our Children (SHOC).

Mr Coghill, who runs an independent science laboratory in Pontypool, believes the health hazards of electromagnetic radiation from mobile phones, power lines and other sources are seriously understated.

And Basil Jones, chairman of SHOC's trustees, is hoping Mr Coghill's knowledge of the dangers of electromagnetic fields will bring the phone mast issue to the fore in Swindon. continued...

"Our function (at SHOC) is to bring to the public's attention important issues about threats to our children," Mr Jones said.

"As mobile phone masts is a big issue locally, with more than 400 masts alone in Swindon, we thought this would be a good starting point to see what kind of reaction we get from the public.

"So we found that one of the top experts in the field of electromagnetic fields was Roger Coghill and luckily he agreed to come along.

"He has pointed towards the need to be extremely cautious about mobile phone masts and it will be very interesting for us to hear what he has to say."

SHOC was founded last September by a group of worried parents and grandparents who wanted to raise awareness of child nutrition and vaccination advice.

Eventually, the aim is to visit local schools to give out information and advice with expert guest speakers.

The group's main purpose is to bring back knowledge that has often been lost in today's media, to the attention of parents.

Karen Kelly, of Manor Cres-cent, Moredon, has spent more than a year protesting against an O2 phone mast, which was put up close to her home.

The mum-of-two has campaigned tirelessly for the mast to be moved and has applauded SHOC's efforts in highlighting the potential dangers of mobile phone masts.

The mast has not been moved yet but O2 has agreed in principle. "I think a lot of these masts go up because people sit back and think there isn't a lot they can do about it," she said.

"But I think anything that draws people's attentions to the dangers has got to be a good thing.

"There does seem to be a general view that if you want mobile phones you have to accept the masts and I agree with that, but I do think these masts must be put up away from residential areas."

Mr Coghill's talk starts at 7.30pm, but the Pilgrim Centre will be open for tea and coffee at 7pm. All are welcome to attend.

How To Impeach A President (And A Vice-President), The California Strategy

We already know so many of you feel very strongly that the well-deserved impeachment of President Bush and vice-president Cheney is long overdue. We don't have to recite their many lies and illegal acts which have been allowed by a spineless Congress. The question is, what will persuade these worthless incumbents that we the people are SERIOUS about demanding accountability?

There can only be one answer. They must see one of their cowardly own lose an election to a candidate taking a strong stand for impeachment, and we don't have to wait until November to do it. In fact, the sooner the better. And that means a successful primary challenge.

For the next three weeks we are going to put every effort into making that a reality in California. There is already a movement in the CA legislature to initiate the call for impeachment (AJR 39), using a Congressional rule allowing a state to do that. And, we have at least two Congressional candidates in Democratic primaries in the Los Angeles area who have agreed to team up to take a stand on an impeachment platform, Charles Coleman, Jr. (CA-28) and Bob McCloskey (CA-29). These are two very safe Democratic districts, so whoever wins the primary will certainly win in November as well.

As you know, these candidates already have their own action pages on impeachment. What they have agreed to do is dedicate the bulk of any donations they receive from you from this email to running "call to action" campaign ads to encourage even MORE people to speak out now. What this means is that any contribution you can make will go directly into building the movement for impeachment itself. Please read on and you will understand the importance of this.

Some fear that taking a strong stand for impeachment will hurt our chances in November. The opposite is in fact true. Your fellow constituents, and this crosses party lines, are just as appalled as you are with our current members of Congress and their continued failure to stand up for us. Strong candidates who are NOT afraid to speak the truth, and NOT afraid to stand up now help our chances in November. By supporting these candidates, we can inspire the turnout we need to overcome the expected pre-meditated election fraud.

Some fear that challenging the president will mobilize his base against us. What base? Less than 30% still cling to the vain belief that Bush and Cheney are either competent or truthful. Instead, we will rally our own base in a way that is not otherwise possible, and it will be the other side who sits out the election in disgust with the neocon nightmare we have for an Administration.

Some fear that any replacement for either Bush or Cheney might be equally as bad, however, once enough people have spoken out to make impeachment happen in the first place, we will have the power to control who the successor is. And that successor, must of course be approved by Congress, a Congress finally chastened by the people's voice.

What we are asking is that everyone who reads this should contribute at least ten dollars to help these brave candidates run their call to action ads. They want to run ads on Air America, not just in Los Angeles, but nationally to build the people's impeachment movement. They want to run ads in the L.A. Times so that the impeachment movement has real visibility. If each and every one of you can just contribute what you can now, this could be a real tipping point.

If you can contribute more, what a blessing that would be. There are many for whom $25, $50 or $100 is something they could comfortably do. THIS is the one that could mean the difference between being stuck with the same smug losers for what could be the last gasp of our great democracy, or replacing them NOW with candidates with the courage to take a stand for us.

This is your chance America. This is your chance to be rid of Bush and his gang of cronies forever. They remain in power only because they have conned you out of your own democracy. They remain in power only because we have not yet all spoken out at one time, all at the same time, to finally throw them out.

Look at what they have done to our country. Look at what it costs you every day extra just in the increase in gas prices caused entirely by their reckless destabilization of the Middle East, which they are determined to turn into an even wider conflagration. Look at all the money they have stolen from your own pocket to give lavish gifts to their most wealthy corporate cronies, in unlimited interest rates, propped up prescription drug prices, and paid for by the gutting of programs for the most needy.

Then, please think what it would be worth to you to remove our tormentors from office right now. And whatever that number is, make that donation today to build the impeachment movement which will make it happen.

Please take action NOW, so we can win all victories that are supposed to be ours, and forward this message to everyone else you know.

wir bitten Euch um Unterstützung für eine kurzfristige - aber längst überfällige - Aktion zum Grundgesetztag.

Ihr kennt vermutlich die skandalöse Antwort des Generalbundesanwalts zu den erneuten Anzeigen nach Bekanntwerden der Unterstützung von BND-Agenten für die US-Armee im Irak-Krieg. Kern: Das wäre ja Beteiligung an einem Angriffskrieg gewesen, aber nur die Vorbereitung sei strafbar. Da ist also der Gesetzgeber gefordert und den wollen wir jetzt dazu öffentlich ansprechen.

Sehr geehrte Damen und Herren,

aus Anlass des Grundgesetztages am 23. Mai appellieren wir an alle Abgeordneten des Deutschen Bundestages - zugleich formell als Petition an den Deutschen Bundestag -, den Gesetzgebungs-Auftrag aus Artikel 26 Grundgesetz endlich umzusetzen. Der Grundgesetzartikel 26 legt im Kontext mit Artikel 24 und 25 sowie der Präambel des Grundgesetzes die Friedensverpflichtung der Bundesrepublik Deutschland fest. Artikel 26 Grundgesetz fordert explizit, alle friedensstörenden Handlungen, insbesondere die Führung eines Angriffskrieges, unter Strafe zu stellen.

Inzwischen hat sich die Bundesrepublik Deutschland 1999 an einem völkerrechtswidrigen Angriffskrieg gegen die damalige Bundesrepublik Jugoslawien beteiligt. 2003 war die Bundesrepublik Deutschland an dem auch vom UN-Generalsekretär Kofi Annan als völkerrechtswidrig gekennzeichneten Angriffskrieg einer alliierten Koalition u.a. mit Gewährung von kriegsrelevanten Überflugrechten und kriegsunterstützenden Aktivitäten von BND-Mitarbeitern beteiligt. Solche Handlungen werden vom Grundgesetz in Artikel 26 als verfassungswidrig gekennzeichnet.

Mitglieder aus der Friedensbewegung, die in diesen Kontexten Strafanzeigen gegen verantwortliche Mitglieder der jeweiligen Bundesregierungen gestellt hatten, wurden seitens des Generalbundesanwaltes dahingehend belehrt, dass der Strafgesetzbuch-Paragraph 80 zum Verbot der Vorbereitung eines Angriffskrieges nicht hinreichend sei, um Ermittlungen einleiten zu können. Zum einen verwies der Generalbundesanwalt darauf, dass § 80 StGB lediglich die Strafbarkeit der Vorbereitung (also nicht der Führung!) eines Angriffskrieges umfasse (3 ARP 8/06-3). Diese Interpretation steht in offenem Widerspruch z.B. zu den Ausführungen des Bundesverwaltungsgerichts zur Gehorsamsverweigerung eines deutschen Soldaten im Irak-Krieg (BVerwG 2 WD 12.04). Zum anderen wurde bemerkt, dass Artikel 26 Grundgesetz zwar ein umfassendes Friedensgebot enthalte, § 80 StGB jedoch keine dementsprechend umfassenden Sanktionen vorsehe. Man habe sich 1968 im Strafrechtsausschuss nur auf eine Teilumsetzung des Artikels 26 Grundgesetz einigen können. Der Generalbundesanwalt führte aus (3 ARP 84/03-3): "Bei den Beratungen wurde deutlich, dass die Durchführung des verfassungsrechtlichen Gesetzgebungsauftrages erhebliche Schwierigkeiten bereitete und dass deshalb eine vollständige Umsetzung nicht in Betracht kam (vgl. BT-Drucks. V/2860)."

Es ist nun - angesichts möglicherweise neuer bevorstehender Kriege - an der Zeit, endlich den Gesetzgebungsauftrag aus Artikel 26 Grundgesetz zu erfüllen und den Anforderungen in vollem Umfange nachzukommen. Deshalb richten wir zum Grundgesetztag 2006 diesen Appell an den Deutschen Bundestag! Alle friedensstörenden Handlungen müssen als verfassungswidrige Handlungen unter Strafe gestellt werden. Wir verstehen das Strafrecht in diesem Bereich als Ausdruck einer dem Frieden in der Welt dienenden verantwortlichen Politik, die verbindlich, klar und eindeutig Grenzmarkierungen aufzeigt, um die Friedensstaatlichkeit der Bundesrepublik Deutschland zu gewährleisten. Statt einer Neudefinition des Verteidigungsfalles oder der Kriegslegitimation angeblich völkerrechtsgewohnheitsmäßig auf dem Vormarsch befindlicher "präventiver, humanitärer Angriffskriegsberechtigungen" bedarf es einer Rückbesinnung auf die Friedensstaatlichkeit des Grundgesetzes!

Neue Mobilfunksender für Vollmarshausen - T-Mobile und Gemeinde im Clinch

Lohfelden. Der Kirchturm in Vollmarshausen wäre ein idealer Standort für eine Mobilfunkanlage. Das dachten zumindest die Planer des Telefonriesen T-Mobile, und nahmen Kontakt mit der Kirchengemeinde auf. Doch die lehnte eine Sendeanlage auf dem Turmdach ab. Das war bereits vor etlichen Jahren.

Seit vergangenem Jahr nun beschäftigt die Suche nach geeigneten Mobilfunk-Standorten eine von der Gemeinde eigens eingerichtete Kommission. Vertreter von Parteien, aber auch sachkundige Bürger und Mitglieder von Bürgerinitiativen suchen zusammen nach verträglichen Standorten. Auch ein Gutachten wurde in Auftrag gegeben.

Man wolle für die Lohfeldener "die bestmögliche Lösung", sagt Bürgermeister Michael Reuter, und zwar "was die Nutzung von Handys angeht, aber auch um eventuelle Gefährdungen auszuschließen oder gering zu halten".

Die Kommission hat aufgrund des Gutachtens nun zwei Standorte außerhalb der Vollmarshäuser Ortslage auf gemeindeeigenen Grundstücken vorgeschlagen: Auf dem Hohen Rod und Am Hempel. Sie treffen bei den Mobilfunkbetreibern allerdings auf ein geteiltes Echo. Während die Telefongesellschaft O2 sich einen Funkmast Auf dem Hohen Rod vorstellen kann und laut Bauamtsmitarbeiterin Jutta Kothe bereits eine entsprechende Bauvoranfrage gestellt hat, lehnt der Branchenriese T-Mobile die beiden Standorte ab. Sie seien ungeeignet, teilte Maika-Alexander Stangenberg als Sprecher der T-Mobile in Hamburg auf Anfrage mit.

Der erste Standort sei "funktechnisch zu weit weg vom zu versorgenden Gebiet", der zweite komme "aus bautechnischen Gründen" nicht infrage, so Stangenberg. T-Mobile favorisiere stattdessen die Installation auf einem Mast der Hochspannungstrasse, die am Hempel vorbeiführt und sich im Besitz der Deutschen Bahn befindet.

Darauf will sich wiederum die Gemeinde nicht einlassen. "Das ist uns zu nah an der Bebauung", sagt Jutta Kothe. Die Gemeinde muss bei einer Standortentscheidung gehört werden, verhindern kann sie ihn letztlich jedoch nicht.

Bei dem Streit geht es auch um die Frage, welche Versorgung Telefonkunden beanspruchen können. Das Gemeindeparlament Lohfelden betrachtet nach einem Beschluss vom vergangenen September eine Grundversorgung mit Mobilfunk als gegeben, wenn im bebauten Gebiet außerhalb von Gebäuden telefoniert werden kann (Outdoor-Versorgung). Den Mobilfunkbetreibern ist das zu wenig. Sie wollen eine Indoor-Versorgung realisieren. "Für uns ist es wichtig, dass unsere Kunden dort telefonieren können, wo sie sich gerade befinden, auch zu Hause und an der Arbeit", sagt Stangenberg. Dafür sei ein engmaschiges Netz von Sendern nötig. Die Standorte innerhalb des wabenförmigen Netzes seien nicht beliebig verschiebbar.

ANGER OVER PLANS FOR MOBILE MAST NEAR SCHOOL

SCHOOL governors and neighbours are up in arms about a proposed mobile phone mast near their school and homes in Horncastle. During the past two weeks posters have appeared near Queen Elizabeth's Grammar School informing people of a proposed T-Mobile telephone mast.

The sign informed people the phone company is considering installing a 15m radio base station at Reindeer Close Industrial Estate to provide coverage to the Horncastle area.

School governors have, through headteacher Tim Peacock, asked parents to write to the company with their objections to the mast.

A letter to all parents stated: "It has been bought to out attention that plans exist to locate a telecommunications mast on the Reindeer Close site.

"We feel this is entirely inappropriate. Children should not be exposed to unnecessary risks."

An East Lindsey District Council spokesman explained: "The planning department has been approached to give pre-application advice relating to a proposed mobile phone mast to serve Horncastle.

"One of the sites proposed was on the Reindeer Close Industrial Estate."

Dangerous additions to masts

The other day I noted 3 white vans driving in convoy, very early in the morning and one turning into a Mr. Williams' smallholding where he has a Vodafone and an Orange mast. The van stopped next to the Vodafone mast and on its side was printed something like _www.rtn.com_ http://www.rtn.com/ . These masts are fairly near our house and I looked up the website when I got back from the school run. As follows some of the stuff pulled up from the web.

What we are really concerned with here is that it appears that new technologies are being applied to the existing ones. We already know that Vodafone are in big poo with bugging. We also know that CIA, etc are involved. I have spoken to several people whose opinion and technological expertise is worth listening to and Barrie Trower has confirmed that surveillance is one of the technologies not only being considered, but actually being tested.

What this means is that we now have to be extra vigilant. Who knows what is going up and where and what will be the outcome? Working together and chiselling away, we will get somewhere.

We have vodaphone bulldozing here, laying the cables for the mast before the application is in etc. Not only that but sensitive people have had a rough (but different kind of rough) week or so here, including me. All saying words wrongly, having trouble thinking straight, pain in the left side of the neck which travels to ears and head at times, the usual sore throat, a sort of "can't be bothered to do anything" and inertia - which you know is way out of character for me! Another sensitive person came to see me yesterday and she said she was shocked at how I looked (Great pick-you-up line, but she cared, so it was okay!) She even phoned today to check how I was. No idea what is going on but th Hutchison 3G at west park sprouted 3 small square boxes a while ago and an extra small cabinet. Bognor was hell last week! (And some minor TV disruption here, too)

Yet another band of frequencies to bombard us all with (above 60 GigaHZ.), undoubtedly un-researched as to the likely adverse effects on plant and animal life. Possible military communications systems being surreptitiously installed on normal masts.

Like Lord Nelson, these people "see no ships" or the gathering storms of ill health on the horizon in the years ahead.

We feel so saddened that the young in particular are being brainwashed into thinking they NEED these technologies in order to have a full and happy life. They have already become addicts. We see it every day, a compulsive disorder, that drives many to get withdrawal symptoms if they are parted from their beloved phones.

Like Lemmings they will soon be running headlong over the precipice with their phones glued to their ear, to late to stop and turn around, and texting home on the way down "why didn't somebody tell me". So sad !!

With reference to Vivienne's contribution of a few days ago, something has occured in my area which could possibly be connected.

My day started early with an elderly neighbour having bad nosebleeds. When I went in to care for her I was almost knocked out by the strength of the emissions in her home. Within a short while the blood circulation in my feet had slowed and they gradually became mottled mauve/red/blue and painful. My knees and neck hurt, I could not think straight, talk straight, or concentrate, and I felt quite unwell. Being sensitve to this technology I knew it was TETRA but I could not figure out why or how. I went back to my protected home to recover and visited her later in the morning when she phoned to say she had another nosebleed and felt unwell. She has rarely ever had nosebleeds before and she is 86.

Later her son told me that he had been helping with a charity run from West Park (less than a mile from here) to Felpham (perhaps2/3 miles away from West Park) He said that a temporary mast had been erected in minutes for the police to use, as they needed a lot more handsets for extra police. Some people complained of feeling unwell during the morning.

The mast was erected and connected to the Hutchison mast's electrical supply in some way, he was told, by a firm called Raynet but he didn't know how it was spelt. That was how it sounded. The mast was switched off once the race was completed and taken away.

I wondered if we could expect temporary masts to appear anywhere/anytime if the police needed to use extra handset! That is quite a scary thought for those of us who are unwell around them.

Is Congress aiding and abetting the creation of a police state? Recently, the chairman of the House Intelligence Committee, Pete Hoekstra, R-Mich., helped to give the CIA and NSA unprecedented police powers. By inserting a provision in the FY07 Intelligence Authorization Act, Hoekstra has undermined the existing statutory limits on involvement in domestic law enforcement. This comes after revelations in January of direct NSA involvement with the Baltimore police in order to 'protect' the NSA Headquarters from Quaker protesters. Add to this, the disquieting news that the White House has been barraging the CIA with totally improper questions about the political affiliation of some of its senior intelligence officers, the ever widening use of polygraph examinations, and the FBI's admission that it acquires phone records of broadcast and print media to investigate leaks at the CIA. I, for one, am reminded of my service in the police state of the U.S.S.R., where there were no First or Fourth Amendments...

SANTA CRUZ — A new Westside elementary school is closing its doors following plans by First Congregational Church to install three cell-phone transmitters next door atop its 80-foot steeple.

Una Familia, the private school at 900 High St. that serves 25 kindergarten through fifth-grade students at 900 High St., has a stated mission of incorporating neuroscience into its curriculum. It's an emphasis that school founder Joan Harrington, who rents the space from the church, says is inherently incompatible with a business deal she says would bathe the neighborhood in electromagnetic radiation.

"This has ruined my business because the families that come to me were coming to be part of this special program," said Harrington, who taught at Bonny Doon School for 20 years before opening Una Familia on the old Pacific Collegiate site in January. "It makes absolutely no sense for me to go forward with my research."

Part of the school's so-called "brain-based" educational model looks at how ambient radiation impairs student performance and intensifies student distractibility.

Cell phone companies have long maintained that there isn't any clear evidence that cellular towers pose any health risks. In the Telecommunications Act of 1996, Congress banned local governments from blocking towers on safety grounds.

First Congregational Church's senior minister Dave Grishaw-Jones said he's heartbroken by the situation with the elementary school.

"We believe Jean's mission at the school fit our values as a progressive church," Grishaw-Jones said. "If our leadership felt the science was clear, we'd back off in a flash. Science is used in different ways, and we thought it's best not to be intimated."

Built in the late 1950s, the church's steeple is now is disrepair and needs to be stabilized, Grishaw-Jones said. A financial deal initiated by cell provider Sprint will allow the church to keep the steeple, he said.

Raising funds to fix the steeple is one thing, local activists contend, but doing it by building a cell transmitter to benefit a private enterprise is another.

Though the new transmitters are intended to smooth out patchy phone service in the area — a frequent complaint of UC Santa Cruz staff and students nearby — Harrington and other opponents view them as nothing less than an affront to human health and the democratic process.

"It's a usurpation of our rights to choose the hazards we want or don't want to be exposed to," said Deborah Salisbury of the Alliance for Wireless Hazard Protection based in Live Oak.

Parent Annemarie Bertschi had two children enrolled in art classes at Una Familia.

"I've looked at some of the data around cell towers and a 1,000 foot buffer would be more reasonable; this is way too close," she said.

But apparently there's already a smaller cell tower much closer to the school, hidden inside a fake chimney on the church roof; it's been there since 1999. Harrington said she learned about it just five weeks ago, adding that the existing tower was also a factor in her decision to close the school.

The federal ban that prevents local governments from using health concerns as a factor in regulating cellular towers hasn't stopped some area governments. Some have called for moratoriums on tower building, and places like Gilroy have passed local laws to restrict the size, shape and location of future cell sites.

No moratorium exists in Santa Cruz, but the proposal by First Congressional Church still requires the City Council's approval, Grishaw-Jones said.

Last month, the U.S. Food and Drug Administration said it will review wireless phone safety following a recently published study that raised concerns about a heightened risk of brain cancer. The agency continues to monitor studies for possible health problems stemming from long-term exposure to radio frequency energy.

Earlier this year in Monterey, the city approved plans to install three cell phone towers disguised inside three specially constructed fiberglass crosses to be mounted atop St. Mark Coptic Orthodox Church. Elsewhere in the region, companies have begun disguising cell towers inside faux pine trees, water towers and billboards.

Das Haushaltsbegleitgesetz ist eine gigantische Fehlleistung der Großen Koalition und wird leider die gesamte Legislatur prägen. Der Beschluss über die größte Steuererhöhung in der Geschichte der Bundesrepublik entlarvt die Wahlkampfversprechen von SPD, CDU und CSU endgültig als Lüge. Insbesondere die Mehrwertsteuererhöhung ist unsozial, sie belastet vor allem Familien und sozial Benachteiligte und sie ist konjunkturfeindlich. Die öffentlich nahezu kaum beachtete Erhöhung der Pauschalabgabe für geringfügig Beschäftigte von 25 Prozent auf 30 Prozent ist pure Abkassiererei. Ein schwerer Fehler ist, dass der Umbau der sozialen Sicherungssysteme nicht wirklich begonnen wird, sondern beispielsweise Zuschüsse bei der Rentenversicherung durch die Große Koalition gekürzt werden. Das Haushaltsbegleitgesetz schadet den Menschen im Land! Notwendig für dieses Land ist: Vermögende und steuerlich Leistungsfähige deutlich stärker zu belasten, Steuervergehen entschieden zu bekämpfen und die sozialen Sicherungssysteme zu modernisieren und ihre Leistungsfähigkeit zu stärken.

Geese accused of contaminating a local lake will face a dark fate as early as this summer.

Wildlife experts say the number of Canada Geese at Collins Lake is now more than twice the number it should be.

So to fix the problem, about 150 birds will be trapped with nets, gassed with carbon dioxide, and then buried by late June.

The cost of this task will be $300,000 and the reason for this, according to the Times Union, is to restore the quality of the lake.

Collins Lake was closed last summer because of the high levels of E-coli Bacteria.

Many critics say they're unhappy with this decision, however village officials say it's the best option for now.

Scotia's mayor says next year the city will consider non-lethal means in addressing the ongoing problem.

There are many alternatives to stop reproduction of geese and to get them out of the area without harming or hurting them.
