Derzeit geistern verschiedene Modelle eines "Bürgergeldes" in der Öffentlichkeit, u.a. von Thomas Straubhaar (Hamburgisches WeltWirtschaftsInstitut). Fälschlicherweise wird dieses Bürgergeld von manchem auch als Grundeinkommen bezeichnet. Dazu erklärt die stellvertretende Parteivorsitzende Katja Kipping (MdB):

Das Grundeinkommen soll Menschen vor Armut, Ausgrenzung und menschenrechtswidrigem Arbeitszwang schützen. Es versteht sich als moderne Erweiterung des traditionellen Sozialsystems. Das von Thomas Straubhaar vorgestellte Bürgergeldkonzept erfüllt diese Anforderungen nicht: Es verhindert keine Armut, zwingt Menschen aufgrund der Existenznot in Niedriglohnjobs und entlastet die Arbeitgeber von ihren Beiträgen zum Sozialsystem. Diese Konzeption ist eine neoliberale Verballhornung des Grundeinkommens, hat nichts mit diesem zu tun. Nicht jeder, der das Wort "Grundeinkommen" in den Mund nimmt, meint damit ein bedingungsloses Grundeinkommen. Daraus kann man ersehen, dass linke Konzepte nicht vor neoliberalem Missbrauch geschützt sind: Die Forderung nach einer sozialen Grundsicherung wurde mit Hartz IV, die Forderung nach einem Mindestlohn wird Kombilohn à la Bofinger und die Forderung nach Vollbeschäftigung wird mit Armutsarbeit und workfare-Konzepten (keine Sozialleistung ohne Gegenleistung) ad absurdum geführt. Um so wichtiger wird es, die neoliberale Hegemonie zu brechen. Das Konzept eines bedingungslosen Grundeinkommens muss erstens eine gesellschaftliche Teilhabe sichern, also über 800 Euro liegen. Zweitens ist ein Mindestlohn einzuführen. Drittens werden nur steuerfinanzierte Sozialleistungen im bedingungslosen Grundeinkommen zusammengefasst und unnötige Sozialbürokratie abgebaut, nicht jedoch Sozialversicherungen. Viertens führt dieses Konzept zu mehr Kaufkraft für Menschen mit bisher geringem Einkommen, schafft also Arbeitsplätze und erhöht staatliche Einnahmen. Fünftens wird das Grundeinkommen finanziert durch die Einführung bzw. Erhöhung der Steuern für jene, die sie verkraften können, zum Beispiel Unternehmen und Vermögende. Das Grundeinkommen, das ich meine, ist also eine Ergänzung des solidarischen Sozialsystems. Die Linkspartei.PDS und WASG haben als einzige Parteien in ihren nunmehr gemeinsamen programmatischen Eckpunkten für eine neue LINKE, die Offenheit der Diskussion um das bedingungslose Grundeinkommen verankert.

Zur Interpretation des obigen “Wehgeschreis“ der beiden Autoren können einem richtig die Tränen kommen....., ausgerechnet Protagonisten, die im Auftrag und für gute Bezahlung der Mobilfunkbetreiber von einer Veranstaltung zur anderen tingeln, beklagen, dass sie kritisiert werden.

Die Krokodilstränen können nicht über die geleugneten Fakten hinwegtäuschen, dass es eben doch zahlreiche gegensätzliche Studien und Hinweise bezüglich des Gefährdungspotentiales gibt, welche von den Autoren nach wie vor vehement bestritten werden.

Zu empfehlen wäre es, wenn unabhängige Wissenschaftler und Ärzteorganisationen zu diesem Komplex ebenfalls im Scientifictionjournal mit einer Replik Position beziehen würden.

Sehr geehrte Frau Kollegin Herr,

mit großem Interesse habe ich Ihren Artikel (gemeinsam mit Prof. Eickmann geschrieben) in der Zeitschrift Umwelt, Forschung, Praxis 12(1) 5 (2007) gelesen:

„Können Handys Krebs auslösen? - eine Medienkontroverse zeigt die Problematik der öffentlichen Mobilfunkdiskussion.“

Ich möchte Ihnen mit diesem offenen Brief auf einige Aspekte in Ihrem Artikel antworten und schicke ihn als Leserbrief auch an die Zeitschrift Umwelt, Forschung, Praxis.

Sie beklagen sich, dass u.a. in Ärzteappellen „gebetsmühlenartig“ über Gesundheitsbelastung durch Mobilfunk berichtet wird. Und sie vertreten die Ansicht, dass „das Feld in der öffentlichen Diskussion und Kontroverse...den Panikmachern und Polemikern überlassen“ werde.

Sie berichten, dass immer weniger Experten bereit seien, die von Ihnen vertretenen Ansichten in der Öffentlichkeit zu vertreten. Deswegen fordern Sie dafür die „Unterstützung...der organisierten Ärzteschaft.“

Ich möchte auf mein Schreiben an Sie vom November 2006 zurückkommen, das ich Ihnen nach einer Fortbildungsveranstaltung des Informationszentrums Mobilfunk (IZMF) für Ärzte in Freiburg geschickt hatte. Dort waren Sie als Referentin aufgetreten.

Sie hatten u.a. berichtet von Ihrer Studie von 2005 / 2006: „Entwicklung des Gesundheitszustandes der Bevölkerung seit flächendeckender Einführung des Mobilfunks – Literaturbewertung auf Basis der Forderungen der Appelle und Stellungnahmen von niedergelassenen Ärzten“.

Ich schrieb Ihnen u.a. sinngemäß::

Das Leiden von Tausenden von Patienten und die Beobachtungen von Hunderten von Ärzten durch eine Literaturstudie zu widerlegen: was hat das mit Arztsein und Wissenschaft zu tun? Es gibt Hunderte von gut dokumentierten Fällen von elektrosensitiven Menschen, die zunächst unter unerklärlichen und therapieresistenten Beschwerden litten. Und deren Beschwerden verschwunden sind, nachdem sie z.B. das Schnurlos - DECT - Telefon aus ihrer Umgebung entfernt hatten. Wie würde es diesen Menschen gehen und etwa deren behandelnden Ärzten, wenn Sie diese aufsuchen und ihnen erklären würden, dass Sie mittels Literaturstudium die Beobachtungen und Erfahrungen der Betroffenen und der Ärzte widerlegt hätten?

Angesichts der erdrückenden und bedrückenden Faktenlage zu den um sich greifenden Erkrankungen durch Mikrowellenbelastung ist es ein besonderes Problem, dass es den meisten Ärzten bisher so geht wie einem von mir zitierten Kollegen, der von sich feststellte, zunächst „unbedarft“ hinsichtlich Mikrowellenwirkung gewesen zu sein und zunächst schnell dabei war, alles für „Spinnerei“ zu halten.

Mit Ihrem Einsatz auf den Veranstaltungen des IZMF tragen Sie dazu bei, dass das möglichst lange so bleibt.

Ihre Tätigkeit dort läuft meiner Meinung nach darauf hinaus, uns Ärztinnen und Ärzte aufzufordern, dringend notwendige Hilfeleistung zu unterlassen und uns selbst nicht zu schützen. Es entsteht der Eindruck, als gäbe es Entwarnung in Sachen Gesundheitsgefahren durch Mobilfunk. Und das fällt genau zusammen mit den Plänen der Mobilfunkindustrie zu ungebremstem Ausbau immer neuer, medizinisch ungeprüfter Mobilfunkanwendungen.

Sie haben sicher keine beneidenswerte Arbeit, auf derartigen Veranstaltungen des IZMF aufzutreten. Aber es ist Ihre Entscheidung.

Und nun mein Anliegen an Sie, das mir am Herzen liegt:

Bitte treffen Sie erneut eine Entscheidung. Erinnern Sie sich daran, weswegen Sie einmal Ärztin geworden sind und an Ihren ärztlichen Eid. Beenden Sie Ihre meiner Meinung nach unärztliche Tätigkeit für die Interessen der Mobilfunkindustrie und kehren Sie zurück zu Tätigkeiten der Vorsorge und als Anwältin von Patienten. Und damit auch als Anwältin für sich selbst.

Die Kompetenzinitiative zum Schutz von Mensch, Umwelt und demokratischen Grundrechten ( http://www.kompetenzinitiative.de ) bietet Ihnen einen wissenschaftlich sachlichen öffentlichen Disput an. Das würde auch Ihrem in dem obigen Artikel erwähnten Anliegen nach „unvoreingenommener Aufklärung der Bevölkerung“ entgegenkommmen. Dort könnte Ihr Kenntnisstand mit dem von unabhängigen Wissenschaftlern und Ärzten der Initiative ausgetauscht und die unterschiedlichen wissenschaftlichen Erkenntnisse einem breiten Publikum bekannt gemacht werden.

Über eine Antwort würde ich mich freuen.
