Antenna plan irks residents

At least a dozen residents are furious about AT&T's plans to put five antennas on the roof of the Ashland Street Cinemas, the movie theater in south Ashland.

At a community meeting the cell phone company held Thursday night at First Presbyterian Church, the residents said they're concerned that radiation from the antennas could affect their health and even cause cancer.

LobbyControl enthüllt erneut verdeckte Öffentlichkeitsarbeit - gleiche Methoden und Akteure wie im Fall der Deutschen Bahn

Nach den Enthüllungen zur verdeckten PR der Deutschen Bahn ist es uns erneut gelungen, einen Fall verdeckter Öffentlichkeitsarbeit ans Licht zu bringen:

Der Verband der Deutschen Biokraftstoffindustrie e.V. (VDB) räumte gestern ein, dass er 2008 monatelang mit unlauteren Mitteln Werbung für seine Ziele – die positive Darstellung von Biosprit – betrieb. Der heutige VDB-Präsident Claus Sauter bestätigte gegenüber LobbyControl, dass der Verband Anfang 2008 das deutsche Lobbyunternehmen EPPA GmbH – bekannt aus dem Zusammenhang mit der Bahn-Affäre im Mai - mit der Erstellung einer Analyse und der Durchführung einer Kampagne beauftragt hat. Wie im Fall der Bahn war die Denkfabrik Berlinpolis an der Ausführung beteiligt. Auch die eingesetzten Mittel gleichen sich.

Wie bei der Bahn: EPPA GmbH und Berlinpolis beteiligt

Laut Aussage von Claus Sauter sind Rüdiger May und Josef Grendel bereits Mitte 2007 im Namen von EPPA GmbH an den Verband herangetreten. Umweltverbände und Entwicklungsorganisationen hatten zu der Zeit zunehmend ökologische Bedenken vorgebracht und Biokraftstoffe als Auslöser von Hunger in Entwicklungsländern kritisiert. Die Debatte wurde (und wird) in der Öffentlichkeit sehr kontrovers geführt. Das Angebot der EPPA GmbH habe vorgesehen, eine Analyse der Berichterstattung vorzunehmen und eine Öffentlichkeitskampagne anzuschließen, die der Kritik entgegen wirken sollte.

Im Anschluss an den Vertragsabschluss begannen Mitarbeiter von Berlinpolis, unter Leserbriefe zu veröffentlichen, die nicht als PR gekennzeichnet waren. Von wenigen Ausnahmen abgesehen findet sich kein Hinweis auf ihre Tätigkeit bei Berlinpolis. Ein Auftragsverhältnis zum VDB ist nicht erkennbar. Die Leserbriefe wurden unter anderem bei FAZ.Net, FR-Online, Welt, Junge Welt, Märkische Allgemeine und der Taz veröffentlicht. Darüber hinaus publizierte der Berlinpolis-Geschäftsführer Daniel Dettling Artikel im Namen von Berlinpolis bei der FTD und der Welt, die sich für die positiven Aspekte des Biosprits aussprachen. Wie schon im Fall der Bahn wurde die Internetseite www.zukunftmobil.de, die inzwischen aus dem Netz genommen wurde, als Plattform für Online-Beiträge genutzt, die nicht als PR erkennbar waren.

Des Weiteren gab Berlinpolis eine Forsa-Umfrage zum Thema Biosprit in Auftrag und veranstaltete eine Podiumsdiskussion mit dem Titel "Tank oder Teller?". Auf dem Podium anwesend waren unter anderem die CDU-Politikerin und Parlamentarische Staatssekretärin Ursula Heinen (BMELV), Michael Kauch (MdB und umweltpolitischer Sprecher der FDP-Fraktion) sowie Helmut Lamp (MDB für die CDU und Vorstandsvorsitzender des Bundesverbandes Bioenergie). Eine finanzielle Vergütung der Politiker soll es nicht gegeben haben.

Berlinpolis betrieb Webauftritt eines Ministeriums

Weitere Brisanz erhält der Fall durch Artikel der Berlinpolis-Mitarbeiter Katrin Päzolt und Martin Becker zum Thema Energie auf der Website "Kreativen Ökonomie". Dieser war nicht als PR-Beitrag gekennzeichnet. Die Seite wird vom Ministerium für Wirtschaft, Mittelstand und Energie in Nordrhein-Westfalen betrieben, das sich auch mit Biosprit-Fragen beschäftigt. Aufbau, Programmierung und Pflege der Website unterlag von 2007 bis 2009 Berlinpolis. Laut Wirtschaftsministerium ist der Vertrag aber inzwischen ausgelaufen.

VDB-Präsident Claus Sauter erklärte, nichts von den verdeckten Aktionen gewusst zu haben. Ihm seien lediglich die zwei Artikel von Herr Dettling und der Webauftritt bei zukunftmobil.de bekannt gewesen. Nicht auszuschließen sei jedoch, dass diese möglicherweise mit dem damaligen Präsidium oder der damaligen Geschäftsführung abgesprochen waren.

Nach Angaben des VDB wurde der Vertrag Mitte 2008 vorzeitig gekündigt. Wie viel Geld im Rahmen des Auftrages geflossen ist, will der VDB nicht offen legen.

Verpflichtende Lobby-Transparenz dringend nötig

Wie im Fall der Bahn wurde hier mit den gleichen Methoden versucht, Öffentlichkeit und Politik dadurch zu beeinflussen, dass vermeintlich unabhängige Dritte im Sinne der Biosprit-Industrie in die öffentliche Debatte eingriffen. Diese Manipulation von Politik und Öffentlichkeit ist absolut inakzeptabel!

Erst Ende letzter Woche hatte der Deutsche PR-Rat, das Selbstkontrollorgan der PR-Branche, die EPPA GmbH für die Durchführung und Steuerung der Bahn-Affaire öffentlich gerügt. Laut PR-Rat hat das Lobbyunternehmen keinerlei Mitwirkung am Verfahren gezeigt. Deshalb könne nicht bewertet werden, ob EPPA GmbH inzwischen von seinem "unethischen Geschäftsgebaren" Abstand genommen habe. Diese mangelnden Aufklärungsmöglichkeiten des PR-Rates zeigen, dass eine freiwillige Selbstkontrolle im Ernstfall ein zahnloser Tiger bleibt.

FEARS of radiation have sparked Hervey Bay residents to fight against two mobile phone towers in their back yards.

A group of Dundowran people claim they've been left in the dark after opposing a 51.3m-tall Optus tower, proposed for a site near Carls Road, back in April.

“We've heard absolutely nothing from (the council),” Col Jones from Dundowran said.

Mr Jones was sent a letter from Fraser Coast Regional Council almost two weeks ago stating all objections had been received.

PLANS for a controversial 11.5m phone mast in Pinner allowed after a Harrow Council blunder could be shelved, and replaced with a mast more than twice its size.

Desperate council officers have been bargaining with phone company Orange to stop the phone mast being erected on a treasured patch of grass at the junction of Rayners Lane and Grove Road.

It would have been built after planning permission was accidentally granted because officers failed to notify Orange its application had been refused.

Do people go to war because it is part of human nature? If so, then we might consider it impossible to do away with war. But there is no evidence, in biology, or psychology, or anthropology, of a natural instinct for war. If that were so, we would find a spontaneous rush to war by masses of people. Such defenders often cite fantastic scenarios similar to the following: Imagine a terrorist group is planning to detonate a nuclear bomb in the middle of a major US city. Now imagine that one of the terrorists is captured by the CIA. The terrorist won’t reveal the information needed to stop the attack so he must be tortured until he gives up the information, allowing the CIA to stop the attack and save hundreds of thousands of lives. Such defenders then pose the question, ‘How could it be wrong to torture one evil person in order to save hundreds of thousands of lives?’ In other words such defenders cite as their ‘proof’ that torture is moral an imaginary scenario which has never occurred and which has no basis in reality...

CATFORD: Residents fuming over 'ugly' phone mast

RESIDENTS are fuming after council planners missed the deadline to challenge proposals for an “ugly” phone mast for the second time.

Lewisham Council had 56 days to object to an application by phone company Vodafone to build a mast disguised as a lamppost next to Forster Park, in Whitefoot Lane, Catford.

But despite local opposition to the plans, the council missed the deadline to challenge the plans by one day.

Residents are furious because the 12-metre mast will be built next another one, built in 2006, which the council also failed to block within the required time period.

CALLING FOR CONSULTATION: Surfdale residents Stephanie Honeychurch, Dr Stuart Reuben, Andrew Crawford and children Archie and Maddie

The Waiheke Community Board is being urged to help get consultation over cell phone towers in the light of protests elsewhere as health concerns grow.

The renewed plea comes from resident Andrew Crawford following a resource consent application lodged last year for a cell phone tower on the Surfdale Bowling Club.

The application sparked concerns among more than 400 residents.
