"Hartz IV"-Klagen erreichen neuen Höchststand

Die Klageflut gegen die Arbeitsmarktreform "Hartz IV" hat einen neuen Höchststand erreicht. Im vergangenen Jahr wurden bei den deutschen Sozialgerichten 136.614 neue Verfahren rund um das zum 1. Januar 2005 eingeführte Arbeitslosengeld II registriert, wie das Bundessozialgericht (BSG) am 28. Januar in Kassel mitteilte. Gegenüber dem Vorjahr sei das ein Plus von 38 Prozent.

"Subventionen für Arbeitgeber"

Minijobs haben den deutschen Staat im vergangenen Jahr knapp vier Milliarden Euro gekostet. Zu diesem Ergebnis kommt einem Bericht der "Frankfurter Rundschau" zufolge der Deutsche Gewerkschaftsbund (DGB) in seinen Berechnungen zu den Subventionen für die geringfügige Beschäftigung. Demnach gingen den Sozialversicherungen durch Minijobs rechnerisch zwischen 2,2 Milliarden und 2,4 Milliarden Euro an Beiträgen verloren. Die öffentlichen Haushalte verzichteten darüber hinaus auf Steuerzahlungen von einer bis 1,3 Milliarden Euro.

As follow up to your articles More Illnesses Linked to Bt Crops, and Mass Deaths in Sheep Grazing on Bt Cotton (SiS 30) describing health problems associated with genetically modified (GM) Bt cotton in India, I draw your attention to further symptoms of allergy reported this year in Sadalpur Village near Hisar in Haryana State, India. Farmers say skin itching is very common and even buffaloes and dogs are affected.

The itching started to appear during the Bt cotton season this year. The village Ayurvedic Hospital Compounder says that on average, 10 cases of skin allergy/itching symptoms in humans come to the hospital every day, and there is an increasing trend over the past three or so years. Even cotton factory workers in the area are complaining of an itching problem. Itching is observed mainly on the skin and in reproductive organs.

Animals are also affected. On average, 5-10 cases of skin allergy/itching in buffaloes are presented at the village veterinary hospital daily.

Thousands of sheep have died in Andhra Pradesh in past years, but there is still no real action on the part of Indian Government. Even the local and national media are not paying any attention to this problem. We have asked the local and national TV channels and newspapers to investigate into the problem caused by Bt cotton in humans and animals.

Schwerwiegende Wahlcomputer-Probleme bei der Hessenwahl: Wahleinsprüche und Nachwahlen erwartet

Beim Einsatz der NEDAP-Wahlcomputer bei den heutigen Wahlen zum hessischen Landtag kam es zu gravierenden Problemen und Unregelmäßigkeiten. Neben massiver Behinderung der Wahlbeobachtung in mehreren Gemeinden kam es zu einer Reihe von Vorfällen, welche die Behauptungen des hessischen Innenministeriums über die Sicherheit und Zuverlässigkeit der Wahlcomputer klar widerlegen. In mindestens einer Gemeinde wurden die Computer über Nacht in den Privatwohnungen von Parteimitgliedern gelagert. Dies sei "gängige Praxis", bestätigten Mitarbeiter des Ordnungsamtes den Wahlbeobachtern. Alle neun Wahlcomputer der Gemeinde Niedernhausen seien privat gelagert worden. "Die Lagerung der Wahlcomputer über Nacht zu Hause bei Lokalpolitikern ist das Albtraum-Szenario für eine Innentäter-Manipulation, auch nach der Logik des hessischen Innenministeriums. So etwas haben selbst wir uns nicht vorstellen können", sagte der Sprecher des Chaos Computer Club (CCC), Dirk Engling. In zwei Wahllokalen waren Wahlbeobachter des CCC für längere Zeit alleine mit den bereits angelieferten Wahlcomputern, bevor der Wahlvorstand eintraf. Manipulationen hätten problemlos vorgenommen werden können. In mindestens einem Wahllokal versagte die NEDAP-Technik: Ein Wahlcomputer in Viernheim zeigte nach Inbetriebnahme um kurz vor 8 Uhr nur eine Fehlermeldung an. Eine normale Wahl war somit unmöglich. Erst nach einer Stunde war ein Ersatzcomputer im Wahllokal eingetroffen. In dieser Zeit konnten viele Wähler ihr Wahlrecht nicht ausüben. In Obertshausen wurde interessierten Bürgern das Betreten des Wahllokals durch einen Mitarbeiter des Ordnungsamts verweigert, sogar die Festnahme wurde den Beobachtern angedroht. "Von Offenheit und der rechtlich verbürgten Öffentlichkeit der Wahl hat der Wahlleiter von Obertshausen offenbar noch nichts gehört", kommentierte CCC-Sprecher Dirk Engling. Schon im Vorfeld versuchten einige Wahlleiter, aktiv eine Wahlbeobachtung zu behindern. Die Beobachtungen von über 50 interessierten Bürgern ergaben weiterhin, dass ein großer Teil der älteren Wähler entgegen den Behauptungen im Vorfeld der Wahl Probleme hatte, die Stimme an den Computern abzugeben. Viele waren so überfordert, dass Wahlhelfer ihnen bei der Stimmabgabe Hilfestellung geben mussten. Der CCC besuchte auch die Verantwortlichen in den hessischen Gemeinden, die sich nach einer Testphase gegen die umstrittenen Wahlcomputer entschieden hatten. Als kleines Dankeschön überbrachten CCC-Aktivisten den Wahlhelfern in den entsprechenden Wahllokalen leckere Kekse zur Stärkung bei der Auszählung. Dabei ergaben sich interessante Einblicke in die Gründe für die Ablehnung der NEDAP-Wahlcomputer. Bei früheren Wahlen hatte Weiterstadt mit Computern abstimmen lassen. "Wir waren unter den ersten, die Wahlcomputer eingesetzt haben. Nach der ersten Wahl hatten wir jedoch das Gefühl, dass der Aufwand im Vorfeld zu groß war", sagte Herr Gerald Eberlein, Wahlleiter aus Weiterstadt. "Ich hatte einfach nur ein unsicheres Gefühl dabei", begründete er nun die Abkehr von den umstrittenen Computern. In Erzhausen wurde auch wieder auf Papier gewählt. "Wir hatten die Computer wegen des Kumulierens und Panaschierens gemietet, die versprochene Zeitersparnis war aber nicht eingetreten, es ist einzig teurer geworden. Deswegen haben wir wieder zu Papier gewechselt", sagte Dieter Karl, Bürgermeister von Erzhausen, dem CCC. Die vom kommerziellen Anbieter der NEDAP-Wahlcomputer versprochene Vorteile seien gar nicht eingetreten. In der Diskussion über die Sinnhaftigkeit von Wahlcomputern zeigt sich, dass sie nicht nur kein Personal einsparen, sondern ein Mehr an Kosten und Zeit für die Gemeinden bedeuten, der unbemerkten Manipulation des Ergebnisses Vorschub leisten sowie Senioren erhebliche Probleme bereiten. Die Vielzahl der Verstöße gegen die verordneten Prozeduren, die durch die Wahlbeobachter festgestellt wurden, und die Zuverlässigkeitsprobleme der NEDAP-Systeme verdeutlichen einmal mehr das grundlegende Problem von Wahlcomputern: die nicht vorhandene Überprüfbarkeit und Transparenz der Wahl. Weder Wähler noch Wahlhelfer konnten die Korrektheit der Stimmabgabe und Zählung nachvollziehen. Eine nachträgliche Neuauszählung ist de facto nicht möglich. "Die Wahlbeobachtung in Hessen zeigt, dass es endgültig Zeit wird, die Wahlcomputer auch in Deutschland aus dem Verkehr zu ziehen", sagte CCC-Sprecher Dirk Engling. "Gerade angesichts des knappen Wahlausgangs in Hessen werden die untragbaren Risiken von Computerwahlen überdeutlich." Der CCC dankt allen Wahlbeobachtern für ihr Engagement!
