Kinder müssen eigenständig sozial abgesichert werden

Zu Armut und Ausgrenzung von Kindern in Deutschland erklärt die stellvertretende Parteivorsitzende Katja Kipping:

Mit der Hartz-IV-Gesetzgebung wurden Armut und Ausgrenzung von vielen Menschen, insbesondere Kindern, durch die damalige rot-grüne Koalition verschärft. Jedes vierte Kind unter 5 Jahren lebt in Einkommensarmut. Etwa 1,7 Millionen Kinder müssen auf dem Hartz IV-Sozialgeld-Niveau leben. Schon damals haben PDS und WASG das Verarmungs- und Ausgrenzungsprogramm Hartz IV energisch bekämpft. Nun wird endlich auch von einigen Hartz-IV-Verursachern der Ruf nach Veränderungen laut. Die Regelsätze von Hartz IV entsprächen nicht mehr der Lebenswirklichkeit, so Katrin Göring-Eckardt von Bündnis
90/Die Grünen. Richtig ist, dass die Regelsätze weder für Erwachsene noch für Kinder jemals der Lebenswirklichkeit entsprachen. Das haben die Organisationen der Erwerbslosen, Wohlfahrtsverbände, WissenschaftlerInnen und DIE LINKE oft genug betont. Hartz IV war und ist Armut und Ausgrenzung per Gesetz! Die LINKE fordert neben einer Teilhabe sichernden repressionsfreien, individuell garantierten Grundsicherung für Erwachsene ebenso eine Teilhabesicherung für Kinder – eigenständig und unabhängig vom sozialen Status der Eltern und darüber hinaus den gesicherten Zugang aller Kinder und Jugendlichen zu den Bildungseinrichtungen wie Kindertagesstätten, Schulen, Hochschulen - unabhängig vom Geldbeutel der Eltern. Die Konzepte der LINKEN liegen dafür auf dem Tisch. Als dringende Sofortmaßnahme müssten die Kosten für Schülerbeförderung, Einschulung und Schülerspeisung als zu erstattender Mehrbedarf bei Hartz IV übernommen werden.

IG Metall droht mit Massenklagen gegen "Zwangsverrentung"

„Die IG Metall sieht Bezieher von Arbeitslosengeld II ab 2008 von einer "Zwangsverrentung" mit lebenslangen Rentenabschlägen von bis zu 18 Prozent bedroht. Grund ist nach Angaben der IG Metall das Auslaufen der sogenannten "58er- Regelung" zum Jahresende. Danach können 58-jährige und ältere Arbeitslose bei Erhalt der Arbeitslosenunterstützung von der Vermittlung am Arbeitsmarkt ausgenommen werden. Statt Zwangsverrentung selbstbestimmtes Leben

Zu den Absichten der Bundesregierung, ältere Erwerbslose mit erheblichen Abschlägen in die Rente zu zwingen, erklärt die stellvertretende Parteivorsitzende Katja Kipping:

Unsere Gesellschaft kann nicht auf die Kompetenz und Erfahrungen älterer Bürgerinnen und Bürger verzichten. Sie muss ihnen Möglichkeiten zum frei gewählten Einbringen in die Gesellschaft eröffnen, statt sie bürokratisch zu verwalten. Nach dem Willen der Bundesregierung sollen ältere Hartz-IV-Bezieher mit Rentenanspruch jetzt auch unter erheblichen Abschlägen die Rente beantragen. Diese Zwangsverrentung muss verhindert werden. Darüber hinaus sollen ältere Erwerbslose ihr Leben selbstbestimmt gestalten können - mit möglichen Zugängen zu frei gewählten und selbst organisierten Projekten, die ordentlich bezahlt werden, und mit abgesicherten Optionen einer Teilhabe an der Gesellschaft ohne Erwerbsarbeit. Ende des Jahres läuft die sogenannte 58er Regelung für ältere Erwerbslose aus. Diese hat ältere Erwerbslose bislang vor dem Nachrangigkeitsprinzip bei Hartz IV geschützt. Dieses Prinzip besagt, dass erst alle anderen Möglichkeiten ausgeschöpft werden müssen, bevor Anspruch auf Hartz IV besteht.

Kent County Council (KCC) has banned all mobile phone masts from its properties because of fears about radiation omissions, and is believed to be the first council to be working towards a complete ban within its boundaries.

KCC said it took the decision following the publication of last year's Stewart report into the possible health risks posed by mobile masts and mobile phones. DIE LINKE muss sich bei der Erarbeitung ihres ersten Parteiprogramms offen zeigen für Konzepte eines bedingungslosen Grundeinkommens (BGE) und die gesellschaftliche Debatte darüber anregen. Das fordert die am Wochenende in Berlin neu konstituierte Bundesarbeitsgemeinschaft Grundeinkommen in und bei der Partei DIE LINKE. "Wir wollen Hartz IV abschaffen, aber die Losung allein reicht nicht. Im Programm müssen wir Aussagen treffen, wie wir diese Abschaffung erreichen wollen. Wenn wir davon ausgehen, dass das Lebensrecht eines jeden Menschen unveräußerlich ist, dürfen Zahlungen zum Lebensunterhalt nicht an Wohlverhalten, wie ständig dem Arbeitsmarkt zur Verfügung zu stehen, geknüpft werden", so die stellvertretende Parteivorsitzende Katja Kipping, selbst Mitglied der BAG.

In den sozialen Bewegungen ist die Forderung nach einem bedingungslosen Grundeinkommen weit verbreitet, jedoch finden in der Bevölkerung auch Modelle neoliberaler Ausrichtung wie das vom Thüringer CDU-Ministerpräsidenten Dieter Althaus propagierte Bürgergeld immer mehr Zuspruch. DIE LINKE sollte sich deshalb mit einem explizit linken Konzept an der Debatte beteiligen, damit die Deutungshoheit über das bedingungslose Grundeinkommen nicht von neoliberalem Zeitgeist geprägt wird. "Nichts kann so konsequent Hartz IV überwinden wie ein das soziokulturelle Existenzminimum sicherndes, individuell gezahltes, nicht mit Arbeitszwang verbundenes bedingungsloses Grundeinkommen", so Ann-Christin Schomburg, neben Stefan Wolf Sprecherin der BAG. In der einstimmig verabschiedeten Gründungserklärung der BAG heißt es: "Wenn wir weiterhin den Menschen vertrauen, dass die meisten von ihnen sinnvoller Tätigkeit nachgehen wollen und werden, auch wenn ihre materielle Existenz gesichert ist, wenn wir auch anerkennen, dass diejenigen, die einer Erwerbsarbeit nachgehen, netto mehr in der Tasche haben sollen, als die, die das nicht tun, wenn wir wiederum die Arbeitsbürokratie und die mit ihr verbundene Verfolgungsbetreuung zurückdrängen wollen, dann landen wir zwangsläufig bei einer Leistung, die allen Menschen zustehen muss: dem Bedingungslosen Grundeinkommen. Wie dies konkret ausgestaltet werden kann, darüber müssen wir reden."

Ein umfassendes Investitionsprogramm, Stärkung der Binnennachfrage, bessere Vermittlung, weit gehende Arbeitszeitverkürzungen und andere Maßnahmen, die zur Verringerung der Arbeitslosigkeit gefordert werden, können alle sinnvoll sein. Dennoch verkennen alle diese auf Wirtschaftswachstum zielenden Überlegungen das Ausmaß des Problems. Das Fehlen von Erwerbsarbeitsplätzen liegt natürlich auch an einer falschen Politik. Aber eben nicht nur.

Vielmehr haben wir es seit langem mit einer Entwicklung der Produktivität zu tun, die neue Qualität annimmt. Immer weniger Arbeitszeit wird gebraucht, um gleich viel Produkt herzustellen. Die Entwicklung der Elektronik verstärkt diesen Effekt: Immer mehr Produktionswissen, Erfahrung, gesellschaftlich aufgebrachte Entwicklungsleistung ist in den Produkten, Verfahrenstechniken und Arbeitsabläufen gespeichert, die in die aktuelle Produktion eingehen. So kann manch verbessertes Produkt mehr Arbeit ersetzen, als zu seiner Herstellung benötigt wird.

Würden Menschen dadurch nicht – leider allzu oft dauerhaft – aus dem Arbeitsprozess heraus geworfen, wäre diese Rationalisierung nicht einmal immer schlimm. Es gibt so viele gefährliche, schwere, schädliche, auch unsinnige Arbeiten, von denen es so gesehen keineswegs bedauerlich wäre, wenn sie von Maschinen oder gar nicht mehr gemacht würden. Und gleichzeitig gibt es so viele gesellschaftlich nützliche, spannende oder einfach nur schöne Tätigkeiten, denen Menschen nachgehen könnten und möchten. Nur bezahlt sie niemand dafür.

Aber genau hier liegt die Lösung und nicht das Problem. Menschen wollen in herkömmliche Erwerbsarbeit, können das aber nicht, weil sie dort nicht gebraucht werden. Gleichzeitig wollen andere raus aus ihren ungeliebten Jobs und anderswo tätig sein, können das aber nicht, weil sie kein Einkommen haben, von dem sie leben können. Viele möchten lernen, sich stärker sozial engagieren oder sich ganz neu orientieren.

Wir leisten uns einen großen Aufwand an Geld, Bürokratie und politischer Missstimmung, nur um die Illusion aufrecht zu erhalten, jede und jeder könne und müsse einer Erwerbsarbeit nachgehen. Einfacher wäre es, allen ein Grundeinkommen zu geben und darauf zu setzen, dass Neugier, Gestaltungswille und Kreativität Menschen ohnehin zur Tätigkeit drängen würden.

THE electronic “smog” generated by computers, printers and other office equipment may be exposing workers to raised levels of pollutants and bacteria, a study has found.

The research, by Imperial College London, examined whether there was any substance to complaints by office workers who report headaches and other health problems after spending long periods working with electronic equipment.

Such claims are often dismissed by employers but the research suggests these electric fields can cause harm.
