GOP Senators' Bid to Confirm Bolton Is Called Off

Republican efforts to formally confirm John R. Bolton as ambassador to the United Nations hit an unexpected snag yesterday when a Republican senator in a tough reelection bid said he could not support the diplomat until the Bush administration answers his questions on Middle East policy.

Bush: A "Plenty Tough" Torturer's Apprentice

Ray McGovern writes, addressing the use of torture Wednesday, President George W. Bush played to the baser instincts of Americans as he strained to turn his violation of national and international law into Exhibit A on how "tough" he is on terrorists. His tour de force brought to mind the charge the Athenians leveled at Socrates - making the worse case appear the better. Bush's remarks made it abundantly clear, though, that he is not about to take the hemlock.

Other councils are saying no to masts

DAVID POWLES

09 September 2006 13:50

Councils across Norfolk are inconsistent when it comes to making money by placing potentially harmful mobile phone masts on their properties.

The Evening News told last week how both Norwich City Council and Norfolk County Council were raking in thousands of pounds from telecoms companies by renting land to them for masts.

The city council has earned around £400,000 through the process, while the county council profits to the tune of £60,000 a year.

However, a Freedom of Information request has found that neighbouring South Norfolk District Council, Broadland District Council and Yarmouth Borough Council have no masts on their land, while doubts remain over the safety of installing them.

Liz Ashness, head of corporate facilities at Broadland, said: "It is the council's policy not to agree to mobile phone masts on its property."

The authority confirmed that it had previously refused requests to house masts at its Thorpe Lodge base and the East Norwich Inn, at Acle.

A spokesman for South Norfolk Council said: "We are committed to examining the scope to install masts on council-owned buildings, but investigations so far have not been productive.

"If we receive any offers from mast operators in future, we will fully examine all the issues, including the potential benefits and risks to the public."

Meanwhile, North Norfolk District Council has just one mobile phone mast on the Vicarage Street car park, in North Walsham, for which it receives £1,500 per year from Orange.

The issue of mobile phone masts has been contentious for some time while doubts remain over the perceived health risks. The figures released last week by the city council revealed that five of its residential tower blocks had mobile phone masts on top of them, putting hundreds of people at risk from the possible effect of emissions.

Aylmer Tower in Mile Cross has netted the council the most money - with £112,500 heading into City Hall's bank account.

Other masts which earn the council cash from mobile phone operators are Ashbourne Tower in Watling Road, Heartsease (£81,000), Normandie Tower, Rouen Road (£59,500), Seaman Tower, Mile Cross (£72,750) and Winchester Tower, Vauxhall Street (£56,500).

County Hall itself has half a dozen aerials and antennae while other equipment is located at Postwick park-and-ride and fire stations such as Sprowston, Aylsham and Wymondham.

Global warming threatens Arctic whales

Scientists worried about spread of brucellosis

JOHN THOMPSON

http://www.nunatsiaqnews.com/news/nunavik/60908_02.html

[foto] Beluga testicles, shown here below the animal’s penis, become bloated and filled with cysts from a disease called brucellosis, which appears to be on the rise in Arctic waters. Researcher Ole Nielson with the Department of Fisheries and Oceans says stress caused by climate change could be responsible for the four-fold increase in infected narwhal and beluga he’s observed over the last four years. (PHOTO COURTESY OF OLE NIELSON

Global warming could cause diseases to flourish in the Arctic’s whale populations, causing dramatic die-offs, warns a researcher with the federal Department of Fisheries and Oceans.

One such disease is brucellosis, which is caused by bacteria and exhibits itself as nasty cysts in the flesh of animals. The disease also causes fevers, weakness and other symptoms.

Over the last four years, Ole Nielson, a DFO biologist, has examined samples from diseased whales provided by hunter and trapper organizations around the Canadian Arctic.

“In some of the communities, half of the whales are... positive for brucellosis,” Nielson said on Tuesday. “It looks like a four-fold increase since 2002.”

Eating raw, infected meat could spread the bacteria to people.

So when hunters in Grise Fiord caught a narwhal several years ago with such cysts, they threw the carcass away, Nielson said. “That’s probably the smart move.”

Just as people are more susceptible to picking up the common cold or flu when they’re stressed out and tired, marine mammals may be more open to infections as they adapt to warmer ocean temperatures, Nielson suggests.

“It’ll put considerable stress on the animals. The ecosystem is changing,” he said.

That’s good news for bacteria and viruses, which could discover a wider range and more hosts to live off. But it’s bad news for marine mammals, and for people who hunt them.

Nielson said he’s particularly concerned of how brucellosis-infected whales have “huge cysts” in their genitals.

“I’m not a veterinarian, and I don’t know just how much this would affect reproduction, but this can’t be good for them, to have these huge cysts on their reproductive organs,” he said.

Nielson fears this could lead to a slow, steady decline in populations. But he also worries another disease, distemper, could cause far larger, and far quicker, die-offs in whale populations.

Just as distemper infects dogs, causing symptoms such as vomiting, fevers and seizures, a similar variety of the virus also infects marine mammals.

Distemper caused some 20,000 seals to die in the North Sea during the late
1990s, Nielson said. “Half of them actually died, in three or four months.”

Carriers of the disease could be none other than Canadian harp seals that had migrated to the area, Nielson said.

Several years later a different variety of distemper infected dolphins and porpoises in the same area.

Ring seals in the Canadian eastern Arctic are also known to carry the disease. “That’s a good thing,” Nielson said, explaining that because the animal is exposed to the virus, that means the seals also have some immunity – an ability to beat the virus.

But tests have shown no signs of past distemper infections with Arctic whale populations, he said, and he finds that worrying – because that means these whales should have little resistance to the disease. “I didn’t find any at all, that were even remotely positive,” he said.

Distemper has been found in pilot whales on the east coast of Canada, and common dolphins on the west coast. Warmer surface waters could bring these mammals farther north, just as fish like capelin are doing in the eastern Arctic, and salmon in the western Arctic.

If Arctic beluga and narwhal do become infected, Nielson predicts the animals could have their populations cut in half.

“You can expect die-offs of 50 per cent,” he said.

Such a drop could have a big impact on the quota levels set for populations already struggling, and strike a big blow to such beluga populations as the one in Ungava Bay, which is thought to be nearly extinct.

Some 72,000 to 144,000 belugas live in Canadian waters, according to DFO.

Not much can be done to prevent mammals from migrating, said Nielson. But more research, to keep track of the spread of diseases, could be important to accurately set hunting quotas.

Otherwise, “there wouldn’t be any warning until a year later, when there just aren’t any of them to hunt. That’s my worry,” Nielson said.

“They’re just going to disappear under the briny blue depths.”

Tell The F.E.C. To Slam ABC/Disney Over Their Docu-Fraud

ACTION PAGE: http://www.usalone.com/stacey/pnum493.php

Although they have gone out of their way to only provide previews to extreme right wing media pundits, those who have see parts of the new ABC/Disney "docu-drama" titled "The Path To 9/11" report it is rife with lies and distortions with the purpose of wrongly blaming the 9/11 catastrophe entirely on Democrats. Despite cosmetic edits one right-wing blogger was assured, "The message of the Clinton admin failures remains fully intact." So there you have it, a Swift Boat level hatchet job, with the premediated purpose of trying to pin political blame on the party out of power for the total failure of George Bush to protect us on 9/11.

Who was it who sat there with a stupid look on his face reading a children's book while America was under attack? Who was it who blew off warnings by his CIA briefer that Bin Laden was determined to strike in the United States with a dismissive, "All right, you've covered your ass, now?" Who was it who held not one meeting on the terrorist threat despite urgent warnings with their hair on fire that it was the greatest peril the country faced.

It is a disgrace that the same media, that has with incessant misinformation persuaded half the American public that Iraq had something to do with 9/11, should now try to lean on the scales of the upcoming general election with their whole arm, propagating more knowing lies for partisan political ends.

Since the broadcast represents nothing more than a FREE multi-million dollar political advertisement (as betrayed by being previewed only to extreme right wingers), and a deceptive and slanderous one at that, ABC/Disney should be ordered to cease and desist, and the F.E.C. should step in and enforce that.

The one click form below will send your personal message to the F.E.C., ABC and Disney, with the subject "Stop ABC/Disney From Tampering With Our Election Discourse." At the same time you can send your personal comments only as a letter to the editor of your nearest local daily newspaper if you like.

Many of you have already submitted his action page calling for the troops in Iraq to start coming home now, a policy that is more surely correct with every passing state of emergency in Baghdad.

Stacey has been running call to action radio spots in this district , calling for an end of the obstinate occupation of Iraq, a military escapade which has brought nothing but death and destruction to both their country and our own. And he has produced a new one on the impeachment issue. You can hear the new spot on this page.

Please take action NOW, so we can win all victories that are supposed to be ours, and forward this message to everyone else you know.

TELL DISNEY AND ABC: STOP PLAYING PARTISAN POLITICS

URGENT ACTION NEEDED!

This Sunday, the Disney-owned TV network, ABC, is planning to air a "docudrama" that rewrites history, blaming the Clinton Administration for the events of Sept. 11, 2001.

Nearly everyone, including 9/11 Commission members, prominent conservative pundits, members of Congress, and executives at ABC, has already acknowledged that ABC's documentary-style film The Path to 9/11 is a fabricated, inaccurate, and misleading portrayal of the events leading up to 9/11. Even those involved in its production readily admit some scenes are fabricated!

But Disney and ABC are not telling the American public that The Path to 9/11 is a fabricated dramatization. Instead, they are deceptively marketing it as a documentary-style film based on the 9/11 Commission report. To make matters worse, Disney is demonstrating a double standard by endorsing this false attack on President Clinton. Previously they refused to distribute Michael Moore's film Fahrenheit 9/11 (produced by a Disney subsidiary, Miramax Films), which was highly critical of President Bush.

Tell Disney to stop playing partisan politics with 9/11 - block ABC from airing The Path to 9/11!

Thank you, all who took all or some of the 5 actions sent out last night {and probably duplicated from other groups}; many of you I know passed them on to others!

New snag in bid to move mast

By Karen Grattage

RESIDENTS in Sheriff Hutton are facing a further delay in their campaign to have a mobile phone mast moved from near their homes.

Ryedale Council decided to seek legal advice before looking into whether it would be able to meet the £60,000 cost of moving the mast.

Protestors have led a long campaign after 600 villagers sent letters opposing the Orange telecommunications structure. continued...

But an administrative error meant the council missed the deadline for objections - giving the company the right to erect the mast at Dasket Hill in October last year.

At a meeting on Thursday evening, the council decided to instruct a barrister to find out whether it is possible to pay for moving the mast.

Planning committee chairman Coun Howard Keal said an answer was expected next month, and, if the council is entitled to make the payment, its Policy and Resources Committee will look into whether ratepayers' money should be spent.

Coun Keal said: "The protesters are saying on health grounds that the mast should not be near their homes - but according to the Government, there is no evidence it will present a risk to health. It is very difficult to sustain an argument that had the council got its objections in within the time limit it would have made any difference to the outcome."

Omega this is not true. See under:
http://omega.twoday.net/topics/Wissenschaft+zu+Mobilfunk/
http://omega.twoday.net/search?q=Cancer+Cluster
http://www.buergerwelle.de/body_science.html

But he said the council was tightening up procedures to ensure it did not miss deadlines in future, and also to make sure residents are kept better informed.

Placard-wielding protesters, including several young children, met councillors outside the council chamber in Malton on Thursday to express their opposition to the mast's siting.

The villagers' determined campaign, which included picketing the area when engineers were erecting the mast, led to Orange negotiating with the council to find possible solutions.

The company agreed to look at moving the mast in the village - if the council foots the bill of at least £60,000.

But it is feared the cost could turn out to be higher, depending on the site found and how close it is to power lines.

Coun Keal said: "Protesters and everybody else will be unhappy that the situation is dragging on and we hope we can reach a conclusion as soon as possible for the sake of everyone concerned."

It's not as visually shocking as the Abu Ghraib photos, but President Bush's speech on Wednesday tells the same horrifying story: The Bush administration is again fighting for the right to abuse detainees in U.S. custody.

This week, the White House is calling on Congress to pass military commission legislation that undermines the baseline protections for prisoners guaranteed by the Geneva Conventions - and undermines our nation's values.

As the New York Times reported yesterday, "President Bush is calculating that with a critical election just nine weeks away, neither angry Democrats nor nervous Republicans will dare deny him the power to detain, interrogate and try suspects his way." If the White House succeeds, we will be inviting other nations to abuse our own troops, now and in future wars. The administration is willing to risk the lives of our soldiers - and further tarnish our reputation - so that it can engage in cruel and inhuman treatment.

The Bush Administration's proposal would permit use of evidence obtained by abusing prisoners. It would decriminalize war crimes, so that U.S. personnel who engaged in abuse - and senior officials who authorized it - would be let off the hook. Moreover, it would undercut the Supreme Court's recent ruling in the landmark case Hamdan v. Rumsfeld, which found that President Bush is bound by the Geneva Conventions.

Handy kontra Landschaft

UPDATE ON RICE CONTAMINATION

Last week, Organic Bytes reported on the USDA's announcement that a variety of genetically engineered (GE) rice unapproved for human consumption has contaminated the U.S. food supply. Since then, Japan has banned imports of U.S. rice, while the EU is requiring that all rice imports from the U.S. be tested for contamination. With the U.S rice industry in turmoil, the USDA admits it has no idea how extensive the contamination is. Rice farmers say they don't feel the USDA is adequately monitoring the biotech industry. "This is real money that farmers are losing," said Arkansas Rice Growers Association Executive Director Greg Yielding, who said he has fielded dozens of calls from frantic rice farmers. "It is a big deal. We do not feel that USDA and APHIS have adequate funds or staff to do this job. They can't tell you where anything is even though they get permits for it." * Net farm income is forecast to be $54.4 billion in 2006, down from 2005 by $19.4 billion (a 26% decline).

* Government payments are forecast to decline $6.2 billion.

* The average family farm will generate 86.7 percent of their income from off-farm sources in 2006. In other words, less than 14% of income is generated from the farm, itself.

TOWARDS A "DO-SOMETHING CONGRESS"

In last week's issue of PR Watch ( http://www.prwatch.org ), author Conor Kenny gave readers some insight into the work ethic of the U.S. Congress in 2006. Pointing out that President Harry S. Truman infamously derided the 1947-1948 Congress as the "Do-Nothing Congress" for meeting for only 108 days, Kenny ponders what Truman would have thought of our modern-day Congress, which is projected to spend only 79 days in session in 2006. "While most Americans returned from their holiday vacation in the first week of January, the House took nearly the entire month off, commencing the session on January 31st," says Kenny. "In February, the House met for only 47 hours, an average work week for many Americans." As the 2006 election season heats up, the Organic Consumers Fund needs your help to build a new Congress that will work hard to bring issues of environmental sustainability and human health to the forefront of American politics. Invite your local candidates to take part in a survey that will help voters determine where they stand on these important issues here: http://organicconsumersfund.org/voterguide.cfm

Anger over late phone mast letter

A mobile phone company has admitted a letter concerning its application for a mobile phone mast 150m from a Cornish primary school went out late.

Ericsson Services says there was an error in sending the letter to St Francis School in Falmouth.

Some parents say they have not been given enough time to object, and a decision by Carrick Council is likely to be delayed for another week.

Ericsson Services say councillors have known since July.

Carrick was due to decide on Friday if it could agree the application for the mast at the Falmouth Business Park or would want more detailed plans.

But Mike Dobson, corporate affairs manager for Ericsson Services, said the letter to St Francis had gone off later than planned.

Mr Dobson said a letter was despatched on time to the nearby St Mary's School.

He also said the mast will be safe and will not be pointed at either primary school.

How to displace Iraqi oil with energy efficiency

Washington Free Press

The problem: a war that has cost $250 billion (as of May 2006), with no plausible explanation except to gain control of Iraq's oil. Another large appropriation has already passed Congress. Our representatives will support this spending until there is a large outcry against continuing to fund this war. But what if we didn't need the oil? How many new 45 miles-per-gallon Toyota Priuses would it take to displace the oil we used to get from Iraq? Government policy should encourage people to junk their gas hogs in exchange for a new, high-efficiency car...

The lost moral authority of conservatism

Intellectual Conservative
by Winkfield F. Twyman, Jr.

09/07/06

When conservatives fought the Civil Rights Act of 1964, the Voting Rights Act of 1965, and the Housing act of 1968, conservatism lost its moral authority in Black America. Conservatism became stigmatized. African-Americans were not a liberal people in their folkways but liberals stood on the right side of history. And so black teachers like Ms. Walker, Ms. Taylor and countless others downplayed and dissociated themselves from conservative thoughts. At first blush, the stigma of conservative thought made sense. Conservatives opposed commonsense civil rights. Liberals stood on the side of expanding opportunity. And radicals in Black America got more air time than everyday folks. Being a Malcolm X or a Black Panther brought status and prestige at the end of the 1960s. 'Negro Conservatives' like George Schuyler and black college presidents appeared to be on the losing side of the cultural war. The stigma of conservative thought created a moral vacuum...

Why Bush came clean about secret torture prisons

09/07/06

With great fanfare, George W. Bush announced to a group of carefully selected 9/11 families yesterday that he had finally decided to send Khalid Sheikh Mohammed and 13 other alleged terrorists to Guantanamo Bay, where they will be tried in military commissions. After nearly 5 years of interrogating these men, why did Bush choose this moment to bring them to 'justice?' Bush said his administration had 'largely completed our questioning of the men' and complained that 'the Supreme Court's recent decision has impaired our ability to prosecute terrorists through military commissions and has put in question the future of the CIA program.' He was referring to Hamdan v. Rumsfeld, in which the high court recently held that Bush's military commissions did not comply with the law...

The news media dutifully trot after the president, giving him lead play on the news in speech after speech

Know nothing news

09/07/06

No matter how outrageous Bush's assertions, no matter how they fly in the face of the reality of what even his Pentagon is saying about Iraq, the news media dutifully trot after the president, giving him lead play on the news in speech after speech. Whether he's howling about 'cut and run' Democrats or asserting, yet again, that the mire of Iraq is a central battlefield in his War Against Terror (read War Without End), the format of news is predictable: Amplify the president's dire predictions, let him brainwash the public a little bit more, then dutifully -- for the sake balance, of course -- give the opposition a quick soundbite or a few lines to disagree. I realize, like it or not, that George Bush is the president. And, as a former reporter and editor, I know the norms of news: As the holder of the nation's highest official [sic], the president has the luxury of setting the agenda. Fair enough. But saying the same things over and over is not really setting an agenda. It is running a political campaign, one of the few things this president has ever done effectively...

The paradoxes of the Bush presidency

Christian Science Monitor
by Pat M. Holt

09/07/06

In the first presidential debate of 2000, George W. Bush emphasized his military restraint. 'I would be very careful about using our troops as nation builders. I believe the role of the military is to fight and win war and therefore prevent war from happening,' he said. That view changed greatly after Sept. 11, when he proclaimed a policy of spreading democracy throughout the world -- even, evidently, if it requires US troops to act as nation builders. The part of the world where he chose to start that campaign, however, was one of the areas least attuned to it by culture and history. This is just one of the many paradoxes that mark Mr. Bush's presidency. Another paradox is that, in the name of spreading democracy abroad, Bush is doing things that tend to destroy it at home. One of the first acts of a scared, compliant Congress after 9/11 was to pass the misnamed USA Patriot Act...

The GOP, RIP

09/08/06

For libertarians, the GOP is a total loss: like the neocons and the old 'Scoop Jackson' Democrats, they are bad on everything, including domestic policy. Today, whatever skeptics of the government's power to effect positive change, at home and abroad, still exist inside the Republican Party are lonely guardians of a nearly forgotten tradition. This is the party of Big Government, and Big Ambitions overseas: in the new Bushian GOP we are witnessing the triumph of 'National Greatness' Republicanism. Gone is the plain, republican cloth coat: in its place GOPers flaunt the imperial purple. Libertarians no longer have any place in the GOP coalition, and any who remain will have long since betrayed their ostensible devotion to liberty. The Republican Party is today hopelessly authoritarian. Maddened by war, its leaders are so corrupted by power and their desperation to hold on to it, that they will resort to any tactic, any subterfuge, no matter how contemptible and/or self-defeating. A good example is their secret funding of the campaign of Democrat Joe Lieberman against their own candidate for U.S. Senate in Connecticut...

Bush vows to use all anti-terror tools

Denver Post

09/07/06

A day after President Bush acknowledged for the first time that the CIA runs secret prisons overseas, he told an Atlanta audience that he would continue to use all tools available to combat al-Qaeda and terrorists determined to attack the United States. 'I will continue using every element of national power to pursue our enemies and prevent attacks on the United States of America,' Bush said today. The president has said that the CIA has used tough interrogation methods to force terrorist leaders to reveal plots to attack the United States and its allies...

A victory in Europe for seals

Please ask others to help end the seal hunt

I have some great news! I want to share with you an important victory in our efforts to close European markets for seal products, a vital step to end Canada’s commercial seal hunt.

The European Parliament has issued a Written Declaration calling for a ban on the import, export and sales of harp and hooded seal products. IFAW and other groups successfully lobbied more than half of all MEPs (Member of the European Parliament) to sign the resolution which will now be forwarded to the European commission and the Council of Ministers.

A European ban will help reduce demand for seal products and send an important message to the Canadian Government that the European Union wants no part in this cruel hunt.

The import of whitecoat harp seal and blueback hooded seal furs and furskin products (taken from pups younger than 2-3 weeks) was banned in Europe in 1983, but sealers now wait a few days until harp seal pups have moulted their white fur to kill them, with 95% of the seals killed still under three months old. The products of these baby seals are still imported into the European Union.

The declaration states that the last time the annual number of seals now being killed were slaughtered in the 1950s and 1960s the seal population was reduced by two thirds. It also states that on average sealers receive less than 5% of their income from sealing which provides only a few days' work each year.

A number of EU countries (Belgium, Luxembourg and Italy) have already taken steps to ban the trade in seal products, and others (the UK and the Netherlands) are considering their own bans.

Please help us keep the momentum going by Taking Action to end the seal hunt today.

For the seals,
Signature Fred O’Regan President and CEO

P.S. It’s critically important that we capitalize on this victory by adding new activists to fight for baby seals. This is a great opportunity to show others that we can win this fight with their help. Can I count on you to tell five new people about our efforts to end the seal hunt?

08. September 2006
