Angry residents in call for phone mast ban

Phone mast row delay

By Tom Stirling Comment

CAMPAIGNERS fighting a Ryedale mobile phone mast have vowed to "keep up the pressure" after yet another 11th-hour setback.

The long-running dispute about the Orange mast in Sheriff Hutton now looks set to become even lengthier.

Ryedale District Council decided it needed to call in the district auditor and take expert legal advice from London-based lawyers to finally sort out the mast.

Sheriff Hutton campaigners said they were "fed up and angry" that the mast saga - which is now more than one year old - had still not been resolved.

Dozens of residents crammed into the public gallery at what should have been a meeting to rubber-stamping the mast's removal - only to be told there would be no resolution.

Coun Keith Knaggs told the meeting: "There have been significant developments and there is simply not enough time to give this matter the attention it needs. Further legal advice is needed."

The council therefore voted to overturn an earlier decision to pay Orange thousands of pounds to move the mast - which was only erected after bungling council officials failed to object to it within the legal time limit.

Coun Helen Schroeder said: "I am really disappointed that we have to defer this yet again. We always manage to find an excuse not to have a debate on it. I really feel we have now reached the end of the line - we cannot go on like this, it's not fair on anyone.

"We need to make a decision and stick to it."

Coun John Clark said: "The way that we have treated the people of Sheriff Hutton could have been improved immensely."

After the vote, anti-mast campaigner Andrew Murphy said: "We thought we had made significant progress, so we are all very disappointed. This mast is something that the community has resolved to fight against, and we will continue to fight until we win. That's the only outcome that is acceptable to us."

The council will meet again to consider the future of the mast once it has taken further legal advice.

Trust in move to ban phone masts

DOMINIC CHESSUM

11 November 2006 11:23

A community trust could soon place a permanent ban to stop mobile phone companies putting masts on its land.

The North Earlham, Larkman and Marlpit (NELM) development trust which is a community regeneration programme, is investigating the possibility of placing a moratorium on telecommunication development on all the land it owns in the city.

It could also place covenants on its land assets to ensure the ban remains in place permanently.

The ban would mirror one already put in place by Norwich city council which does not allow masts to be placed on land or buildings it owns.

The move comes after NELM threw out an unsolicited approach from mobile phone operator O2 to site a 22m high mast off Ivy Road, Bowthrope.

David Ralph, executive director of NELM, said: “The residents asked us to look at this only a few days before our board meeting.

“We have agreed to look in the next three of four months at whether to bring forward a policy.

“I think this is an issue for the NELM area.

“One of the things that struck us was that if we just said we would not allow building on land people could turn round in the future and reverse this decision.

“The issue really it whether we can impose something permanent and it is not just about masts it is about ring fencing land for community use.”

Mr Ralph said that further consultation with families would now take place and he hoped a decision could be reached by the spring.

The possibility of a permanent ban has been welcomed by those who campaigned hard against the 02 proposal.

John Clayton, lives in Ivy Road and collected a petition of more than 100 signatures calling for its rejection and for a moratorium.

He said: “We are pleased the board is exploring a policy of rejecting future solicitations from telecommunication developers exploring the idea of placing covenants on future land sales.

“We very much hope this will be a high priority. Residents have already shown their strength of feeling on this.

Ward councillor Rupert Read spoke against the mast at the board meeting where it was rejected.

He welcomed the prospect of a permanent ban and called on other landowners to follow suit.

He said: “It is Green Party policy that there should be a moratorium on phone masts in the Norwich area and this is a welcome step towards that.

“I think any landowner who says I am not going to allow masts on my land if they are within 500 metres of schools or houses is doing an enormous favour to the people of Norwich.”

The Evening News has long run our Put Masts On Hold campaign, calling for no masts to be built on land near homes and schools until it is conclusively proved there is no risk to health.

Loddon asked for views on mast

10 November 2006

PEOPLE living in Loddon are being asked for their views on a proposal to put a mobile phone mast on top of the town's church.

Mobile phone network coverage has always been poor in the town and the Holy Trinity Church has been approached by a company about installing a mobile phone antenna.

QS4 Ltd approached the church on behalf of T-Mobile and they are looking to get the views of Loddon residents about the proposals.

If the plans go ahead the mast would be placed either within the church tower or in a replacement flagpole with the church receiving an annual fee for the use of the building.

The Rev Nigel Evans, vicar of Loddon, said that this is simply the beginning of the process and that no final decisions have yet been made.

“It's a process where we are informing the community that the church has been approached,” he said.

“So far I have heard no negative reaction to the proposal from the community. I have spoken to several people who have been very positive as in this day and age people need to be able to use their mobile phones.

“In a sense if they are going to put up a mobile phone mast in Loddon, it's best it's hidden away.”

QS4 Ltd is only obliged to consult with people living within a 30-metre radius of the church but Rev Evans added that the company had decided it wanted to hear the views of all Loddon residents.

“The last thing we want to do is harm our place in the community. At the end of the day if it affects the church's mission then we will not do it.”

John Swain, head of sales at QS4, said that even if the plans are well received by the public it is likely to be around a 12-month process before an antenna could be erected.

Whether you are opposed or in favour of the plan, residents are invited to send their comments to John Horsley, QS4 Ltd, Cody Technology Park, Ively Road, Farnborough, Hants, GU14 0LX or by email to info@qs4.com, quoting reference number A06468.

The deadline for views to be heard is Tuesday, November 21.

Arsonist destroys mobile mast and daubs threatening graffiti

By Jennifer Long

Friday, November 10, 2006

GARDAI in the city are investigating the second arson attack within months on a controversial mobile phone mast in Ballygunner.

For the second time since the summer, the controversial Meteor mast on the grounds of Ballygunner GAA Club was completely destroyed by fire on Friday evening.

The Waterford News & Star also understands that threatening graffiti, directed at one of the club’s most senior officials, was sprayed on a wall on the club’s grounds as part of the attack. Forensic tests have been carried out in a bid to shed light on the assailants while householders in the locality have also been interviewed.

The mast, erected in 2005, is currently the subject of a planning appeal to An Bord Pleanala. It was granted planning retention by the City Council in the summer causing uproar in the locality, particularly among close residents and the parents of children attending St. Mary’s National School which is situated beside the GAA grounds.

A number of appeals are with the Dublin-based board, including from the specially-formed ‘Concerned Parents in relation to Masts’ group, the Parents’ Association at St. Mary’s and a number of local residents.Yesterday (Tuesday), the chairwoman of the ‘Concerned Parents in relation to Masts’ group, Ann Marie Jackman, said she wanted to completely disassociate the group from the arson attack.

“We deplore this kind of behaviour. From the start we have highlighted our grievances at planning level and we will continue our campaign in this regard,” she said.

“We want to completely disassociate ourselves from this act of vandalism which is just not the way to do things.

We feel we’ve a very strong case on a planning level and while we were disappointed with Waterford City Council granting permission, we still have faith in An Bord Pleanala to do what is right.” She further said that that the group had been heartened by the expression of interest by MEP Kathy Sinnott in the Ballygunner case.

“She has an interest in these matters and has mentioned, should our appeal fail, the possibility of fighting our case in the European courts. She has acknowledged that what’s happening in Ballygunner is very serious - this mast is far too near a school, crèche, nursing home and 167-house residential development that will be occupied as soon as next month,” Ann Marie Jackman added.

Mobiles in planes

Some very interesting comments posted on this BBC website, have your say. Read one of the following comments which I found scary.

Eileen O'Connor

"Added: Thursday, 9 November, 2006, 21:56 GMT 21:56 UK

I have an objection the idea about using cellphones in the aeroplane because it could intrupt the sensitive equipment in the aeroplane. I prefer the ban on mobile phone in the flight, fearing that that anything could happen. It could be used as explosive device and this will claim a lot of lives. If allowed, people would talk loudly and this could disturb other people on plane.
