After a ten-month delay, the Internal Affairs and Environment Committee has now unanimously approved the regulations for the law addressing issues of nonionizing radiation. The law was introduced in late 2005 and came into effect in January 2007, but its ordinances and regulations have only now been legislated. Final approval of the regulations remain subject to the approval of the minister of communications.

Knesset bans placing cellular antennas on residential buildings

The regulations of the non-ionizing radiation law in Israel were approved yesterday by the parliament. It's a significant step forward, the companies threat to appeal to the high court against the new law. No more antennas inside houses and balconies, people who measure radiation would have to inform on their relations with the cellular companies.

From questions I received about the new law in Israel I understand that it was not clear to people which antennas are banned: The ban relates to regular cellular antennas, not Wi-Fi not DECT and not pico cells. In Israel the companies put regular sized cellular antennas inside houses and shield the room with steel walls so the people who live in the house will not be affected but one side of the room is not shielded and so the antennas are directed toward the street in such a way that the people on the street and the neighbours are irradiated but they don't see the antennas. Another thing they do is to put the antennas in the upper floor (not roof) again it is not seen from the outside. The thing that bothered to the decision makers was that people nearby cannot know they are exposed, and this is a basic human right to know about antennas, so they said- this is something we cannot accept, no more antennas inside houses and balconies. The companies plan to appeal to the high court with the claim that cellular antennas are a national infrastructure like water and wired telephone systems, and this law causes damage to a legal national infrastructure.
