Hochschulen forschen für den Krieg

„Im Jahr 2008 hat die Bundesregierung 1,1 Milliarde Euro dafür gezahlt, dass an Hochschulen und in so genannten An-Instituten Rüstungsforschung betrieben wird. Das Bundesministerium für Verteidigung (BMVg) vergab Aufträge für bundeswehrrelevante und wehrtechnische Forschung an Hochschulen in zehn Bundesländern. Insgesamt führen 27 Hochschulen derartige Projekte durch. Daneben erhielten auch einschlägige Forschungseinrichtungen wie die Forschungsgesellschaft für Angewandte Naturwissenschaften (FGAN), das Deutsche Zentrum für Luft – und Raumfahrt (DLR) oder die Fraunhofer Gesellschaft Aufträge. Im Rahmen des 7. Forschungsprogramms der EU wird an Hochschulen auch im „Forschungsprogramm für die zivile Sicherheit“ gearbeitet, dessen Ergebnisse teils ebenfalls „sicherheitsrelevant“ sind. Gleichzeitig ist 2007 das deutsche Forschungsprogramm zur „zivilen Sicherheit“ gestartet. Sarah Nagel stellt in ihrer IMI-Studie "Hochschulen forschen für den Krieg" diese Aspekte der Militarisierung von Forschung und Lehre dar und geht auch auf Versuche von Angestellten und Studierenden ein, sich dagegen zu wehren. Die Studie enthält auch eine Liste aller Universitäten, von denen bekannt ist, dass sie u.a. Rüstungsforschung betreiben. But as Mark Danner recently wrote in The New York Review of Books, for all the revelations, one essential fact remains unchanged: ‘By no later than the summer of 2004, the American people had before them the basic narrative of how the elected and appointed officials of their government decided to torture prisoners and how they went about it.’ When the Obama administration said it declassified four new torture memos 10 days ago in part because their contents were already largely public, it was right. Yet we still shrink from the hardest truths and the bigger picture: that torture was a premeditated policy approved at our government’s highest levels; that it was carried out in scenarios that had no resemblance to ‘24;’ that psychologists and physicians were enlisted as collaborators in inflicting pain; and that, in the assessment of reliable sources like the F.B.I. director Robert Mueller, it did not help disrupt any terrorist attacks...

The case for prosecuting Bush

I think we can have a reasonable discussion about whether CIA officials who were ‘just following orders’ should be held accountable for law-breaking. But what do we say of the people who gave the orders? Even they might be able to make a case that what they were doing was not illegal, but then let’s have them make that case — in front of a federal judge. I don’t automatically assume that some Bush administration officials were breaking the law by giving the go-ahead to torture. I think they were breaking the law, but I’m not sure. But when there’s a fair amount of evidence to suggest that someone might have broken the law, the usual next step (I’m not a lawyer, so forgive me if I’ve missed a step) is to put the case before a grand jury to decide whether or not to go forward and prosecute. Even if the grand jury, true to form, has very low standards for deciding whether to prosecute, why should politicians be exempt from living in the same legal world that the rest of us inhabit?

We will still defend allies that can defend themselves, fight in other people’s civil wars in a vain effort to ‘fix’ their states, and burn tax dollars to serve the hubristic notion that US military hegemony is what keeps the world safe. To really keep us safe, we should slash defense spending. Americans should prepare for fewer wars, not different ones. Far from providing our defense, our military posture endangers us. It drags us into others’ conflicts, provokes animosity, and wastes resources. We need a defense budget worthy of the name. We need military restraint. And that would allow us to cut defense spending roughly in half...

A city in Normandy removes Wi-Fi from schools

Concerned by the dangers of electromagnetic waves, the City of Hérouville St. Clair has decided to apply a precautionary principle towards the antennas.

By the end of the school year, all Wi-Fi equipment will be removed in primary schools. An information campaign will also be conducted with residents to raise awareness of the risks associated with mobile telephony.

The City also has become a member of Robin roofs and the CRIIREM two associations fighting for the safety of people exposed to new technologies for wireless telecommunications.

These structures are independent will be responsible for undertaking measures to determine the degree of harmfulness of waves emitted by the antennas. Depending on the results, the municipality may require operators to limit its emissions, or even remove their antennas.

Aigner erlaubt Anbau der Genkartoffel Amflora

Bundeslandwirtschaftsministerin Ilse Aigner (CSU) hat den Anbau der Genkartoffelsorte Amflora erlaubt. Wie das Ministerium am Montag (27. April) bestätigte, genehmigte Aigner den Anbau der Kartoffelsorte zu Forschungszwecken. Amflora-Kartoffeln sind für Menschen offenbar nicht genießbar, sondern können wegen ihrer besonderen Stärkezusammensetzung zu industriellen Zwecken, wie der Herstellung von Papier, genutzt werden. Politiker der Bundestagsfraktionen von CDU/CSU sowie der FDP begrüßten die Entscheidung. Aigner sagte, vom Anbau der Kartoffel gehe keine Gefahr für die menschliche Gesundheit oder die Umwelt aus. Von der Genehmigung profitiert der Chemiekonzern BASF, der in Deutschland Freilandversuche mit der Kartoffelsorte durchführen möchte.

Monsanto-Genmais im unterfränkischen Düllstadt ausgesät

Drei Tage später als ursprünglich geplant ist am Montag (27. April) auf einem rund ein Hektar großen Versuchsfeld im bayerischen Düllstadt umstrittener Genmais ausgesät worden. "Es verlief alles planmäßig", sagte der Agraringenieur Andreas Hetterich auf ddp-Anfrage. Seine Firma hat die Kreuzungen der verbotenen Genmaissorte MON 810 im Auftrag des US-Agrarkonzerns Monsanto ausgebracht.

Residents battle on over Tamworth mobile phone mast

TAMWORTH residents are up in arms over Vodafone's plans to erect a ten metre high phone mast in their street.

The mobile phone company wants to put a mast in Brindley Drive, to the rear of Selker Drive in Amington.

But the application was turned down by Tamworth Borough Council's planning committee last December.

Now Vodafone is appealing against that decision, and a Government planning inspector will have the final say on the matter.

Selker Drive resident Helen Batchelor is one of many residents who are against the scheme, and has written to the Inspectorate to voice her concerns.

She says it is the wrong location for a mast.

"It's going to be about eight feet away from one resident's house," she said.

Europaparlament schafft keine Transparenz

Eine Arbeitsgruppe von Europaparlament und EU-Kommission hat gestern ein gemeinsames Lobbyregister beider Institutionen angekündigt. Das klingt erstmal erfreulich - aber bei näherem Hinsehen ist die Erklärung enttäuschend. Wenn die Erteilung eines Hausausweises für das Europaparlament (EP) tatsächlich an die Eintragung in das Lobbyregister gekoppelt würde, würde das zwar den Anreiz zur Registrierung verstärken. Aber auch ohne Hausausweis können Lobbyisten Zugang zum Europaparlament bekommen. Letztlich bleibt das Register freiwillig und die Erklärung von EP und EU-Kommission ist zudem relativ vage, wie das gemeinsame Register wirklich aussehen soll. Die großen Schwachpunkte des Kommissionsregisters werden in der Erklärung nicht angesprochen. Wir greifen das Thema demächst im Europawahlkampf erneut auf.

Vodafone to erect phone mast near Risley Moss

A MUCH-contested phone mast will be erected opposite a children’s play area in Birchwood after receiving the approval of planning councillors.

The 12.3 metre-high Vodafone pole got the go-ahead at a development control meeting last Wednesday despite facing fierce opposition from Birchwood Town councillors and 145 residents concerned with the health implications of a mast close to their homes.

Clr Russell Bowden listed a raft of reasons why the mast should not be sited on Moss Gate, near to the nature reserve Risley Moss.
