Über den Umgang mit persönlichen Daten von Hartz-IV-Empfängerinnen und Empfängern war bislang wenig bekannt. Hierzu erklären die stellvertretende Parteivorsitzende, Halina Wawzyniak und der Datenschutzbeauftragte der Linksfraktion, Jan Korte (MdB):

Während sich die Grünen in populistischen Forderungen nach der Aufnahme des Datenschutzes ins Grundgesetz ergehen, offenbart sich, dass die Ausführungen der von ihnen beschlossenen Hartz-IV-Gesetze eklatante Mängel im Bereich des Datenschutzes aufweisen. So sieht die Bundesregierung entgegen ausdrücklicher Forderungen von Datenschützern keinen Grund Einzelgespräche zwischen Sachbearbeitern und Hartz-IV-Empfängern in einem Einzelzimmer (Diskretionsraum) verpflichtend vorzuschreiben. Bislang werden lediglich Empfehlungen hierfür ausgesprochen. Obwohl sich die Bundesregierung bei der Beantwortung einer Kleinen Anfrage der Linksfraktion mehr Zeit zur Recherche erbat, war sie nicht in der Lage, konkrete Fragen der LINKEN gewissenhaft zu beantworten. So konnte beispielsweise die Bundesregierung die Zahl der nach den Hartz-IV-Gesetzen zulässigen Hausbesuche, die einen der stärksten Eingriffe in das Persönlichkeitsrecht der Leistungsempfänger darstellen, nicht angeben, weil diese zentral nicht erfasst werden. Datenschützer hatten hingegen gefordert, dass der Grund des Hausbesuches in der Akte zu vermerken ist. Auch die Überprüfung der Rechtmäßigkeit des Verlangens nach Kontoauszügen von Leistungsbeziehern ist nicht möglich, da auch hierzu die Bundesregierung keine Aussagen machen kann. Es steht zu vermuten, dass die Betroffenen bei dieser laxen Handhabung des Datenschutzes nicht erfahren, dass sie unter bestimmten Bedingungen die Berechtigung haben, Kontodaten zu schwärzen. Besonders skrupellos aber gebärdet sich die Gebühreneinzugszentrale (GEZ). In einer offensichtlichen Sammelwut – so geht es aus der Antwort auf die Kleine Anfrage der Linksfraktion hervor - hat sie den Vorschlag abgelehnt, automatisch eine sog. Drittbescheinigung zur Vorlage bei der GEZ zu übersenden. Erschreckend ist zudem, dass die Forderung nach einem behördlichen Datenschutzbeauftragten nicht umgesetzt wurde, sondern lediglich bei der Bundesagentur für Arbeit ein Beauftragter sitzt. Angesichts der aktuellen Debatten über einen verstärkten Datenschutz klingt diese Aussage der Bundesregierung wie Hohn. Nach der unzureichenden Antwort der Bundesregierung ist eines sicher: Hartz IV ist nicht nur herzlos, es macht die Menschen auch rechtlos. Die Bundesregierung soll nicht nur vom Datenschutz reden, sondern endlich ihre Verantwortung dafür wahrnehmen. Das geht auch ohne Grundgesetzänderung, weil der Datenschutz bereits im Grundgesetz steht und für alle Bürgerinnen und Bürger gleichermaßen gilt.

How does foreign policy affect gas prices? One important factor is that oil on the world market has been priced in dollars exclusively since 1973. Only two leaders have gone against this arrangement - Saddam Hussein in 2000 and more recently Mahmoud Ahmadinejad with the recently opened Iranian Oil Bourse which trades in non-dollar currencies. But since oil is otherwise exclusively traded in dollars, this means that oil producers have vast amounts of assets held in dollars.

RESIDENTS are angry about plans for a mobile phone mast in Charlestown, which they fear could put children's lives at risk.

Mobile phone provider Vodafone has asked Restormel Borough Council for permission to erect a 12m-high monopole on land owned by the county council at the junction of Crinnis and Church Road.

Even though guidelines say phone masts should not be erected within 400m of a school, the site is within 200m of Charlestown Primary School.

The plans were discussed at a packed public meeting held last week to debate the proposed closure of Charlestown post office. Vodafone was invited to attend, but its representatives said they had insufficient notice to do so.

Residents' association chairman Malcolm Neill said: "There has been strong and vigorous opposition to this proposal from when we first heard of it in June. Last week's meeting was unanimously against it."

A mobile phone protestors' group is urging people to lodge their complaints about the proposed siting of a 12m radio mast in Chalfont St Peter, which she says will attract graffiti and indirectly encourage drivers to use their phones.

Yasmin Skelt of CHAMP (Chorleywood and Chalfont Against Mast Pollution) explained that despite the official deadline of August 15 for complaints to reach Chiltern District Council (CDC), there is till time for residents to lodge objections to Vodafone's application for a 3G radio mast on the corner of Copthall Lane and Gravel Hill.

Mrs Skelt said: "At 12 metres high, this is a huge mast and it will come with a large equipment box that will hum and attract graffiti. It's not just something that looks like a lamp post. They say that it will be shielded by trees, but the leaves will drop in autumn. It will be an eyesore in a very beautiful area."

It’s one thing to look into Putin’s eyes and (accurately) see three letters: K-G-B, quite another to base your foreign policy approach on the assumption that the second biggest nuclear arsenal in the world wants to go on the biggest nation-gobbling rampage the globe has seen in over 60 years, devouring a half-dozen NATO members in the process. In the middle of last week the Georgia crisis seemed destined to end in a clear victory for Russia. It had subdued its fractious, independent neighbor. All but one of the energy pipelines between Central Asia and Western Europe were under its direct control — and the single exception was but a few hours away by tank. A stern lesson had been sent to former Soviet possessions, inside and outside the Commonwealth of Independent States, that they live in Russia’s zone of influence and must conform to Russian foreign policy. The European Union had forsworn any criticism of Moscow’s open aggression to protect its own status as a ‘mediator.’ The U.S. had failed to offer any real succor to Georgia. Thousands of ‘peace’ demonstrators unaccountably had failed to appear in the streets to protest Russian aggression. And the world was moving on. Then Russia overplayed a very strong hand...

Insgesamt flossen in dieser Zeit privaten Firmen, die von Logistik über Hausbau bis zu Sicherheitsaufgaben eine Vielzahl von Arbeiten erledigen, von allen US-Ministerien 85 Milliarden zu. In den Irak direkt gingen davon 70 Prozent, was nach dem Bericht fast 20 Prozent der Kosten ausmacht, die für den militärischen Einsatz im Irak aufgewendet wurden. Der Rest floss in andere benachbarte Länder wie Kuwait, Jordanien oder Saudi-Arabien. Allerdings seien damit nicht alle Kosten erfasst, die an private Unternehmen gehen, die Kosten in Afghanistan wurden in den Bericht nicht einbezogen. Nach dem Bericht des Congressional Budget Office arbeiten im Irak gegenwärtig mindestens 190.000 "contractors", davon sind 20 Prozent Amerikaner, 40 Prozent Iraker und der Rest kommt aus anderen Ländern. Das Pentagon hat im Irak mehr als in allen anderen Konflikten Aufgaben ausgesourced oder den Krieg privatisiert. Bis zu 30.000 sind private, also bewaffnete Sicherheitssicherkräfte. Da die Truppen samt PMCs im Irak nicht belangt werden können, kam es auch zu zahlreichen Vergehen, was beispielsweise durch die Tötung von 17 Irakern durch Blackwater-Söldner im September 2007 deutlich wurde. Der rechtliche Status der privaten Sicherheitskräfte ist weiterhin unklar. Anmoderation: „Wir alle werden älter. Viele von uns werden irgendwann pflegebedürftig und manche auch geistig dement. Doch was wird dann mit uns passieren? Wer kümmert sich um uns? Die Beschäftigten in der Pflegebranche klagen seit Jahren über zunehmende Arbeitsbelastung. Die Betroffenen, meist Frauen, halten den Job kaum mehr langfristig durch. In manchen Einrichtungen denkt jede zweite darüber nach, den erlernten Beruf ganz hinzuschmeißen. Am Wochenende wurde nun ein Lösungsvorschlag bekannt. Die Fachkräfte sollen durch 10.000 Langzeiterwerbslose unterstützt werden. Die Gewerkschaft ver.di, die Pflegekräfte und ihre Interessen vertritt, sieht diesen Plan mit gemischten Gefühlen entgegen. Stefan Zimmer sprach mit Gabriele Feld-Fritz. Sie ist bei ver.di zuständig für die Branchenpolitik in der Altenpflege und sieht die Pläne mit zwiespältigen Gefühlen. Schließlich ist die Betreuung von Demenzkranken alles andere als rosig, viele Demenzkranke fallen tatsächlich durchs Netz der Gesundheitspolitik.“
