Nach dem Koalitionskompromiss zum elektronischen Personalausweis werben Unions-Politiker für die freiwillige Registrierung von Fingerabdrücken. Von der zentralen Erfassung weiterer Daten wurde eher abgelenkt. Fraktionsvize Wolfgang Bosbach (CDU) hob am Freitag (13. Juni) auf die Fälschungssicherheit ab, Innenexperte Hans-Peter Uhl (CSU) verwies auf "verschiedene praktische Nutzungsmöglichkeiten". Union und SPD hatten sich zuvor darauf verständigt, digitale Fingerabdrücke nur auf Wunsch des Inhabers im Ausweis zu speichern.

Pläne des Innenministers beerdigen

Das Bundeskabinett will morgen über die Speicherung des elektronischen Fingerabdrucks im Personalausweis entscheiden. Dazu erklärt das Mitglied des Parteivorstandes Jan Korte:

Der Fingerabdruck hat im Personalausweis nichts zu suchen. Dabei ist es egal, ob der Fingerabdruck freiwillig abgegeben werden kann oder wie beim Reisepass obligatorisch ist. Die Bundesregierung würde mit der Speicherung des Fingerabdrucks eine große Sicherheitslücke aufreißen. Durch die massenhafte Speicherung des Abdrucks würde eine kriminelle Fälschungsindustrie entstehen. Wie einfach es schon heute ist, sich fremde Fingerabdrücke zu beschaffen, hat der Chaos-Computer-Club (CCC) gezeigt. Mitglieder des CCC beschafften sich die Abdrücke Wolfgang Schäubles von einem Wasserglas. Heute sind im Internet Bauanleitungen für gefälschte Fingerabdrücke des Innenministers abrufbar. Jeder kann nun Schäubles Fingerabdruck überall hinterlassen. Die Speicherung des Fingerabdrucks würde den Personalausweis also nicht sicherer, sondern unsicherer machen. Zudem befürchte ich, dass die Fingerabdruckdaten künftig in einer weiteren Mega-Datenbank gespeichert werden könnten. Dieser Verdacht liegt nahe, denn der Innenminister hat sich bislang als Fanatiker in Sachen exzessiver Speicherung entpuppt. Die Bundesregierung sollte daher beim sicheren Personalausweis bleiben und die Pläne ihres Innenministers beerdigen.

Unsicher, teuer, überflüssig

Das Kabinett hat heute die Einführung des neuen elektronischen Personalausweises beschlossen. Dazu erklärt das Mitglied des Parteivorstandes Jan Korte (MdB):

DIE LINKE fordert, die Pläne für den elektronischen Personalausweis zu beerdigen. Die Einführung ist ein großer Fehler. Der Ausweis wird unsicherer, weil für alle verbindlich ein biometrisches Bild auf einem Chip gespeichert werden soll. Die sensiblen Daten können somit potenziell von Kriminellen ausgelesen und missbraucht werden. Problematisch ist auch die Speicherung der Fingerabdrücke. Zwar soll diese laut Innenminister freiwillig sein, jedoch ist zu befürchten, dass derjenige, der auf die Speicherung verzichtet, per se unter Verdacht gerät und Nachteile – beispielsweise bei Kontrollen – in Kauf nehmen muss. Damit ist die Freiwilligkeit eher fiktiv. Zudem gehe ich davon aus, dass die Bundesregierung schon jetzt insgeheim daran arbeitet, zentral auf die Fingerabdrücke zugreifen zu können. Es würde dem Politik-Stil von Wolfgang Schäuble entsprechen. Ich appelliere daher an alle Bürgerinnen und Bürger, auf die Speicherung des Fingerabdrucks zu verzichten. Zu allem Überfluss wird der neue Personalausweis auch noch teurer werden. Es ist mir unverständlich, wie der Innenminister den Menschen eine solch sinnlose Belastung auferlegen kann. Insgesamt ist der neue Personalausweis unnötig. Es gibt kein Sicherheitsproblem. Lediglich 88 Fälle von Ausweisfälschungen sind seit 2001 aufgeflogen, wie die Bundesregierung auf eine Kleine Anfrage der LINKEN hin zugeben musste. Es gibt auch keine internationale Verpflichtung für den neuen Ausweis, tatsächlich ist er ein nationaler Alleingang des Innenministers.

Elektronischer Personalausweis bringt keine Sicherheit

Zur geplanten Einführung des elektronischen Personalausweises durch einen entsprechenden Beschluss des Bundestages am morgigen Donnerstag, erklärt das Mitglied im Parteivorstand Jan Korte (MdB):

Nicht nur angesichts der Datenschutzskandale – von Pannen kann man schon gar mehr sprechen – sondern auch vor dem Hintergrund des zunehmenden Abbaus von Bürger- und Freiheitsrechten, lehnt DIE LINKE die Einführung eines elektronischen Personalausweises ab. Auf diesem sollen in Zukunft, geht es nach dem Willen von Union und SPD, neben biometrischen Fotos auch Fingerabdrücke gespeichert werden - freiwillig, auf diese Einschränkung legt die Koalition wert. Zwar soll laut Gesetzentwurf niemand diskriminiert werden, der seine Fingerabdrücke nicht speichern lassen möchte, eine Garantie hierfür, beispielsweise bei Personenkontrollen am Rande von Demonstrationen jeder Art, kann der Gesetzgeber aber kaum geben. Auch die Tatsache, dass mit dem elektronischen Ausweispapier E-Government und das Einkaufen im Internet ermöglicht werden sollen, ist kaum zu fassen. Seit Telekom und LBB wissen die Bürgerinnen und Bürger, dass ein ausreichender Schutz ihrer Daten im elektronischen Waren- und Dienstleistungsverkehr nicht gegeben ist. Der elektronische Personalausweis bringt also nicht mehr Sicherheit, sondern baut lediglich Freiheiten ab. DIE LINKE kann einer solchen, an den Bedürfnissen der Bürgerinnen und Bürger vorbeigehenden Sicherheitspolitik nicht zustimmen und wird daher die Einführung des elektronischen Personalausweises ablehnen. Wir fordern stattdessen ein Moratorium für Sicherheitsgesetze und eine Evaluierung aller bislang verabschiedeten Sicherheitsgesetze auf ihre Grundgesetzkonformität, ihren Nutzen und ihre Verhältnismäßigkeit. Ein Anfang wäre es, zum Beispiel eine Evaluierung des neuen Reisepasses, der über biometrische Merkmale und RFID-Technologie verfügt, vorzunehmen.

Deutsche Politiker fordern Schließung des Lagers Guantanamo

Nach der Grundsatzentscheidung des Obersten US-Gerichts zugunsten der Rechte von Strafgefangenen fordern deutsche Politiker die sofortige Schließung des US-Gefangenenlagers Guantanamo auf Kuba. Grünen-Chefin Claudia Roth sagte am Freitag (13. Juni) in Berlin, wenn der Oberste US-Gerichtshof nun feststelle, dass 'ein seit dem Mittelalter geltendes Grundrecht, das jedem Menschen die Anfechtung seiner Gefangenschaft vor einem Gericht erlaubt, auch für die Guantanamo-Häftlinge zu gelten hat', dann stelle es die Gesetzlosigkeit der Guantanamo-Politik von US-Präsident George W. Bush an den Pranger. Das US-Lager ist im Zuge des so genannten Krieges gegen den Terror eingerichtet worden, an dem sich die rot-grüne Bundesregierung intensiv beteiligte. Die Grünen-Führung setzte gegen den Widerstand von Teilen ihrer Basis und gegen den mehrheitlichen Willen der Bevölkerung Beschlüsse zur Kriegsbeteiligung Deutschlands - unter anderem in Afghansistan - durch. Im Zuge der offiziellen Anti-Terror-Politik wurden unter der rot-grünen Bundesregierung schrittweise auch zahlreiche Grundrechte eingeschränkt.

Protests over soaring fuel prices erupted in Asia on Tuesday as truckers in Hong Kong and tire-burning demonstrators in India and Nepal added their angry voices to protests that began last month in Europe. As oil hit a record $139 a barrel, large and small businesses that depend on gasoline and diesel said they can no longer cope with pump prices that have doubled or tripled, with the steepest increases coming in recent months. Several hundred trucks and buses were used in a go-slow protest in Hong Kong, snarling traffic in that major Asian economic center. Drivers were demanding reductions in fuel taxes. Tens of thousands of Spanish drivers did go-slow protests on major roads, knotting traffic near cities such as Madrid and Barcelona as Portuguese drivers have joined.
