Victory for phone mast campaigners

JUBILANT residents have scored a major victory in their campaign to pull the plug on a plan to put a phone mast near their homes.

As reported by the Daily Echo, a move by Vodafone to put a 14m mast on a green near the busy Bournemouth Road and Leigh Road junction in Chandler's Ford caused a storm of protest.

But now the mast plan has been crushed after councillors unanimously rejected the application.

Residents, pictured, launched their campaign a year ago when they spotted a notice about the proposed mast on a lamppost.

Februar gemeinsam mit den beiden prominenten Attac-Mitgliedern Heiner Geißler (ehemaliger CDU-Generalsekretär) und Björn Böhning (Sprecher der SPD-Linken) in Berlin vorstellte. Weder die rot-grüne Bundesregierung noch die große Koalition hätten diesen Willen bisher gezeigt. "Die Bundesregierung muss endlich den Konflikt mit den Steueroasen inner- und außerhalb der EU angehen", forderte Giegold. Diese Auseinandersetzung habe die Bundesregierung bisher gescheut, so Geißler. Stattdessen seien in Deutschland in den vergangenen Jahren die Steuern auf Zinsen, Dividenden und Unternehmensgewinne stetig gesenkt worden, während die Abgaben und Steuern für Arbeitnehmer und Konsumenten stiegen.

Nick Davies, erfahrener Sonderkorrespondent der britischen Tageszeitung "The Guardian" hat die britische Qualitative einem aufwändigen Test unterzogen. Seine Ergebnisse sind niederschmetternd und vielleicht eine Folie fer deutsche Kommunikationswissenschaftler, die ähnliche Tendenzen in der deutschen Medienlandschaft bislang nicht erkannt haben.

"Ich war gezwungen mir einzugestehen, dass ich in einer korrumpierten Profession arbeite," so das Fazit des 400-seitigen Werks mit dem Titel 'Flat Earth News'. "Die Journalisten seien im 'professionellen Käfig' ihrer 'Nachrichtenfabriken' gefangen und zu 'Churnalisten' verkommen. (nach 'to churn out': auswerfen). Sie schrieben Pressemitteilungen oder Agenturmeldungen nur noch schnell um, ohne selbst nachzuforschen. Dieser Zustand mache die Massenmedien äußerst anfällig fer die Verbreitung von Falschmeldungen, irreführenden Legenden und Propaganda."

In seiner Buch-Rezension zitiert Henning Hoff in der Frankfurter Allgemeinen Sonntagszeitung (www.faz.net ) schockierende Zahlen einer empirischen Untersuchung von 2000 Berichten (im Frühjahr 2006) der britischen Qualitative "Sechzig Prozent bestanden ausschliesslich oder hauptsächlich aus PR-Material oder Berichten von Nachrichtenagenturen, die aber auch nur bei zwei Prozent als Quelle angegeben worden waren. (...) Nur zwölf Prozent der Texte liessen auf eigene Recherchen schliessen."

Die Ursache für diese Entwicklung ­ die wohl keine britische Spezialität ist - sieht Davis so: "Das Grundproblem ist, dass eine kommerzielle Logik die journalistische abgelöst hat." Nicht nur im Online-Markt wird heute nicht mehr von Journalismus, sondern von "Geschäftsmodellen" gesprochen. Journalismus als Ware, die mit möglichst geringen (personellen) Aufwand hergestellt werden soll? Auch das wird sicher ein grosses Debattenthema bei der Jahreskonferenz von netzwerk recherche Mitte Juni in Hamburg.

Die Bundesarbeitsgemeinschaft der Erwerbslosen- und Sozialhilfeinitiativen e.V. BAG-SHI kritisiert die vom Bundestag am 21.02. verabschiedete Verschärfung des Sozialgerichtsgesetzes. Dadurch werde der bisherige besondere Schutz der auf Sozialleistungen angewiesenen Bürgerinnen und Bürger eingeschränkt.

Insbesondere kritisiert die BAG-SHI die Erhöhung der formellen Anforderungen an eine Klage und den Ausschluss der Möglichkeit einer Beschwerde im Prozesskostenhilfe-Verfahren durch Erhöhung des Streitwerts von 500 auf 750 Euro.

Statt der Verschärfung des Sozialgerichtsgesetzes mit dem Ziel, die Zahl der Klagen einzudämmen fordert die BAG-SHI endlich notwendige Änderungen im Bereich der Sozialgesetzbücher II und XII (‚Hartz IV’).

„Die Entlastung der Sozialgerichte wird durch die Belastung der auf Rechtsschutz angewiesenen Menschen erkauft. Das soll die Menschen treffen, die auf Sozialleistungen angewiesen sind. Das Vertrauen in den Rechtsstaat wird untergraben, wenn die Ansprüche den Rechtsweg zu beschreiten so weit erhöht werden, dass sie für Betroffene ohne Jurastudium nicht mehr erfüllbar sind.“ so Andreas Geiger, Vorsitzender der BAG-SHI.

„Auf Sozialleistungen angewiesene Menschen benötigen klare und verständliche gesetzliche Regelungen und eine transparente, überprüfbare Verwaltungspraxis. Ist beides nicht gewährleistet, so benötigen sie den Schutz der Sozialgerichte.

Die Antwort des Rechtsstaates auf die notwendigen Klagen Betroffener ist, ihnen den Zugang zu den Sozialgerichten massiv zu erschweren. Dadurch besteht die Gefahr, dass unsere rechtsstaatlichen Fundamente untergraben werden.

Wenn die Bundesregierung die Sozialgerichte entlasten will, sollte sie nicht die Zugangshürden der Rechtsdurchsetzung erhöhen, sondern ‚Hartz IV’ ändern und das Personal in den Job-Centern besser qualifizieren.“ so Geiger weiter.
