In a last minute effort to hand out forests to cronies before his term ends, the Bush administration has proposed eliminating protections from 1.5 million acres from Northwest forests considered critical to the survival of the northern spotted owl. This will reopen the 1990s battle between timber production and wildlife habitat on public lands, and there is little reason to believe that this is scientifically justified in terms of owl habitat and forest health. This comes as the scientific basis for Bush's languishing "Healthy Forests" policy of logging and replanting burned forests rather than allowing them to regenerate naturally has been shown definitively to be bad science. An important new study has found that subsequent fire severity is much worse in logged and planted areas, compared to those that had burned severely and were left alone in an earlier fire. There appears to be no ecological truth (or for that matter truth of any kind) that the Bush Administration is unable to spin, twist or outright lie about. How did this man come to be trusted with the Earth's climate and America's forests? Let's hope the planet can survive another year and a half of what will certainly be renewed last minute assaults upon life giving ecosystems. g.b.

Families angry at proposals for a controversial phone mast close to a fire station in a south Norfolk village face an agonising wait to see if it gets the go-ahead.

South Norfolk Council's planning committee meets tomorrowwhen it will decide whether to give permission to the 15-metre mast T-Mobile want to put up at the fire station on the High Street, Loddon to improve the signal black spot in the area.

But the council has received 36 objections from families living in the area concerned about the health and environmental risks posed by the mast which is close to nearby schools and a conservation spot.

Council officers have recommended the planning committee refuse the application because it would not “preserve or enhance the Conservation Area” and would be “detrimental to the visual amenities” of the area.

Jim Leathers, 74, who lives with his wife Eileen in Norwich Road, Thurton, near Loddon, fought an unsuccessful battle with Orange to prevent an eight metre mast going up near his home.

Mr Leathers said he did not think it was the right place for a mast to go and urged councillors to refuse it unless a more suitable location could be found.

“The fire station is a bad choice of location,” he said. “There's even a nursery school opposite and no one knows what effect it has - apparently it's worse for children whose brains haven't formed properly.

“You even have the post office opposite where people congregate. I think it's very bad sticking these things in a populated area. “They don't take the ordinary people's views - I am against it and it is wrong. No one can prove the effect either way - you don't know until time passes what effect these things will have on people.”

The Evening News, through our Put Masts on Hold campaign, has fought against the installation of mobile phone masts near homes and schools until it is proved they are safe.

Loddon Parish Council also has a number of concerns about the application which it states “is not is not in keeping with the street scene” and poses a possible risk to health “especially with the close proximity of schools and nurseries”.

Objectors to the mast have suggested the mast would be better served on an industrial estate, or even on top of the church tower.

But the council has also received five letters in support of the scheme which they say will improve the signal in the area, and would help improve the situation for businesses in the area.

John Carwardine, T-Mobile communication affairs manager, said: “We have to conform to very strict international and national health and safety guidelines. In citing where mobile phone base stations are located, we always try to find a balance between the needs of the customers and the environment.

“There are over 60million mobile phone users in the country and without masts the mobile phone network will not work.”

In January the Bush administration promised bold, eye-popping initiatives on energy and the environment in the State of the Union address. But the White House failed to deliver. Bush proposed reducing U.S. gasoline consumption by 20 percent over ten years, largely by increasing subsidies and mandates for alternative fuels and tightening auto fuel-economy standards. Such proposals are hardly path breaking, and certainly failed to justify the pre-speech predictions. More ethanol is not an inspiring energy future. In May, by comparison, there was little effort to hype the president’s announcement of a new climate-policy agenda in preparation for the G-8 summit in Heiligendamm. Everyone knew climate change topped host Angela Merkel’s agenda, and that President Bush and the German prime minister were leagues apart on the issues. The big question was not whether Bush would propose something new, but whether he would acquiesce to European demands. So it was a surprise when, at the tail end of a speech outlining his G-8 agenda, President Bush seized the global initiative on climate-change policy...

I write to urge you to support the FY2008 Interior Appropriations bill.

As you know, the programs in this bill are essential to safeguarding our environment and public health. After years of deep and disproportionate cuts to these important programs, the FY2008 Interior Appropriations bill provides an increase of $1.95 billion over the President's request for the agencies funded in this bill.

Among the programs that received the proposed increases, the Land and Water Conservation Fund--$206 million--$98 million over the President's Budget; the Forest Legacy Program $62 million--a 54% increase over the President's Budget; National Wildlife Refuges--$56 million over the President's Budget; and the National Landscape Conservation System up $10 million.

With these increases, the FY 2008 Interior Appropriations bill takes an important step toward funding the programs that will protect our public lands, air, water, parks, wildlife, and communities' health, while encouraging federal action on climate change, by establishing a commission of scientific experts that will identify key areas for research and action to address to respond to the threat of global warming.

I also urge you to support several conservation amendments. One, an amendment by Rep. Robert Andrews (D-NJ) and Rep. Steve Chabot (R-OH) would prohibit taxpayer dollars from being wasted on new logging roads in the Tongass National Forest.

As a taxpayer, I'm writing to urge you to help end the waste of millions of taxpayer dollars on building new roads in America's largest intact rainforest for the timber program. Taxpayers lose an average of $40 million a year to access timber which may never be sold on the Tongass National Forest in Alaska. Since 1982, the Forest Service has wasted nearly $1 billion taxpayer dollars.

This year, House Appropriations Committee is making efforts to require the Forest Service to address road problems in the National Forests, while recommending that the Forest Service use the existing 5,000 miles of roads on the Tongass, rather than building new ones, for the timber program. Supporting the Andrews/Chabot Tongass Amendment will further send the message to the Forest Service that Americans want our tax dollars spent conscientiously.

Here are three other amendments that may be in play and I strongly urge you to support:

* An amendment by Rep. John Salazar(D-CO)and Rep. Mark Udall(D-CO) to prohibit the use of funds to issue oil and gas leases on Colorado's spectacular Roan Plateau. The Bureau of Land Management last week decided to issue oil and gas leases in this special area, despite the pleas of Colorado's Governor, local elected officials and many Coloradans to delay that process until a more balanced land management plan can be developed.

Background

The Hinchey-Wolf amendment would delay for one year the implementation of section 1221 of the Energy Policy Act of 2005 (EPAct). The proposed designation on April 26, 2007 by the Department of Energy (DOE) pursuant to section 1221 of two "National Interest Electric Transmission Corridors" - one in the east and the other in the southwest.

Under section 1221, not only private lands within designated corridors could be harmed by applicants but also public lands such as national parks, designated wilderness areas, national monuments, national wildlife refuges, and other wilderness-quality lands.

These designated corridors were proposed and will be finalized without preparation of any environmental review, or meaningful opportunities to comment on the proposals, or any consideration of numerous available alternatives.

The Hinchey-Wolf amendment will allow a year for further consultations with state and local officials and local citizens to ensure that federal energy plans respect state and federal laws protecting private property and our cherished wild areas. At the same time the amendment will give the DOE the opportunity to work toward a modern, reliable, and secure transmission system that meets our nation's needs.

It’s understandable, of course. Pakistan is an infinitely more difficult challenge for a would-be president to tackle. Unlike Iran — which can be ‘bombed,’ ‘contained,’ ‘deterred,’ or ‘ignored’ — Pakistan does not lend itself to sound bite solutions. It’s much easier for candidates to simply ignore our ostensible ally and hope to pass through the campaign without being called on it. But events will almost certainly conspire to deny us the luxury of living in denial for very long. The truth is Pakistan represents a far greater danger to the U.S. than Iran, at least for the foreseeable future...

Sahar al-Haideri, an Iraqi journalist, had received 13 death threats before she was murdered in the northern Iraqi city of Mosul last week. Her killing brings to 106 the number of journalists, almost all Iraqi, murdered in the country since the US invasion in 2003 along with 39 support staff. Mrs al-Haideri, a 45-year- old mother of three who worked as a freelancer for many publications, knew she was likely to die but refused to stop working. ‘We know we will be killed soon,’ she told fellow journalists on the Journal Iraq online newspaper. She had even stopped using a nom de plume and wrote under own name with her picture. She said: ‘I was kidnapped and threatened while using a pen name, so I decided to write … with my real name’...

The Bush administration has transferred three suspected terrorists to the Guantanamo Bay prison since March, despite recent legal setbacks and President Bush’s statement that he would like to close the controversial facility. The three detainees are the first to arrive in Guantanamo Bay since 2004, with the exception of those who were abruptly transferred last fall when Bush closed secret CIA prisons in Europe after their existence became known. Two of the recent transfers were captured in a sweeping counterterrorism operation in Somalia. The third is Iraqi. The lack of new arrivals — and the large number of detainees who were being sent home — had led many human rights advocates to believe the Guantanamo Bay prison was being phased out amid widespread international outrage. But now, new detainees are arriving and the flow of releases has slowed significantly — from 102 last year to 15 this year...

British troops are being prescribed with a controversial drug which has been blamed for making US pilots ‘trigger-happy’ and causing friendly fire deaths. The Ministry of Defence has admitted that it prescribes the amphetamine dexedrine, which is capable of keeping users awake for as long as 60 hours. While the MoD has refused to say what it uses the Class B drug for, leading narcotics experts say that the main purpose is to keep soldiers awake during special operations. However, they have warned that the substance can be highly addictive. In addition, the MoD has admitted that it permits soldiers to take a drug called kava-kava, from the South Pacific, which is known to be linked to severe liver damage...

Inaccurate voting lists, uncounted provisional ballots, electronic voting machines that jam without a paper trail – all these and more have eroded voter confidence in the competence and fairness of America's electoral process. Those problems are compounded by partisan Secretaries of State who conduct the elections, campaign officials with ties to companies providing voting machines, and claims that U.S. Attorneys were dismissed for failing to pursue alleged electoral fraud. A decade ago, it would have been laughable to ask if America's elections were conducted as professionally and impartially as Mexico's. Today, it is no laughing matter; indeed, the answer is that Mexico has a more independent, impartial, and professional system.

American University's Center for Democracy and Election Management
(CDEM) would like to invite you to attend the conference "Change the Way America Runs Its Elections,"at the National Press Club on June 13,
2007 from 9 am-1 pm. The conference will analyze the problems with the current system of electoral administration and offer new proposals for an independent, nonpartisan election commission.
