Plans for Villiers mast shot down by An Bord Pleanala

AN APPLICATION to erect a telecommunications mast on the roof of Villier’s Secondary School, which was turned down by Limerick City Council, has also been shot down by An Bord Pleanala.

The main reasons cited for refusing the mast were health risks and property devaluation.

Pat O’Donovan, PRO with Better Environmental and Safer Telecommunications (BEST) said that he was delighted the decision was upheld by a higher body and that "they are accepting that there’s a health risk involved”.

Stating that common sense has prevailed, he added that this "huge decision marks a change in thinking,” as regards planning for mobile phone masts.

Hutchison 3G Ireland Ltd., had applied for permission to put a 5m white flagpole on the rooftop of the school with antennae last May.

However, concerned parents, school staff, nearby residents and councillors, were outraged over the application.

Mr O’Donovan had earlier complimented the Planning Department of Limerick City Council for issuing "one of the most detailed condemnations of a mast planning application that I have come across in a long while”.

A spokesperson from the planning department at City Hall explained that the application was turned down because the proposed mast, being on a school site and near housing, would "detract from the amenities of the area” and "depreciate the value of adjacent residential properties”.

City planners also believed the development would set "an undesirable precedent for similar development in Limerick city.

Mr O’Donovan commented: "This was an outrageous proposal from day one. And to have the school’s board of management pushing for it just made it worse. It has been well documented that phone masts shouldn’t be placed near schools especially as the radiation can be very harmful for growing children. But this mast was to be placed in a densely populated urban area, so it would have affected the students as well as the wider community. 3G masts which are used for picture phones, have more powerful emissions.

"BEST has learned that there are much higher instances of cancer and people suffering from other diseases when they live near a mast. And many people living in close proximity to a mast have talked about the ‘constant headaches, fatigue, nausea and a sensation of burning in their heads’. Before phone masts would just be planted down without question. But now the planners are inspecting every single aspect of a planning application much more seriously”.

Last year, there was widespread condemnation that the Board of management at the school issued a letter that they "consented to this planning application based on research and subject to all current Health and Safety guidelines”.

And there were also reports that staff, parents and students at Villier’s School, were reluctant to complain about the proposed 3G Mast, because of alleged intimidation.

A student at Villier’s secondary school had told the Limerick Post that many parents were considering sending solicitors letters to management holding them directly responsible for any adverse health effects they may suffer from the planned installation of the 3G mast on the school’s roof. It is understood parents had also considered taking their children out of the fee-paying school.

"Cheeky" phone company masters council planning laws

A MOBILE phone company has proved perseverance pays off after it was allowed to keep at least one mast on green belt land in Hornchurch despite council and resident protest.

T Mobile, dubbed "cheeky" by one local councillor, can now keep a mast on the Cardrome site in Upper Rainham Road.

The Planning Inspectorate allowed special circumstances on January 25 to extend the life of a 24-metre mast by a further three months, despite it originally being placed in 2005 by way of temporary six-month permission. On July 14 last year the council refused T-Mobile's application for a further two year planning consent.

Phone mast at heritage building gets go-ahead

A MOBILE phone company has defended plans to erect a transmitter in a heritage site.

Local councillors are furious Wigan MBC planners gave planning permission for a mast at the Marklands Building on Stanley Street, Tyldesley.

Robert Bleakley, a former Liberal Democrat councillor and planning committee member, says the application should have been declined.
"I can't understand how they can allow this in a heritage area. It doesn't seem right.

"When I was on the committee we rejected plans for a mast at this site but now it seems they've changed their standards."

But the company who drew up the plans say a specially made housing will camouflage the ugly antenna.

Stephen Short, from Pentland GT, worked on the application for O2.

"The mast in Tyldesley is one of our 'stealth' masts."

"It's on the fourth storey and it is done in such a way that, even if you knew it was there, it would be difficult to pick it out."

Wigan Council planning officer Kevin Foster explained: "The reason this one was approved is because it's only 1.5 metres tall and it's fully encased.

"They've done it before very effectively. They sent us a sample of the material they will be using to surround it and it will blend in well."

YOUNGSTERS at some Muswell Hill primary schools could have their health put at risk by new technology that hasn't been proven as safe, it is claimed.

Controversy continues to surround the possible dangers of using wireless internet connections in primary school classrooms - yet one school has had the technology for years and another is to make the leap in the near future.

Tetherdown primary school, in Grand Avenue, was one of the first schools to install the technology - which allows laptop computers to link to the internet wirelessly by using radio waves to beam information back and forth.

And Coldfall primary school, Coldfall Avenue, is set to follow soon.

But there is still debate over how much electromagnetic radiation a young child can safely be exposed to.

Current advice from the Health Protection Agency says increases in sensitivity "may occur in infants and children", but there is "no firm evidence" of exposure to such radiation having adverse health effects.

But a number of schools in the UK have dismantled their "wi-fi" networks after pressure from parents, and Austria's Salzburg public health department is one of many official bodies to have issued warnings about its effects, having advised all schools and nurseries not to install wi-fi at all.

Alasdair Philips, scientific and technical director of lobby group Powerwatch, said:

"It strikes us as completely irresponsible to be putting these in schools - particularly primary schools - without

the monitoring equipment to see if this is a sensible thing to do.

"It just seems so unnecessary. I can't see the great advantage of filling the whole school with radiation.

"The radiation levels are obviously weaker than from a mobile phone mast, but on the other hand you are sitting right on top of them.

"We are looking at connecting it with chronic fatigue, attention deficit disorder, headaches and more."

Sarah Purdy, whose children attend Tetherdown, argues the system hasn't been proved safe and has no educational benefits.

She said: "They just do it because it's new technology, but no-one has thought of beaming microwaves at children all day long.

"Why are we risking our children's lives when cabled computer systems are quite possible?

"The precautionary principle should prevail - we should not expose children unless this system is tested and proved safe, which it has not been to date. We have no option and our children are being irradiated."

Tetherdown has the system installed in its classrooms, but its head teacher Evelyn Pittman said: "We have had a lot of communication with parents and every aspect of the issue has been looked at, and I don't think it needs to be something that is discussed outside of that."

Plans are afoot to install wi-fi in Coldfall Wood Primary, but Carol O'Brien, head teacher at St James C of E Primary, Woodside Avenue, said her school didn't have wi-fi.

Muswell Hill Primary and Our Lady of Muswell Hill Primary schools did not respond before the Journal went to press.

Improving Voter Access is a new report by technology expert Noel Runyan, published by Demos and Voter Action, that finds that state voting systems are widely noncompliant with federal ADA and HAVA access requirements for voters with disabilities.

Twenty percent of U.S. adults with disabilities -- more than 8 million eligible voters -- say they have been unable to vote in presidential or congressional elections due to barriers at or getting to the polls The Help America Vote Act (HAVA) requires that all polling places in elections for federal office anywhere in the United States have at least one voting system that shall be accessible for individuals with disabilities, including nonvisual accessibility for the blind and visually impaired, in a manner that provides the same opportunity for access and participation (including privacy and independence) as for other voters.

But most currently deployed voting systems, including direct-recording electronic (DRE) systems, do not meet current HAVA and ADA disability accommodation requirements, and they are far from compliance with the new Voluntary Voting System Guidelines.They are not accessible for significant numbers of individuals with disabilities for a variety of reasons that can and should be directly addressed.

Consumer research consistently indicates that US consumers, like others, would prefer NOT to buy or consume genetically modified food (variously called GM, GMO, GE or biotech food by official sources and "FrankenFood" by many health advocates).

The US FDA believes that consumers would "make the wrong choice" (that is, NOT buy genetically modified foods in favor of natural ones) if they had the information necessary to make that decision. Therefore, the FDA policy is to deny consumers access to accurate information about genetically modified foods since labeling such foods accurately, they say, would be "false and misleading". The FDA maintains that genetically modified foods are safe although the US FDA does not carry out or review any safety data on genetically modified foods. The US FDA does not require safety testing, conducts no safety testing, does not examine documentation of any safety testing for these foods. Instead, it relies solely upon the assertion of the patent owner (the company that wants to market the GM food) that the product is safe for human or animal consumption and poses no threat to the environment.

If GM food has the same sensory characteristics as natural food, the FDA will grant a "Certificate of Equivalency" which has no safety assurance associated with it whatsoever. If GM food is "substantially different" from natural food, that difference will be labeled, but the fact that the difference arises from genetic modification is not labeled.

The US FDA regulates advertising/labeling claims and can removes products and devices it believes are unsafe or dangerous from the market and does so regularly. In the matter of genetically modified foods, the FDA policy is different since it takes no responsibility for food safety assurance in these products. It also pursues a policy which shifts questions of safety (and hence liability) for marketing unsafe foods to the the courts although in other areas, it makes efforts to determine safety of food, drugs and devices before they are put on the market, and thereafter, as well. This judicial determination is rendered, in my opinion, meaningless if there is no way of tracking whether GM foods have been consumed because of absent food labeling.

The US Delegate to the recent Working Group on Genetically Modified Foods (Feb. 6-7, 2007, Oslo) stated that the FDA could not compel companies to "say things on their labels that they did not want to say" because of "First Amendment Issues" despite the fact that the FDA regularly compels companies to add or remove language which the FDA feels is appropriate.

The hugely popular television series "24" draws millions of viewers but it appears some people are becoming a little squeamish. The US military has appealed to the producers of "24" to tone down the torture scenes because of the impact they are having both on troops in the field and America's reputation abroad. Forget about Abu Ghraib, forget about Guantanamo Bay, forget even that the White House has authorized interrogation techniques that some classify as torture. It is 24 that is giving us a bad name.

The following proposal is one that we at the Canadian Voice For Animals - Canada and Argentina believe will be an equitable solution for both the Greenland government and the citizens of the world who are up in arms about the horrible way the Greenland dogs are maltreated.

FIRST:
(1) All animal welfare laws on the government's charter must be immediately enforced. A press release should be issued forthwith advising the public that you are working with us to solve the Sled Dog problem
(2) Anyone found breaking said laws would be subject to a mandatory jail term, and/or a substantial fine and three months of community service in animal welfare.
(3) Two new laws must be added to the current Animal Welfare section. (1) No sled dogs are to be tethered with chains as this causes them great pain and in some cases strangulation. Any kind of tethering should be completely banned. (2) All working dogs must be given a nourishing meal at approximately the same time every day. (3) Whipping dogs in order to control them is an abomination; whips should also be banned. (4) All working dogs must have friendly interaction with their owners daily. SECOND:
(1) Enforcing the existing laws will probably be a problem do to the large expanse of your country. We suggest that you employ at least 10 to 20 new Law Enforcing personnel. This can be worked into your new budget. Fines garnered from law breaking perpetrators will in all likelihood pay their salaries.
(2) These new Law Enforcing Officers should be men or women who have a working understanding of the welfare of animals. Under no circumstance should they be owners of working sled dogs. All should undergo a complete background check by the local police department.
(3) All new Law Enforcing Officers should be put through a two to three week training course on how to deal with these unfortunate and abused animals.

THIRD:
(1) The government must begin to work with animal welfare organizations in your area. We particularly are in favour of Dryenes Venner. Their website address is: www.dyrenesvenner.gl They have endorsed our campaign and have concerns about about the welfare of the sled dogs. A grant could be given to them each month for the expenses of the animals in their care. This should be given your immediate consideration.
(2) If sled dogs are still being sent to the island that has been named: The Sled Dog Death Island, shelters must be provided for protection from the cold and a safe area where females can give birth. Straw bedding should be provided. There are many organizations that build pre-fabricated buildings and they would probably be willing to donate said shelters, if only for the good publicity.
(3) Veterinary care should be available at all times. This could also be worked into the governments fiscal budget. Not only would this be beneficial to the Sled Dogs, it would also be great publicity for your country. We firmly believe that this proposal is one that is completely doable. We are willing to work with you hand in hand to help you show the world that your country is one that will be an inspiration to other nations who have similar problems.

We do have a representative in your country whom I'm sure will be more than willing to help you in any way possible. We will send you the information on receipt of your request.

With regard to your letter dated February 21st, my interest in the Greenland Sled Dogs is relatively new; however, it appears that the CVFA’s campaign to stop the inhumane cruelty the dogs have had to endure for decades. Regrettably, it will, in all likelihood, continue. To quote one of our supporters: “Thank you Mr. Bingley; you have awakened the world to an unspeakable horror and I can assure you we will never give up our support for those poor unfortunate dogs. How can a country be so collectively cruel?” How Mr. Kleist; how can a country be so cruel…collectively?

You state that the Animal Protection Act was entered into force in 2003; it is now 2007 and finally the cover-up has been exposed. It is time to actually govern, and time to stop announcing fabricated falsehoods.

With regard to chained animals: It is a well-known fact that any animal which has been captive of chain-leash will eventually become aggressive…The deaths of the children could have been avoided if only the owners of the dogs had the sense to socialize the dogs that attacked the innocent children. Their deaths are the burden of your shoulders. Your government’s law chain law has absolutely no merit.

To say that sled dogs are polar animals is just more of the usual governmental psycho-babble. I personally have a Siberian husky and although she loves being out in the snow, she is always happy to come in out of the cold. No one is going to believe such a misguided statement.

You also state in your letter that measures have been taken to solve the island problem. What measures? It is quite easy to issue such a statement; however, the public from around the world wants to see those measures in a written format.

I sincerely hope that you will work closely with Susanne Markdal and Dryenes Venner, to bring this horror to an equitable solution both for the dogs and the watchful eye of the world’s citizens.

Dear Mr. Premier Henoksen: On March 21st, I received word from Sanne Rosbog, a journalist with Ekstrabladet. dk, informing me that the Greenland government will be setting up several teams to study the Sled Dog problem with a goal to find a solution to the horror that the dogs have had to endure for so many years by their owners. There is absolutely no excuse for such behaviour; all animals are sentient beings and deserve our respect and proper care for their contribution to your country's economy. Regrettably, I have been very much tied up with the annual Canadian seal hunt, which is a terrible blight on my country's reputation, and I am only now able to contact you and Mr. Kleist. My colleagues, Professor Myrta Montiel, Ms. Jenny Berg-Rolness, and I are more than pleased that your government has seen the error of its ways, and that you are taking steps to right a terrible wrong. If you click on the link on the top of this e-mail you will see that the P.M. has set up a group to look into how they end the abuse that the sled dogs suffer each and every day of their lives. This is a step in the right direction and we should let them know that we will support them if they follow through with their proposed plan. There is a lot of reading on the sled dog pages, but one thing you should be aware of is that some of the sled dogs only live to be 3 to 4 years old. Today the following arrived in my mail. It is from a lady in Norway: It's quite disgusting to know that the horror is still happening to the Sled Dogs. After you read the following, each an every one of you should write letters demanding that something be done. Contact every animal welfare site you know of in the Swedish, Danish, and Greenland areas and ask them what they are doing to stop this carnage. I have written to them and all they are willing to do is post a link to the petition. I am now trying to contact the Norwegian TV station that shot the mentioned programme about the dogs to see if they will join us in this fight to help these poor unfortunate animals. To tell you the truth I'm sick to the stomach.

Read on; it's quite horriffic.


Today Norwegian tv showed a travel programme from Greenland. It was horrible, horrible. We saw a dead and frozen dog being loosened from the chain he had lived his miserable life in, and thrown in a ditch. We saw sled dogs being kicked and beaten to make them rise up and pull the sled. They were so confused by the maltreatment, and so frightened of their owners. There was an expression of utterly sadness and resignation in their faces. We saw a dog left to die in the track, with a deep wound in his leg. He turned his head away and closed his eyes when the camera people approached him, he obviously didn’t expect anything good to come from the hands of men. The team left him in the track, and when they later asked the owner what he intended to do with him, they were told that there were wolves in the area, so the dog would probably be killed and eaten the following night.

This is a daily happening in your country. Thousands of dogs have a hell-like existence just now, chained to the ground in extreme temperatures, many of them with no shelter at all. The only time they are released from the chain is when they are pulling a sled, and then they are kicked and whipped and treated as worthless creatures, and if wounded they risk to be left behind to die a slow death from starvation and freezing, if they are not torn apart by wolves.

I must admit that after seeing this programme, which confirmed everything we have read about the sled dogs situation, I feel that Greenland is among the worst countries on this planet. You should be very much concerned about this, not only because if affects the country’s and the people’s reputation, but in the first place because it involves unspeakable suffering for thousands of innocent and defenseless dogs every day. I will never forget the dogs we met in this programme. Some of them are probably dead by now, but still I feel that these are the most lucky ones, because the life these dogs have to endure is no life at all.

The letter from the home rule is a fine speech about condemning neglect of sled dogs. But talking doesn’t stop people from starving and brutally maltreating their dogs. Action is needed now. The dogs are waiting for someone to end their misery, and the international society is closely watching and waiting for improvements. Dogs have suffered on Greenland for decades. It is time to end this tragedy now.

The public has given a huge thumbs down to phone companies after an investigation around the Thorpe St Andrew area showed families were against masts being set up.

Out of the 116 people polled by campaigners, only one person wanted more masts for better phone network coverage and 10pc of people wanted all the existing ones torn down.

Anti-phone mast campaigners, led by Andy Street, targeted an area of Thorpe St Andrew which has already been earmarked for a phone mast and asked families their opinions.

Mr Street said: "We hope the survey will give both councils some help in making their decisions. About 10pc of the people we talked to wanted the masts removed completely."

The site, on the verge of Dussindale Drive, Thorpe St Andrew, was earmarked for a mast last year but the original application was refused by Broadland District Council.

But mobile phone company O2, which had proposed the 12.5m mast, launched an appeal and overturned the original ruling.

Angry campaigners launched the survey while two similar plans are in the pipeline for the area - T Mobile wants to install a 12m mast and associated equipment and cabinets at the junction of Ring Road and Pound Lane and Vodafone has just finished a pre-application consultation on plans to put six dishes on the existing St William's Way mast.

The survey showed that 85pc of residents wanted no more masts.

The group presented its findings to Thorpe St Andrew Town Council's planning sub-committee on Monday and hopes to widen its net to take in more streets in the area.

The group also plans to submit more of its findings to the Broadland planning committee on Thursday 15 February, where they will be considering applications for more phone masts in the area.

A spokesman for Broadland District Council said: "We are aware of residents' concerns and take into consideration representations from members of the public.

"But this information would not be accepted in a planning meeting and we would say to members of the public who want to make this sort of objection, to visit our chief executive.

"All applications for phone masts are considered on their own merit and existing masts in the area would have little bearing on this."

The Evening News thrust the issue of mobile phone masts firmly into the public spotlight with its Put Masts on Hold campaign.

PARENTS' ANGER AT PHONE MAST PLANS

RESIDENTS are furious at proposals for a mobile phone mast near a children's day nursery.

Telephone company Hutchinson 3G UK Ltd have applied to Doncaster Council to erect a 60ft pole on the Paragon Autocare Breakdown site, Great North Road, Skellow, but locals plan to fight the move.

Robert Forsythe lives in Crabgate Drive and claims the mast would be only 80 feet away from his property. He said: "Not only would this be an eyesore but also we as a neighbourhood are concerned about the health implications due to the radio waves given off."

Mr Forsythe and other residents intend to write to the council and start a petition against the proposed mast which would be close to the Elmcrest Day Nursery on Crabgate Lane.

He added: "Our number one concern is health and I've done quite a lot of research and there is proof that masts do cause health problems. There is a committee in Sutton Coldfield which says eight out of ten people living close to masts have become ill."

Stephanie Darbyshire, Elmcrest's owner and manager, said the nursery was informed by 3G of the proposal and they have subsequently been in touch with the council. She said: "The original letter from 3G stated that the emissions were below the levels for concern. However, we are still concerned about the installation of such a mast so close to the nursery and housing estates. We would oppose any such installation so nearby and insist it is erected elsewhere."

Last year the council's planning committee approved 3G's move to build a mast on the Denaby and Cadeby Miners' Welfare sports ground, a site near two schools and a youth centre.

Peter Dale, Doncaster Council's Strategic Director of Development, said that public consultation would run until March 2.

3G spokesman Brian Spooner said: "We looked at a number of sites before it went into council and each was rejected for a number of reasons. Each site would have been discounted for a reason, whether it was poor radio coverage, visual impact or site unsuitability.

"This is the site we determined after the search was complete. In terms of health and safety concerns, the proposed station will have a ICNIRP certificate and there is no convincing scientific evidence that the very weak signals from base stations have adverse health effects."

While enticing Israelis to travel by featuring attractive women and scenery are nothing new, these billboards were created to stop Israelis in their tracks. These ads feature "enemy states" such as Saudi Arabia and Syria in a whole new way, with only the fine print noting that the price is for one room and a double bed - dependent on the Saudi peace plan.

"Israelis visiting Damascus, Dubai, even Jericho is inconceivable today – unless they're in uniform," said Hilder. "We wanted to help Israelis look and think again about the Arab Peace Initiative."

We've had a great response to the ads, though Israel's politicians are still dancing around the idea of real peace talks based on 1967 borders. So don't let the extremists silence us – join the campaign, get us to 100,000 and we'll put up more billboards!
