TEPU urges gov't to create strict electromagnetic radiation standards

The Taiwan Environmental Protection Union (TEPU) yesterday called for the government to work out strict standards on maximum allowable indoor and outdoor electromagnetic radiation levels to better safeguard local people from exposure to high levels of electromagnetic radiation.

The TEPU made the call in a written statement issued after completing a test of the electromagnetic radiation levels of the National Taiwan University (NTU) campus, together with NTU measurers, and other relevant units including Environmental Protection Administration (EPA), and National Communications Commission (NCC).

The units came out with different test results concerning the electromagnetic radiation levels in the NTU laboratory, with the NTU test showing the lowest level at 9uW/m2, the EPA at 90uW/m2, the TEPU at 330uW/m2, and the NCC at 350uW/m2.

TEPU measurers said they used a simple electromagnetic wave tester to carry out the test, and came out with an electromagnetic wave level similar to that recorded by the NCC, indicating the simple tester can be widely applied to test electromagnetic radiation.

As the government has yet to work out acceptable electromagnetic radiation levels for indoors and outdoors, the EPA should move to draft the standards as soon as possible, and should clarify that the 9uW/m2 level announced earlier is an acceptable outdoor electromagnetic radiation level, TEPU urged in its statement.

In addition, the TEPU said that the government can set indoor electromagnetic radiation levels at under 5uW/m2, as set in the Building Biology Guidelines adopted by Germany.

The government can also take into consideration the outdoor standard radiation level at 10uW/m2 and indoor level at 1uW/m2, as now enforced by Austria's Salzburg county, TEPU suggested.

The TEPU also urged local universities to pay close attention to the electromagnetic radiation situation their students may face when using computers that have wireless Internet connections.

The organization recently released a report which stated that the NTU campus exceeded safe radiation levels based on measurements the group took near a wireless Internet transmitter inside a library.

The wireless Internet transmitter emitted over 1700W per square meter of radiation, far exceeding the 5W per square meter international standard for an indoor space, He said.

NTU officials immediately took their own measurements of the library after the TEPU report but found radiation levels lower than 1W per square meter.

NTU officials challenged TEPU to measure the campus again, this time together with NTU measurers, to "find out the truth."

Both the TEPU and the NTU accused each other of using the wrong unit in their measurements, resulting in such a wide discrepancy.

TEPU also conducted tests on 25 different notebook computers and found fourteen of them to exceed 2,000W per square meter.

The fourteen include brand names such as Asus, Acer, IBM, and Twinhead.

However, the companies all rejected the organization's findings, saying that their products have undergone and subsequently passed tests on radiation emission.

In response to Andy Gilbert's rubbishing of Gary Kemp's earlier concerns about mobile phones (Letters, Jan 11), I would like to inform readers of an article entitled "The mobile phone - a radiating way of dying?" written by Swedish comedian and author Peter Wahlbeck.

In it, he writes "Some time ago I got headaches and got eye problems when talking in my mobile phone. I have felt this before and therefore always used hands-free. Nevertheless, my sensititivity has increased so much I cannot use my mobile phone any more."

"In Stockholm, I recently met a friend who is a teacher and he told me he had the same problem but "it is nothing compared to my students" he said, and told me about students who got tinnitus, headache, sleeping problems."

He also describes a book called "The game of 3G", written by Mona Nilsson and Marica Lindblad: "Research results from scientific journals from Hungary, Israel, France, USA, Spain, Austria and Russia are gone through. They show unanimously that mobile phone radiation is detrimental and that the radiation from masts is dangerous for humans and their genes."

Results of independent studies showing harm from all wireless devices which use microwaves - baby alarms, DECT phones, cordless computers, WiFi, masts etc, have long been distressingly uniform.

Another battle is looming over plans for a new mobile phone transmitter mast in Abingdon - two years after residents fought off a similar scheme.

T-Mobile wants planning permission to erect a 15m high telecommunications mast with antennas and two equipment cabinets at Allens Carparts on the Radley Road industrial estate.

Now people living in Galley Fields say they are looking at resurrecting their old campaign.

Two years ago, 02 wanted to build a 15m mast on the same land but the Galley Fields Residents' Association, led by pensioner Ernie Wright, objected. They were backed by Abingdon Town Council and the Vale of White Horse District Council.

Councillors vetoed the mast on the grounds that it would have been visually intrusive and too close to homes. Mr Wright, 78, said: "Just when we thought we had seen off the transmitter mast then another application comes forward.

"Last time the Vale council threw it out and now a different company comes up with the same idea and we will have to go through the whole business again. It doesn't make sense to me. It's bad enough having to put up with one monstrosity of a mast overshadowing us and now we're under threat again."

Martin Smith, who chairs the town council's planning and highways committee, said: "I am surprised to see another application on the same site after we objected most strongly to the first application. We recommended that the Vale should not consider any further applications on this site. A tall mast overlooking nearby homes would be an un-neighbourly development."

A spokesman for the district council's planning department said: "We have to consider all planning applications on their merits, even if a similar proposal has come up before. The same arguments might apply and the eventual outcome could be the same, but we have to go through the process."

A spokesman for T-Mobile was not prepared to comment on individual planning applications for masts but said: "We have submitted an application to the council. We will follow the correct planning procedures and will await the decision of the local authority."

Another phone company wants to build a mast at Kennington. The district council has received an application from Nokia for a 15m telecommunications mast and equipment cabin at the Kennington playing fields pavilion in Playfield Road.

In the past three years, the district council has got tough with telecommunications companies. It refused permission for Orange to erect masts near the Boundary House pub in Oxford Road, Abingdon United's ground in Northcourt Road and a second mast at the Radley Road industrial estate.

Die vorgeschlagenen Zweitreferenten seien alle keine Mediziner gewesen, führte Herbert aus. Man habe sich bewusst gegen eine Podiumsdiskussion entschieden, bei dem sich nur Experten die Bälle zuspielen. Stattdessen habe man einen kurzen Vortrag mit langer Diskussion geplant. Mitten in der Einleitung des Bürgermeisters klingelte dessen Handy und verdeutlichte so die Allgegenwärtigkeit der Technik.

Caroline Herr ging auf verschiedene Strahlungsarten ein: niederfrequente wie bei Hausstrom, hochfrequente wie bei Mobilfunk, Fernsehen, Rundfunk und Mikrowelle und ionisierende, radioaktive Strahlung. Eine von Jörg Michaelis (Mainz) geleitete Studie komme zu dem Ergebnis, dass niederfrequente Felder von Nachtspeicheröfen bei über 0,4 Mikrotesla Feldstärke erhöhtes Leukämierisiko bei Kindern bewirkten. Nach seiner Berechnung könnten drei bis vier von 620 kindlichen Leukämien in Deutschland auf solche Felder zurückgehen. Die Weltgesundheitsorganisation WHO stufe extrem niederfrequente Strahlen als möglicherweise krebserzeugend ein.

Die Umweltmedizinerin warnte davor, Korrelationen zwischen zwei Ereignissen mit ursächlichen Zusammenhängen zu verwechseln. Scheinkorrelationen gebe es auch zwischen der Zahl der Störche in einem Gebiet und der Zahl der Kinder pro Familie. Auf diesen Vergleich reagierte ein Teil der Gäste mit Missfallen.

Kernpunkt des Streits ist die Festlegung von Grenzwerten für Mobilfunkstrahlung in Deutschland, die bisher ausschließlich sogenannte thermische (Wärme-) Effekte der Strahlung berücksichtigt. Diese seien die einzigen, die im Labor nachzuvollziehen seien, sagte Herr. Mobilfunkgegner bezweifeln dies und verweisen auf Studien. Beim Telefonieren dürfe sich der Kopf nicht um mehr als 0,1 Grad erwärmen, so Herr. Dies ergebe Feldstärken von 61 Volt pro Meter bei UMTS, 58 im E-Netz und 42 im D-Netz.

Zu den diskutierten nichtthermischen Wirkungen der Mobilfunkstrahlung gehörten Auswirkungen auf Zentralnervensystem, Blutbild, die Entstehung von Krebs und Befindlichkeitsstörungen. Laut Herr soll die Energie der Strahlung aber zu gering sein, um Tumore auszulösen. Eine Förderung vorhandener Tumore werde diskutiert. Versuche mit Zellkulturen, die eine genschädigende Wirkung gezeigt hätten, seien nicht wiederholbar gewesen und deshalb „nicht valide“ (gültig).

Kritisch setzte sich die Medizinerin auch mit der Naila-Studie von Hausärzten in der oberfränkischen Stadt auseinander. Diese hatten fünf Jahre nach Aufstellung eines Mobilsenders eine Verdreifachung der Krebsfälle im 400-Meter-Radius im Vergleich zum Fernbereich festgestellt.

Im Vergleich zum saarländischen Krebsregister gebe es in dem Gebiet aber keine erhöhte Krebsrate, kritisierte Herr. Es seien zudem alle Krebsfälle erfasst worden, auch solche, die mit anderen Umweltfaktoren zusammenhingen.

„Sie sind nicht ganz objektiv“, warf ihr ein Mann vor, der dafür Beifall erhielt. „Das ist alles einseitig“, kritisierte eine Frau. Auf den einstündigen Vortrag folgten 1,5 Stunden Diskussion. Viele Zuhörer, von denen einige bis aus Wald-Michelbach kamen, zitierten weitere Studien und verwiesen auf die ihrer Ansicht nach vorbildliche Mobilfunkveranstaltung von acht Odenwald-Bürgermeistern im April 2006 in Mörlenbach.

Eine Annäherung war in der aufgeheizten Atmosphäre nicht möglich. „Es ist nicht gut, dass Frau Herr heute alleine dieser Stimmung ausgesetzt war“, bilanzierte die Grüne Stadtverordnete Rosemarie Sutholt.

Studien und Prozesse zum Thema Mobilfunkstrahlung

HEPPENHEIM. Die von Mobilfunkgegnern häufig zitierte Naila-Studie beruht auf Statistiken von Hausärzten im oberfränkischen Naila. Sie hatten von 1994 bis 2004, nachdem dort 1993 der erste Mobilfunksender installiert worden war, neu aufgetretene Krebsfälle dokumentiert. Es wurden im Nahbereich (Radius von 400 Metern um die Sendeanlage) 320 Personen erfasst, im Fernbereich 647 Personen.

Im Zeitraum 1994 bis 1998 traten im Nahbereich fünf, im Fernbereich acht Krebserkrankungen auf – ohne signifikante Unterschiede zwischen beiden Bereichen. Von 1999 bis 2004 – ab fünf Jahren nach Installation des Senders – traten im Nahbereich 13, im Fernbereich acht Neuerkrankungen auf. Die Wahrscheinlichkeit für eine Neuerkrankung lag im Nahbereich um das 3,38-fache höher als im Fernbereich. Die Autoren gaben an, dass die Patienten im Nahbereich durchschnittlich auch 8,5 Jahre jünger waren. Das Brustkrebsrisiko sei 3,5-fach erhöht; letzteres war statistisch nicht signifikant.

In der Bewertung der Studie lobte das Bundesamt für Strahlenschutz zwar die Wahl der Studienregion im ländlichen Raum mit wenigen Sendern und langjährigen Bewohnern. Bemängelt wurden methodische Schwächen. Beispielsweise seien Alter und Geschlecht der Patienten nicht statistisch ausgewertet worden. Ein Vergleich mit dem saarländischen Krebsregister zeige, dass im Fernbereich weniger Krebsfälle auftraten als zu erwarten. Deshalb sei das Risiko im Nahbereich eventuell überschätzt worden. Außerdem seien andere Risikofaktoren nicht erfasst worden.

Als bisher erste Patientin hat übrigens die Amerikanerin Sharesa Price 2005 einen Prozess gegen die Mobilfunkindustrie gewonnen. Bei der Frau, die täglich stundenlang Handys bei einem Telekommunikationsunternehmen programmiert hatte, wurde 1999 ein Hirntumor festgestellt. Nach mehrjährigem Rechtsstreit wurden ihr 30 000 Dollar Entschädigung zugesprochen.

Der DGB Ruhr-Mark weist auf eine weitere Verschärfung der Richtlinien für ALG II EmpfängerInnen hin. Arbeitslosen, die ohne wichtigen Grund gegen Pflichten verstoßen, können nun für 3 Monate die Leistungen um 30% gekürzt werden. Im Wiederholungsfall innerhalb von 12 Monaten können die Behörden das Arbeitslosengeld II um 60 % kürzen. Neu ist auch, dass der Anspruch auf Arbeitslosengeld II bei weiteren Pflichtverletzungen einschließlich der Leistung für Unterkunft und Heizung ganz entfallen kann.

By now you’ve no doubt heard the news that the Bush administration has conceded that the judicial branch has a role in overseeing surveillance by the NSA.

Last week’s extraordinary reversal by the administration, which we greet with skepticism — came just two weeks before our ACLU v. NSA hearing in a federal court of appeals and one day before the Attorney General was to testify before Congress.

This shift is a sure sign that the determination of the ACLU and supporters like you is starting to pay off but many questions remain before we can take this move as a real change in policy. And the last thing we should do is let an ambiguous concession exempt the Bush administration from the intense Congressional scrutiny that our democracy demands.

"The Justice Department announcement is a quintessential flip-flop," said Anthony D. Romero, ACLU Executive Director. "The NSA was operating illegally and this eleventh-hour ploy is clearly an effort to avoid judicial and Congressional scrutiny. Despite this back flip, the constitutional problems with the president's actions remain unaddressed."

On Jan. 31, the Court of Appeals for the Sixth Circuit is scheduled to hear the government’s appeal from a ruling in ACLU v. NSA declaring the NSA warrantless wiretapping program unconstitutional. The court should still rule on the case since the Justice Department stated that the president still retains the inherent authority to engage in wiretapping without the oversight of the FISA court. Without more information about what the secret FISA court has authorized, there is no way to determine whether the NSA’s current activities are lawful.

"The legality of this unprecedented surveillance program should not be decided by a secret court in one-sided proceedings," said Ann Beeson, lead counsel in ACLU v. NSA and Associate Legal Director of the ACLU. "And without a court order that prohibits warrantless wiretapping, Americans can’t be sure that their private calls and e-mails are safe from unchecked government intrusion."

The Bush administration’s policies in the "war on terror" have undercut the American Constitution, eroding it and placing its bedrock principles in peril. Previous Congresses consistently turned a blind eye to the administration’s unrelenting attempts to ignore or override civil liberties. Our Constitution and our civil liberties are under attack like never before in history.

We have listened to President Bush preach the value of building democracies overseas even while here at home his administration - from the White House and through several federal departments and agencies - instituted policies that steadily eroded civil liberties.

Whether it is eliminating one of the cornerstones of our Constitution, habeas corpus, or denying due process of law, or illegally spying on American citizens or engaging in the un-American and immoral practices of torture and extraordinary rendition, this administration deliberately and with callous disregard for the principles this nation holds dear tore at the very fabric of our Constitution. The 107th, 108th and 109th Congresses willfully allowed the administration a free hand and abdicated their responsibilities to the American people and the Constitution they swore to uphold.

It is time to end these abuses of power and immediately restore our basic civil liberties so arrogantly abrogated by the Bush administration. We must restore honor and respect to our Constitution and the American principles it embodies. Congress must act immediately to reassure the American people that their country will remain true to its founding principles of freedom, fairness and democracy. This Congress needs to act because, sadly, the damage to our core American values has already been done.

Die deutsche EU-Ratspräsidentschaft strebt mit den USA ein neues Abkommen zur Übermittlung und Nutzung von Flugpassagierdaten an. Dies kündigte Bundesinnenminister Wolfgang Schäuble (CDU) am Freitag nach einem Treffen mit US-Heimatschutzminister Michael Chertoff an. Schäuble will angeblich erreichen, dass nach einer bestimmten Frist für den Zugang zu den Daten strengere Voraussetzungen gelten sollen und die Dauer der Speicherung verkürzt wird. Laut Chertoff wollen die USA weiterhin die Daten wie bisher erhalten und darüber hinaus eine einfachere Nutzung erreichen. Fluggesellschaften aus der EU müssen bei Einreise in die USA bis zu 34 Daten ihrer Passagiere an die USA-Sicherheitsbehörden übermitteln.

As a lawyer, your most valuable commodity in terms of courtroom and professional currency is your reputation for honesty, integrity and sticking to the agreed upon rules and the law, whatever the stakes of your case at bar. This morning, that question came running headlong like an oncoming train into the legal team representing Scooter Libby.

To set the scene, prior to the testimony of Craig Schmall, the CIA briefer for Dick Cheney and Scooter Libby, there had been a series of hearings and motions filed by the government, led by Patrick Fitzgerald, and Libby's legal team, primarily led in these matters by John Cline and Ted Wells, over the last few months preceding the trial. Judge Walton heard arguments on these matters under the CIPA rules and regulations, and then issued orders and memoranda laying out the procedures by which any of this information — relating to highly classified national security documents and intelligence — could be admitted, if at all, in the course of these legal proceedings.

In order to introduce the "memory defense" that Libby's legal team wants to use to defend Libby — the "my difficult job made me lie and forget" defense — Mr. Libby himself will have to take the stand because it is ultimately his memories which are at issue in terms of his state of mind and his alleged falsehoods to the FBI and the grand jury. During Mr. Schmall's testimony, the Libby defense team is trying to slip that memory defense and the national security information which has already been ruled, in part, to be very limitedly admissible, if at all, into the minds of the jury through a back door and a completely unrelated witness.

In effect, as prosecutor Patrick Fitzgerald argued this morning, to "bootstrap" the evidence and the arguments into the case.

I can certainly understand wanting to defend your client with every legal weapon in your arsenal. I can also understand feeling constrained in terms of your defense because national security considerations require you to be circumspect in how you can or cannot introduce certain evidence into the trial proceedings. But the CIPA hearings in this matter occurred over a series of weeks, months even, and the Libby legal team has had quite some time ot work out their witness questions and other strategies to overcome this obstacle.

In fact, Judge Walton has bent over backward in a number of his rulings, pressing the government repeatedly for more expansive summary information to be provided as evidence for the jury's consideration — so much so that Fitzgerald and his team, and attorneys from the CIA had to start from scratch and re-draft and re-redact documents in order to fulfill the judge's orders. 8 Tage ist her, da war ich früh morgens auch unserem Hausdach, ca. 130 m von unserem GSM Sender entfernt, direkt in der Hauptrichtung der südlich ausgerichteten Sektorantenne.

Unsere Blechabdeckung des uralten Schornsteins wurde durch den Sturm abgerissen und hing an den Gewindestäben hoch oben fest, das Dach war noch feucht und die erste Sonne kam.

Irgendwie schön, richtig schön.

Ich konnte bis nachmittags Radio hören, mit dem Autoradio, mit dem mp3 Player, mit jedem normalen UKW Empfänger klappte der Empfang der 103,3 MHz einwandfrei, soll heißen störungsfrei. Nur bei einigen wenigen Ecken im Dorf, verwinkelten Gassen, und derartig abgeschatteten Orte hatte leichte ich Empfangsprobleme.

Was war geschehen?

Kyrill hat den Strom unterbrochen, erst eine Phase, dann gleich die nächste, und erst rund eine Stunde danach auch die letzte der drei Phasen, die uns versorgte.

Das war am Donnerstag Abend, den Solarakku hattten wir vorsorglich geladen, randvoll, genug um Tage unabhängig Licht und Radio zu haben, ausserdem Strom für den Lüfter unseres Kompostklos.

Und am Freitag morgen war der GSM Sender aus, stumm, still, als hätte es ihn und die Folgen hier nie gegeben.

Hier oben auf dem Dach, mit direkter Sicht auf den grossen Gleichberg, rund 8 km entfernt, tat der nächste GSM Standort seinen Dienst, wie gewohnt, ich konnte ihn messen und die Abschirmung des Daches reduzierte das Signal im Innenraum auf annähernd nicht "hörbar", beim Digimeter, und das bei voller Lautstärke.

Ohne Abschirmung gab es Werte von 003 bis 030 Anzeigenwert (empfindlichster Bereich).

Doch der störungsfreie UKW Empfang ist das Erstaunlichste.

Seit Jahren stelle ich Zusammenhänge fest, wenn wir mit dem Auto an Sendestandorten vorbei kommen, oder durch deren Richtkeule fahren. Immer diese wirklich unangenehmen Störungen, auch einige Kilometer entfernt von der Antenne selbst, insbesondere erstaunlich, denn hatte man früher, in den 80igern den besten Rundfunkempfang noch auf den Bergen, ist es heute oft das abgeschattete Tal, die geschützte Muldenlage oder ähnlich für Funkstrahlen abgegrenzte Bereiche.

Ja, GSM Strahlung breitete sich wie Licht aus, direkt, geradlinig und Reflexionen sind ähnlich die der Lichtstrahlen an Spiegeln.

UKW ist langwelliger und breitet sich scheinbar "fliesender" aus, das soll kein pseudotechnischer Begriff sein, oder werden, nein, sondern für nicht Techniker darstellen, dass langwelligere Wellen sich nicht nur in der direkten Linie der Sicht (LOS) ausbreiten, sondern auch ins Tal "strömen".

Die lieben Techniker aber und unseren Herrn der obersten Aufsicht möchte ich doch zu gerne fragen, wie ein bestehender und öffentlicher Dienst wie der UKW Rundfunk, landesweit durch einen Technik gestört werden darf, die dem Kommerz dient und keine Universaldienstleistung ist?

Niemand durfte je den UKW Rundfunk stören, da gab es mächtigen und schlimmeren Ärger.

Und nur weil da die Siemens- und Alcatel Leute nicht dran dachten, nur weil es keine Tests gab, habe ich persönlich nun seit 2001 Empfangsstörungen, täglich bei der Presseschau, bei den oft interessanten Themen bei dlf, D- Radio und manchmal auch B2.

Und die anderen Folgen, über 1% Krebstote hier um den Sender, bis 700% mehr Brustkrebs in Steinbach- Hallenberg?

Der Sturm brachte den Beweis, und ich nutzte die Zeit bis zum Nachmittag, da kam die erste Phase wieder und auch des GSM Signal. Hätte es nicht wie die dritte Phase bis Sonntag fernbleiben können?

Wirklich, selbst der kleine billige MP3 Radioplayer hatte im Dorf sehr guten Empfang bei 103,3 MHz, und der Weg am Mittag zur Schul- Bushaltestelle, direkt an den Sendeantennen vorbei, blieb erstmalig störungsfrei, so dass ich die internationale Presseschau 10 vor 13.00 Uhr beim Abholen meines Kleinen störungsfrei hören konnte.

Wo ist die Regulierungsbehörde?

Wo ist das Recht?

Wo ist die Nutzungsausfallvergütung, denn ich zahle explizit für diesen Radioempfang?

Ja, Konzerne, ob der Kleinfeldverein, oder die geHartzen, ob im Osten oder Westen, hier sehen wir ganz klar, was Sache ist:

Gerichte und Konzerne beugen sich dem Mammon, dem schönen Geld verdienen, ob unter Rotlichschein, oder mit Millionen unter der Tischplatte.

Denkt dran, vor nicht mal 10 Jahren, noch unter dem Dicken, wäre diese Aufwendungen noch steuermindernd gewesen, so dass wir letztendlich alle für die Lustreisen bezahlen.

Wie soll das ein entsprechend sozialisierter Vorstandsvorsitzender in vorgeschrittenem Alter noch adaptieren?

Bundesaußenminister Frank-Walter Steinmeier (SPD) hat als Kanzleramtschef an der "Präsidentenrunde" der deutschen Sicherheitsbehörden im Oktober 2002 teilgenommen. Der Sprecher des Auswärtigen Amtes, Jens Plötner, bestätigte am Freitag in Berlin die Teilnahme Steinmeiers an dem Treffen des Gremiums. Einzelheiten wollte er nicht nennen. Damals soll das Gremium laut Medienberichten über das US-Angebot, den damaligen Guantanamo-Häftling Murat Kurnaz freizulassen, beraten haben.
