Neighbours face new mast fight

ANGRY neighbours are gearing up to fight a phone-mast battle they thought was won three years ago.

A plan to put up a 15m mobile phone mast at Carrville, on the outskirts of Durham City, was thrown out in 2003 in the wake of protests from people living nearby.

But phone company Hutchinson 3G says it has been unable to find an alternative site and has again applied to site a mast on open ground near the junction of the A1(M) and A690, next to what is now one of the Durham's park and ride car parks.

People living on the nearby housing estate, which includes the streets of Carrsdale, Dene Drive and Fallsway, say they will fight the plan once more.

"They have already got a mast at Durham City football club," said a residents' spokeswoman. "So we don't see why they need one here.
"They are talking about screening, but the trees are deciduous so there won't be any cover in the winter.

"We still have concerns about the impact on health from mobile phones. The technology has not been around that long, so how can they say there is not a problem?"

Hutchinson 3G's corporate affairs manager, Michael Alexander, said other sites had proved unsuitable and the mast was needed because the company had received complaints from customers about lack of coverage.
Mr Alexander added: "According to the World Health Organisation, there is no convincing evidence that weak radio signals cause any harm to health.

"We are taking about doing some planting around the equipment cabinets to reduce the visual impact, and we hope to arrange a meeting with residents to discuss their concerns."

The application will be considered by Durham City Council's planning committee on a date to be fixed.

Fresh fury at school blow

The woman set to head the governing body of a new school has told of the bitter disappointment felt by the community after the plan was scrapped.

Mother-of-two Julie Kelly, 44, of Shire Close, Whiteley, had been already appointed chairwoman of the temporary governing body for the new primary school planned for Whiteley.

But that plan has been dashed by a row between the education authority, Hampshire County Council, and the owner of the proposed site, Winchester City Council, which has refused to sell the land.

Mrs Kelly said: 'We're just very disappointed.

'We've been preparing and hoping the school was going to go ahead. We put committees together and a draft prospectus, a logo and even an advert for a headteacher and a whole group of very committed people working to get this up and running for the people of Whiteley. Instead, more and more children are on waiting lists who would have had somewhere to go within Whiteley.'

The News reported on Tuesday that Winchester City Council's cabinet had recommended refusing to sell the land despite previously agreeing to the deal in principle. The council said its Hampshire counterpart had not offered adequate recreation land to compensate for the loss of ground next to Meadowside Leisure Centre, where the school would have been built.

The recommendation is expected to be rubber-stamped by the full council on July 19.

The school is needed as there are not enough spaces at the town's existing school, which already has 45 children on the waiting list for next year.

Many families had been praying for the new 210-pupil school, which would mean they no longer had to drive their children to neighbouring schools up to five miles away.

South Dublin residents who yesterday successfully prevented a phone company from erecting a mast on Dalkey Garda station will this afternoon picket Taoiseach [prime minister] Bertie Ahern when he launches a local summer project. Under an agreement between telecoms companies and the Office of Public Works (OPW) the erection of mobile phone masts on Garda stations is exempt from the planning process. Members of the Dalkey Community Against Radiation group claim they only found out about the plans to locate a new generation 3G phone mast on their local Garda station, by word of mouth yesterday. Vilicom, the company employed to manage the work was attempting to replace an existing mast on Dalkey Garda station, when locals placed one of their own cars across the station driveway preventing access. An existing, smaller mast on the station already provides services for the standard GSM mobile phone service providers. The residents were supported in their action by community groups in Shankill who are opposing plans to extend the mast over the garda station there, again to incorporate 3G services. Residents in Dalkey said they will again block access to the phone company this morning and take part in a dignified protest when Mr Ahern opens a local summer school at Hyde Park, a local sports club. Speaking to THE IRISH TIMES yesterday, Oliver McCabe of Dalkey Community Against Radiation, said the intention of this afternoon's protest was not to disturb the launch of the summer school, but to "peacefully make the Taoiseach aware" that the 3G masts were an issue. Mr McCabe said the new mast "will initially triple the size of the current mast by increasing the number of antennae from two to six, with, it is believed, an eventual total of 12 antennae planned. The proposed site is in the middle of a densely populated area and close to six national and private schools. Residents were "not consulted." He added that the residents wanted the mobile phone companies to agree to site the mast on "a safe site well away from houses, schools, playgrounds and care facilities." In Shankill three protest marches have already been held against the work, with crowds numbers estimated as high as 2,000. Some 2,500 letters have been sent to the three Government TDs for the constituency, Dun Laoghaire. Shankill residents also had a meeting with Minister of State Tom Parlon in March, but they claim they have not had a committment that the masts will be sited elsewhere."

Mast plans go before council

TWO controversial applications for new mobile phone masts in Bournemouth will go before councillors next week.

Plans to put an O2 mast on land rear of Warnford Road in West Southbourne are being recommended for approval despite objections from hundreds of residents.

A proposal to switch a street lamp outside Tesco at Castle Lane East with another O2 mast, which has sparked a far lower number of objections, is recommended for refusal. continued...

More than 500 people have signed a petition against the plans for a mast in Southbourne, with a further 60 writing letters of objection.

Ward councillor Nick King and the headteacher of Stourfield Junior School are among those urging councillors to reject the proposal.

But planners believe there are no grounds to turn the application down, saying that the level of radiation reaching Stourfield Infant and Junior School would be less than 0.01 per cent of the accepted safety levels.

They also say there are no landscaping issues as the mast would be disguised as a timber telegraph pole and would be well-screened.

Eight residents have expressed concerns about the planned mast for Littledown but they have been boosted by an objection from the council's highways department.

Highway officers say they are formulating plans to improve the pedestrian and cycle paths in this location and that the introduction of any street furniture would be inappropriate until these have been carried out.

Both applications will be considered by councillors on Monday.

Giant airships could replace mobile phone masts

A Swiss inventor has drawn up plans to create a network or high altitude airships to replace terrestrial mobile phone masts.

The technology, called High Altitude Platform Systems, would drastically reduce radiation remove the problems that networks have in finding suitable sites for their masts.

Kamal Alavi is a former aerospace engineer and is planning text flights of the airships in 2007. Solar powered GPS systems and giant propellers will keep the 60 metre long helium filled zeppelins 21 kilometres above the earths surface.

The system would also be able to carry radio, television and internet signals making the initial £20 million cost of each airship seem quite reasonable. Around 30 of the ships would be required to cover Europe.

Mum urges families to fight mast plans

A worried mother has urged families living on a sprawling estate to back her in a fresh fight against a 12.5metre mobile phone mast which could be built at the heart of their community.

Councillors on Broadland District Council's planning committee will meet next week to decide whether the O2 mast, with enclosed antennae and ground-based equipment cabinets, should be built on a highway verge on Dussindale Drive, Thorpe St Andrew.

Michelle Dickerson, a mum-of-two who lives on Association Way, off Dussindale Drive, said she intends to speak at the meeting in opposition to the mast and wants other people living on the estate to let the council know they do not want it.

“I'm quite willing to put my case forward for the children living in the area,” said Mrs Dickerson. “You have to register your intention to speak which I have done. If there are several people they only want one speaker for three minutes, but if they want me to do it, I will do it.

“I will take the children with me and go down and do it. It might just slip through if people leave it for someone else to do something about it.”

The mast was initially to be sited just yards from a plot of land at Vane Close, off Dussindale Drive, where work to build a £4million primary school has started.

The choice of site caused outrage among families living in the area, who campaigned against the mast, leading O2 to withdraw the application in March.

But Mrs Dickerson said it is now time for people to campaign again with the company wanting to site the mast on Dussindale opposite an existing 10m mobile phone mast operated by Orange.

“I'm looking at the site where it's going to be and it will be higher than the other one and will look like an eyesore,” she said.

Mrs Dickerson, who is a committee member of the Fitzmaurice Pavilion Nursery in Thorpe, said there was still time for parents to email their concerns ahead of the meeting which takes place at Broadland District Council at 9.30am on Wednesday, July 19,

As the Evening News reported last month a spokesman for O2 said the application was moved from a site where people were strongly opposed to it, but was needed to provide adequate access and cover for mobile users in the area.
