Neighbours hit the roof as phone mast goes up at pub

MPs are being urged to back a campaign opposing a mobile-phone mast which has gone up on the roof of a Highbury pub.

Residents are appalled that the 10-foot 02 phone mast was fitted above the Arsenal Tavern in Blackstock Road last week, apparently without planning permission or consultation.

The Victorian pub is in Islington but comes under Hackney Council licensing department.

Residents are calling on Islington North Labour MP Jeremy Corbyn and Hackney North and Stoke Newington Labour MP Diane Abbott to support their campaign to have the mast removed.

Resident Zena Sullivan said the first she knew about the mast was when she looked outside her kitchen window and saw it being put on the roof of the pub.

“Residents and business people around here are really angry,” she said. “No one has looked into the health effects of this device. There are several schools nearby and most authorities have a policy of not siting phone masts close to places where there are children

“We can’t understand why the pub doesn’t need planning permission for this mast. Hackney says there is nothing they can do.”

Under the 1995 Town and Country Planning Act, no planning requirement is needed for mobile-phone masts although they can be removed as a precautionary measure if they are deemed to be too close to primary schools. Residents claim the mast is about 150 yards from a primary school.

A spokeswoman for Hackney Council said it was investigating the siting of the mast. She added: “We are not aware that planning permission has been sought and that may be being done retrospectively. An officer will be visiting the premises to seek further explanation.”

• Scientists have warned that a plan to site 32 mobile-phone masts at Arsenal’s new Emirates Stadium would make it a high-density area for the devices.

Powerwatch, an independent group, has counted almost 100 masts in a two-square- mile radius of the stadium.

Worthing families unite against mast

WEST Tarring is the new battleground in the continuing campaign against mobile phone masts.

The Herald has revealed how families living close to the proposed site of the 10-metre high T-Mobile mast, are joining the together to fight the plans.

The mast would be a "replica" telegraph pole, sited within the highway verge close to allotments.

St Andrew's Road resident Caroline Nelson is spearheading the campaign.

She said: "We don't want it, nobody wants it.

"There is a big ground-surge of public opposition building up against this."

More than 100 homes have been canvassed by Mrs Nelson, aged 42, and, she said, only two did not seem to be bothered by the mast proposal.

Families defeated in phone mast battle

A battle to stop a mobile phone mast being built close to homes in Thorpe St Andrew has ended in defeat for the campaigners.

Families were furious when they learnt T Mobile wanted to install a 12 metre mast at the junction of the ring road and Pound Lane, opposite Sainsbury's.

They presented a survey which showed the majority of families were against the mast to Thorpe Town Council and Broadland District Council. But at a meeting of Broadland District Council's planning committee, councilors approved the plans despite the opposition to them.

Andy Street, 69, of Eastern Avenue in Thorpe, said: “We are disappointed, but councils have got their hands tied, with all the previous planning inspectorate decisions going in favour of mobile phone companies.

“I can understand where councils are coming from. They are worried they could be fined if they turn down applications without good reasons, and taxpayers will then have the burden of paying fines.

“I think the whole system needs to be overhauled, because local democracy is just not working. People are not being involved in the process. The Government is always talking about social inclusion, but it's not happening.”

After the meeting, Broadland District councillor and member of the planning committee, Dalmaine Dewgarde admitted the council was scared of repercussions if plans were turned down for no good reason.

He said: “The members were of a mind to refuse it, but we need good reason to refuse an application, and they could not find grounds to refuse it.

“Whether we like it or not, it's not of our making, the Government has given carte blanche to do these things, or people will end up with a big bill, when we are taken to court, and the decision is overturned.

“I abstained because I don't like the siting of the mast, right on the bend of a road. And nobody has ever proved to me that these masts are not dangerous. But you cannot turn down applications on health grounds.”

Earlier this month, anti-phone mast campaigners said a worrying precedent was set after Government planning chiefs overturned a council's refusal of a mobile phone mast.

Broadland District Council's refusal to allow mobile phone giant 02 to build a 12.5 metre mast on the verge in Dussindale Drive, Thorpe St Andrew was overturned on appeal. The application was originally rejected by the council last year amid fears the mast would have a detrimental impact upon the character and appearance of the site and on neighbouring properties. Safety concerns were also raised. But the planning inspectorate dismissed the refusal stating there was little evidence to support health fears.

A spokesman for T Mobile said the mast was needed to provide a quality service.

“Without mobile phone base stations mobile phones simply do not work” he said. “All of our installations comply with stringent national and international guidelines.”

The Evening News thrust the issue of mobile phone masts firmly into the public spotlight with its Put Masts on Hold campaign, which opposes installing mobile phone masts near homes and schools until it is proved they are safe.

COUNCILLORS have urged mobile phone operators to share more masts before they end up on 'every street corner' of the borough.

The call came as Blackburn with Darwen Council's planning committee gave permission for a new mast in Bonsall Street, Mill Hill, Blackburn.

Coun Alan Cottam said that it was government policy that masts should be shared but he didn't see much proof of it.

"We need to be saying to these companies that they need to share masts, otherwise we are going to end up with hundreds of these masts.

"They will end up on every street corner."

Coun Paul Browne agreed and said mobile phone companies should be told to find a mast to share when they submitted applications.

Coun Andy Kay said: "They are a blot on the landscape but unfortunately we live in a modern age and there is no alternative."

Although he did say there was examples of companies sharing masts like those at the top of Corporation Park.

Adam Scott, director for regeneration, said government policy changed often on the subject but that firms were already told to share them where possible and this would continue.

Residents lose battle to stop phone mast

DEFLATED residents have lost an ongoing battle to prevent the erection of a controversial mobile phone mast in Cinnamon Brow.

Despite councillors fighting on their behalf to block the mast, a Government inspector has upheld an appeal from Vodafone, which means the mast can go ahead.

The application, to erect a 12 metre high mast with antennas on the top and housing for radio equipment on a grass verge on Blackbrook Avenue was refused in April last year by members of the council's development control committee.

They voted against the advice of council officers who recommended that the application be approved.

But Vodafone appealed against the decision and following a visit by a Government inspector, it was upheld.

The application was the fourth to be made and the decision is all the more devastating, as it became the mission of the late Albert Clemow, borough and parish councillor for the area, to see it defeated.

He fought against the application on behalf of residents, arguing that the erection of a previous mast had ruled out the need for another.

Nevertheless, the inspector upheld the appeal stating that the structure would be simple and uncluttered' and would not dominate the street scene and therefore the effect on the character and appearance of the area would not be serious''.

Liberal Democrat borough councillor for the area Colin Oliver said: "This is sad news. The residents are so disappointed.

"Ironically, the inspector made a good case for the mast to be refused in her report but allowed it anyway. Albert and myself really fought against this especially when an earlier mast was erected we were told that it would prevent the need for any others."
