Wahlcomputer ausgemustert: Niederlande wählt wieder auf Papier

Die Regierung der Niederlande hat entschieden, die Verordnungen, auf denen die Zulassung der NEDAP-Wahlcomputer beruhen, zurückzuziehen. Damit wird in den Niederlanden nun wieder mit Papier und Stift gewählt. Berlin, Amsterdam (27.09.2007) - Die Entscheidung erfolgte als Reaktion auf den Bericht einer unabhängigen Untersuchungskommission zur Reform des Wahlverfahrens. Die in den Niederlanden hergestellten und dort fast flächendeckend verwendeten Wahlcomputer der Firma NEDAP sind praktisch baugleich mit den in Deutschland verwendeten Systemen. Durch eine gemeinsam vom Chaos Computer Club und der niederländischen Stiftung "Wij vertrouwen stemcomputers niet" durchgeführte Analyse war im Oktober 2006 bekannt geworden, dass die NEDAP-Wahlcomputer einfach zu manipulieren sind und damit die Wahl mit geringem Entdeckungsrisiko gefälscht werden kann.Aus den vielschichtigen Problemen hinsichtlich möglicher Manipulationsmethoden an Wahlcomputern in den Niederlanden und Deutschland und dem daraus folgende Verlust des Wählervertrauens in die Computer hat die niederländische Regierung nun also die Konzequenz gezogen.

"Dass selbst im Mutterland der NEDAP-Wahlcomputer die Bedenken über die bekannt gewordenen prinzipiellen Probleme mit Computer-Wahlen zu entschiedenem Handeln der Regierung führen, verdeutlicht, wie ernst die Situation ist. Die Bundesregierung sollte die niederländische Entscheidung zum Anlass nehmen, die Zulassung der Wahlcomputer noch vor den Landtagswahlen in Hessen und Niedersachsen zurückzuziehen, auch um eine internationale Blamage zu vermeiden", sagte Dirk Engling, Sprecher des Chaos Computer Club.

Bei den Landtagswahlen am 27. Januar in Hessen und Niedersachsen sollen nach derzeitigem Stand der Dinge wiederum NEDAP-Wahlcomputer zum Einsatz kommen. Da in den Niederlanden tausende NEDAP-Wahlcomputer nicht mehr verwendet werden dürfen, steht zu erwarten, dass clevere Geschäftemacher versuchen werden, die Wahlcomputer billig an deutsche Gemeinden zu verkaufen, mit dem Argument, sie seien hier ja noch zugelassen.

Dies verdeutlicht, dass nun ein schnelles Handeln der deutschen Regierung erforderlich ist. Der Chaos Computer Club fordert daher die Bundesregierung auf, die Zulassung der in Deutschland noch immer eingesetzen Wahlcomputer der Firma NEDAP sofort zurückzuziehen und den § 35 Bundeswahlgesetz, der die Stimmabgabe mit "Wahlgeräten" erlaubt, ersatzlos zu streichen.

Die Frage, ob die Verwendung von Wahlcomputern in Deutschland mit den Grundsätzen eines freien, gleichen, geheimen, manipulationsfesten und vom Bürger nachvollziehbaren Wahlverfahrens vereinbar ist, beschäftigt derzeit auch das Bundesverfassungsgericht. Der Chaos Computer Club hat dazu eine eine ausführliche Stellungnahme abgegeben.

Unease caused by school mast

Plans for a mobile phone mast at a north Watford school have created a "deep unease" among councillors.

Nonetheless Watford's development control committee has approved plans for the new structure, at Orchard School, Gammons Lane, to replace an existing mast.

The decision will allow a new service provider, H3G, to operate from the site, which is already used by Orange and O2.

What disturbs me about the pro-war position of so-called libertarians, and their fierce defense of war itself as a legitimate means for a greater collective good, is that it is so contradictory it beats every available schoolbook example of what is a contradiction. Individual rights are sacrificed in order to save individual rights and our ‘way of life.’ They say ‘we’ must do something ‘now,’ yet the persons arguing this point are certainly not going to do anything. They are so busy writing blog posts defending the killings in distant countries they simply don’t have time to do the killing themselves. … Why this interest in people they don’t know dying for the sake of protecting rights that are already being abolished in every western nation? I simply don’t see how anyone can claim to be a proponent of individual rights while advocating wars where the lives of some individuals are forcefully sacrificed for the collective good and freedom of others...

Because of that, kids had barely enough time to sit and eat before the lunch period was over. So, last year, Stoll began looking for ways to speed up the queue. She discovered that many students, especially kindergarteners, can’t remember their six-digit ID number, which they’re required to type into keypads at the end of lunch lines. She then found out that there was technology that would allow a scanner to identify a kid qualified for lunch with the swipe of a finger, moving him or her quickly along. It would help kids who regularly forget their lunch money, and it would potentially remove some of the stigma faced by children who receive special tickets for free or reduced lunch. She proposed the idea, believing it would be the perfect solution. It turned out to be the perfect storm...

Fethard residents call for removal of phone mast

RESIDENTS IN Fethard are calling on the local GAA Club to pull its ties with O2 and to support the removal of the company's mobile phone at St. Mogue's.

The O2 mobile phone mast at St. Mogue's GAA pitch is still in place, despite an enforcement order being placed on O2 Communications by Wexford County Council.

Residents in the area are now hoping that Wexford County Council will refuse planning permission for the retention of the O2 mast on the basis that 41 personal objections have been submitted to the council and 500 signatures were submitted to the Committee of St. Mogue's GAA Club.

Aus dem Text: „…ver.di fordert die Umwandlung der Arbeitsgelegenheiten in der Mehraufwandsvariante (so genannten 1-Euro-Jobs) in existenzsichernde, sozialversicherte, arbeitsrechtlich geschützte, tariflich vergütete Beschäftigungsverhältnisse. Die Mittel, die für die "1-Euro-Jobs" aufgewendet werden, sollen zur Finanzierung von öffentlich geförderten Beschäftigungsverhältnissen am sogen. 3. Arbeitsmarkt verwendet werden. Dabei soll die Eingliederung in den regulären Arbeitsmarkt (so genannten 1. Arbeitsmarkt) lediglich ein mögliches, aber kein grundsätzlich erforderliches Ziel sein…“ Heikel ist dabei der Umstand, dass Erwerbslose diesen Antrag einbringen, während die Auswirkungen dieses als Einverständnis anzusehenden Antrags in der Hauptsache Millionen von Beschäftigten treffen würden. Denn die noch dieses Jahr in Kraft tretenden neuen SGB Gesetzesänderungen basieren auf dem Gutachten der „Arbeitsgruppe Arbeitsmarkt“. Dieses sieht neben der Einführung verschärfter Sanktion für ALG II Bezieher, Regelsatzkürzung, Einschränkungen der Anrechnung vom Zuverdienst, einen flächendeckenden undifferenzierten Mindestlohns von ca. 4,50 Euro vor, der darüber hinaus an tarifliche bzw. ortsübliche Bezahlung angepasst würde. Die Einführung eines Mindestlohns von 4,50 € über den 3. AM würde damit die 7,50 € Forderung der Gewerkschaften unterlaufen. In keinem der Nachbarländer gibt es 2 Sorten von Mindestlohn

Die Problematik: Der Antrag B 011 - im Namen der Personengruppe Erwerbslose! - enthält dabei eine bedingungslose Zustimmung zur Einführung des 3. Arbeitsmarktes, dem Anträge zur Ablehnung der 1 € Jobs nachgegliedert sind. Mit der Zustimmung zu Antrag B 011 (ebenso der Anträge B 001 und B 036) würden die Delegierten des Bundeskongresses die Weiterführung von Hartz IV in verschärften Formen bestätigen. Die bislang erfolgten und noch kommenden Zusatzgesetze zur Entwürdigung, Entrechtung und Enteignung aller Hatz IV Betroffenen bleiben beim 3. AM bestehen, wobei eine Ausweitung von Sanktionen vorgesehen ist. Beim Bundeserwerbslosenkongress vom 21.-23.Februar wurde diesbezüglicher Antrag von ca. 2/3 der Delegierten abgelehnt und zur Überarbeitung dem BEA übergeben….

Daher gibt es den Aufruf, Protestschreiben an alle Bundeskongress-VertreterInnen und wegen der Dringlichkeit auch an Frank Bsirske zu richten. Denn ob die Delegierten des Bundeskongresses wollen oder nicht, sie müssen die Anträge vorbringen:

Council to serve notice in mast row

A FIGHT against a 40ft phone mast installed despite being refused planning permission will tomorrow be stepped up as Bolton Council serve an enforcement notice.

The council will post the notice to T-Mobile requring the firm to remove the mast from the Market Street precinct in Little Lever within 28 days.

It was put up on Sunday despite a decision by the council's planning committee in April to reject the application.

The council's move comes after company agents refused to remove the mast voluntarily.

When I first arrived on these shores, back in 1956, the idea that America is a free country had at least some rhetorical currency, backed by frequent enough association between the country’s founding documents and the desirability and undesirability of various public policies. Just as Abraham Lincoln, so many others who addressed what kind of laws the country ought to have tended still to invoke the authority of the Declaration of Independence, the Bill of Rights, and ideas from the Founders and Framers. Not that it was all hunky dory with the country then or, indeed, before. But the prevalence of ideas of basic rights — the kind that marked out one’s personal, private dominion — and liberty — of the negative sort, freedom from intrusions by others, including governments — was in plenty of evidence in public discussions, debates in Congress and so forth. Today there seems no one — other than the lone Texas Representative Ron Paul — on the political scene who is concerned with the freedom of American citizens...
