Russlands Präsident Wladimir Putin traf sich am Mittwoch bei seinem Besuch in München mit dem bayerischen Ministerpräsidenten Edmund Stoiber (CSU) sowie mit Spitzenvertretern der Wirtschaft wie Audi-Vorstandschef Martin Winterkorn und Siemens-Chef Klaus Kleinfeld. An dem Gespräch nahmen auch Bundeswirtschaftsminister Michael Glos (CSU) und sein russischer Amtskollege German Gref teil. Der Besuch Putins wird überschattet von dem Mord an der regierungskritischen Journalistin Anna Politkowskaja. Die Spitze der bayerischen Grünen-Fraktion hatte daher ihre Teilnahme am Staatsempfang für Putin abgesagt. Stattdessen nahmen die Fraktionsvorsitzenden Margarete Bause und Sepp Dürr "aus Protest gegen die besorgniserregende Situation der Menschenrechte in Russland" an einer Mahnwache für die ermordete Journalistin teil.

Council's decision to refuse mast welcomed

City Councillor Colette Connolly has welcomed the City Council's decision to refuse planning permission to Meteor Mobile Communications Ltd for the continuance of use of radio antennas, point-to-point radio link dishes and associated equipment at St Enda's Road.

In its judgement the council found that "the proposed development would seriously injure the amenities of the area and property in the vicinity." The site in question was on top of an apartment block, adjacent to a Montessori school and close to a creche.

Cllr Connolly is PRO of the Shantalla Residents Association. She said that she was pleased that the resident's concerns had been addressed. "Mobile phone companies must respect the residential aspect of neighbourhoods and also residents' health concerns in relation to emissions from such masts. I will urge the planning department to ensure that all the equipment will be removed immediately."

She said she was glad that the council had taken notice of Department of the Environment guidelines, although they had violated them when the original application got the green light.

PROTESTERS are preparing to fight plans to site a mobile phone mast on Bideford Parish Church.

The Rector, the Reverend Mike Edson, confirmed that, following an approach by the company Q4, the parochial church council had expressed interested "in principle," on the understanding that they could withdraw at any time.

But following a meeting called by the church for its neighbours, some residents have expressed concern and are inviting others to join them.

Mrs Elizabeth Roberts, who is a church member, said: "There are many uncertainties over the risks to human health from these masts, but much statistical evidence that they are harmful to people and particularly to children.

"While there is any doubt at all over safety I feel that these masts should not be put up in centres of human habitation."

Tim Langdon, who lives in Church Walk, said his main concern was that a mast on the church tower would be in line and on the same level as houses up the hill in Buttgarden Street, just 50-60 metres away.

"It strikes me that this scheme was designed for rural churches where the towers are higher than the surrounding houses, not on the same level as people's windows."

A protest group was now being formed, he said, and they would make representations to the planning meeting of the council.

Mr Edson said Q4 had a duty to consult on the plans with householders within a 50 metre radius, but they had contacted 179 people living within 100 metres. Three responses were received in opposition.

When it was realised that some people in the immediate area of Tower Street and Church Walk did not get the consultation letters, which went out in May/June, a church meeting was called on September 27 for these neighbours to attend.

"There is a planning process to be pursued," he said. "If there is any proven evidence that there is the slightest risk to health, we would not proceed.

Mr. Woodward gets interviews and knows how to weave the inner workings of politics into page-turning narrative. It's exciting to feel as though you're a fly on the wall when, on July 10, 2001, then-CIA Director George Tenet tells then-National Security Adviser Condoleezza Rice that there is a 'compelling case' to be made that Al Qaeda is preparing for 'the big one.' And as a reader of State of Denial, Woodward's latest book on the Bush administration, there's frustration when you learn Mr. Tenet felt that he was 'not getting through to Rice' and she was giving him 'the brush off.' But then you wonder: Why didn't I hear this before now? It's 2006...

It lacks the sex appeal of the Mark Foley scandal, but the most important political news of October is probably the U.S. Army's decision to finally try and implement a proper counterinsurgency doctrine in its training and planning. The move is, in a sense, long overdue. The American military's ingrained preference for equipment-heavy conventional war fighting has long been a problem, and since 9/11 it's become positively crippling. On the other hand, the way the issue is being framed -- as a response to the lessons of Iraq -- makes me worry. The idea that we should look at the fiasco over there, roll up our sleeves, and write up some new manuals about how to avoid these mistakes in the future is part-and-parcel of the 'can do' American spirit that, in many ways, makes our country an appealing place. At the same time, that very spirit has very much been part of our problem in Iraq...

According to a report by David Corn, a writer for the left-wing magazine the Nation, anti-Republican 'gay politicos' sent the list to several social-conservative organizations ... in hopes of setting off 'a civil war within the GOP, to turn the anti-gay social cons against the GOP's Velvet Mafia.' As it turned out, at least two organizations apparently deleted the e-mail, either as part of routine file upkeep or because they weren't interested in its contents. Others didn't open the attachment .... And some opened it up and didn't see much that was new. 'We work on the Hill,' says one conservative activist. 'There weren't a lot of surprises on the list.' Phone masts plan gets go-ahead

Proposals to erect mobile phone masts in Bersted and Felpham have been turned down by Arun District Council.

Members of last week's development control committee went against recommendations by council officers to approve the prior notification of the works.

Instead they agreed that the design and siting of the proposed 02 mast, to enable the company to roll out its 3G digital mobile phone network, sited on land opposite the Hollies, in Chalcraft Lane would visually effect the residents in the area.

The committee also said that the plan was against both district council policies and the West Sussex structure plan.

The latest proposals which also received the thumbs down from Bersted Parish Council is the latest in 10 unsuccessful attempts to gain planning permission to erect a 30ft mast in the area.

It's the community's call as vicar rejects £10,000 mast plan

A LEEDS vicar has turned down a mobile phone company's £10,000 proposal to install a mast in his church bell tower.

Vicar Brunel James, of All Saints Church in Barwick-in-Elmet, shunned the lucrative scheme in a bid to unite his congregation.

The project had become a bone of contention among parishioners in the north Leeds village, who were aware that the money could be put to good use in the refurbishment of the church.

Health concerns were at the root of the concerns which had left many residents uneasy.

In a letter addressing his parish, the reverend tried to allay the fears. He said: "It remains our opinion that there is no evidence that the positioning of the O2 antennae and base station in the church tower would put the health of villagers at risk. However, we have been surprised by the strength of feeling against the O2 proposal.

"We respect and endorse the fact that people need to enjoy their homes and family life free from worry.

"There will be no antennae or base station in the church tower."

Rev James added: "This is an area for bad reception for networks.

"The more people use phones the more base stations they need as each can only handle a certain amount of calls.

"The church tower was desirable as it would have concealed the mast so it isn't a blot on the landscape."

But Rev James is now in a tight spot as essential repairs are still needed on the Grade II place of worship.

Ceiling repairs and interior redecoration are urgently required and there are plans to improve children's facilities by refurbishing several smaller rooms in the bell tower and to open All Saints each day of the week.

Rev James told the YEP: "We take an optimistic view of things and plan to start work here at the church in autumn 2007.

"One good thing has come out of all of this and that is a new group – Friends of All Saints – who have pledged to give regularly to our funds."

The paper, we learn, has an 'ethical guideline' saying that news staffers who appear on radio and TV 'should avoid expressing views that go beyond what they would be allowed to say in the paper.' (Never mind that Greenhouse wasnt speaking for broadcast, but at a private event at her alma mater.) ... Nothing infuriates me more, as a veteran newspaper reporter, than this repressive notion that reporters must not have personal politics or personal views, or that if they do have them, they must keep them strictly to themselves...

Two suits were filed this week in US District Court here. At issue: Whether the new antiterror legislation retroactively strips the courts of jurisdiction to hear detainee cases, and if so, would that amount to an unconstitutional suspension of the writ of habeas corpus. Lawyers rushed to file suit before the measure, the Military Commissions Act of 2006, was signed into law. Der von der KDVR vermeldete Atomtest, ob nun vorgetäuscht oder echt, wird weltpolitisch und in der Region nachhaltige sicherheitspolitische Folgen haben. Absehbar ist eine spürbare militärische Aufrüstung in den Nachbarstaaten Nordkoreas bis hin zu Japan, das als einziges Land der Welt bisher den politisch motivierten militärisch sinnlosen Einsatz von Atombomben hinnehmen musste. Die neue japanische Regierung hat bereits den Ausbau ihres Raketenabwehrsystems angekündigt, andere Staaten Südostasiens werden nachziehen. Mit ziemlicher Gewissheit gehört dazu auch die Nuklearoption für weitere (südost-) asiatische Länder. Ziel und Geisel der nuklearen Kriegsdoktrin war und bleibt die Zivilbevölkerung - ein Fakt, der beim Denken in atomaren Szenarien der A-Waffenmächte auch heute seine traurige Richtigkeit behält. Angst und Abschreckung sollen Instrumente anmaßender Machtpolitik bleiben: anstelle demokratischer Verständigung zur Lösung von Problemen das Diktat der Interessen des vermeintlich militärisch Stärkeren als Kategorien auch internationaler Politik. Die neue Situation gefährdet letztlich also auch die vorsichtig begonnene Annäherungspolitik zwischen Nord- und Südkorea. Möglich wurde der Atomtest auch durch die zunehmende Schwächung des internationalen Regimes der Atomwaffenkontrolle und der politischen Ansätze zur Verhinderung eines neuen nuklearen Wettrüstens. Der Atomwaffensperrvertrag (NPT) von 1968 und die darauf aufbauenden NPT-Überprüfungsprogramme haben ihr Ziel, die Nichtweiterverbreitung von Kernwaffen und eine langfristige durchzusetzende atomare Abrüstung, nicht erreicht. Die nordkoreanische Führung hat durch ihren Ausstieg aus dem Atomwaffensperrvertrag und die fortgesetzte politisch-diplomatische Pokerpolitik um ihr Atomrüstungsprogramm ihren Anteil daran. Vor allem aber die Nichtbereitschaft der Atomwaffen besitzenden Staaten allen voran die 5 ständigen Sicherheitsratsmitglieder sich zu einem über den NPT-Vertrag hinausgehenden Schritt hin zu umfassender und realer atomarer Abrüstung zu verständigen und gemeinsam einen Fahrplan für entsprechende multilaterale Abkommen zu aufzustellen sind Auslöser für das Streben immer mehr Länder nach vermeintlicher militärischer Absicherung ihres gesellschaftspolitischen Kurses. und diesen dann unverzüglich in Angriff zu nehmen Die in Kapitel VI verfügte atomare Abrüstung wird vor allem von den USA und Frankreich verweigert und durch Entwicklung neuer Formen von Atomwaffen wie Mininukes ins Gegenteil verkehrt. Das verstärkt die Nichtakzeptanz des Vertrages durch andere Staaten. Internationale Politik ist heute gefordert: es muss ein neuer multilateraler Ansatz für den unverzüglichen Beginn eines neuen realen und umfassenden Abrüstungsprozesses gefunden werden. Dafür ist die gegenwärtig tagende 61.UN- Generalversammlung zu nutzen. Und vielleicht ist ja die vom UN-Sicherheitsrat bestätigte Kandidatur des Südkoreaners Ban Ki Moon für das Amt des neuen UN-Generalsekretärs in der Nachfolge Kofi Annans nicht nur Anlass für die neue Spirale in Nordkoreas Atompolitik, sondern auch Chance für einen neuen Anlauf im internationalen Verhandlungsprozess. Ich erwarte von der Bundesregierung auch im Rahmen der GASP der EU - einen aktiven Beitrag für einen Neuansatz in der internationalen Abrüstungspolitik, insbesondere die Unterstützung der Initiative der blockfreien Staaten und der New Agenda Coalition für eine Konvention zur Beseitigung von Kernwaffen unverzüglich in Angriff zu nehmen. Nur dies wird die jetzt zu beginnende Vorbereitung der nächsten NPT-Überprüfungskonferenz 2010 zum Erfolg führen können. Und die Welt für alle sicherer machen.

Gipfel entpuppt sich als Talsohle

Zu den Ergebnissen des zweiten Energiegipfels erklärt der stellvertretende Parteivorsitzende Wolfgang Methling:

Der zweite Energiegipfel ist den hohen Erwartungen nicht gerecht geworden. Es gab weder verbindliche Absprachen für eine nachhaltige Energiepolitik noch für eine Entlastung der Verbraucher durch eine andere Energiepreispolitik. Die Antwort auf die zentrale Frage der Bürgerinnen und Bürger, wie auch in Zukunft eine preiswerte und für jedermann bezahlbare Energieversorgung gesichert werden kann, ist die Bundesregierung erneut schuldig geblieben. Ob das Bekenntnis der Kanzlerin zum Atomausstieg Bestand hat, bleibt abzuwarten. Erste Stimmen aus den Reihen der Union nähren die Befürchtung, dass auch hier das letzte Wort noch nicht gesprochen ist. Das gestrige Treffen machte vor allem eines deutlich: Die Bundesregierung ist vor allem mit sich selbst beschäftigt und verschläft so die neuen Anforderungen in der Energiewirtschaft. Sie setzt weiterhin auf wachsende Energieimporte statt auf erneuerbare Energien. Und es gelingt ihr nicht, die vier marktbeherrschenden Energiekonzerne in die Schranken zu weisen. Über Wettbewerbsfragen und den Energiemix soll erst beim nächsten Mal geredet werden. Ein nationales Energiekonzept wurde jetzt für den Herbst 2007 angekündigt. Die Erfahrungen mit der Gesundheitsreform lassen befürchten, dass man wohl getrost auch noch ein oder zwei Jahre drauf geben kann. Die gegenwärtige Situation auf Bundesebene zeigt einmal mehr, dass stabile Mehrheiten einer Großen Koalition noch lange nicht gleichbedeutend mit solider Politik sind.
