Amazonian tribe protests at oil pollution

Indigenous communities of the Peruvian Amazon are stepping up their campaign against oil companies, as the BBC's Dan Collyns reports from the capital, Lima.

Peru's Amazon state, Loreto, takes up almost a third of the entire country.

A vast expanse of rainforest divided by tributaries of the Amazon river, even its main city Iquitos is only accessible by boat or plane.

But its inaccessibility has not discouraged oil companies from hunting for black gold, and they have been doing so for the last 35 years.

During that time, the Achuar people, who have lived in harmony with their environment in this part of western Amazon for thousands of years, say their way of life has been systematically violated.

The Federation of Native Communities of the Corrientes' river (FECONACO) says that for every barrel of oil there are nine barrels of contaminated water produced as a by-product - a total of more than a million barrels a day.

The water contains high concentrations of hydrocarbons and heavy metals, like lead, cadmium, mercury and arsenic.

The Achuar people say it is destroying the fragile eco-system in which they live, killing the fish and wildlife, contaminating their water source and seriously damaging their health.

Health problems

Geanina Lucana is a nurse who has been working with indigenous communities in the area for six years. She says the contamination affects every part of the human body, causing a chronic breakdown of the immune system.

"The toxins affect the central nervous system, causing a complete mental and physical breakdown. I've seen a person die but the doctor was not able to determine a single cause of death," she said.

It is widely acknowledged that high levels of heavy metals, hydrocarbons and chlorides can cause serious physical and mental health problems, including cancer and genetic deformities.

A survey carried out by Peru's Ministry of Health in May found that cadmium levels in the blood of more than 98% of the Achuar exceeded safe levels.

And more than 66% of children had levels of lead in their blood which exceeded the maximum permissible.

Yet despite the evidence of its own health ministry, the Peruvian government has been slow to act.

Different worlds

Last week, Achuar leaders, with the help of two not-for-profit groups, brought their fight to Peru's capital, Lima.

At one end of a large boardroom table, two apus - or community leaders - sat dressed in western clothes but with their traditional head-dresses.

At the other end of the long table sat three suited officials from Peru Petro - the state-run body which issues licences to foreign oil companies.

For a short time these people from different worlds inhabited the same space, while the community leaders from the jungle spoke of their outrage in their own Achuar language.

"I represent 31 communities and we all say we don't want more oil companies on our land," said Cesar Dawua, leader of the Providencia community.

"You live happily here in Lima working for the Peruvian state," he told the state officials. "We too want to live happily in our community of Rio Corrientes - but we can't because of the contamination.

"That's why we've come to say to you loud and clear that this is the last opportunity that we have to try to resolve this issue - you can't allow this to drag on any more."

The issue was not resolved, however, despite the appeals of the community leaders.

Extreme poverty

Both FECONACO and the Inter-ethnic Association for the Development of the Peruvian Jungle (AIDESEP) have appealed to their government to make the oil company, in this case Pluspetrol, re-inject the contaminated water back into the earth.

Pluspetrol say they plan to be able to re-inject 20% of the waste water by
2009.

However, Peru's vice-minister for energy and mines, Pedro Gamio, says the government is pressing Pluspetrol to re-inject 100% of the contaminated water by that date.

He added that the oil company stated this would be impossible because it lacked the correct equipment to carry out the work.

Mr Gamio went on to say he could not order them to stop production because this would affect the country's economy and in turn a portion of the company's royalties, which are returned to the Corrientes region.

The region provides 60% of the oil consumed in Peru. At the same time it is also officially registered as a zone of extreme poverty.

The Peruvian government says the oil and mineral companies are bringing wealth and helping development in the country.

But those representing indigenous communities say they pay too heavy a price.

Robert Guimaraes, vice-president of AIDESEP, says: ""The Peruvian state is incapable of imposing sanctions on those who pollute our rivers and our land. Where is the justice?"

Last week the President admitted to detaining men in secret CIA facilities and transferred 14 of them to Guantánamo: since it has become embarrassingly clear from the military’s own documents that most of the men at Guantánamo have nothing to do with terrorism and were often given over to the U.S. for bounty when they were caught in the wrong place at the wrong time, the Administration’s strategy was to move a handful of actual high-level detainees there so they could push through this legislation.

Of all the issues that decide federal elections, the length of lines at polling stations shouldn't be one of them. Yet, as egregious as that would be, they may. And as implausible as that would be, nobody seems to care. After two straight close presidential elections, the 2006 midterms and the 2008 election are likely to be nail-biters, too. This means that the integrity of the election process matters more than ever. Is there cause for concern? Yes. Consider the 2000 presidential election. George W. Bush won the presidency by a margin of just 537 votes in Florida. Assume (optimistically) that all the voters were properly registered and marked their preferred candidate, and that no voting machines malfunctioned. Even then, if only 538 Floridians who came to the precincts did not vote due to the widely reported long lines, the election outcome would be in doubt...

Hurricane breeding grounds in the Atlantic and Pacific oceans are being warmed by greenhouse gases, raising fears that more intense and devastating storms will be unleashed on nearby coastlines, scientists warned yesterday.

Climate researchers found that emissions from burning fossil fuels and other industrial activities were to blame for driving temperatures upwards in tropical waters where hurricanes form. They predict warmer ocean waters will energise hurricanes and make them more powerful. If sea temperatures continue to rise, scientists fear that category four and five hurricanes, such as Katrina, which battered New Orleans last summer, will become more commonplace.

The scientists, led by Ben Santer at Lawrence Livermore National Laboratory in California, used 22 climate models to investigate the possible causes of a rise in sea surface temperatures of up to 0.67C in the Atlantic and Pacific tropics from 1906 to 2005. Each computer model was run several times to work out how much sea surface temperatures would have warmed with and without rising levels of greenhouse gases and other pollutants.

They found that tiny particulates from volcanos and sulphates from industrial plants blocked the sun, and so cooled the oceans. But the effect was swamped by the rise in greenhouse gases, which led to warmer oceans. The study appears in the latest issue of Proceedings of the National Academy of Sciences.

Nathan Gillett, a co-author of the study at the climatic research unit at the University of East Anglia, said: "We know the oceans have been warming in these regions and some scientists have said it was because of natural events. But this study confirms that it cannot be explained by a natural cycle."

Hurricanes form in tropical waters when evaporating water is sucked up into storms. As the vapour rises, it condenses, releasing energy that fuels the storm. The warmer the ocean surface, the more energy is pumped into the hurricane. "The study suggests that with increasing sea surface temperatures, we can expect more intense hurricanes," Dr Gillett added.

Although the rise in ocean temperatures is slight, it is expected to have a dramatic effect on the intensity of hurricanes. In March Kerry Emanuel, a climate scientist at the Massachusetts Institute of Technology, claimed that while sea temperatures had increased by only about half a degree during the past 30 years, the power of hurricanes had doubled.

Tom Wigley, another scientist on the study, at the National Centre for Atmospheric Research in Boulder, Colorado, added: "The best explanation for these increases has to include a large human influence. We expect global temperatures and sea surface temperatures to increase more rapidly over the next century."

Die Coordination gegen BAYER-Gefahren hat heute in einem Brief an die European Food Safety Authority (EFSA) gefordert, keine Import-Genehmigung für gentechnisch veränderten Reis zu erteilen.

Der BAYER-Konzern hatte im Jahr 2003 bei der EU eine Import-Zulassung für Reis der Sorte LL 62 beantragt. Die Sorte ist resistent gegen das von BAYER produzierte Herbizid Liberty Link mit dem Wirkstoff Glufosinat. Ende August war bekannt geworden, dass in den USA eine ebenfalls gegen Glufosinat resistente Reis-Sorte in den Handel gelangt war. Der Langkorn-Reis mit der Bezeichung LL 601 ist nirgendwo auf der Welt zum Verzehr zugelassen, die gesundheitlichen Risiken für Verbraucherinnen und Verbraucher sind unbekannt. Recherchen von Greenpeace deckten Anfang der Woche auf, dass auch in Deutschland Kontaminationen mit LL 601-Reis auftraten, unter anderem in Produkten des Discounters Aldi.

Philipp Mimkes von der Coordination gegen BAYER-Gefahren (CBG): „Der Fall bestätigt alle Befürchtungen: eine gentechnisch veränderte Reis-Sorte landet im Handel, ohne dass die gesundheitlichen Risiken bekannt wären oder eine Genehmigung erteilt wäre. Dies muss Konsequenzen für die Zulassung von Gen-Reis in der EU haben“. Insgesamt neun EU-Mitgliedsstaaten hatten Bedenken gegen Liberty Link-Reis geäußert, weswegen die EFSA bis heute keine Zulassung erteilt hat. Die CBG fordert die Bundesregierung auf, sich bei der EFSA gegen eine Importgenehmigung von LL 62-Reis stark zu machen.

Neben den Risiken für die Konsumenten stehen bei der Zulassung von Gen-Reis die Auswirkungen in den Anbau-Ländern, vornehmlich in Asien, im Blickpunkt. Philipp Mimkes: „Millionen Bauern in den Ländern des Südens, die bislang durch Tausch und Eigenzüchtungen ihr Saatgut selbst produzieren, drohen in Abhängigkeit von multinationalen Konzernen zu geraten - die Verwendung ihrer Ernte als Saatgut wäre wegen des Patentschutzes künftig verboten. Durch den bereits in der "grünen Revolution" beobachteten Konzentrationsprozess würden Millionen Landwirte ihre Existenz verlieren und in die Elendsgebiete rund um die Metropolen abwandern. Zudem würden durch Auskreuzungen einheimische Sorten verdrängt – mit dramatischen Konsequenzen für die Biodiversität und die weltweite Ernährungssicherheit.“

BALVE · Die Bürgerinitiative UMTS kann gegen den geplanten Mobilfunksendemasten auf dem städtischen Wohnhaus "Zu den Dinkeln 13" offenbar nichts machen. Das ist das Ergebnis einer Bürgerinformation, die am Montagabend im Rathaus stattfand, und bei der Vertreter der Stadt, der Bundesnetzagentur und des Mobilfunkanbieters O2 der Bevölkerung Rede und Antwort standen.

Der Bauantrag von O2 sei am 24. November in einer öffentlichen Sitzung des Bauausschusses behandelt worden, versuchte Bürgermeister Hubertus Mühling den Vorwurf der Bürgerinitiative, die Stadt habe die Angelegenheit hinter verschlossenen Türen verhandelt, zu entkräften. Was er allerdings auch einräumte: Dem Mietvertrag mit O2 hatte der Rat bereits rund acht Wochen vorher zugestimmt. Und die vom Rat zur Bedingung gemachte Bürgerinformation sei zu spät erfolgt, räumte Mühling ein. "Politik und Rat haben in dieser Sache versagt", warf der von der Bürgerinitiative beauftragte Rechtsanwalt Björn Syring den Stadtvertretern vor.

Überhaupt richtete sich der Zorn der Anwohner vor allem gegen die Stadt Balve, von der sie sich schlecht informiert sehen. "Die Anwohner wollen eine solche Anlage ja, um auch die Technik nutzen zu können, aber nicht mitten in einem Wohngebiet", sagte Syring und fragte nach Alternativstandorten. Da musste ihn allerdings O2-Sprecher Ralph Bergmeier enttäuschen: "Dieser Standort ist für uns funktechnisch die beste Alternative", sagte er. Und Frank Heinemann, bei O2 zuständig für Mobilfunk und Umwelt ergänzte, dass eine Positionierung der Anlage zum Beispiel auf den Berge außerhalb der Innenstadt nicht möglich sei, weil sie dann von den Mobiltelefonen nicht mehr erreicht werden könne. Allerdings verschwendet man bei O2 wohl auch keinen Gedanken daran, von dem mit der Stadt Balve bereits abgeschlossenen Mietvertrag noch zurückzutreten. "Für uns sind alle rechtlichen Rahmenbedingungen abgeklopft und wir sehen keine Veranlassung, unsere Rechte aus diesem Vertrag nicht auszuschöpfen", sagte Bergmeier klipp und klar.

Auch Bürgermeister Mühling sah keinen Ansatz, den rechtsverbindlichen Vertrag zu lösen, ohne Regressansprüche fürchten zu müssen. Überdies glaubt er, dass dies erst der Anfang ist: "Wir können uns dieser Sache nicht verschließen", erwartet er für die Zukunft weitere Anträge dieser Art, was Frank Heinemann von O2 auch schon bestätigte: Wenn die jetzt für den Mobilfunkstandard GSM geplante Anlage in etwa drei Jahren auf UMTS, den Mobilfunkstadard der dritten Generation, umgerüstet werde, müssten allein von O2 noch zwei bis drei weitere Anlagen installiert werden, um die Innenstadt abzudecken.

Solche Aussichten lassen die Anwohner in Balve-Süd erschauern, denn sie fürchten gesundheitliche Beeinträchtigungen durch Elektrosmog. Deshalb interessierten sie am Montag auch alle Beteuerungen nicht, dass die gesetzlichen Strahlengrenzwerte weit unterschritten würden. "Die Grenzwerte sind rein fiktiv, weil die Wirkung der Strahlen noch nicht bekannt ist", drückte Dr. Bernhard Genzel die Sorgen der Bevölkerung aus.

Es habe sich um den so genannten LLRice 601 der Bayer AG gehandelt. Auch Analysen der niederländischen Behörden von Importreis aus den USA haben offenbar gentechnische Verunreinigungen ergeben. Nach Auffassung von Greenpeace "handelt sich hier nicht um ein einzelnes Feuer, sondern um einen Flächenbrand". Rund 20 Prozent der von der Industrie beprobten Produkte seien mit illegalem Gen-Reis belastet. "Der Lebensmittelhandel muss sofort reagieren und US-Langkornreis sowie alle Produkte, die diesen Reis enthalten, aus den Supermarktregalen räumen", fordert die Organisation.

Die Bundesregierung lehnt die von der US-Administration in Europa eingerichteten Geheimgefängnisse für mutmaßliche Terroristen verbal ab und fordert vom Bündnispartner eine Kurskorrektur. Bundeskanzlerin Angela Merkel (CDU) sagte am Wochenende in Berlin: "Der Einsatz solcher Gefängnisse ist nicht vereinbar mit meinem Verständnis von Rechtsstaatlichkeit." US-Präsident George W. Bush hatte unlängst erstmals offiziell die Existenz solcher Gefängnisse in Europa eingeräumt, über die lange nur spekuliert worden war. Er nannte aber keine Details, in welchen Ländern sich die Haftanstalten befinden oder befanden. Der Grünen-Politiker Volker Beck vermisst seintens der deutschen Bundesregierung allerdings konkrete Initiativen gegen die Geheimgefängnisse in Europa. Die Kritik von Bundeskanzlerin Angela Merkel (CDU) an US-Geheimdiensten sei "gut und schön, aber wo bleibt die Konsequenz", fragte Beck am Samstag in Berlin. Bislang habe die Bundesregierung "jeden Einsatz vermissen lasse n, im deutschen Luftraum Verschleppungen von Gefangenen luftverkehrsrechtlich zu unterbinden", kritisierte der Oppositionspolitiker. Phone mast raises health fears for residents

RESIDENTS have hit out at mobile phone chiefs after a mast was erected in a residential area.

T-Mobile installed the mast at the junction of John Street and Redbrae Road in Kirkintilloch.

The application was turned down by East Dunbartonshire Council, but the company won an appeal to the Scottish Executive.

One resident said: "I have real concerns about this mast.

"It's been erected less than 100 metres from another mast which is in the grounds of a nursery.

"This was done without consultation and without taking into consideration the fact that there are a lot of children living in the immediate area.

Health issues relating to mobile telephone masts have never been disproved.

"The apparent disregard for residents in this area is nothing short of disgraceful."

Richard Owens, T-Mobile's community affairs officer for Scotland, said: "We do understand that locating base stations in and around communities can sometimes give rise to concerns and do everything possible to keep the public informed throughout the process.

"In this case, we undertook voluntary pre-consultation with the ward councillor, local schools, nursery and the local housing association.

"At the point of submitting the application we then did statutory neighbour notification for properties in the immediate vicinity.

"Dozens of studies have taken place over twenty years on the safety of base stations.

"The World Health Organisation said in May this year: 'Considering the very low exposure levels and research results collected to date, there is no convincing scientific evidence that the weak RF signals from base stations cause adverse health effects'."

Study Links Tropical Ocean Warming to Greenhouse Gases

Rising ocean temperatures linked by some studies to tropical storms are very likely a result of global warming caused by greenhouse gas emissions, according to new research.

The lead author of the new study, Benjamin D. Santer of the Lawrence Livermore National Laboratory of the Energy Department, said the findings suggested that further warming would probably make hurricanes stronger in coming decades.

But while environmentalists and some researchers have asserted that storms like Hurricane Katrina were already measurably stronger because of warming caused by humans, Dr. Santer said his study did not address that issue.

The study was published online yesterday by The Proceedings of the National Academy of Sciences.

The researchers compared a century of observed temperature changes with those produced in more than 80 computer simulations of how oceans respond to natural and human influences on the climate. The simulations were generated on 22 different computer models at 15 different research centers.

The simulations correctly mimicked the cooling caused by plumes from volcanic eruptions, which temporarily block the sun. At the same time, the authors said, the only warming influence that could explain the changes in the oceans was the buildup of heat-trapping smokestack and tailpipe gases in the air.

Earlier studies concluded that greenhouse gases from human activities were warming the oceans, but this analysis was the first to examine thoroughly trends in particular tropical regions of the Atlantic and Pacific Oceans that serve as nurseries for the destructive storms.

Several climate experts said that while debate persisted about the role of warming in pumping up hurricanes, there was little doubt about the long-term trend should warming continue as projected.

“Even under modest scenarios for emissions, we’re talking about sea surface temperature changes in these regions of a couple of degrees,” Dr. Santer said. “That’s much larger than anything we’ve already experienced, and that is worrying.”

Die Initiative habe ohne seine Zustimmung bei einer Aktion vor dem Brandenburger Tor sowie im Internet mit seinem Bild für ihre Ziele geworben, teilte Bütikofer am Freitag in Berlin mit. Er habe nun "unter Androhung gerichtlicher Schritte" die Zusicherung erwirkt, "es künftig zu unterlassen, fotografische Darstellungen von mir oder meinen Namen ohne meine Zustimmung werblich zu nutzen". Der Grünen-Politiker betonte, er habe diese Organisation noch nie unterstützt und lehne deren "marktradikale Politik" ab.

Rasterfahndung, vorbeugende Telefonüberwachung, Luftsicherheitsgesetz: Nicht nur in den USA, auch in Deutschland sind nach dem 11. September 2001 die Grundrechte der Bürger erheblich eingeschränkt worden. Das Bundesverfassungsgericht entschied, dass der Gesetzgeber in Berlin mit seinen Maßnahmen zu weit gegangen war. "Die Karlsruher Richter haben einer Tendenz in der Gesetzgebung entgegengewirkt, die die Eingriffsschwelle immer weiter vorverlagert und die Bürger per se als verdächtig betrachtet", sagt der Leipziger Staatsrechtler Christoph Degenhart. Karlsruhe stoppte die verdachtsunabhängige Massenerhebung von persönlichen Daten in der Rasterfahndung sowie das Abhören von Telefonen im Vorfeld möglicher Straftaten und ohne Tatverdacht. Die Verfassungshüter kippten auch das Luftsicherheitsgesetz, das den Abschuss eines von Selbstmordattentätern entführten Passagierflugzeugs erlaubte.

Die große Koalition diskutiert weiter über die Vorschläge des Sachverständigenrates der Bundesregierung zu Arbeitslosengeld II und Kombilöhnen. Der Sachverständigenrat hatte am Freitag vorgeschlagen, die Unterstützung für Langzeitarbeitslose von derzeit 345 Euro pro Monat um 30 Prozent zu kürzen und im Gegenzug die Hinzuverdienstmöglichkeiten zu erweitern. Thüringens Ministerpräsident Dieter Althaus (CDU) forderte am Montag stärkere Anreize zur Aufnahme von Arbeit. Der Arbeitsmarkt- und Sozialexperte der Union, Ralf Brauksiepe (CDU), wandte sich gegen eine generelle Kürzung der Regelsätze. Der arbeitsmarktpolitische Sprecher der SPD-Bundestagsfraktion, Klaus Brandner, mahnte, die Wirkung der jetzigen Hinzuverdienst-Regeln erst einmal abzuwarten. Links-Fraktionsvize Klaus Ernst warf den Experten vor, sie hätten den Bezug zur Realität verloren. Sein Kollege Herbert Schui kritisierte, der Sachverständigenrat wolle "die Menschen in Billigjobs zwingen".

Avoid the needless and costly distractions that entangle us now

Five years after 9/11, why is Osama bin Laden still at large?

As families mourned the victims of that atrocity five years ago, the Bush Administration vowed to "rally the world" and win the war on terror. Our president promised to focus on the priorities that would protect the safety of all Americans. Nations around the world rushed to offer their sympathy and cooperation. We were on the verge of a swift and united response to Al Qaeda.

And then President Bush decided to invade Iraq.

Instead of strengthening our position, Bush's folly has squandered thousands more lives of our best and brightest in a continuing quagmire, and needlessly diverted valuable resources from the real war on terror.

The numbers speak for themselves. Every day, the United States spends $200 million on the war in Iraq. Funds for just one day in Iraq could help meet our urgent homeland security needs, such as:

* improving the communications gap in more than 40 small cities or 34 mid-sized cities or six large cities so that federal, state and local first responders can talk to one another during an emergency;

* providing four million households with an emergency readiness kit;

* paying for 4,000 additional Border Patrol agents for one year to better guard our borders against potential terrorists;

* providing 1,285 explosive trace detection portals for airport screening of passengers;

* purchasing 750 fire trucks for improving local emergency response capabilities;

* employing 4,700 fire fighters, 4,000 police patrol officers, or 6,800 paramedics and emergency medical technicians for an entire year;

* providing 6,000 local law enforcement agencies with bomb-detecting robots;

* providing 9,400 port container inspection units to detect hazardous materials being shipped into the country; or

* providing 4,700 detectors for dangerous particles.

Five years after 9/11, our ports, our trains, our chemical plants and our nuclear power plants remain extremely vulnerable. The State Department reported 175 significant terrorist attacks in the world in 2003. In 2005, that number grew to more than 11,000.

Today, as we remember and honor the nearly three thousand people who lost their lives in New York, Washington and Pennsylvania, we must remind each other that our focus should never shift from the real challenge we face. We must find Osama bin Laden, protect our homeland and avoid the needless and costly distractions that entangle us now.
