Britons have unwittingly been eating banned GM rice imported from the United States for months, if not years, food safety experts fear.

Imports of the rice were stopped by the European Commission (EC) on Thursday. But investigations in the US show that it has long been "wide-spread" in grain destined to be shipped overseas.

It was first discovered in January that the banned crop, which has never received safety clearance, was contaminating export stocks of long-grain rice. But it was not until nine days ago that the US government informed importing countries.

European governments are furious that the Bush administration delayed warning them. And the row threatens ministers' plans for growing GM crops in Britain.

The unauthorised rice, codenamed LLRICE601, was developed by Bayer CropScience to tolerate weedkiller. It was tested on US farms between 1998 and 2001, but the company decided not to market it and never submitted it for official approval.

In January, it was found to have contaminated rice from Arkansas-based Riceland, the world's largest miller and marketer, which is responsible for one-third of the entire US crop.

In May, Riceland tested samples from "several storage locations", finding the contamination in a "significant" number. It concluded, in an official statement, that it was "geographically dispersed and random" throughout its rice-growing area.

Bayer officially notified the US government on 31 July. But it was a further 18 days before the Bush administration told importers, informing EU countries such as Britain just an hour before holding a press conference to make details of the contamination public.

On Thursday, the EC prohibited any shipments from the US unless they could be proved to be free of the banned rice. But it remains concerned that Britons and other Europeans may have been eating it for months, possibly years.

Britain has imported more than 42,000 tons of long-grain rice from the US since January, when the problem was first discovered. No one knows how much of this was contaminated, but the Food Standards Agency is planning to carry out tests on rice that has yet to be sold to the public.

The Arkansas government suspects that the crisis began when pollen from the rice tested on US farms spread to contaminate conventional crops. This would mean that it has been present - and presumably been exported - at least since 2001, when the trials stopped.

Richard Bell, the state's agriculture secretary, admits that the contamination is "widespread" and predicts it will show up again in this year's crop when it is harvested.

The Bush administration says that "there are no human health, food safety or environmental concerns associated with this rice". But the EC's Health and Consumer Protection Commissioner, Markos Kyprianou, says it must not be allowed to enter the food chain.

Bayer, which had no part in exporting the contaminated rice, says it is "co-operating closely" with the US authorities. But it says that while the matter is being investigated, it cannot say when it first knew of the problem .

This week the Pentagon announced yet another massive involuntary call up from the Individual Ready Reserve (IRR), intended to be deployed only in case of national emergency. But for the Bush administration, there is no honorable commitment by our servicemen and women that they will not abuse for the purpose of expediency. Instead of facing up to their wrong-headed policies which have had such a negative impact on our military, they force our national guard troops into overseas combat, callously extend tours of duty, impose stop-loss orders, and now again drain our IRR to fill regular boots on the ground.

Is it any wonder that the grossly counter-productive result has been the increasing reluctance of our citizens to make a commitment to military service, or that it has gotten increasingly tougher to get those who have served to re-enlist? Those who serve with honor must be treated with honor, their promises from the government must be fulfilled, and they should not be called to sacrifice even more because this administration will not face up to its political responsibilities and change their disastrous course in Iraq.

Many of us have a family member or friend who has already been affected directly by the failure of leadership of the Bush administration. Our loved ones may have been killed or injured, or face that grim chance every day, just so that Bush can style himself a "war president". Cloy, the son of my own campaign manager, is a patriotic American who enlisted in the Marines at the age of 17, received the Presidential Unit Citation for serving honorably in Iraq, only to struggle to find employment stateside by corporations who preach "Support our troops". And it now appears they will take him again back into harm's way under the IRR.

This is actually suggestive wherein children who never had that thought in their minds before now think they are subject to committing suicide - and with that suggestion, parents and the entire society lose children to premature death. Bürgerinitiative gegen Errichtung einer Mobilfunksendeanlage: Rechtsanwalt rät zu einem Kompromiss aller Beteiligten. Planungen für weiteres Vorgehen

BALVE · Mit einem Banner, Plakaten, Handzetteln und Unterschriftenlisten wehrt sich die Bürgerinitiative UMTS-Balve gegen die Errichtung einer Mobilfunksendeanlage des Netzbetreibers O2 auf dem Stadthaus "Zu den Dinkeln 13". Die Ansprechpartnerin der Initiative, Nadine Stemke-Wortmann und ihre Familie, schalteten nun den Lüdenscheider Rechtsanwalt Björn Syring ein. Am Donnerstagabend erklärte er sich während einer Informationsveranstaltung in der Cafeteria des Krankenhauses bereit, der Bürgerinitiative beratend zur Seite zustehen. Er habe durch die Vertretung einer anderen Bürgerinitiative bereits positive Erfahrungen auf diesem Gebiet gesammelt, erklärte der Anwalt. "Es gibt entsprechende Vereinbarungen und die Notwendigkeit, dass man diese Technik braucht, muss gegeben sein", sagte er.

Fakt sei, dass die Stadt bei dem Betreiber O2 in der Pflicht stehe, so Björn Syring. "Und wenn die Genehmigung erst einmal erteilt ist, ist sie nur schwer zurückzunehmen." Dies könne Schadensansprüche des Betreibers auslösen und damit sei keinem geholfen, so Syring. Es sei der Dialog zwischen Stadt, Bürgern und Betreiber gefragt, um Alternativstandorte zu finden. Diesbezüglich setzte die Stadtverwaltung ein Zeichen und lädt die Anwohner für den 11. September um 19 Uhr zu einem Gespräch in den Sitzungssaal des Rathauses ein. Vertreter der Bundesnetzagentur und von O2 wollen dann Fragen beantworten. Björn Syring prüft nun unter anderem die rechtlichen Grundlagen und riet den Anwohnern noch vor Ablauf der Frist bis Ende August schriftlichen Widerspruch gegen die Errichtung einzulegen.

In Absprache mit der Bürgerinitiative soll auch ein Vorgehenskonzept erstellt werden. Die Stadt habe durch den Ausschluss der Öffentlichkeit bei ihrem Ratsbeschluss einen groben Fehler gemacht, von einer Klage riet Syring jedoch vorerst ab. "Wir wollen über einen moderaten Weg erreichen, mit der Stadt und dem Betreiber einen für alle tragfähigen Kompromiss zu erreichen", betonte Dr. Bernhard Genzel als Sprecher der Bürgerinitiative. Die Anwohner wollen nun weitere Argumente sammeln, und hoffen, diese in einer öffentlichen Ratssitzung mit den Politikern diskutieren zu können. Für kommenden Donnerstag lädt die Bürgerinitiative die Anwohner ab 19.30 Uhr erneut in die Cafeteria des Krankenhauses ein, um das Konzept zu formen.

Stadtrat bewilligt Baugesuch für Orange-Antenne auf dem «Sonnenhof 1»

Bülach — Nach wie vor herrscht eine gewisse Unklarheit über potenzielle Risiken von Mobilfunkantennen. Jüngst hat der Stadtrat von Bülach die Baubewilligung für eine weitere Orange-Antenne auf dem Dach des Geschäftsgebäudes «Sonnenhof 1» bewilligt.

14 Personen haben Einspruch erhoben und innert der Auflagefrist den baurechtlichen Entscheid verlangt. Dennoch hat der Stadtrat der Mobilfunkbetreiberin Orange SA die Baubewilligung erteilt: Auf dem Dach des «Sonnenhof 1» kommt eine neue Mobilfunkantenne zu stehen. Und aktuell hat die Orange-Konkurrenz Sunrise für Bülach Süd die nächste Mobilfunkantenne ausgeschrieben — Auch diese wird bestimmt nicht die letzte sein.

Während die Zahl der Handy-Benutzer weiter ansteigt, hat man kaum neue Erkenntnisse über die potenziellen Gesundheitsrisiken der Strahlungen gewonnen. Zwar hat eine Studie der Universität Zürich im Juni diesen Jahres ausgesagt, dass UMTS-Antennen das Wohlbefinden nicht stören (NBT vom 7. Juni). Aber nebst der Tatsache, dass die Studie als umstritten gilt, bezieht sie sich wohl auf die UMTS-, nicht aber auf die (älteren) GSM-Anlagen, die (noch) mindestens genauso verbreitet sind.

Grundsätzlich darf eine Gemeinde keine Bewilligungen ablehnen, solange der gesuchstellende Betreiber die Grenzwerte einhält. Und es darf ohne Weiteres davon ausgegangen werden, dass die Fachleute von Orange, Sunrise und Swisscom, die Grenzwerte ganz genau kennen — man denke an die Anzahl der Antennen, die in der ganzen Schweiz aufgestellt werden. «Da wir indessen keine Spezialisten sind, schicken wir die Gesuche freiwillig zur Überprüfung ans Amt für Abfall, Wasser, Energie und Luft (Awel)», sagt Markus Burkhard, Leiter Bau und Umwelt der Stadt Bülach.

Diese Awel-Prüfungen, die jeweils vor der Ausschreibung der Gesuche erfolgen, bilden die Grundlage für die Erteilung der Bewilligung. Im Falle von «Sonnenhof 1» habe die Betreiberin Orange die Sendeleistung der geplanten Antenne allerdings um rund das Fünffache verringern müssen, erklärt Stadtrat Hanspeter Lienhart. «Das Awel hat in seinem Prüfbefund schliesslich bestätigt, dass alle massgebenden Grenzwerte eingehalten oder sogar deutlich unterschritten werden. Damit ist die Begründung der Erteilung der Baubewilligung gegeben.»

Verpflichtet, Antennen zu bauen

In der ganzen Diskussion um die Bewilligungspraxis im Zusammenhang mit Mobilfunkantennen wird oftmals ausgeblendet, dass die Mobilfunk-Betreiber (Swisscom, Orange, Sunrise) nicht nur das Recht sondern sogar die Pflicht haben, solche Anlagen aufzustellen. «Die Konzession, die die Betreiber vom Bund erhalten haben, ist namentlich an die Bedingung geknüpft, dass das Mobilfunknetz flächendeckend zur Verfügung gestellt wird», führt Markus Burkhard aus. «Kommunikationsfreiheit» heisst das Stichwort. Gleichzeitig wird festgelegt, dass die einzelnen Antennen bloss mit der kleinstmöglichen Sendeleistung zu betreiben sind, die nötig ist, um diese Flächenabdeckung zu gewährleisten. So viel wie nötig, so wenig wie möglich. Im Klartext heisst das aber auch: Je schwächer die einzelnen Antennen senden dürfen, desto mehr Antennen müssen errichtet werden. «Dabei ist wiederum festzuhalten, dass die Netzbetreiber keine grosse Lust haben, möglichst viele Antennen zu bauen. Allein schon aus Kostengründen nicht», unterstreicht Burkhard.

Swisscom, Orange und Sunrise werden ihre Mobilfunkantennen aus naheliegenden Gründen nicht dort bauen, wo niemand telefonieren will, sondern möglichst in die Zentren. Dem gegenüber steht die Planung der Stadt Bülach, die laut Burkhard stets versucht, die Anlagen im Industriegebiet und nicht etwa in den Wohnquartieren bauen zu lassen.

«Ziegen geben weniger Milch»

Zu den 14 Personen, die den baurechtlichen Entscheid gefordert hatten, gehörte auch Jürg Andris, Inhaber der gleichnamigen Drogerie, die in der unmittelbaren Nähe vom «Sonnenhof 1» steht. Er bezweifelt, dass Mobilfunkantennen keinerlei gesundheitliche «Nebenwirkungen» haben. «Mir geht es vor allem darum, die Gesundheit von mir und meinen Mitarbeitern zu schützen», begründet er seinen Einspruch. Er richte sich nicht gegen den Fortschritt und schliesslich brauche er das Handy ja selber auch. Trotzdem ist Andris dagegen, dass man die Antennen mitten ins Zentrum von Bülach stellt. «Es gibt einfach keine relevanten Studien, die mir garantieren können, dass diese Strahlen keine Wirkung haben. Ich habe mit Bauern aus Graubünden gesprochen, die mir gesagt haben, ihre Ziegen und Schafe gäben weniger Milch seit eine Mobilfunkantenne in der Nähe aufgestellt worden sei. Scheinbar ist es möglich, dass die Strahlen eine Wirkung haben.»

Den endgültigen Beweis, ob Funkantennen-Strahlen schaden oder nicht schaden, bleibt die Wissenschaft weiterhin schuldig.

Jürg Andris denkt nicht, dass die Einsprachen zum «Sonnenhof 1» bis zur Baurekurskommission weitergezogen würden. Dass diesem Schritt kaum Erfolgschancen eingeräumt würden, das bestätigt auch Markus Burkhard von der Stadt Bülach. «Die Gerichte werden die Mobilfunkanbieter stützen; und zwar weil diese eben eine Konzession haben, die sie zum Bau der Anlagen verpflichtet», schliesst er den Kreis. Damit wird nachvollziehbar, warum derzeit kein Rekurs vorliegt. Die nun erteilte Baubewilligung ist nach Eintritt der Rechtskraft drei Jahre lang gültig. «Das heisst, die Betreiberin hat solange Zeit die Antennenanlage zu erstellen», liefert Hanspeter Lienhart eine Angabe zum Zeithorizont. «Wann genau sie die Antenne bauen, darauf haben wir keinen Einfluss.»

Während die meisten Handy-Benutzer noch mit der «alten» GMS-Technologie telefonieren — und sich notabene auch zuhause immer mehr vom Festnetzanschluss verabschieden — lassen die neuen Übermittlungstechniken nicht auf sich warten. Die ersten UMTS-Antennen stehen noch nicht lange im Zürcher Unterland und schon wird die nächste Generation der mobilen Telekommunikation erprobt und auf die Einführung in den Markt vorbereitet. Nicht nur, dass die Netze in Abhängigkeit der vergebenen Konzessionen möglichst dicht sein müssen: Für jede Übermittlungstechnologie müssen eigene, neue Antennen aufgestellt werden. Damit ist Bülach eine «strahlende Zukunft» so gut wie gewiss.
