Residents and councillors in Hemel Hempstead are fuming after a major telecoms company replaced street lamps with telephone masts and faulty new lighting. According to residents in Gadebridge and Warners End, perfectly good lamp posts were removed by a contractor in November last year on the orders of mobile phone giant T-Mobile.

The street lamps, in Galley Hill and Long Chaulden, were replaced with lamp posts carrying telephone masts and new lighting that did not work.

Residents and local councillors tried for months to find out why they had been left in the dark but could not get any answers from the contractor hired by T-Mobile.

A spokesman for T-Mobile confirmed that the phone masts were working and said the company was aware that there was a problem with the street lighting.

A council is threaten-ing action after a mobile phone mast was put up without planning permission.

Jo Moore, 63, was made aware of an application by phone company O2 to put up the mast last year but was under the impression it had been denied planning permission.

Then the mast appeared outside her home in Holme Avenue, Whickham, Gateshead, and she says it now dominates the view from her front windows

Mrs Moore, who has lived in her two-bedroom semi-detached house for the last 20 years, said: "This is ridiculous. I went to all the meetings and heard everything that was said and it just wasn't allowed.

"So you can imagine my surprise when I saw it has been put up anyway.

"I went to the council and they told me that the phone company didn't have permission and something was going to be done.

"It has spoiled what you can see from my house. I woke up one morning, looked out of my window and there it was. There was no warning."

Gateshead Council confirmed the mast had been put up by the company without the proper permission and said when O2 approached them they were given preliminary planning permission.

A spokesman for Gateshead council said: "Getting planning permission for something like this is a fairly long process and O2 were in the midst of that process.

"But they did not get their final plans approved by us and put up the mast anyway which is not acceptable and we will be taking action.

"In the area of Holme Avenue there are already some masts and it is therefore difficult to refuse planning permission for more. But in this case the phone company have put this up without proper permission."

But a spokesman for O2 said the situation was a matter of paperwork. "We are in talks with Gateshead Council about the mast and as far as we're concerned, they are going well and we will be able to come to some sort of arrangement with them," he said.

"It is a matter of paperwork and we are confident the mast will be allowed to stay."

Mrs Moore said: "My neighbours and I think the mast is horrendous and we want to see it gone."

Die Länder seien nach nationalem und europäischem Recht verpflichtet, eine Umweltverträglichkeitsprüfung für den Gen-Pflanzen-Anbau in Schutzgebieten durchzuführen, wenn dadurch eine Beeinträchtigung dieser Gebiete drohe. "Bis heute hat keines der Länder die entsprechende Regelung des Paragraphen 34 a des Bundesnaturschutzgesetzes in Landesgesetz umgesetzt", teilte der Naturschutzbund, gestützt auf eigene Untersuchungen, mit. "Darüber hinaus wissen die zuständigen Landesbehörden in der Regel nicht, ob ihre Schutzgebiete überhaupt vom Gen-Pflanzen-Anbau betroffen sind. Sie schauen schlicht nicht in das Standortregister."

ACTION: Help save whales

As you know the worlds whale populations are in danger. The future of these beautiful creatures was dealt a huge blow today with when pro- whaling nations, led by Japan, succeeded in winning their first vote at the International Whaling Commission (IWC) in 20 years.

The non-binding decision stated that the 20-year moratorium on commercial whaling was "no longer necessary". It also blamed whales for depleting fish stocks and said non-governmental organisations were a threat.

The short-sighted action occurred because four small pacific island nations (Tuvalu, Solomon Islands, Nauru and Kiribati) changed their votes and voting alongside the pro-whaling nations such as Japan and Norway. It has been suggested that Japan, in particular, has put a lot of aid money into the pacific in the hope of gaining the votes of these smaller countries.

Stop The Slaughter

action at the International Whaling Commission meetings I’m writing you from St. Kitts, site of the 58th meeting of the International Whaling Commission. Our ship, the Arctic Sunrise, after being refused entry for more than a week, entered the waters of St. Kitts today to stage a peaceful protest. We landed on the beach and began placing more than 866 whale tails in the sand to symbolize the number of whales slaughtered by the Japanese government this year. Ten of our activists have already been arrested.

The International Whaling Commission meetings have just ended, and they dramatically displayed how narrow a margin exists between the pro-whaling and anti-whaling nations. A mere 2 votes (remember that number!) prevented Japan from eliminating conservation efforts for dolphins, porpoises, and small whales; and implementing a secret ballot. The Japanese delegation also narrowly lost their bids to abolish the Southern Ocean Whale Sanctuary, exempt themselves from the commercial whaling ban, and kick Greenpeace out of the IWC meetings.

And you should know that your efforts played a major role in these victories. Due to pressure from concerned people around the world, including thousands of emails and faxes from you, Guatemala and Honduras decided NOT to attend the IWC meetings. Those two votes made all the difference. THANK YOU!

But after losing several votes, Japan pulled out all the stops, and actually won a non-binding resolution pronouncing that whales are guilty of over-fishing – by 1 vote! That’s right, the Japanese succeeded in convincing more than 30 nations that whales eat too much fish! And that wasn’t the only fishy thing that happened during the meetings. One of Japan’s pro-whaling allies arrived late to the meetings with their membership fees in cash, in a brown paper bag.

China, Russia Object to Weapons in Space

China and Russia yesterday told a U.N. body that the threat from space-based weapons would be equal to that posed by weapons of mass destruction, Reuters reported (see GSN, May 11).

The U.N. Conference on Disarmament is looking to begin negotiations on preventing an arms race in outer space. The United Kingdom and United States have expressed their opposition to such talks (see GSN, May 18).

Russian Ambassador to the conference Valery Loshchinin likened the weaponization of outer space to the “emergence of a new type of weapon of mass destruction.”

“If there are no weapons in outer space, no room for the use of force, then there will be no arms race there. We must nip it in the bud,” he said.

“A world free of outer space weapons is no less important than a world free of the weapons of mass destruction,” said China’s ambassador to the conference, Cheng Jingye.

“The development of outer space weapons keeps progressing quietly and relevant military doctrine is taking shape,” he said.

The White House is expected issue a new space policy for the first time in a decade this month, according to Reuters (Stephanie Nebehay, Reuters/Yahoo!News, June 8)

Long-time resident says she will probably sell up due to health fears

RESIDENTS are furious after the Government overturned a decision by Leeds City Council to refuse planning permission for a mobile phone mast.

A government inspector dismissed the health fears of residents in Roundhay living near the BP Gledhow Service Station on Roundhay Road, where the 12-metre mast will be installed. They are bitterly disappointed at the decision.

Nazreen Ahmed who has lived near the site for more than 20 years said she was so horrified by the potential health risks she would probably move house.

Mrs Ahmed, who lives at Well House Drive with her husband, mother-in-law and two young children said: "I'm worried about all the radiation you hear about and it will affect us directly as we are not too far away from it.

Overrule

"If it does go up we will be strongly considering moving house. Why have a local planning department and procedures if the Government is just going to overrule the decision? If it's not right for the local authority the Government shouldn't interfere."

The application by T-Mobile was refused in September last year after local councillors raised concerns about the health threat and the impact of the mast on the appearance and character of the area.

But an inspector allowed an appeal by T-Mobile and has now approved the plan.

Coun Valerie Kendall (Con, Roundhay) said: "With the effect on public health unclear, residents are understandably concerned. However when it comes to phone masts this case shows that the Govermnent can simply push those local concerns to one side in favour of big business with the stroke of a pen."

Other residents living near the site said they were worried by the decision.
Mohammed Rashid moved to Well House Gardens three weeks ago and said he would have objected to the plan if he had known about it. He said: "My son suffered from eczema and I have heard phone masts are not very good for eczema sufferers."

Under planning rules, a mobile phone operator is entitled to appeal a decision to an Office of the Deputy Prime Minister.

Damit drohte der Antrag auf Einrichtung eines Testfeldes zu scheitern, weil Monsanto mit seinem Testfeld die Abstände zum konventionellen Anbau nicht einhalten konnte, die das Gentechnik-Gesetz vorschreibt. Als die Genehmigung aus dem Bundesamt für Verbraucherschutz und Landwirtschaft ausblieb, zog Monsanto seinen Antrag zurück und verzichtet nun auf den Test-Anbau des neuartigen Gen-Mais. Dieser Sieg eines kleinen Dorfes gegen den Gentechnik- Riesen Monsanto zeigt: Gentechnik stößt auf breite Ablehnung in der Bevölkerung. Und wenn es gelingt, diese Ablehnung in Protest umzusetzen, ist Monsanto verwundbar.

Monsanto sorgt erneut für einen Skandal: Nach Informationen von Greenpeace weigert sich der Konzern, die Forschungsergebnisse von Laborversuchen für seinen gentechnisch veränderten Mais MON810 offen zu legen – und das, obwohl ab April 1700 Hektar Ackerfläche in Deutschland mit dieser Sorte bepflanzt werden. Zum wiederholten Male stellt sich Monsanto damit gegen eine Offenlegung von Forschungsergebnissen. Warum hält Monsanto die Versuchsergebnisse unter Verschluss? Die Weigerung ist ein weiteres Indiz dafür, dass der Gentechnik-Konzern etwas zu verbergen hat. Es scheint, dass Gentechnik auf dem Acker doch mehr Risiken für Mensch und Umwelt nach sich zieht, als der Konzern zugeben mag. Bereits im Jahr 2004 hatten geheim gehaltene Forschungen für einen Skandal gesorgt: Ratten, die mit dem Monsanto-Mais MON863 gefüttert wurden, hatten beunruhigende Veränderungen im Blutbild und an den Nieren gezeigt. Trotzdem wurde der umstrittene Mais nicht vom Markt genommen. Monsanto stritt jegliche Gesundheitsgefahren ab. Der aktuelle Fall zeigt: Die Auswirkungen der Gentechnik auf Mensch und Natur sind weitgehend unerforscht. Monsanto ignoriert alle Risiken und will unbeirrt weitere Sorten in Europa etablieren. Für die VerbraucherInnen hingegen ergibt sich kein zusätzlicher Nutzen – daher lehnen auch 2/3 der europäischen VerbraucherInnen die Gentechnik auf dem Teller ab. Don't we know that, in every turning-of-the-tide moment in Iraq, it soon turns out that, despite the hoopla, our tide was ebbing and someone else's invariably rising? A number of experts are already suggesting that Zarqawi's death will have 'minimal impact' on the Iraqi resistance and may, in fact, serve to strengthen it by removing the most divisive and detested oppositional figure in the country; or perhaps, as the superb independent journalist Nir Rosen suggests in a thoughtful obit at the Truthdig website, Zarqawi's death 'was the greatest advertisement for his cause' and the path he blazed into sectarian warfare is now unstaunchable...

[T]he U.S. government's propaganda machine has made al Qaeda the most overrated organization in the world and its leaders, Osama bin Laden and Ayman al-Zawahiri, the controlling force behind worldwide violent Islamic jihad -- even though they act mainly as inspiration for the movement. Similarly, in Iraq, the U.S. government needed a villain to personify the rather faceless Iraqi insurgency. The vicious and brutal Zarqawi fit the bill perfectly. The Bush administration demonized Zarqawi's foreign jihadists as the instigators and dominant force of the much larger Sunni insurgency to demonstrate that foreigners were causing most of the problems in Iraq rather than Iraqis who wanted to oust the occupying superpower. Like so many of us, Watada concluded that intelligence was manipulated to 'justify' the invasion. Unlike so many of us, he has had the courage to stick his neck out and pay the price for resistance. We should, I suppose, give the neck its due. It is a pleasant thing -- a convenient connection between head and torso. We do not risk it out of caprice. But if there is nothing for which we will risk that neck, then it has become our idol. And necks are not worthy of this status. What's it going to take to close down Guantanamo Bay? It should have been closed long ago, if Bush and Rumsfeld and Cheney and Gonzales had any respect for international law and human rights. And it definitely should be closed now, after the suicides of three detainees on Saturday morning. At the very least, there appears to have been gross negligence on the part of the guards there, who are supposed to 'observe prisoners at least every two minutes,' according to The New York Times. One of the detainees was 17 when he was captured in Afghanistan back in 2001, the Times said. ... Another one of the detainees who committed suicide was supposed to be released, but 'was not told because U.S. officials had not decided which country he would be sent to,' BBC reports, citing Mark Denbeaux, a lawyer for some Guantanamo prisoners...

Ed Feulner of the Heritage Foundation -- your quintessential modern 'conservative' think tank -- finally laid his cards face-up in an op-ed piece in this section March 26. In the essay, headlined 'Curing the conservative crack-up,' Mr. Feulner proposed six criteria by which conservatives should weigh any proposed government action. Among his criteria were 'Does it make us safer?' and 'Does it unify us?' It's hard to imagine any of the world's worst dictators having any problem eagerly embracing those justifications for their actions. Freedom often looks dangerous, disorderly and divisive; bureaucratic control and the cops reading our mail, 'wanding us down,' and/or peering in every window are nearly always sold as 'necessary to make us safer.' And there sure is a feeling of 'unity' as we're herded down those airport cattle chutes or race to mail in our tribute every April 15...

Primates possess many qualities which were once considered solely human attributes. The central nervous system of Primates and humans is organized in almost the same way, and there are similarities between the social behavior, emotional needs and intellectual capabilities of humans and other Primates. Primates demonstrate the ability to reason, to exhibit friendship and altruism, to suffer fear and stress.

UK and EU legislation has been partially expanded to supposedly protect their specific requirements in the laboratory and afford them a 'higher' status than other animal species under Directive 86/609/EEC. The reality is, however, that this legal provision does not prevent thousands of primates each year enduring terrible pain, suffering and death in the laboratory. . Experiments that would be unthinkable if performed on human subjects should also be considered morally unacceptable when carried out on our genetic cousins.

Researchers use primates as 'models' of human diseases on which the development and progression of such diseases can be monitored and treated. However primates, like other animals, make poor 'models' and attempting to extrapolate test results from one species to another is a fundamentally flawed research methodology. Despite their similarities, there are also many significant differences between humans and others Primates.

The fundamental flaw underlying the research of human diseases in primates is that researchers can only attempt to artificially induce similar superficial symptoms of human diseases in Primates, which is very different from studying a naturally occurring disease in a biologically relevant animal i.e. a human patient.

Primates who are removed from their normal habitat, deprived of environmental stimulants and social interaction, make poor 'models' on which to record the 'natural' development of disease or infection. Like human beings, primates react very differently to disease or illness depending on their physical and psychological states.

The reality is, despite what the research industry would have us believe, primates do not provide a reliable 'model' of the human being. After decades of research on primates, scientists have repeatedly failed to make significant breakthroughs in fully understanding the onset and progression of HIV or AIDS, cot death, epilepsy, Parkinson's or Alzheimer's disease, or cancer - all human conditions which have been thoroughly, though pointlessly, explored through research on Primates.

LOS ANGELES, April 4 — With the help of the Walt Disney Company, parents can make sure it’s still a small world for their children, at least when it comes to their cellphone use.

On Wednesday, the company will introduce a wireless phone service that will allow parents to set limits on their children’s cellphone use as well as track them on a map using Global Positioning System technology.

Parents can determine what hours and days of the week children can use phones, blocking school hours for example, and what numbers they can dial. They will also be able to set spending limits on their phone bills.

The new service, called Disney Mobile, has not been priced yet. It will be unveiled in Las Vegas at the annual trade show for CTIA, a wireless industry trade group, and will be available in June. The service comes on the heels of Disney’s February debut of Mobile ESPN, a service for sports fans.

Disney, like many media companies, is hoping to take advantage of the proliferation of cellphones by offering services of its own, like ring tones and wallpaper.

Many consumer groups, however, have begun voicing concerns about escalating bills. Every item, from text and picture messaging to downloading of content, costs a fee, with some unwitting users racking up hundreds of dollars in charges. Parents have complained, too, that it is hard to monitor their children’s mobile use when they are out of the house.

“This is very much about putting control in the hands of the parents,” said Steve Wadsworth, president of the Walt Disney Internet Group.

As part of the mobile service, parents can set up a monthly allowance of minutes, text messages or other services for each child to use. Once a monthly allowance is reached, both the parent and the child receive an alert on their Disney Mobile phones. The parent then can decide either to increase the allowance or restrict the phone’s use.

Parents can also use an online tool to designate when phones can be used (no more interruptions at dinnertime) and what numbers can be dialed. Certain numbers, like the home number, can be programmed to always be available in case of an emergency.

The service will be available to consumers through disneymobile.com and Disney Mobile kiosks in malls. To gain access to the service, a child must own a Disney Mobile phone, which costs $59.99 with a two-year service contract. Parents will not need to buy a Disney Mobile phone for themselves, but if they do not, they will have to monitor the child’s phone use online instead of directly by phone.

The idea behind the service was to give parents flexibility, said George Grobar, senior vice president and general manager of Disney Mobile. For younger, less mature children, the service can be restricted to incoming and outgoing calls from family members. “Kids are terrified of the phone timeout,” he said. But teenagers who want to send text messages and download videos can have the freedom to do as they wish.

Perhaps the most novel feature is that parents can determine the location of a child’s phone, either from their own cellphones or by entering a code online that will show a map. In that way they will know whether their son or daughter is really at swim practice or hanging out at the mall instead.

And what about wives or husbands who want to keep track of their spouses? Can they be tracked, too?

“Only kids can be tracked,” Mr. Wadsworth said, because they have to identify themselves.

Still, Mr. Grobar added, “there could be many interesting uses.”

Suppose there was a technology that would allow you to secretly and silently stupefy and befuddle your adversaries, competitors and rivals without a trace. If the stakes were high enough in terms of money and power, would you use it? Can you be sure such weapons are not being used against you? The answer is, probably not.

It is an established fact that non ionizing microwave radiation, especially Extra Low Frequency ELF microwaves can induce sudden and dramatic changes in human psychological states, alter sleep patterns, cause headaches, memory loss and physiological changes.These ELF microwaves are invisible and virtually undetectable. Their effects are not widely known and the equipment to prove they are being used is not generally available.

Specific Electronic Threats:

Microwaves pulsed at specific frequencies over stimulate the brain production of acetylcholine, a neurotransmitter associated with the storage of memory, inducing memory loss and a sense of timelessness and/or missing time.

Other ELF microwave frequencies induce an aversive reaction characteristic of avoidance learning. Think of the impact of this if used during political debates.

A weak (1 mW) 4 Hz magnetic sine wave can modify human brain waves in 6 to 10 seconds. The psychological effects of a 4 Hz sine magnetic wave are negative -- causing dizziness, nausea, headache, and can lead to vomiting.

The telephone and electric wiring in our homes and businesses can serve as gigantic transmitters and receivers. Technology to transmit specific ELF frequencies into our homes and businesses is readily available. It is not unlike the devices that allow you to install a telephone extension by sending radio frequencies through your electric lines.

Microwave transmissions can be focused quite narrowly over long distances. They can penetrate walls, glass and physical barriers just as cell phone transmissions do. Microwave transmissions aimed at a bed head board could literally cook a victim brain during sleep without their ever being fully aware of what is happening to them.

Ultra Sonics: It is also possible to hear and understand spoken words transmitted by pulsed-microwave analogs of a speaker's sound vibrations. The words could be inaudible to the people around listener and would seem to be the listener own thoughts. Imagine the implications for disseminating disinformation during corporate presentations.

Electronic harassment technology has come a long way since the Soviets bombarded the US Embassy with microwaves in the 1970's. A similar system was apparently used against the British women protesting the presence of American cruise missiles at Greenham Common Air Base also during the seventies. These devices employed electromagnetic radiation (EMR) of gigahertz frequency, pulsed at extremely low frequencies (ELF) to torture people physically and mentally, covertly from a distance.

Congressional inquiry into electronic harassment technologies, especially after the MKULTRA affair in the 1980's quickly drove the development and deployment of these electronic harassment devices into the hands of independent contractors where they remain today. These contractors move seamlessly and secretly between the government and private sectors.

Zum "Internationalen Tag gegen Kinderarbeit" am 12. Juni erklärt Sascha Wagener, jugendpolitischer Sprecher des Parteivorstands der Linkspartei.PDS:

Die Vereinten Nationen erklärten am 20. November 1959, dass "die Menschheit dem Kinde ihr Bestes zu geben schuldig ist". Weiter hieß es: "Das Kind wird erst nach Erreichung eines geeigneten Mindestalters zur Arbeit zugelassen; nie wird es gezwungen oder wird ihm erlaubt, einen Beruf oder eine Tätigkeit auszuüben, die seiner Gesundheit oder Erziehung schaden". Nach Berechnungen der ILO (Internationale Arbeitsorganisation der Vereinten Nationen) sind 50 Jahre später viele Gesellschaften weit davon entfernt, die Rechte der Kinder zu achten.
211 Millionen Kinder (127 Millionen in Asien, 48 Millionen in Afrika) zwischen 5 und 14 Jahren müssen arbeiten, um zum Überleben ihrer Familien beizutragen. Viele werden zu Hungerlöhnen und unter der Sklaverei ähnlichen Bedingungen ausgebeutet. Den "Internationalen Tag gegen Kinderarbeit" haben die Vereinten Nationen 2002 eingerichtet, um auf die Rechte der Kinder vor wirtschaftlicher Ausbeutung aufmerksam zu machen. Kinderarbeit wird nicht von heute auf morgen verschwinden. Sie begleitet die Industrialisierung armer Staaten und die Armut zu vieler Familien auf der Welt. Aber es ist gut, dass sich die Bundesrepublik Deutschland durch die Unterzeichnung der ILO-Konvention 182 im Jahre
2000 verpflichtet hat, Maßnahmen zu treffen und Aktionsprogramme durchzuführen, die schlimmsten Formen von Kinderarbeit abschaffen zu helfen. Unter Bezugnahme auf diese Konvention sind die Kommunen und Städte Deutschlands aufgefordert, ihre Vergabepraxis zu ändern. München, Dresden oder Schwerin haben entsprechende Ratsbeschlüsse gefasst; viele andere Städte sollten folgen. Globales Denken und lokales Handeln müssen dazu führen, bei Ausschreibungen nur noch Produkte zu berücksichtigen, die ohne ausbeuterische Kinderarbeit hergestellt sind.

Mast campaigners set up watchdog

Mobile phone mast campaigners in the South have formed a new watchdog group to monitor planning applications.

Members of the newly-formed Wessex Registry of Active Masts have vowed to keep an eye all new mast locations across Hampshire, Dorset and Surrey.

MPs, councillors and school governors have signed up to be kept informed.

Organiser Karen Barratt, who led a campaign against a mast in Winchester, said the group would be "a much stronger watchdog than any individual".

'Improved consultation'

"This is all about communication. We do not want to be kept in the dark about where current masts are sited or where future masts may be required," she said.

The group holds a list of campaigners, politicians and community leaders to whom it will send out details of any new mast applications it is told of.

WRAM: Wessex Registry of Active Masts

Caroline St. Leger Davey (Winchester), Simon Preedy (Basingstoke) and I have set up a monitoring group to try and assess the mast situation in our general area (Hampshire and beyond). I attach a letter which explains the thinking behind the idea. So far we have seven Hampshire MPs who have asked to be on our contacts list. We intend to have email groups eg planning councillors, schools governors and residents so we can target information about masts in the area as we receive it. We will be sending the 'invitation' letter to MPs in adjacent counties at some point. We'll see how it goes. There will probably be something on BBC News Online (South) in the next day or two and BBC South / Radio Solent may cover this week.

As some of you know I have been active in the high-profile Byron Avenue phone mast campaign for the last five years. I have been in regular contact throughout that time with other campaigners throughout the UK, including Simon Preedy in Basingstoke. Since 2004 my fellow Winchester campaigner Caroline St. Leger Davey and I have also been volunteers with the national campaign group Mast Sanity (www.mastsanity.org). Mast Sanity gives advice on a range of issues relating to telecommunications applications and currently has around 2000 registrations from groups and individuals who have been helped. This service is most effective when people make contact early in the process ie before a formal planning application has been submitted. Too often people do not discover what is going on until time for objection has almost run out.

For this reason, I feel that there is a need to establish regional groups to exchange information and monitor the situation on mast siting in given areas. While the main problem lies with Government planning legislation there is also great inconsistency among local planning authorities in the way they handle applications and the extent to which they involve the public in the process. The enormous proliferation of mast protest groups has come about because communities are not given information or the opportunity to participate at an early stage and consequently end up feeling angry and disenfranchised.

Simon, Caroline and I are setting up a monitoring group Wessex Registry of Active Masts (WRAM) to provide a focus for information about the location of masts and the performance of local planning authorities. Initially, we want as many people as possible to be on our email list so that we can disseminate information to the wider community. The only commitment we want from 'supporters' is to let us know about mast activity in their local areas. A number of local MPs have welcomed the initiative and hope to be on the list.

This is all about communication. We do not want to be kept in the dark about where current masts are sited or where future masts may be required. We will not be telling anyone what they should do. If people want to raise objections to any specific site it is their choice but they are entitled to be properly informed and consulted. Operators have a Code of Practice (the so-called 'Ten Commitments') but weaker local planning authorities let them get away with murder. WRAM can be a much stronger watchdog than any individual can.

Why Wessex ?

There are many phone mast campaign groups in the southern region. We initially thought of making this group a Hampshire wide initiative but it seemed a pity to exclude campaigners just over the county border who we've been in touch with eg Farnham, Surrey and Bournemouth, Dorset. Wessex gives greater flexibility as a geographical definition.

Why be on the email list ?

We would like people to get in touch if they receive any communication from telecom operators or their local council about a proposed mast. We can then let everyone on the list know and they can forward the details to those who may be affected by the particular application. That way there is less chance of mast applications in 'your' area sneaking in without anyone knowing. The current Code of Practice if adhered to requires the operators to carry out pre-application consultation with interested individuals or establishments. You are in a better position to resist a mast if you have input at this stage. Remember, applications for masts under 15 metres, have to be decided in a 56-day time schedule. If they are not or the council fail to inform the operator of its decision in time, the operator can go ahead anyway.

Note: a BBC South investigation has recently discovered that in its television region alone 68 masts have the go-ahead because councils missed the deadline for notification. A recent attempt to introduce a Private Members Bill on telecommunications planning legislation included a recommendation that all masts should go through a full planning process. This would have removed the 56-day loophole. The Government blocked this bill.

Who are the operators?

There are five commercial operators. Four of them (Orange, Vodafone, T-Mobile, O2) already have 2G networks. They are now rolling out 3G. Hutchison 3G ('3') by definition only has a 3G network. In addition, Airwave O2 (a subsidiary of mmO2) is rolling out the TETRA system for the police and other emergency services and Netrail has its own GSM mast network. This adds up to eleven separate mast networks.

What is 3G ?

Third generation (3G) phones carry much more data than 2G (simply 'talk and text') and therefore require greater capacity. The option of one big mast sited away from populated area as an alternative to smaller masts in residential areas is no longer viable. If you want 3G phones you have to accept that many more masts much closer together are required.

How many masts are there now and how many more are to come?

We often hear that there are '45,000 existing masts.' In fact, this figure refers to mast sites. (Mike Dolan, Director of the Mobile Operators' Association has confirmed this) Any one site might accommodate all of the operators and dozens of antennae. Just look at the landscape (high rise buildings, water towers etc festooned with equipment.)

The only certain fact is that even if you are not threatened with a mast now you may well be in the near future !
