Diesmal könne es Washington gelingen, die EU vor ihren Kriegskarren zu spannen, wenn sich nicht die Bürgerinnen und Bürger dagegen zur Wehr setzen. "Wir lehnen mit aller Entschiedenheit einen neuen Krieg ab. Selbst wenn Teheran Atomwaffen anstrebte, die wir ebenso ablehnen, könnte der Iran auf absehbare Zeit niemanden mit Atomwaffen bedrohen, ungeachtet aller verbaler Attacken des iranischen Präsidenten Ahmadinedschad, die wir scharf verurteilen", heißt es in einem Aufruf der Friedensbewegung, der auch von den Ärzten für die Verhütung eines Atomkrieges (IPPNW) unterstützt wird. Eine friedliche politische Lösung sei "also durchaus möglich". Oil money fuels push for Arctic drilling

Today we learned that some U.S. Senators are pushing a plan aimed at slipping oil rigs into the Arctic National Wildlife Refuge through a back door. The deal would change the federal budget so that it counts on the income generated from drilling in the refuge – despite the fact that Congress has repeatedly voted against sinking oil wells there.

Most Americans don’t want oil rigs in the arctic,1 and the payback wouldn’t even amount to 1/20th of our oil demand.2 So why are some lawmakers so obsessed with letting oil companies into the wildlife refuge?

Here’s one potential answer: Senators on the budget committee have taken a total of $4 million in campaign contributions from the oil and gas industry. One of the senators pushing hardest for the drilling plan, Pete Domenici (R-NM),3 has collected more than anyone else on the committee.

The case of the fatal shooting by a state trooper that helped inspire the march from Selma in 1965 as well as the "Bloody Sunday" protest that preceded it, will be reopened next week by a special grand jury. "There is no question about who did the shooting," said District Attorney Michael Jackson. "The question is whether this was a murder or it was something else." Jackson reopened the case at the request of constituents who felt the full story had never been told.

When President Bush arrived in New Delhi last week, India had the capacity to produce 6 to 10 nuclear weapons per year. When he departed after reaching a tentative nuclear deal with India, that South East Asian nation will potentially be able to produce nearly 50 nuclear weapons per year.

Before the new U.S.-India nuclear agreement is implemented, however, Congress will have to approve changes to existing legislation that would weaken several nonproliferation laws. This deal would undermine years of work by the U.S. to strengthen the nuclear Non-Proliferation Treaty (NPT), the international agreement endorsed by 188 nations that bans the export of nuclear technology to countries that don't agree to international inspections of their nuclear programs.

India has refused to sign the NPT and has conducted tests of a nuclear weapon as recently as 1998. Nonetheless, the Bush administration wants to provide India with nuclear technology and fuel. In exchange, India has agreed to international inspections for 14 of its 22 nuclear reactors. This proposal undermines the NPT by tacitly encouraging other countries to make bilateral nuclear agreements with non-NPT members in violation of a basic principle of that agreement.

The proposed U.S.-India agreement could also deteriorate relatively stable relations between India and Pakistan if the latter perceives this agreement to be an aggressive move. What would stop Pakistan from reaching a similar agreement with China? Furthermore, even while the U.S. is criticizing Iran (an NPT member) for developing its nuclear technology, the U.S. is simultaneously creating a double standard by offering India (a non-NPT member) similar nuclear technology. The U.S. loses a lot from this nuclear agreement with India and gains very little.

*Congress Can Block This Deal* The verbal nuclear cooperation agreement that President Bush negotiated with Indian Prime Minister Singh last week is far from a done deal. Congress will soon begin debating legislation to implement the U.S.-India nuclear agreement.

The impeachment campaign is in full swing

Just last week tens of thousands of people participated in the People’s Impeachment Lobby by sending letters to their Congressional Representatives.

Last Thursday, New York City’s historic Town Hall Theatre in Times Square filled up with people supporting impeachment. The event was sponsored by Harper’s magazine. Many of those in attendance took the ImpeachBush.org/VoteToImpeach.org petitions home with them promising to collect signatures in the coming weeks.

San Francisco Supervisors Ask Lawmakers to Impeach Bush

San Francisco's supervisors jumped into national politics Tuesday, passing a resolution asking the city's Democratic congressional delegation to seek the impeachment of President Bush for failing to perform his duties by leading the country into war in Iraq, eroding civil liberties and engaging in other activities the board sees as transgressions.

The supervisors, in voting 7-3 for the resolution, made it likely that San Francisco again will become grist for radio and TV talk shows. The city has appeared in the national media spotlight recently for voters' passage in November of a nonbinding measure banning military recruiters from public high schools and for Supervisor Gerardo Sandoval's recent comment on a Fox News show that the United States doesn't need a military.

Supervisor Chris Daly, one of the most progressive members of the board, sponsored the resolution, which also calls for the impeachment of Vice President Dick Cheney. Daly said the measure is justified in light of the administration's case for and handling of the war in Iraq, the federal government's inadequate response to Hurricane Katrina and recent revelations about a domestic wiretapping program."I think the case is clear, and I think it's appropriate for us to weigh in," Daly said. >>

Fury over council’s ‘sneaked in’ mast

OUTRAGED residents have been left seething amid claims they were not told about plans to build a 100ft mobile phone mast near their homes.

A giant mobile phone mast for Orange is being built on the boundary of Guilden Sutton and Littleton but Tarvin Road residents say Chester City Council failed to consult them about it.

Edward Courage, 50, of Tarvin Road, said: “Planning permission for a mast has been applied for a number of times in the past but the applications have been unsuccessful and have been rejected but this time it has been allowed to go through.”

He is furious because he believes the city council sneaked the consultation through last September without properly consulting the people along Tarvin Road.

He said: “The Guilden Sutton ward had a site meeting but omitted to ask us to it. The first we’ve heard about it is the idea we have to go to the High Court to make our views known.

“The city council has told us it’s our only recourse, that and the ombudsman.

“Unfortunately none of us know how to go about doing either of these things.

“I think all 50 people living along here have signed a letter to the council asking for the mast to be shrouded or moved.

“The only shrouding the mast has had is that it has been painted green.

“The reason we’re so annoyed is the only joy we have is the view to the north. We feel completely let down.”

Like many other residents along the road he feels the height of the mast is excessive.

Mr Courage said: “There must be at least 100 masts in Chester, there’s no need to build the mast so high.”

Disputes

Another Tarvin Road resident said: “Everyone along the road is affected by it and you can see it from the road.

“We want to get as many facts together about this as possible to make sure what we’re saying is right. Then we will be in a better position to act.”

Brian Hughes, development co-ordination manager, said: “I’m going out to a meeting with the residents on Thursday.

“But the planning board generally only notify people within a certain radius and the Tarvin road properties are not in the 200 metre radius of the transmitter.”

He also disputes the fact the council has acted unfairly in the way they have gone about accepting the mast.

He said: “No-one has a right to look over someone else’s land for a view. They’re not in a position to protect their view and people’s views are not something we can take into account in considering a planning application. I understand their point but you can’t do anything about it.”

The city council is already reviewing the process by which the permission was granted, which is standard practice when complaints are made after a planning board approval but Mr Hughes was confident the review would not find any fault in council procedures.

He said: “We realise this needs to be done as soon as possible so the residents know where they stand.

“They want a firm position from us so they know whether we feel we have made a mistake or not then they’re able to take the next step.

“I’m not sure I want to go into speculating about the possible outcomes.

“The ombudsman can’t change the decision but he can require the council to pay compensation if he feels their homes have been unduly affected by a planning decision. The other course of action is to take things to judicial review.”

(SPON) "Ausnahmezustand " hieß die gestrige Folge der ARD-Krankenhausserie "In aller Freundschaft ". Ein kleiner Junge erkrankt darin am Vogelgrippe-Virus. Das Drehbuch des Quotenrenners war kaum mehr als eine Ansammlung von Fehlinformationen, die bei vielen Zuschauern für Irritation sorgte.

Auch die ARD ist anscheinend bemüht, den Pentagonchef Rumsfeld bei seiner Alterssicherung zu unterstützen: dieser hält ein nicht unerhebliches Aktienpaket bei der kalifornischen Firma "Gilead Services", die als Lizenzgeberin u.a. an den Pharmakonzern Roche für Tami Flu ein naheliegendes Interesse an der Entwicklung der Umsätze hat. Wir können gespannt sein, welche Qualität die Desinformationen durch den öffentlichen Rundfunk in dieser Sache noch annehmen werden und welche weiteren Manöver uns noch erwarten.

Cheney Warns Iran Faces Consequences in Nuclear Dispute

Given this Administration's past failure to plan for the Iraqi insurgency after the American invasion, we can't take anything for granted. It seems that the Bush Administration can only see things through rose-colored glasses. And that's clearly not acceptable with American lives on the line.

The only way we'll know that they're prepared is if they develop a plan for dealing with an Iraqi civil war -- and share that plan with the relevant committees in Congress, so the American people can be reassured that the Bush Administration is ahead of the curve, for a change.

Die EU-Kommission hat am 3. März die Markteinführung der genetisch modifizierten Maislinie 1507 für den Gebrauch als Nahrungsmittel und Nahrungsbestandteil genehmigt. Die Genehmigung bedeutet, dass dieser Maistyp nunmehr in der EU als Nahrungsmittel, Nahrungsbestandteil oder daraus gewonnenes Produkt, wie Öl und Stärke, vermarktet werden kann. Es handelt sich hierbei um die erste Genehmigung nach der EU-Verordnung 1829/2003 über genetisch modifizierte Nahrungs- und Futtermittel. Im Einklang mit den EU Kennzeichnungs- und Rückverfolgbarkeitsregeln soll auf den betreffenden Produkten auf den genetisch veränderten Mais hingewiesen werden. Wie bei Verfahren über genetisch veränderte Organismen üblich hatte sich der Ministerrat zuvor vor einer Entscheidung gedrückt. Auf diese Weise wird die EU-Kommission verantwortlich für die Entscheidung, die gewöhnlich Genehmigungen für den Einsatz genetisch veränderter Organismen erteilt.

Gemeinsame Aktensammelstelle des FoeBuD e.V. und des CCC zum Informationsfreiheitsgesetz geht online

Der Bielefelder FoeBuD e.V. hat gemeinsam mit dem Chaos Computer Club ein Internetportal eingerichtet. Bürgerinnen und Bürger können hier Akten einstellen und anderen zugänglich machen können, die sie zuvor über das neue Informationsfreiheitsgesetz (IFG) angefordert haben. Damit können andere die hohe Gebühr (bis zu 500 Euro) für die Akteneinsicht sparen und die Behörden werden von doppelter Arbeit entlastet. Die gemeinsame Aktensammelstelle ist ab sofort unter http://www.befreite-dokumente.de zu erreichen.

"Wir möchten Bürgerinnen und Bürgern das Informationsfreiheitsgesetz schmackhaft machen und zeigen, dass es tatsächlich genutzt wird", erläutert Mitinitiator Frank Rosengart vom Chaos Computer Club, "zudem kritisieren wir die hohen Gebühren und möchten die Behörden ermuntern, die Akten von sich aus zu veröffentlichen".

Auf der Internetplattform http://www.befreite-dokumente.de können Bürgerinnen, Journalisten oder Anwälte sehr einfach die Akten der Öffentlichkeit zugänglich machen, die per IFG von den Behörden "freigekauft" wurden. So können die Kosten für eine Recherche minimiert werden und der Staat wird transparenter. Akten, die bereits digital vorliegen, können direkt eingespielt werden. Ansonsten gibt es auch eine Faxnummer (040-40180156), an die man Akten schicken kann. Auch der Postweg steht offen (FoeBuD e.V., Befreite Dokumente, Marktstraße 18, 33602 Bielefeld). Die Aktensammelstellte fungiert als "Marktplatz", wo sich Interessierte finden können, um die Kosten für eine Anfrage zu teilen.

"Es ist eigentlich die Aufgabe der Behörden, eine solche Plattform bereit zu stellen, aber das wird noch einige Jahre dauern", bedauert Axel Rüweler vom FoeBuD e.V. "Die hohen Gebühren kann sich kaum jemand leisten und stehen im krassen Gegensatz zu dem, was das Gesetz eigentlich bezwecken sollte. Mit dem Portal versuchen wir, den Gebühren ein wenig entgegenzuwirken. Der Gesetzgeber ist aufgefordert, hier für Abhilfe zu sorgen."

Hintergrund: Das "Gesetz zur Regelung des Zugangs zu Informationen des Bundes" oder kurz Informationsfreiheitsgesetz (IFG) ist seit dem 1. Januar 2006 in Kraft. Das IFG regelt den Zugang zu Akten und Dokumenten und gibt jedem interessierten Bürger die Möglichkeit, beliebige Akten ohne Begründung anzufordern oder einzusehen, sofern nicht wichtige Gründe dagegen sprechen. In den Bundesländern Berlin, Brandenburg, Nordrhein-Westfalen und Schleswig-Holstein gibt es seit Jahren vergleichbare Gesetze. Das Auswärtige Amt war zuletzt in die Kritik geraten, weil es für vier Seiten Fotokopien 106 Euro an Gebühren verlangte.

A Pentagon spokesman said he couldn't provide (or couldn't be bothered to dig up?) a blow-by-blow account of the deaths. Such a bother. The paperwork was scattered around various Army command posts. ... the White House defends its violations of American values and universal human rights by claiming that people who aren't terrorists are -- and that tactics that do amount to torture don't. The current policies are not only wrong; they're counterproductive. First, when you torture people who know little, you goad them to concoct wild stories to stop the pain. Underlying the Bush administration's strategic embrace of India is the 'democratic peace theory' -- the premise that democracies don't go to war with each other. This theory is widely held in the popular imagination and among the U.S. foreign policy elite, including that of the Clinton and George W. Bush administrations, but is of questionable validity. A corollary to the theory is that nuclear-armed democracies are acceptable, but autocratic atomic powers are a threat. When discussing the U.S.-Indian nuclear pact, Nicholas Burns, the Undersecretary of State for Political Affairs, made this corollary explicit: 'The comparison between India and Iran is just ludicrous. India is a highly democratic, peaceful, stable state that has not proliferated nuclear weapons. Iran is an autocratic state mistrusted by nearly all countries and that has violated its international commitments.' Hong Kong's government has published a proposed wiretapping and covert surveillance bill. Analysts predict that discussion over the proposed legislation will be stormy and contentious as it opens the possibility that Beijing could help determine who might be targeted under the law. The 88-page bill was approved by the Executive Council on Feb. 28 and distributed to legislators the next day. The legislation is largely a continuation of previous Legislative Council proposals and incorporates several earlier, controversial measures that pro-democratic legislators have criticized for weeks. If the bill is enacted it will establish a judicial panel along with a commissioner on interception of communications and surveillance, which will have the power to decide on wiretap and surveillance applications in 'highly intrusive' cases...
