PHONE MASTS SET TO INCREASE WHILE HEALTH FEARS GROW

Those of you who have heard that a phone mast is planned for the bottom of Davey Drive will be interested to read the following from a fellow resident.

Communities having recently prevented phone masts in Portland Road, New Church Road, The Drive and Fiveways would do well to observe the secrecy and repeated applications employed by Vodafone (Argus December 13) in installing a phone mast on Intergen House in Hove - tactics used by telecom companies nationwide.

On its website Mast Sanity ( http://www.mastsanity.org ) lists eighteen of what it estimates to be thousands of ill health clusters - mostly cancer, epilepsy, strokes and tumours - up to 500 metres radius from phone masts, whilst the proliferation of microwave technology - cell phones, 3G, wireless computers,WLANs, bluetooth, burglar alarms, baby monitors, TETRA etc - runs rampant.

Chairman of the Russian National Committee for defense from nonionizing radiation Professor Yuri Grigoriev, recently attributed the sevenfold increase in the deaths of Russian teenagers since 1993 to mouth, brain and ear cancers almost entirely to cell phone use.

The Freiburger, Nalia, Bamberger, Salford and Californian studies all detail serious adverse health effects from microwave exposure and appeal for new safety legislation to protect people. Dr Salford of Lund University, Sweden, recently stated brain damage from intensive mobile use and domestic DECT phones in homes was "a probability rather than a possibility".

In 2001, the European Parliament Research Group recommended that all EU states ban children under 16 from using cell phones. This is recommended by the UK Department of Health, though not widely publicised despite advice from the Governments ex official adviser Sir William Stewart that under 16s only use cell phones in emergencies.and who described current marketing of cell phones to eight year olds as "grotesque".

The currently unfurling 3G system will require 16 times more masts than the current (GSM) one and be 30 times more powerful. But with telecom companies paying the Government £23 billion for 3G frequencies and their requirement for 80% UK mast coverage by 2007, are either likely to raise the alarm?

On March 10th, Brighton and Hove Council passed a Motion calling on the Government to suspend further mast installations, decommission existing ones in sensitive locations (within 500 metres of hospitals, schools, retirement homes and residential areas) pending further research, and to fully democratise the planning process for all masts - all requested by Sir William Stewart long ago.

That every mast refusal by the Council carries a risk of £17,000 costs being awarded against it by Government planning inspectors could conceivably explain Planning Committee Vice Chair Roy Pennington and Chair Bob Carden always passing mast applications when holding the casting votes, but not their voting against the abovementioned Council Motion.

Nor can it explain Pennington's intention (Argus August 25) to set up a Committee to alleviate peoples fears about phone masts and who has previously accused mast campaigners of "scaremongering" (The Argus, Jan 2005).

IT’S not quite Big Brother, more like Big Mother.

Avalon lawyer Meredith Kelly doesn’t have a hope of getting to the school on time, but she knows exactly when her eight-year-old son, Michael, walks through the school gate. So too does her husband, Peter, even if he is away in China on business.

Michael’s the first kid on his northern beaches block to have a new child’s mobile phone that doubles as a tracking device. He is the red blip on his parents’ computer screen or their mobile phone displays. If he wanders out of one of three “safe zones” his parents have nominated, his phone texts theirs and tells them something is up and where he is. The system even keeps a record of everywhere he has been for the previous 30 days.

People tracking is no longer just the stuff of covert military operations or spy movies. Putting mobile phones and GPS together is an ideal technological marriage, says an expert in the technology, Associate Professor Andrew Dempster of the University of NSW.

Globally, we’re on the verge of a boom in over-the-counter locator devices, he says of the first child-tracker to hit the Australian market.

In the US, all mobile phones are now required to double as locators for emergency services, he says. Phone companies must be able to pinpoint any individual handset to within 150 metres so the emergency services can respond, even if the caller can’t tell them where he or she is. In Japan, the technology is being tailored to user-pay location services, like mobile phones and cars that can lead you to your destination. But children are also being remotely monitored. Japanese manufacturers began incorporating GPS locators into school bags in 2004, eyeing the growing market of parents anxious about rising crime.

The Australian distributor of the new iKids phone, Mark Gullickson, said most buyers were from Sydney and Melbourne where many families often have both parents working, or a single parent.

The phone costs $300, plus $28 a month, even though it limits children to calling four preset numbers.

“Michael is getting to an age where he can walk home himself, but I feel more comfortable if he’s in contact with me,” said Ms Kelly. Most days he is still picked up from school, but the Kellys also juggle a younger child and demanding jobs. “When my husband is overseas and I’m out with the kids, he can even use the phone to find us,” Mrs Kelly said. While the Kellys are thrilled with the extra assurance the phone offers, they have had a “mixed reaction” at the school gate, including outright disapproval of mobiles for young children.

“There’s nothing as good as responsible adult supervision,” said Sharryn Brownlee, president of the NSW Federation of Parents and Citizens’ Associations. “Technology can lull us into a false sense of security. It’s easy for the phone to be lost, stolen, or even traded.

“But we do have to recognise that mobile phones have transformed our lives and it’s now a vital communication tool for many kids and their parents.”

The executive officer of Kidsafe, Greg Stead, was less enthusiastic: “You simply need to know where primary school-age kids are. They should be under parental or adult supervision. Nothing replaces that. We should treat tracking devices with caution.”

But more and more parents are relying on mobile phones as safety devices. A Nielsen/NetRatings survey last year found 89 per cent of parents felt safer knowing their child had a mobile phone. Half of children have their own mobile, but only 16 per cent of six- to 11-year-olds have a phone, compared with 87 per cent of 15- to 17-year-olds.

An iKids teen phone is planned, but teenagers may be less enthusiastic about being followed on a virtual map by Mum and Dad. And for adults, affordable tracking technology is a looming privacy minefield.

Despite expected fierce opposition from Tsawwassen residents, B.C. Transmission Corporation (BCTC) officials believe its proposed high voltage line replacement project will remain on schedule. That was part of the opening testimony at the B.C. Utilities Commission (BCUC) public hearings this week in downtown Vancouver. On Monday, lawyer Richard Gathercole, who was representing the BC Old Age Pensioners' Organization, was the first to cross examine a panel of BCTC officials. He questioned whether the project to replace the aging lines could be completed in time to meet its 2008 deadline, at which time the cables are expected to have come to the end of their reliable life. Bruce Barrett, BCTC's Director of Major Projects replied that the project could be pushed back as many as two years past the 2008 deadline. But the reliability of the system, which supplies power to Vancouver Island residents via an undersea cable from Tsawwassen Beach, would steadily decrease. BCTC has proposed to replace the lines, which run along a 50-year-old right-of-way that cuts through a number of residential areas in Tsawwassen, with more powerful ones. About 150 homes have the lines running through their properties, with many buildings constructed close to the lines. Residents, who have formed the opposition group TRAHVOL (Tsawwassen Residents Against Higher Voltage Overhead Lines,) fear the electro magnetic fields (EMF) the lines give off are a health hazard and should not be routed past homes. They favour an alternate route that sends the lines away from residential areas. Testimony at the hearings, which is expected to last several weeks, will be reviewed by BCUC's commissioners who are tasked with choosing a route for the project. A decision is anticipated once the hearings have concluded sometime next month Another route proposal by Vancouver-based Sea Breeze Pacific Regional Transmission System, Inc. that bypasses Tsawwassen completely by putting the lines underground from North Surrey to White Rock, is also part of the hearings. Among BCTC's route options is placing the cables underground along the existing Tsawwassen right-of-way by trading the current overhead line access for underground access. Residents remain steadfastly against that option and remain unified in their unwillingness to grant BCTC that right. "We would not be able to build there without rights of way granted by a legal proceeding," said BCTC's Barrett under cross examination. "I would point out that it's very common on linear project corridors like this for property owners to strongly resist and indicate that they will oppose to the bitter end. It's very common." While that could provide a delay in the project, Barrett said parts of the project leading up to the contentious residential area could be constructed if homeowners challenge the issue of compensation. However, if the residents' challenge is on the matter of land expropriation to install the lines underground, the matter could take longer in the courts. And he could not prejudge what BCTC would do. Upcoming testimony in the hearings will address the residents' health concerns with noted EMF critic Magda Havas, Associate Professor of Environmental and Resource Studies at Trent University in Peterborough, Ontario appearing on behalf of TRAHVOL. Official says 'it's very common' for residents to oppose power projects to bitter end.

And everyone has heard Boehner say over and over that since he has no reason to believe those donations were directed by Abramoff, he's keeping their $32,500. Recently, John was nice enough to explain to Cox News how he happened to develop his keen sense of judgment, 'You stand behind a bar, and it doesn't take long to sort of size people up. Some you like, and some you don't, and he (Abramoff) just wasn't someone I liked. I knew it the moment I met him.' But John's explanation still does not answer the nagging question of what the Indians may have wanted from him...

The argument that the president's actions are consistent with the law turns on the theory that Congress authorized the unlimited warrantless wiretapping of Americans when it authorized the use of military force against al-Qaida in September 2001. Congress' authorization to use force, however, says not one word about the wiretapping of Americans, while another statute, titled 'Authorization During Time of War,' addresses the issue specifically. This statute dictates that the president may engage in warrantless wiretapping 'for a period not to exceed fifteen calendar days following a declaration of war by the Congress.' The legislative history explains that if the president needs more extended authority, he should come to Congress during that 15-day period to request that the law be amended. If Congress was willing to grant the president only 15 days of warrantless wiretapping when it declared war, surely one cannot interpret a mere authorization to use military force -- which is far less severe than a declaration of war, and which is entirely silent on the subject of wiretapping -- to authorize unlimited warrantless wiretapping... NEIGHBOURS have lost a battle to stop a 30-foot high mobile phone mast being built in their back yard.

The mast will be built at the junction of Tippings Lane and Lunds Farm Road, Woodley, just yards from a bus stop used by Waingel's College pupils.

For two years residents have staged protests against mobile phone network Orange, which says it needs the mast to sort out the current reception blackspot in the Woodley area.

Maidenhead MP Theresa May backed neighbours' demonstration last March when more than 30 protesters took to the streets armed with placards and more than 100 people signed a petition.

But Orange successfully appealed to the Planning Inspectorate in Bristol which gave the mast its backing.

South Lane Lib Dem council-lor Coling Lawley said: "For these appeals a dedicated inspector comes out and has a look at the site.

"They then make a decision as to whether the council were right or wrong to refuse the application."

Alan Alderman, of Tippings Lane, said: "There's not much to say except that we're obviously very disappointed.

"It's a good example of the way local opinion and local government gets trampled on and railroaded by one person sitting in an office hundreds of miles away.

"The local and district councillors were anti, but Orange were very clever. They put in three applications, and claimed they were bending over backwards for us.

"They do not actually need the capacity. The Orange reception here is very good."

Cllr Lawley said: "Three times in the course of about two years we successfully managed to get this turned down.

"The government have put in guidelines so we were complaining on the fact that it was by a bus stop, and on a safe route to school."

„Die Bundesagentur für Arbeit (BA) saniert sich offenbar zu Lasten von Langzeitarbeitslosen. So lautet das Ergebnis eines aktuellen Gutachtens der Firma Jobcenter Consulting, die sogenannte Optionskommunen und Arbeitsgemeinschaften (ARGE) bei der »Verbesserung der Arbeitsmarktintegration« berät. Der Studie zufolge sind die von der Nürnberger Behörde in jüngerer Vergangenheit erzielten Milliardenüberschüsse maßgeblich auf die erfolgreiche Vermittlung von Kurzzeitarbeitslosen bei gleichzeitig vernachlässigter Betreuung von Empfängern des Arbeitslosengeldes II (ALG II) zurückzuführen. Dies deckt sich mit den uns vorliegenden Informationen, wonach den Arbeitsvermittlern intern eine Unterscheidung nach guten und schlechten „Kunden“ vorgeschrieben wird: Marktkunde (keine besondere Förderung, findet selbst was), Beratungskunde (Aktivierung, zunächst ohne Druck) und Betreuungskunde (keine Förderung).

In 2002, the Metanexus Institute http://www.metanexus.net thought of a novel way to mark the centennial anniversary of William James¹ classic work, The Varieties of Religious Experience. They secured $4 million in grants -- mostly from the John Templeton Foundation -- to fund research on spiritual transformation. By ³spiritual transformation,² Metanexus meant a dramatic change in how one sees oneself and the world and a fundamental shift in what one considers the purpose of life to be, often stimulated by a life-altering experience and leading to far-reaching changes in attitude and behavior.

Such research has never been attempted before. While there have been many hundreds of research studies on various spiritual practices, the study of spiritual transformation has been largely anecdotal. A bit odd, considering that at least four of the world¹s most popular religions -- Judaism, Buddhism, Christianity, and Islam -- were kick-started by the spiritual transformations of their founders. Out of hundreds of research proposals submitted to Metanexus, twenty-two were selected for funding. And by the time this issue goes to press, the results of these twenty-two studies will have been presented at a conference held at the University of California at Berkeley. Expected to attract the most attention -- and to be subjected to the most heated peer review -- is a project carried out by Dr. Tom Smith of the prestigious National Opinion Research Center at the University of Chicago. For the first time in public, Smith will present and defend his recent finding that more than fifty percent of adult Americans have experienced spiritual transformations in their lives.

Die Koalition versucht unter 25 Jährigen ALG II – Leistungsberechtigten die bürgerlichen Rechte abzuerkennen – Widerstand ist angesagt.

Ab 1. Juli 2006 sollen nach dem Willen der Bundesregierung die Regelsätze für junge Erwachsene abgesenkt werden. Widerstand ist dringend nötig und auch nach Sozialstaatsgebot durch unsere Verfassung geboten.

Der Gesetzentwurf zu den von der Koalition geplanten Änderungen des SGB II liegt vor. Er beinhaltet eine Reihe von drastischen Verschärfungen, insbesondere abzielend auf den Personenkreis der unter 25–jährigen.

Der Kern dabei ist die Absenkung der Regelleistung von 345 EUR auf 276 EUR für die unter 25 - Jährigen. Der Koalition geht es dabei aber nicht nur um die Einsparung von Geld (0,5 Mrd. EUR) (Ziff. 2.6 S. 30 Koalitionsvertrag), ihr geht es vielmehr dabei um ein strategisches Projekt: Absenkung der Regelleistungen überhaupt.

Dieses Projekt soll zunächst an dem Personenkreis der unter 25-jährigen durchgesetzt werden, es lässt sich daran auch ganz gut verkaufen, und auch die Stammtische lassen sich damit herrlich bedienen. Dieser Personenkreis soll nicht „auf Kosten der Allgemeinheit eine eigene Wohnung beziehen bei gleichzeitigem Bezug der vollen Regelleistung” (Begründung zu Nr. 5 Buchstabe c), und dann kommt die Erklärung: „dies ist den Betroffenen auch zuzumuten, weil § 3 Abs. 2 SGB II vorsieht, dass Jugendliche unverzüglich in eine Arbeit, Ausbildung oder Arbeitsgelegenheit zu vermitteln sind” (Begründung zu Nr. 6 Buchstabe a).

Die Absenkung der Regelleistung bei den unter 25-jährigen ist ein Testballon: Bekommen sie es durch oder stößt es auf breiten Protest? Wenn es nicht auf breiten Protest stößt, steht zu vermuten, dass diese Regelleistungssenkung in Zukunft auf alle arbeitsfähigen Leistungsbezieher nach dem SGB II ausgeweitet wird. Ein breiter Widerstand ist nötig!

UMTS gerät ins Hintertreffen

Galt UMTS lange als Hoffnungsträger der Telekommunikationsbranche, gerät es nun zusehends ins Hintertreffen. Nur in jedem siebten Telekommunikationsunternehmen in Deutschland und der Schweiz zählt UMTS noch zu den drei wichtigsten Übertragungstechnologien, wie die Befragung «TELCO Trend» von Steria Mummert Consulting zeigt. Vier von fünf Entscheidern der Telekommunikationsbranche sehen in Breitbandstandards wie beispielsweise DSL die weltweit grössten Marktchancen. Die Studie fordert, UMTS müsse mit anderen Technologien, wie beispielsweise DSL, kompatibler werden. Denn bis Ende 2006 werden voraussichtlich 13 Millionen DSL-Zugänge geschaltet sein. Das entspreche einem Wachstum von 30 Prozent. Die UMTS-Gemeinde zähle aktuell nur 2,5 Millionen Nutzer. Auch der Siegeszug von Voice over IP (VoIP) erfordere bei den UMTS-Geschäftsmodellen eine Neuorientierung. Die laut der Studie wichtigsten Übertragungstechniken für die Telekommunikationsbranche sind DSL (83,6 Prozent), Mobilfunk (59,0 Prozent), WLAN (30,3 Prozent), Festnetz (19,7 Prozent) und UMTS (13,9 Prozent). IM STREIT UM DEN MOBILFUNK-STANDORT SCHAUENSTEIN: Stadtrat Manfred Thieroff appelliert an Mitbürgerin: „Kehren Sie zurück in unsere Gemeinschaft“

Hausbesitzerin soll Sender verhindern

Großer Andrang herrschte bei der jüngsten Sitzung des Schauensteiner Stadtrates. Alle 17 Besucher waren wegen eines einzigen Tagesordnungspunktes erschienen: dem Stand der Dinge in Sachen Mobilfunk. Der Stadtrat räumte den Besuchern ein Rederecht ein, von dem viele Gebrauch machten. Ein Beschluss wurde nicht gefasst.

SCHAUENSTEIN – Unter den Besuchern befanden sich die Vertreter von drei Bürgerinitiativen (BI) gegen Mobilfunk. Neben der BI Schauenstein waren auch Sprecherinnen der Initiativen aus Hof und dem Wallenfelser Ortsteil Schnaid gekommen. Auch viele Anwohner machten ihrem Ärger über die bestehenden und zusätzlich geplanten Mobilfunk-Sender in der Schulstraße Luft.

Bürgermeister Volker Richter dankte allen, die sich in den vergangenen Wochen und Monaten gegen den Bau der zusätzlich geplanten Sendemasten stark gemacht hatten. Richter erinnerte an ein gemeinsam verfasstes Schreiben an Bundeskanzlerin Angela Merkel, auf das ein „Herr oder Frau von Schilling“ aus dem Bundeswirtschaftsministerium geantwortet habe. „Merkels Songschreiber“, wie Richter den Verfasser nannte, wies auf eine vorliegende Standortbescheinigung der Außenstelle Bayreuth der Bundesnetzagentur hin. Dieser Bescheinigung zufolge würden die in Schauenstein geplanten Mobilfunk-Anlagen den Vorgaben der 26. Verordnung zum Bundesimmissionsschutzgesetz sowie der Verordnung über die Begrenzung elektromagnetischer Felder entsprechen.

Richter gab zwei weitere Schreiben des Mobilfunk-Betreibers O2 bekannt, der am 23. Januar den Aufbau der Anlagen innerhalb der nächsten Wochen ankündigte. Vom Betreiber E-Plus, der ebenfalls einen Mobilfunk-Sender am selben Standort errichten will, liege bislang keine weitere Nachricht vor, erläuterte er. Außerdem berichtete Richter von einer Bürgermeister-Dienstbesprechung, bei der auch Vertreter der Mobilfunk-Betreiber dabei gewesen seien. „Jetzt haben wir lange genug von der Gesundheit gesprochen, nun wollen wir zum Geschäft kommen“, zitierte Richter einen der Mobilfunkmanager aus dieser Sitzung.

Zweiter Bürgermeister Hermann Fraas erinnerte an die Demonstration gegen Mobilfunk in Schauenstein am 20. Januar. Stadtrat Manfred Thieroff ging mit der Besitzerin des Hauses, die die beiden zusätzlichen Masten auf ihrem Grundstück zulassen will, scharf ins Gericht. Er warf ihr Geldgier vor und forderte sie auf, von ihrem Vorhaben abzulassen. Thieroff, der als Anwohner mit seiner Familie persönlich betroffen ist, wies auf die Gesundheitsschäden im umliegenden Wohngebiet hin, die sich nach der Inbetriebnahme der bestehenden Anlagen nach kurzer Zeit eingestellt hätten. „Ich fordere Sie auf, Ihren Beschluss zu überdenken“, sagte Thieroff und appellierte an das Gewissen der Hausbesitzerin. „Kehren Sie zurück in unsere Gemeinschaft, noch steht die Tür offen“, sagte er mit eindringlicher Stimme. Heftige Kritik übte Thieroff zugleich an den hohen Grenzwerten für den Mobilfunk in Deutschland. Dieser liege zwanzigfach über dem Wert in Russland, das mit seinen Menschen bekanntlich nicht gerade sehr zimperlich umgehe.

Info-Abend geplant

„Die Gesundheit geht vor“, betonte Stadtrat Jürgen Werner, der zunächst eine Verlegung der Sender um 200 Meter nach Südwesten in Richtung Volkmannsgrün vorschlug, nach dem Bericht der Bamberger Ärztin Dr. Cornelia Waldmann-Selsam jedoch noch einen Schritt weiter ging und sagte: „Die neuen Masten müssen verhindert werden.“ Einen Baustopp sowie die probeweise Abschaltung der bestehenden Anlagen in Schauenstein und einigen anderen oberfränkischen Gemeinden für eine medizinische Untersuchung forderte Waldmann-Selsam. Stadtrat Marco Vödisch unterstützte diesen Vorschlag und schlug dies zeitgleich für drei oder vier Kommunen aus jedem Landkreis vor.

Stadtrat Peter Geiser gab zu bedenken, dass die Belastung durch die Radarstation am Döbraberg dazukomme und verwies auf die vergleichsweise hohe Krebsrate in Schwarzenbach am Wald. Helga Wolfrum entgegnete, dass es die Radarstation bereits seit 30 Jahren gebe. Waldmann-Selsam merkte in diesem Zusammenhang an, dass die Symptome erst seit Einführung des Mobilfunks aufgetreten seien. Der Besucher Werner Hohenberger kritisierte die hohen Grenzwerte. Er warnte vor der besonders starken Strahlungsbelastung von zehn Watt pro Quadratmeter und der hohen Frequenz von 1,8 Giga-Hertz des geplanten UMTS-Senders von O2. Ulla Tögel schlug vor, einen Umwelt-Ingenieur aus Würzburg für einen Vortrag in Schauenstein zu verpflichten, damit dieser über die Gefahren berichten könne.

Von der BI Schauenstein meldeten sich Andrea Jahn und Peter Göpfert zu Wort. Jahn fragte an, ob es nicht möglich sei, den vom Betreiber 02 geplanten 15 Meter hohen Mast wegen Überschreitung der genehmigungsfreien zehn Meter zu verhindern. Richter verwies auf das Schreiben aus dem Bundeswirtschaftsministerium, wonach es keine Beanstandungsmöglichkeit gebe. Nach Informationen unserer Zeitung wird die Höhe des Mastes erst ab der Dachhöhe gemessen. Göpfert kündigte einen Info-Abend in Schauenstein mit Waldmann-Selsam sowie dem Nailaer Dr. Horst Eger an.

Marianne Günther von der BI Hof berichtete von ähnlichen Erfahrungen mit Krankheitshäufungen im Umfeld des Senders in der Kösseinestraße, in der die BI die geplante Erhöhung eines Mastes mit einer Unterschriftenaktion verhindert habe. Die BI Hof habe eine Studie mit den Daten der Betroffenen erstellt und weitergegeben. „Wir haben angenommen, dass daraufhin Erkundigungen gemacht werden, aber es kommt einfach keine Resonanz“, empörte sich die Hoferin.

Keine Resonanz

Fraas erkundigte sich, was es mit dem enormen Messwert von 20 000 Mikrowatt in der Schule auf sich gehabt habe. Wie Waldmann-Selsam erläuterte, sei ein schnurloses DECT-Telefon dafür verantwortlich gewesen, das mittlerweile aus dem Schulhaus entfernt worden sei. Jürgen Werner zitierte aus einem Rundfunk-Bericht, wonach von 20 derartigen Telefonen 15 oder 16 mit ungenügend, der Rest mit mangelhaft bewertet worden seien. Monika Schuberth-Brehm von der BI Schnaid appellierte, alle derartigen stark strahlenden Geräte in die Geschäfte zurück zu bringen, damit diese sie zurück an die Erzeuger geben könnten. WERNER ROST
