From the left and the right, senators on the Judiciary Committee expressed skepticism and frustration over the lack of real answers from Attorney General Gonzales.

The administration's stonewalling is part of a pattern of abuses of power by the White House, and is a glaring reminder of the need for judicial oversight.

Nach Angaben des Bundesforschungsministeriums hat der Rückbau der 1991 stillgelegten atomaren Wiederaufarbeitungsanlage Karlsruhe (WAK) bis 2005 bereits 1,1 Milliarden Euro an Steuergeldern verschlungen. "Sie bewirkt keinen verbesserten Schutz vor Kriminalität, kostet Millionen von Euro, gefährdet die Privatsphäre und die Sicherheit Unschuldiger, beeinträchtigt vertrauliche Kommunikation und ebnet den Weg in eine immer weiter reichende Massenüberwachung der Bevölkerung", heißt es in der Erklärung. Strafverfolgungsbehörden sollten auf die Informationen zugreifen können. Nachdem das Europäische Parlament im Dezember grünes Licht gab, steht den Angaben zufolge die Entscheidung der EU-Justizminister noch aus. Wenn die EU-Richtlinie nicht zu verhindern sei, müsse bei der Umsetzung in deutsches Recht der verbleibende Spielraum zu Gunsten von Bürgern und Wirtschaft sowie die Umsetzungsfrist voll ausgeschöpft werden.

Soll bei Gentechnik gelten, was für Elektrosmog gilt - nämlich nichts?

Man muss kein Körndlfreak sein, der sich ausschließlich aus dem Bioladen ernährt, wenn einem die weltweiten Vorgänge rund um Gentechnisch veränderte Organismen (GVO) zuweilen sauer aufstoßen. Und ein bisschen zögerlich wird man als europäischer Konsument wohl noch sein dürfen, insbesondere wenn es um Lebensmittel geht, also etwas, das wir tagtäglich zu uns nehmen.

Trotzdem hat die europäische Haltung eine offene Flanke. Trotz umfangreicher Bemühungen ist es noch immer nicht gelungen, einen wissenschaftlich fundierten Beweis dafür zu erbringen, dass Gentechnisch veränderte Organismen in Lebensmitteln dem Menschen Schaden zufügen oder in der Natur einen Prozess bewirken, der negativ ist.

Die Position Europas, zuzuwarten bis stichhaltige wissenschaftliche Beweise in irgendeine Richtung weisen, und währenddessen auf allen Ecken und Enden halbherzige Hemmschwellen für die Einführung von GVO einzuführen, ist nicht das Gelbe vom Ei. Denn dann müsste man beispielsweise Handys und die dazugehörenden Funkmasten verbieten. Schließlich meinen die Gegner der Mobiltelefonie, dass der "Elektrosmog" Zivilisationskrankheiten wie Krebs verursache - ohne bisher den Beweis dafür erbracht zu haben.

Gentechnik, darüber muss man sich klar sein, ist nicht aufzuhalten. Nicht in der Pharmaindustrie, wo enormes Potenzial gesehen wird, und auch nicht in der Landwirtschaft. Der Bedarf an GVO ist auch in Europa gegeben und viele Mitglieder bauen bereits GVO-Futtermittel an. Über kurz oder lang werden europäische Lebensmittel auf Genbasis in den Regalen stehen, gekennzeichnet natürlich.

Und wenn der Preis stimmt, werden diese Produkte ihre Käufer finden. Verstärkt wird der Bedarf durch den Willen der EU, auf einen Energiemix zu setzen, der stärker auf nachwachsende Rohstoffe wie Mais oder Raps setzt. Diese Grundmaterialien werden logischerweise GVO-Produkte sein, weil dabei Fehlerquellen und Ausschuss klein gehalten werden können - behaupten jedenfalls die Agrokonzerne, die in ihren Labors entsprechende Konstrukte züchten. Der Bauer als Energielieferant wird auf GVO-Produkte setzen (müssen), will er als Energielieferant gegen die internationale Konkurrenz bestehen.

Es war ein kluger Schachzug der GVO-Großmächte USA, Kanada und Argentinien, die Welthandelsorganisation anzurufen und Handelshemmnisse anzuklagen. Nur muss betont werden, dass die Frage "Gentechnik ja oder nein?" nicht auf reine Fragen des Marktzuganges reduziert werden kann, solange die Gefährlichkeit gentechnisch veränderter Pflanzen im Raum steht. Freie Marktwirtschaft hat ihre Grenzen dort, wo es um Gesundheit, um Umwelt und um humanitäre Anliegen geht. Aber kulturelle Sensibilität gegenüber Ländern und deren Einstellungen war noch nie etwas, das die WTO ausgezeichnet hat.

Damit liegt der Ball bei einer EU-Politik, die eine Parallelität von konventioneller Landwirtschaft mit gentechnisch aufgepeppter Agrarindustrie möglich machen muss, und das ist schwierig genug. Der europäische Konsument will beim Lebensmitteleinkauf nicht zwangsbeglückt werden, er lehnt gentechnisch veränderte Lebensmittel mehrheitlich ab. Das ist als politischer Auftrag zu verstehen und birgt auch Chancen.

Die derzeit auf freiwilliger Basis agierenden gentechnikfreien Regionen, die politisch ein gerade noch gelittenes Schattendasein führen, sind ein guter Anfang. Diese Regionen in die politische Diskussion einzubinden, ihnen ein Mitspracherechte zu geben und von ihrem Erfahrungsschatz zu profitieren, ist hoch an der Zeit.

Denn große Fragezeichen bei der Gentechnik-Diskussion stehen auch über den Folgen "wilder" Kreuzungen zwischen GVO-Produkten und ihrem Nicht-GVO-Pendant in der freien Natur. Ein Prozess, der irreversibel ist, wenn er einmal stattgefunden hat. Und das können nicht einmal Gentechnik-Befürworter wollen.

Add to this the refusal of the justice department to even provide any of the legal opinions upon which this constitutional outrage was putatively based and the result is an insult to the intelligence of the American people.

Zu dem von Franz Müntefering angekündigten Gesetzentwurf gegen eine Rentenkürzung erklärt der Bundesgeschäftsführer Dietmar Bartsch:

Franz Müntefering versucht, mit seinem angekündigten Gesetzentwurf gegen eine Rentenkürzung in diesem Sommer die Fahne der Gerechtigkeit hochzuhalten. Allerdings ist es nur das längst ausgeblichene Tuch taktischer politischer Winkelzüge, das schon unter rot-grün entsprechend strapaziert wurde. Nullrunden für Rentner sind angesichts von Preissteigerungen und Inflation faktisch Rentenkürzungen. Den Rentnern steht jetzt somit die dritte Renten-Kürzungsrunde ins Haus. Länger arbeiten, weniger Rente - das ist die soziale Gerechtigkeit, wie sie die SPD versteht. Eine Sanierung der klammen Rentenkasse durch die schrittweise Erhöhung des Renteneintrittsalters und wiederholte "Nullrunden" gehen ausschließlich zu Lasten der älteren Arbeitnehmer und Rentner. Sie sind die Verlierer der Großen Koalition. Die Linkspartei.PDS lehnt eine Verlängerung der Lebensarbeitszeit auf 67 Jahre ab. Eine Verlängerung der realen Lebensarbeitszeit hingegen muss ein Ziel bleiben. Wir stehen für eine Rente, die sich an Preis- und Lohnentwicklung orientiert und ein menschenwürdiges Leben ohne Armut bis ins hohe Alter garantiert.

We have been fighting a local campaign with some success, for the last five years, but recognize that it is only a change in the law that will prevent situations like ours arising. Ärztekammer gegen Mobilfunk-Grenzwerte FMK: Gesundheit der Bevölkerung nicht beeinträchtigt

Neuerlich ist ein Streit in Sachen Handy-Strahlung und die kürzlich beschlossene ÖNORM E 8850 entbrannt. Mit der im Fachnormenausschuss einstimmig beschlossenen ÖNORM gelten die bisher bereits angewendeten Grenzwerte der WHO für elektromagnetische Felder in Österreich als verbindlich. Dagegen erhob die Ärztekammer am Dienstag Einspruch. Die Norm sei ungeeignet, den erforderlichen Schutz der Gesundheit zu garantieren, hieß es in einer Aussendung.

Brettenthaler: Schutz der Bevölkerung nicht garantiert – Ärzte-Bedenken vom Tisch gewischt – Oberfeld: Auch Hochspannungs-Leitungen und Transformatoren betroffen - Ernsthafte Diskussion gefordert

Wien (OTS) - Die Österreichische Ärztekammer (ÖÄK) warnte Dienstag in einer Aussendung vor der Anwendung der jüngst beschlossenen „ÖNORM zu elektrischen, magnetischen und elektromagnetischen Feldern“. Diese Norm ignoriere nach Ansicht führender Umweltmediziner aktuelle wissenschaftliche Erkenntnisse über die gesundheitsschädigende Auswirkung der Mobiltelefonie und anderer Elektrosmog-Ursachen. „Die ÖNORM orientiert sich an überalterten Vorschlägen aus dem Jahre 1998, ist von neuen seriösen Studien völlig unberührt und daher ungeeignet, den erforderlichen Schutz der Gesundheit zu garantieren“, kritisierte ÖÄK-Präsident Reiner Brettenthaler.

Den Bedenken der Ärztekammer und anderer Verbände gegen die Beschlussfassung der neuen Norm sei in keiner Weise Rechnung getragen worden, ergänzte ÖÄK-Umweltreferent Gerd Oberfeld.

Ein Einspruch der Österreichischen Ärztekammer gegen die Verabschiedung der ÖNORM E 8850 zeigte tatsächlich keine Ergebnisse. Darin heißt es unter anderem, dass die Basisgrenzwerte und die Referenzwerte der Norm zum Teil erheblich über jenen Grenzen lägen, bei denen in der Literatur bereits eine Reihe von schädlichen Effekten auf die Gesundheit mit nachfolgenden Erkrankungen dokumentiert sei. Oberfeld: „Wenn man nachweislich aktuelle Erkenntnisse negiert, stellt sich die Frage, welchen Wert diese Norm hat.“ Eine potentiell gesundheitsschädigende Wirkung des durch die Mobiltelefonie erzeugten Elektrosmogs sei in mehreren Studien seriös nachgewiesen, so der ÖÄK-Umweltreferent weiter. Ebenso würden elektromagnetische Wellen des Mobilfunks zu einer nachhaltigen Schädigung von Genen führen. Weiters von der neuen ÖNORM betroffen seien magnetische Wechselfelder, die etwa bei Hochspannungsleitungen und Trafos zur Stromversorgung entstünden. All diese Tatsachen würden in der ÖNORM E 8850 nicht berücksichtigt.

Abschließend forderte die Österreichische Ärztekammer eine „offene, ernsthafte, den Prinzipien der Gesundheit verpflichtende Diskussion, um neue und verbindliche Referenzwerte mit hohem Schutzniveau festzulegen“. Eine entsprechende Arbeitsgruppe im Rahmen der Österreichischen Akademie der Wissenschaften sei dafür einzurichten.

Bath council chiefs are accused of breaking their own rules in a bizarre saga dating back almost 70 years. Furious residents say Bath and North East Somerset Council bosses have flouted a legal ruling their predecessors passed to stop development on Stirtingale Farm, now known as the Stirtingale playing fields.

Back then farmers did not want the council to make a killing on the land so made sure it was handed over with a covenant that no development could take place there.

But now it is covered with buildings and mobile phone masts which the residents say must come down.

Odd Down resident Paul Trim said the councillors could not ignore the rules.

Council chiefs are understood to be studying the original documents and preparing a report for councillors.

Specter Criticizes Rationale for Spying

WASHINGTON — Attorney General Alberto Gonzales has not adequately justified why the Bush administration failed to seek court approval for domestic surveillance, said the senator in charge of a hearing Monday on the program.

Sen. Arlen Specter said Sunday he believes that President Bush violated a 1978 law specifically calling for a secret court to consider and approve such monitoring. The Pennsylvania Republican branded Gonzales' explanations to date as "strained and unrealistic."

The top Democrat on the Senate Judiciary Committee, Vermont Sen. Patrick Leahy, predicted that the committee would have to subpoena the administration to obtain internal documents that lay out the legal basis for the program. Justice Department officials have declined, citing in part the confidential nature of legal communications.

Specter said he would have his committee consider such a step if the attorney general does not go beyond his prior statements and prepared testimony that the spying is legal, necessary and narrowly defined to fight terrorists.

"This issue of the foreign intelligence surveillance court is really big, big, big because the president, the administration, could take this entire program and lay it on the line to that court," Specter told NBC's "Meet the Press."

The Foreign Intelligence Surveillance Act of 1978 established legal procedures for conducting intelligence-related searches and surveillance inside the United States.

Specter said the FISA court "has really an outstanding record of not leaking, and of being experts. And they would be pre-eminently well-qualified to evaluate this program and either say it's OK or it's not OK."

Leahy charged that Bush misled the public when he said during the presidential campaign in April 2004 that his administration was following the law by getting warrants for wiretapping.

"I think ultimately we're going to have to subpoena them," Leahy said on CBS' "Face the Nation," expressing doubt that lawmakers would get the material otherwise.

Under the National Security Agency program put in place after the attacks of Sept. 11, 2001, the government has eavesdropped, without seeking warrants, on international phone calls and e-mails of people within the United States who are deemed to be a terrorism risk.

In testimony prepared for Monday's hearing, Gonzales argues that Bush had authority under a 2001 congressional resolution authorizing force in the fight against terrorism and that heeding the 1978 law would be too cumbersome.

"The terrorist surveillance program operated by the NSA requires the maximum in speed and agility, since even a very short delay may make the difference between success and failure in preventing the next attack," Gonzales said in statements obtained by The Associated Press.

Specter was not so sure.

"I believe that contention is very strained and unrealistic," Specter said. If the FISA law was inadequate, he said, Bush should have asked Congress to change it rather than ignore it. "The authorization for the use of force doesn't say anything about electronic surveillance."

Sen. Russell Feingold, D-Wis., was expected to press Gonzales on why, during Gonzales' confirmation hearings last year to be attorney general, he dismissed as "hypothetical" a situation in which the government conducted warrantless eavesdropping. The NSA program was long in place by then, and Gonzales was White House counsel.

Assistant Attorney General William Moschella, in a letter Friday to Feingold, said Gonzales was referring to as "hypothetical" the idea that Bush would allow warrantless monitoring that was illegal.

That statement is accurate, Moschella wrote in a letter obtained by the AP, because the administration's position is that Bush had legal authority under the 2001 congressional resolution.

Gonzales has acknowledged disagreement with former Justice Department officials, including Attorney General John Ashcroft and Deputy Attorney General James Comey, about the legality of the program.

In responses to written questions from Specter, Gonzales challenged media portrayals about the scope of the spy program, saying it is not "a dragnet that sucks in all conversations and uses computer searches to pick out calls of interest."

The Washington Post, citing unnamed sources, reported Sunday that the program involves computers sifting through hundreds of thousands of communications to select for human review. The program has resulted in thousands of conversations in which someone in the U.S. has been at least briefly monitored, the Post said.

The Post report said that nearly all of them were quickly dismissed as insignificant and that perhaps no more than 10 solid leads a year have been pursued with further domestic surveillance, usually with a court warrant.

But Gen. Michael Hayden, the No. 2 intelligence official in the government, said it was "not true" that "we somehow grab the content of communications and then use the content of the communications to determine which of the communications we really want to listen to."

"When NSA goes after the content of a communication under this authorization from the president, the NSA has already established its reasons for being interested in that specific communication," Hayden said on "Fox News Sunday."

In addition to possibly pursuing documents about the program's legal basis, Specter said he might seek testimony from Ashcroft and Comey.

"If we come to it and we need it, I'll be open about it," Specter said, referring to subpoenas. "If the necessity arises, I won't be timid."

Specter also said the administration should tread carefully when it came to using subpoenas against journalists to investigate leaks of classified information. The New York Times in December disclosed the existence of the NSA program, which is classified.

"I think if you move into the area of really serious national security issues, that there may be a justification for it," he said.

The ejection of two women from the U.S. Capitol for wearing message T-shirts during President Bush's State of the Union speech this week was the latest incident in a growing trend of stifling dissent in politics. Capitol Police later apologized for ejecting the women from the House of Representatives gallery -- after one of them, the wife of a congressman, complained bitterly, as did her husband. The police acknowledged that they'd acted overzealously. But their actions weren't atypical in today's overheated political climate. Protesters outside political conventions are herded behind razor wire far from the action, citizens wearing a rival candidate's stickers are forcefully ejected from presidential campaign rallies on public property, and those who heckle the president or broadcast issue ads within 60 days of an election can be prosecuted. The tension between the Capitol Police and the women is symbolic of the eternal conflict between those who seek to silence dissent and those who advocate free speech. 'This is the latest manifestation of the desire by those in power to minimize criticism and marginalize critics,' said Nadine Strossen, the president of the American Civil Liberties Union. Al-Faisal, a Saudi, is a man who has met Osama bin Laden and his lieutenants on at least five occasions, describing the al Qaida leader as 'quite a pleasant man.' He met multiple times with Taliban leader Mullah Mohammed Omar. Yet, unlike Sheehan, al-Faisal was a welcomed guest of President Bush on Tuesday night. Can government ever clean itself up? With the Abramoff/Congressional payola scandals still underway, we might ask ourselves whether the U.S. Congress can ever police itself. While I would like to stay positive and say that government can clean itself up, I think that is virtually impossible. It has not happened in over 200 years and there is no reason to assume that it will happen now, despite the verbal assurances of the two ruling, dynasty parties. However, there are several things that we can do to help clean them up...

Advances in mobile phone tracking technology are turning British firms into cyber sleuths as they keep a virtual eye on their staff, vehicles and stock. In the past few years, companies that offer tracking services have seen an explosion in interest from businesses keen to take advantage of technological developments in the name of operational efficiency. The gains, say the converted, are many, ranging from knowing whether workers have been 'held up' in the pub rather than in a traffic jam, to being able to quickly locate staff and reroute them if necessary. Not everybody is happy about being monitored, however, and civil rights group Liberty says the growth of tracking raises data privacy concerns...

Gemeinsame Erklärung des stellvertretenden Parteivorsitzenden

Umwelt-Energie-Verkehr und der Ökologischen Plattform bei der Linkspartei.PDS:

Es passt alles zusammen und ist nicht zufällig: Ruppert Scholz fordert für die Bundesrepublik die Verfügungsgewalt über Kernwaffen. CDU/CSU und leider auch Teile der SPD streben die Verlängerung der Laufzeiten von Atomkraftwerken an, befürworten sogar den Neubau. Die Linkspartei.PDS lehnt das strikt ab. Selbst nach dem vereinbarten Atomkonsens der Vorgängerregierung würde das letzte deutsche Atomkraftwerk erst 2021 abgeschaltet werden. Die Verlängerung der Laufzeiten wäre ein Weg zurück in die Vergangenheit. Die Furcht vor der Abhängigkeit Deutschlands von russischen Gas- und Öllieferungen ist nur ein Vorwand für die Durchsetzung der seit langem verfolgten Ziele. Wir sagen: Die Risiken bei der Gewinnung von Atomenergie sind zu groß, als dass man sie übergehen darf. Hinzu kommt das ungelöste Problem der Abfalllagerung und -beseitigung. Die Behauptung, Atomstrom sei frei vom Ausstoß von Klimagasen, entspricht ebenfalls nicht der Wahrheit. Die Brennelemente durchlaufen unzählige Produktionsschritte, bei denen jeweils erhebliche Mengen an Klimagasen anfallen. Ebenso wenig kann von stabilen günstigen Verbraucherpreisen ausgegangen werden. Seit 2000 vervierfachte sich der Uranpreis auf 36 Dollar pro Pfund. Und nicht zuletzt sind auch die Uranvorräte begrenzt. Was wir brauchen sind eine konsequente Politik und entsprechende Maßnahmen zur Energieeinsparung, zur Effizienzsteigerung und die strikte Ausrichtung auf erneuerbare Energien. Nur eine vollständige solare Energiewende in dezentralen Strukturen, wie sie die Linkspartei. PDS fordert, wird unsere Energieprobleme lösen. Deutschland hat in den vergangenen Jahren auf diesem Gebiet eine internationale Spitzenposition erlangt. Das dürfen wir nicht aufgeben.
