It is Dr Horowitz and he speaks to the incubation and recombining period as did IBM and what we see the mil preparation headed for. Also, in Colorado we have this model health and powers act too and I have read it and include a link here. Chances are, every state has one and you can find it on YOUR state page some where. I have written about this previously. This is a paragraph from our state emergency powers act:
