9/11 Linked to Iraq, in Politics if Not in Fact

Peter Baker reports for The Washington Post: "The television commercial is grim and gripping: A soldier who lost both legs in an explosion near Fallujah explains why he thinks US forces need to stay in Iraq.... Every investigation has shown that Iraq did not, in fact, have anything to do with the Sept. 11 attacks. But the ad, part of a new $15 million media blitz launched by an advocacy group allied with the White House, may be the most overt attempt during the current debate in Congress over the war to link the attacks with Iraq."

David Petraeus’s report of some ’surge’-driven success on the ground does not change the reality that invading Iraq has proved disastrous, and that nothing plausibly salvageable there is worth thousands more GI lives, or hundreds of billions more dollars. So our soldiers should come home. But President Bush is right to remind the nation that humanitarian horrors followed closely on the heels of America’s withdrawal from Vietnam, and that a horrific scenario could unfold in Iraq if US forces leave abruptly. Unconscionable as it may have been to stand by during the Rwandan genocide in 1994, consider how much greater the moral culpability when the slaughter would flow from a sequence of events that America’s own war of choice set in motion...

Government failure in Iraq

Public finance and economics textbooks tell us that markets fail to provide adequate public goods such as security, which is why governments provide it. Yet if we look at Iraq in 2007, its government has failed to secure the country, and even the mighty US army has not stopped the slaughter. Instead of being protected by the corrupt state police, Iraqis look to militias for defense against crime and terror. There is in Iraq massive government failure. American politicians blame the current government chiefs and the members of parliament for not reconciling their differences and for the lack of progress in providing security and utilities. But we have to look beneath the current personae to the structure of governance that the American presence created. If the current structure is the best that political science has come up with, then the field of political science has to admit to intellectual failure...
