„Wirksame Hilfen statt Sprechblasen dringend erforderlich“.

Erwerbslosenverbände haben der Regierungskoalition Untätigkeit und Scheinheiligkeit im Umgang mit dem dingenden Problem der Kinderarmut vorgeworfen. Seitdem die zunehmende Kinderarmut im Spätherbst 2007 breit öffentlich diskutiert worden sei, habe die Koalition „nur Sprechblasen produziert und keine einzige wirksame Hilfe für Kinder aus Hartz-IV-Haushalten auf den Weg gebracht“ kritisieren die Koordinierungsstelle gewerkschaftlicher Arbeitslosengruppen (KOS), die Bundesarbeitsgemeinschaft der Erwerbslosen- und Sozialhilfeinitiativen (BAG-SHI) und der Erwerbslosen- und Sozialhilfeverein Tacheles. e.V. in einer gemeinsamen Erklärung.

„Besonders schwer erträglich ist das Auftreten der SPD, die sich in den aktuellen Landtagswahlkämpfen als Partei der sozialen Gerechtigkeit zu profilieren versucht, aber Hartz-IV-Kindern zusätzliche Leistungen verweigert“ kritisiert Harald Thomé von Tacheles e.V. Wiederholt habe die SPD-Fraktion im Bundestag entsprechende Anträge von Bündnis 90 / Die Grünen und der Fraktion die Linke mit Verweis auf eigene, bevorstehende Lösungen abgelehnt. „Außer Lippenbekenntnissen, folgenlosen Prüfaufträgen und dem Einsetzen einer Kommission hat die SPD nichts getan“ so die Kritik von KOS, BAG-SHI, und Tacheles.

„Da die Sätze für Kinder aus dem Ausgabeverhalten von alleinstehenden Rentnern abgeleitet werden, bei denen weder Kosten für Kinderschuhe noch für Schulsachen anfallen, produziert Hartz IV zwangsläufig Kinderarmut“ erläutert Andreas Geiger, Vorsitzender der BAG-SHI. „Der Handlungsbedarf liegt auf der Hand, was muss da noch monatelang geprüft werden?“ fragt Geiger.

Die Erwerbslosenverbände fordern, die Regelleistungen für Kinder völlig neu zu bemessen und an den tatsächlichen Ausgaben für Kinder zu orientieren. Nach Angaben der BAG-SHI betragen die tatsächlichen, durchschnittlichen Ausgaben ohne Mietanteil für ein Kind unter 6 Jahren 370 Euro, für ein Kind zwischen 6 und 12 Jahren 438 Euro und für ein Kind ab 12 Jahren 486 Euro.

„Hartz IV raubt Kindern hier und heute Bildungs- und Entwicklungschancen, denn mit leerem Magen und ohne Schulsachen lernt es sich schlecht“ sagt Martin Künkler von der KOS. Nötig seien daher schnelle und wirksame Hilfen, bis ein grundlegend neues Bemessungssystem durchgesetzt sei, so Künkler weiter.

Als Sofortmaßnahmen fordern KOS, BAG-SHI und Tacheles deshalb eine zusätzliche Einmalbeihilfe für Schulsachen wie etwa Taschenrechner, Sportschuhe, Stifte und Schulranzen einzuführen und die Hartz-IV-Leistungen für Erwachsene und Kinder in einem ersten Schritt um 20 Prozent anzuheben. Im Herbst 2007 hatte selbst der damalige Arbeitsminister Franz Müntefering (SPD) ein „Schulstarter-Paket“ in Aussicht gestellt. Dass auch dieser Vorschlag im Sande verlaufen sei, belege ein weiteres Mal die Untätigkeit der Regierungskoalition.

„Mit jedem armen Kind lebt auch mindestens eine arme Mutter oder ein armer Vater zusammen. Wer etwas gegen Kinderarmut tun will, der muss auch bei der Einkommensarmut der Eltern ansetzen“ fordern die Erwerbslosenverbände. Neben einem flächendeckenden, gesetzlichen Mindestlohn sei eine Erhöhung der Hartz-IV-Sätze für alle, die keinen existenzsichernden Arbeitsplatz finden können, dringend notwendig. Um Grundbedürfnisse wie etwa gesunde Ernährung abzudecken sowie eine angemessene Teilhabe an Bildung, Kultur und Sport zu sichern, halten die Erwerbslosenverbände eine Regelleistung von 500 € für Alleinstehende für erforderlich.

Es sei „ein Armutszeugnis für die Koalition“, dass selbst die für November letzten Jahres versprochene Prüfung, ob die Hartz-IV-Sätze zumindest aufgrund der rasanten Preissteigerung erhöht werden sollten, noch immer ausstehe.

Last year, Rep Holt introduced legislation to establish voter-verified paper ballots for every vote cast and routine random audits in all federal elections. As it becomes clear that Congress will not act on this soon enough, he has introduced an emergency stopgap measure to provide incentive to counties who want to do the right thing in time for the 2008 general election in November.

The bipartisan Emergency Assistance for Secure Elections Act of 2008 reimburses state and local jurisdictions that elect to convert to paper ballot voting systems, provide emergency paper ballots, and/or conduct audits by hand counts. Jurisdictions that takes advantage of this reimbursement will help prevent disputes and uncertainties about the November election.

Time is of the essence to pass this bill, in order to ensure that counties can take advantage of the opt-in reimbursements.

Electronic-ballot voting machines, even those which produce a printed ballot, do not provide true verifiability because the voter has no way to check that the machine correctly cast or counted the ballot. Accurate voting methods to ensure that elections are fair and impartial require paper ballots and independent manual audits.

HR5036 applies only to the November 2008 election and:

1. Reimburses jurisdictions who want to get rid of paperless DRE systems to switch to optical scanners, paper ballots, and ballot marking devices.

2. Reimburses any jurisdictions using any DRE (electronic ballot touch-screen machines - even ones with paper roll ballot records) to pre-print paper ballots in case of machine malfunction on election day only if these ballots will be counted as a regular ballot.

3. Reimburses any jurisdictions for conducting manual audits of machine-counted vote counts for audits conducted independently in at least 3% of vote counts that are publicly reported prior to conducting random selections for the audit. The bill makes other vote count audit requirements that are crucially important to valid audits but not currently met by most state vote count audit procedures.

4. Reimburses jurisdictions which determine the outcomes of election by hand counting all paper ballots.

Any county, township, or state jurisdiction may apply for reimbursement by:

1. applying in advance of the 2008 November election and providing assurances that the jurisdiction will meet the bill's requirements for emergency paper ballots or for obtaining precinct-based equipment that marks or tabulates or scans paper ballots.

2. certifying after the election that the audits were conducted as per the requirements of the bill for publicly verifiable manual audits of machine vote counts.

3. documenting reasonable costs paid or incurred by any jurisdiction. Reimbursement will be provided directly to the jurisdiction and applications do not have to go through the state. Payments will be made to the jurisdictions for reasonable costs within 30 days of receiving all required certifications and documentation of costs.

Any jurisdiction may apply to the National Institute of Standards and Technology at least 30 days in advance of the election for approval of alternative ballot sampling methods and so may use a more scientifically effective and efficient approach to auditing than a flat-rate 3% audit.

More than adequate funding is provided by H.R. 5036.

The time frame is still doable if Congress acts quickly.

Now is your best chance to to help make the 2008 Presidential election verifiable. Please ask your members of Congress to co-sponsor the "Emergency Assistance for Secure Elections Act of 2008", Representative Rush Holt's bill to provide emergency funding for paper ballots voting systems and random hand counted audits of the November elections.

The Emergency Assistance for Secure Elections Act offers states or counties reimbursement for purchasing paper ballot systems in time for the November elections, and reimbursement for conducting random hand-counted audits of the November election results.

The bill would offer money only for the most reliable voting systems: those that use voter-marked paper ballots, with accessible ballot-marking devices to serve voters with disabilities. By offering crucial funding, Congress can empower state and county officials to do the right thing in time for November.

Rep. Holt's bill could not be more timely. As the Presidential primary season unfolds, 14 states will use paperless electronic system in their primaries, either as the statewide system, or as the system used in many counties.

Seit einigen Tagen werden im amtlichen Standortregister die ersten Zahlen zu dem für 2008 geplanten Gentechnikanbau veröffentlicht. Bereits jetzt ist klar: Gentechnik-Spitzenreiter in den alten Bundesländern ist Bayern - und neben den staatlichen Gütern wird Gen-Mais fast ausschließlich auf Feldern in den unterfränkischen Landkreisen Kitzingen und Würzburg angebaut. Bleibt zu hoffen, dass der Widerstand vor Ort ähnliche positive Folgen hat wie in den Vorjahren. Da zogen die meisten bayerischen Gentechnik-Anbauer ihre Anbaupläne nach Protesten vor Ort zurück.

Offener Brief an Bundesregierung: Keine Import-Zulassung für Gentech-Reis!

Umwelt- und Bauernverbände fordern die Bundesregierung auf, sich bei der EU gegen eine Import-Zulassung von gentechnisch verändertem Reis auszusprechen. In einem Offenen Brief schreiben der Bund für Umwelt und Naturschutz Deutschland (BUND), das Gen-ethische Netzwerk, die Coordination gegen BAYER-Gefahren, die Kampagne „Save our Seeds“, die indische Organisation Thanal sowie die Anbau-Verbände Demeter, Bioland, Naturland und Arbeitsgemeinschaft bäuerliche Landwirtschaft, dass eine Zulassung von sogenanntem Liberty Link-Reis die weltweite Nahrungsmittel-Sicherheit gefährde.

Nach Ansicht der Organisationen führe der Anbau von gentechnischem Saatgut unweigerlich zur Kontamination und Verdrängung traditioneller Reis-Sorten. Dies hätte ein erhöhtes Schädlingsaufkommen und einen verstärkten Einsatz gefährlicher Pestizide zur Folge. Mit dem Verlust herkömmlicher Reis-Sorten würde zudem der verfügbare Gen-Pool drastisch reduziert. Damit ginge die Möglichkeit verloren, widerstandsfähige oder gegen Krankheiten resistente Sorten zu züchten.

Wörtlich heißt es in dem Schreiben an Bundeskanzlerin Angela Merkel, Umweltminister Sigmar Gabriel und Landwirtschaftsminister Horst Seehofer: „Für über 2,5 Milliarden Menschen ist Reis das wichtigste Grundnahrungsmittel. Die Europäische Union darf sich nicht über die ökologischen und sozialen Risiken von LL RICE 62 in den potentiellen Anbau-Ländern hinwegsetzen. Wir fordern Sie auf, sich bei der EU gegen eine Import-Zulassung von Liberty Link-Reis auszusprechen!“ Die Regierung hat nur noch bis zum Wochenende Zeit, bei der EU gegen eine Zulassung von Gen-Reis zu votieren.

Der Leverkusener BAYER-Konzern hatte im Jahr 2004 eine Import-Zulassung für Liberty Link-Reis beantragt. Die Sorte LL RICE 62 ist resistent gegen das von BAYER produzierte Herbizid Glufosinat. Der Anbau soll vornehmlich in Asien erfolgen, Anbau-Genehmigungen liegen dort aber bislang nicht vor. Die European Food Safety Authority EFSA hat kürzlich ein Positionspapier veröffentlicht, in dem sie zu dem Schluss kommt, dass der Import von Gentech-Reis keine Gefahr für europäische Verbraucher darstelle. Die ökologischen und sozialen Folgen eines Anbaus von LL RICE 62 wurden jedoch nicht untersucht, da der Anbau nicht in Europa erfolgen soll. Explizit weist die EFSA auf das Risiko von Auskreuzungen hin. LL RICE 62 ist verwandt mit der ebenfalls gegen Glufosinat resistenten Sorte LL RICE 601, die vor zwei Jahren ohne Zulassung weltweit in den Handel gelangt war.

Nach Meinung der Verbände würde durch eine EU-Zulassung von Gen-Reis der Druck auf Entwicklungsländer erhöht, einen Anbau zuzulassen. Neben den Risiken für Umwelt und Ernährung resultierten hieraus soziale Gefahren: allein in Asien arbeiten etwa 50 Millionen Menschen im Reisanbau. Während die Landwirte das Saatgut bislang durch Tausch und Eigenzüchtungen selbst produzieren, würden sie wegen des Patentschutzes in Abhängigkeit der Saatgut-Unternehmen geraten. Durch den bereits in der „grünen Revolution“ beobachteten Konzentrationsprozess würden unzählige Landwirte ihre Existenz verlieren und müssten in die Elendsgebiete rund um die Metropolen abwandern.

Americans whom one would want to try to appreciate for their earnest defense of American values and institutions, your neighbors and mine, can and do voice support for America in ways which are patriotic in form only, showing support for the government in Washington, D.C. when that government is engaging in activities which violate its charter. It is not in fact patriotic to support governmental actions which are destructive of the Constitution and Bill of Rights. Why is it that police and politicians, soldiers and judges take an oath to defend the Constitution against all enemies, foreign and domestic? Would following that oath be patriotic, or would following orders in violation of it, be patriotic instead?
