Avoiding Calamity on the Cheap
The New York Times weighs in on the Stern report on the economic disaster that climate change will cause, saying that solutions require either "a carbon tax or a mandatory cap on emissions. But the administration has refused to ask Congress to impose either." The administration appears to believe "that calamity can be avoided on the cheap."
