Bundesregierung will EU-Verfassung bis 2009 durchsetzen

Die deutsche Bundesregierung möchte weiterhin eine gemeinsame Verfassung für Europa durchsetzen. Während des deutschen EU-Ratsvorsitzes im kommenden Jahr möchte sie "dem Verfassungsprozess neue Impulse verleihen". Die Bundesregierung will aber einem Beschluss vom Dienstag zufolge offenbar weder eine Neuverhandlung des Vertragstextes noch eine Abstimmung über nur einen Teil des bestehenden Verfassungsentwurfs. Eine "Verfassung light" könne man sich nicht als Ergebnis der deutschen Ratspräsidentschaft vorstellen, hieß es in Regierungskreisen in Berlin. Vielmehr wurde das Ziel erneuert, bis 2009 zu einem Abschluss über die erste EU-Verfassung zu kommen - scheinbar in der bisherigen Version, die in Referenden in Frankreich und in den Niederlanden förmlich gescheitert ist.

The story which broke last week about a traveler risk scoring system called the Automated Targeting System, or "ATS," evokes an image of an Orwellian world in which the State compiles a secret dossier on every individual and sorts the population according to secret criteria, assigning each person a "risk score." The individual has no recourse to challenge his risk rating, and he has no way of correcting any false or incomplete information about him. In fact, he will never know what information is being used against him, or even the criteria on which he has been judged a risk to the State. It is a disturbing image, and the fact that the government has been conducting the ATS program in secret for four years has shocked many people. However, the ATS is hardly a surprise to those who have been keeping track of similar programs...

The big bomb releases the little bombs, which might kill a soldier tomorrow, a farmer next month, or a child a year from now. Cluster bombing is different from strafing a village, massacring a family or executing a suspected militant. Hands and consciences remain clean while bodies are shredded and pulped. There is no My Lai massacre or No Gun Ri atrocity with cluster weapons. Rather, a permanent state of terror is created where all human activity is dangerous and costly."
